Srinagar, Oct 9 : A Rapid Antigen Test (RAT) drive was held at Kashmir University’s North Campus, Baramulla during which over 60 teaching and non-teaching staff members were tested.
The drive as per a statement issued to the news agency—Kashmir News Observer (KNO) was organized jointly by the North Campus in collaboration with Government Medical College, Baramulla.
The University of Kashmir has held RAT drives at the Main Campus, as well as the South Campus, recently, in its effort to contain the spread of the Coronavirus.
Director North Campus, Dr Aijaz Ahmad Wani said it was important for people to take all necessary precautions to combat the deadly pandemic. He said there was a need to create awareness among people about the safety measures related to COVID-19, and sought the cooperation of the Health Department in this regard.
Health professionals from GMC Baramulla, who were part of the testing team, also held an awareness session and urged the employees to follow necessary precautions and guidelines to prevent the spread of COVID-19 at their workplaces. These included promoting regular and thorough hand-washing, cleaning of surfaces and objects at workplaces using disinfectants and mandatory wearing of face-masks.

Baramulla, Oct 9: As part of ongoing ‘Back to Village-3’ programme, Secretary Rural Development Department and Panchayat Raj, Sheetal Nanda, Friday visited Boniyar area of Baramulla district and monitored several development activities being executed in the area.
Secretary inspected the stalls installed by various departments displaying their services and programmes meant for socio-economic emancipation of rural masses.
She inaugurated several development assets worth Rs 1.61 crore raised under 14th FCA, MGNREGA and other flagship programmes in the area besides inaugurating the first ever office for BDC Chairperson of Boniyar block in the entire J&K UT that has been completed with a cost of Rs 37.41 lakh. She also inaugurated a well equipped ICT laboratory for Government Higher Secondary School and a high tech USG machine in PHC Boniyar.
Deputy Commissioner, Baramulla, Dr G N Itoo, presented a brief developmental profile of the district besides presenting achievements recorded in various sectors during the previous phases of B2V.
Dr Itoo informed that the government has released Rs 10 lakh to every panchayat halqa in which Rs 20,000 has been utilized on purchasing sports items as a move to promote sports culture among our youth.
Various stakeholders including BDC Chairperson, PRIs and other prominent citizens highlighted their issues and demands seeking an early redressal to the same. They demanded development of basic infrastructure pertaining to education, health, road connectivity and other sectors.
The concerned officers gave a patient hearing and assured that all their issues and demands shall be taken up with the concerned authorities for time bound redressal.
Meanwhile, Secretary distributed several equipments, kits and certificates sponsored by sports, education, agriculture and other departments. She also distributed Rs 17.39 lakh as financial assistance among some identified labour beneficiaries.
SSP Baramulla, SDM Uri, ACD, heads of various departments, district officers besides a huge gathering of people participated in the programme.
Students of 11th class demand mass promotion
Srinagar, Oct 9: The students of 11th class from different schools on Friday protested in Srinagar and other parts of the valley demanding mass promotion alleging that they could not cover their syllabus as educational institutions remained closed due to COVID-19 pandemic and internet speed was very low badly hitting online classes.
Large number of students, including girls, today staged a dharna in Srinagar and Pulwama raising slogans demanding mass promotion.
We could not attend our classes due to closure of the educational institutions due to COVID-19 pandemic, they said.
However, schools started online-classes but again we were unlucky due to low internet speed, they said.
The students said they had time and again requested government to restore 4G high speed internet so that there is no disruption in online classes. Frequently our online classes were getting disrupted due to low internet facility, they alleged.
We could not complete our syllabus due to poor internet, they said adding while students elsewhere in the country were enjoying high speed internet.
The students were raising the slogans “ We want justice” and We demand mass promotion”.
We also accept that 11th is the base for competing in competitive examinations, they said adding but until you have the basic facilities how can you appear in the examinations.
They asked when students of 11th class were given mass promotion in Jammu and other parts of the country, why this discrimination with us (Kashmiri students).
Similar protests were held by students in Pulwama, who also demanded mass promotion.
“Everyone knows the situation in the south Kashmir, where even 2G internet also remained down when there is any encounter”, they said adding we demand justice.
Protest against water scarcity in Batamaloo
Srinagar, Oct 9: Women protestors on Friday blocked main busy Exchange road near here protesting against Public Health Engineering (PHE) Department alleging water shortage in their areas in Batmaloo, Srinagar despite repeated assurance by the authorities.
Women, keeping social distance were raising slogans against the engineers of the department. Though water pipes were laid in our areas S D Colony and Momin Abad months ago but there was no water.
We have been facing water shortage for several years, they alleged and said now when the pipes were laid by the PHE deparment. But surprisingly some areas were provided water, we our areas continued to suffer.
The women protestors staged a dharna infront of the PHE department at Exchange road and did not allow any vehicles, including two wheelers.
Police personnel were seen persuading the women protestor to allow traffic and they will take the matter with the PHE department officials.
Similar protest was held by these women at Batmaloo, where they had blocked the main road. However, they allowed traffic only after assurance that water supply will be restored in their areas.

With the designation of all the districts as orange zones or green, most markets can re-open, factories and industrial units can resume operations, and self-employed people can go work with ease. In nutshell, one can deduce that lot more activities would be allowed with fewer or no restrictions in place.
Allowing economic activity at full pace but under safeguards continues to be inevitable.
In balancing life and livelihood, there cannot be any suspension of activities that are important to people’s lives although the restrictions on the number of passengers allowed in private vehicles and taxi cabs, and the protocol for personnel in industries call for strict adherence to succeed. The relaxation process had to be eased greatly. However, a less rigorous lockdown does not mean Covid-19 has been overcome. The highly contagious virus has not disappeared and the weeks ahead present a challenge to Jammu and Kashmir administration given the fact that harvesting season is over and there would more dispersion of people who otherwise remained confined to families. In the absence of medical remedies, prevention remains the only option against the pestilence. Using face masks, hand washing and physical distancing at all times are universally recognised precautions. Such measures need to be adopted with strict adherence. For example a study from Simon Fraser University in Canada has found that mask mandates are associated with a 25 percent or larger weekly reduction in Covid-19 cases.
The research also found that relaxed restrictions on businesses and gatherings including retail and restaurants were positively associated with subsequent Covid-19 case growth—a factor that could offset and obscure the health benefits of mask mandates.
Also, local authorities dealing with the infection at ground level are the best placed to understand its spatial vagaries. It’s, therefore, imperative that they have a say in managing the affairs as regards the containment of the virus.

‘Shopian Fake Encounter’:Justice will be ensured: LG visits families of victims

Rajouri, Oct 8: Lieutenant Governor Manoj Sinha on Thursday visited the families of three Rajouri youth who were killed ‘fake encounter’ in Amshipora, Shopian on July 18 this year and assured them “justice would be ensured.”
Expressing condolences with the families, the Lt Governor said that the Government will extend full support to them.
“He assured that justice would be ensured in the case,” reads a statement issued by the government.
“He also conveyed the message of Prime Minister Narendra Modi that the government stands with the aggrieved families in the hour of grief, and they will be taken care of with all support from the government.”
On October 2, bodies of the three victims were exhumed in Baramulla and handed over to their families.
The bodies of –Abrar Ahmed (25), Imtiyaz Ahmed (20) and Mohammed Ibrar (16)— were exhumed at around 10:30 p.m October 2 and handed over to the families. The families will now carry the bodies to native villages and bury them there.
The exhumation and subsequent handing over of the bodies had came few hours after Director General of Police Dilbag Singh said the legal process to exhume and hand over the bodies of three youth killed in an “encounter” at Amshipora village of Shopian district by the Army on July 18 and labelled as “militants” would be completed soon.
On September 30 Inspector General of Police, Kashmir Range, Vijay Kumar said the since the DNA samples matched with the families, the bodies will be exhumed and handed over to families after the due process of law.
There has been persistent demand from the poor families to seek bodies as well as immediate arrest along with stern punishment to those behind the killings.
The statement also follows a fortnight after the army said its high-level Court of Inquiry brought out “certain prima facie evidence indicating that the powers vested under the AFSPA 1990 were exceeded during the operation.”
Defence spokesman Colonel Rajesh Kalia had said that inquiry has found that the “Do’s and Don’ts of Chief of Army Staff (COAS) as approved by the Supreme Court have been contravened”.
“Consequently, the competent disciplinary authority has directed to initiate disciplinary proceedings under the Army Act against those found prima-facie answerable,” he had said.
“The evidence collected by the inquiry has prima-facie indicated that the three unidentified (militants) killed in Op Amshipora were Imtiyaz Ahmed, Abrar Ahmed and Mohd Ibrar, who hailed from Rajouri,” he had said, “Their DNA report is awaited. Their involvement with (militants) or related activities is under investigation by the police.”
On July 18, police in a statement had said that three militants were killed in gunfight with joint team of police, army and CRPF in Shopian district on an input by army.
“On a specific input by 62RR about presence of (militants) in village Amshipora area, an operation was launched by them in the area,” a police spokesperson had said.
During search, he had said, the militants fired upon Army and encounter started. “Later on police and CRPF also joined. During encounter three unidentified militants were killed,” he had said in the statement, adding, “Bodies of all the killed three (militants) were retrieved from the site of encounter.” However, he had said, the identification and group affiliation of the slain was being ascertained.
“Incriminating materials including arms and ammunition were recovered from the site of encounter,” he had said.

Rajouri, Oct 8: Continuing the endeavours of the UT Government to reach out to the common masses with responsive and accountable governance at their doorsteps as a part of the ongoing “Back to Village Phase-3 progamme”, Lieutenant Governor, Manoj Sinha on Thursday visited Peeri area of block Budhal in Rajouri district.
On the occasion, the Lt Governor e-inaugurated Multipurpose Sports Stadium, Rajouri worth Rs 12.3 cr.
While addressing the gathering , the Lt Governor observed that Prime Minister has acknowledged the sports potential of Jammu & Kashmir and therefore sanctioned Rs 200 crore under Prime Minister’s Development Package for upgradation of sports infrastructure and encouragement of budding talent in the field. Similarly, the Khelo India initiative has also been a great catalyst in promotion of sports activities here.
‘I’ve been informed that the Rs 3.82 crore Indoor Sports Stadium at Kotranka is at the verge of completion. Similarly, three other stadia at Naushera, Kalakote and Lamberi are also going to be completed soon. Five stadia is a source of great encouragement for the Rajouri youth. Even at the grass root level, for the promotion of sports, each panchayat has issued sports kits during Back to Village-3 according to local choice of sports’, said the Lt Governor.
The success of Back to Village is due to enthusiastic government machinery and the empowered Panchayati Raj system. In the past 5-6 years, a lot has been done by the government to develop 136 villages adjoining the borders. Development deficit of 70 years will be mitigated and soon J&K will enter the new dawn of equitable development, he added.
‘Back to Village is not a platform for launching new projects but an initiative for introduction of funds, functions and functionaries with the public. The 54 governmental schemes launched for the development of villages, need to be implemented with due dialogue with the locals. There is a need to ensure that all stalled and delayed works are expedited to connect all villages of the UT with the mainstream’.
‘I want to put an end to the tradition of hollow announcements and intend to introduce a new wave of implementations’, the Lt Governor maintained.
Speaking on employment and job-opportunities, the Lt Governor announced that a comprehensive plan is in offing for filling up of 25,000 vacancies with 10,000 posts already advertised.
The UT Government is also working on fulfilling the assurance of 50,000 jobs given by the Prime Minister. Central Armed Police Force, Paramilitary Forces and JKP recruitment rallies shall also be conducted across the UT, he added.
The Lt Governor stressed on the need to complete priority projects in a time-bound manner for the benefit of public.
‘I am working incessantly to materialise on-ground execution of projects and for the wholesome development of each household of every village by making them Atmanirbhar’, he said.
The upcoming Industrial Policy, which will be among the best in the country, is also going to be announced soon which will significantly change the villages of J&K. Soon, it will be in Public domain, the Lt Governor affirmed.
He stressed on the need to spread massive awareness of schemes under Agriculture, Horticulture and allied sectors in order to achieve the desired result of doubling the farmers’ income. Government is planning to open J&K Bank branches in every Panchayat so that people can avail the banking facilities, he added.
The Lt Governor expressed happiness over greater participation of women in Rajouri panchayats; the numbers being 9 BDC Chairpersons, 111 Sarpanches and 360 Panches.
He said that the Rajouri is a land of women empowerment and encouraged the women folk of Rajouri to keep participating and take a greater leadership role in development of the district.
It was informed that 2445 works out of 3267 under the 14th FC funds and 296 out of 312 Community Sanitary Complexes have been completed in the district. He congratulated the PRI members for the encouraging response in execution of projects.
‘In past 21 days of Jan Abhiyaan, more than 70 thousand Domicile Certificates, more than 10 thousand Caste, Income and other certificates have been issued. During the period, 55 thousand pension applications were approved and 1253 farmers were issued Kisan Credit Cards. Similar encouraging figures have emerged with respect to Ayushman Bharat Cards, scholarships and other schemes of Social Welfare Department’
Under Back to Village programme, both people and administration have equal responsibility to build a well-developed house and society that will contribute to growth of the nation. Administration hearing the grievances of the people is a regular feature and will be continued. The Government is laying special focus on Connectivity to every village and every household, said the Lt Governor
I want to ensure that beneficiary schemes actually reach the last person in the queue and villages as well as its people are empowered’, he continued.
‘People of Rajouri have shown an increasing amount of faith in three subsequent Block Diwas events where the number of participants increased from 5500 in the first week to 7200 in the last.’‘If you take one step towards the government, the government will walk five towards you’.
‘345 out of 349 Jamabandis have been updated. Satisfactory progress has been shown in works of PWD, Jal Shakti, Power and Social Welfare Department. During the current year, Rs 111 crore have been sanctioned under which more than 7000 works are to be taken up. Aadhaar seeding in MGNREGA needs to be expedited and 100% saturation to be achieved shortly’, he continued.
The Lt Governor called for expediting Aadhaar seeding of beneficiaries of the social welfare and other beneficiary oriented schemes.
The Lt Governor appreciated the district for 100% saturation under Swachh Bharat Abhiyan and instructed the panchayats to install two separate garbage bins- one for solid and the other for liquid waste. He also guided them to engage two sanitation workers under MGNREGA. He also guided them about composting, recycling and generation of manure from waste.
Expressing his concern for the border dwellers in face of Pak firing, the Lt Governor observed that 2537 bunkers have been constructed for their benefit and 604 more are to be completed soon.
The Lt Governor announced that the government is working on a Tribal Model Village scheme under which two Tribal Village Pilot Projects have been created and the same are aimed at benefiting the 37% tribal population of the district. Similarly, he said that nine schemes in the agriculture sector have also been started in the district. He also called for diversification and engagement of farmers in other allied activities to increase their income.
The Lt Governor spoke on bee-keeping and said that the sector has enough potential and that the government is ready to provide financial assistance to those desiring to take it up. He also called officers from the Animal Husbandry department to promote various self employment schemes of the department for the benefit of the masses. ‘Action Taken Report’ was also sought from the Deputy Commissioner on some particular schemes.
Focusing on generating self-employment and promoting entrepreneurship, two educated youth from every Panchayat are provided financial assistance to set up business units during Back to Village-3. More than 8,500 youth will be benefited from this initiative across J&K and a special helpdesk has been set up by J&K bank for assisting young boys and girls in setting up their business, the Lt Governor maintained.
Meanwhile, the Lt Governor interacted with the elected representatives and public there and took stock of their grievances, besides making them aware of the simplified ways and means of availing the Government schemes and facilities at their doorsteps.

All but Kishtwar district declared ‘Orange Zone’ in J&K
Srinagar, Oct 8: Except for Lakhanpur Containment zone with a buffer of 500 meters’ radius and Jawahar Tunnel area on either side, all districts but Kishtwar were declared orange zone on Thursday.
BVR Subrahmanyam Chief Secretary in his capacity as Chairperson, State Executive Committee, also declared Kishtwar district as green zone.
The announcement was made after a detailed review of the current COVID situation in Jammu and Kashmir which was conducted with the Financial Commissioner, Health, Divisional Commissioner, Jammu, Kashmir and other officers
“The categorization of districts into Red, Orange and Green Zones/ Districts will be followed for the purposes of implementation of permitted activities in the respective districts, as per a separate order, to be issued by the State Executive Committee (SEC),” reads the order.
The order noted that the trend in new cases particularly the recent large spread and spike in new cases in view of the continuous movement of persons travelling to J&K and between provinces and districts with tremendous risk of further spread.
“The risk perception of the Health department vis-a-vis each district and the need to control further spread of COVID-19.”

Srinagar, Oct 8: A 30-year-old man was among nine more people who died due to COVID-19 in Jammu and Kashmir during the past 24-hours, while 696 more people tested positive for the virus in the Union Territory, officials said on Thursday.
They said that fatality count due to virus has risen to 1293, while 81793 people have tested positive for the COVID-19 in J&K till date.
Officials said that COVID-19 has killed 884 in Kashmir and 409 people in Jammu since the outbreak of pandemic in March this year.
Officials said that seven people died in Jammu Division today while two died in Kashmir.
Giving the details of the victims, who died due to COVID-19 today, officials said, they include a 40-year-old from Mendhar Poonch, a 50-year-old man from Galote Udhampur, a 65-year-old from R S Pura, a 90-year-old from Talab Tillo Jammu and a 30-year-old from Trikuta Nagar.
Srinagar district with 310 deaths tops the list followed by Jammu (212), Baramulla (126), Budgam (89), Pulwama (73), Kupwara (71), Anantnag (69), Kulgam (43), Bandipora(41), Rajouri (39), Doda (38), Shopian (32), Ganderbal (30), Kathua (28), Samba (24), Udhampur (22), Poonch (18), Ramban (11), Kishtwar(11) and Reasi (6).
J&K reports 696 new cases
Meanwhile, 696 more people tested positive for COVID-19 in J&K on Thursday thus taking the total count to 81793.
Among the cases, 276 were from Jammu Division and 420 from Kashmir, officials told GNS.
Giving district wise breakup of the cases, they said Srinagar reported 186, Budgam 52, Baramulla 71, Pulwama 22, Kupwara 15, Anantnag 21, Bandipora 18, Ganderbal 24, Kulgam 7, Shopian 4, Jammu 89, Rajouri 34, Udhampur 17, Doda 10, Kathua 43, Poonch 47, Samba 11, Ramban 8, Kishtwar 15 and Reasi 2.
A number of these cases were confirmed at CD and SKIMS diagnostic labouratories including 21 security forces personnel, five minors and two doctors.
