CBI disposes of about 800 cases despite Covid: Director

Srinagar, Jan 1: Director of Central Bureau of Investigation (CBI) Rishi Kumar Shukla Friday greeted the officers and staff of CBI on the occasion of New Year 2021 and stated that the investigation agency has performed well in the erstwhile year 2020 and disposed of about 800 cases despite the outbreak of COVID-19 pandemic.
In a virtual address to the officers of CBI across India, Director, CBI underlined that COVID-19 related lockdown came as a challenge. In Spite of the best efforts taken CBI family lost few Officers and men. Director, CBI conveyed condolence to their family members and assured them for all possible assistance.
He stressed the need to continuously adhere to covid protocols as pandemic is still here. We should continue with periodic sanitization of our workplace and frequent testing, he added.
Director, CBI also informed that a large number of cases numbering around 800 were disposed of during the year gone by (2020) despite a huge challenges of COVID-19 pandemic which caused tremendous hurdles in the operations in various walks of life. “With your cooperation and efforts, we have been able to finalize an investigation of a substantial number of cases to achieve our targets. We need to work hard in the coming days,” Director, CBI said.
Shukla complemented the investigating officers and the supervisory officers in exhibiting the true nature of team CBI towards relentless by pursuing cases. He cited the example of a recently adjudicated case in Kerala in which conviction was pronounced despite the severely hampered and complicated case handed over to CBI.
Director, CBI also emphasised the need for officers and others at various levels in keeping themselves updated with the latest tools of investigation through sustained training. He pointed out that new and well innovated On-line/Virtual training modules are now available/ developed as a fall-out of restrictions caused by covid pandemic. (KNO)

 

Jitendra announces ‘Disability Compensation’ for all serving employees

New Delhi, Jan 1: In a significant New Year announcement, Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Jitendra Singh Friday extended “Disability Compensation” for all serving employees, if they get disabled in the line of duty while performing their service and are retained in service in spite of such disablement.
Today’s order will particularly provide a huge relief to young Central Armed Police Force (CAPF) personnel like CRPF, BSF, CISF, etc since disability in performance of duties is generally reported in their case due to constraints of job requirement as well as hostile or difficult work – environment.
Pertinent to mention that this new order will remove an anomaly in service rules, considering the hardship faced by the employees, since as per the earlier OM dated 5/5/2009, the provisions of disability benefits under Central Civil Services(CCS) (EOP) Rules did not provide such compensation to those government servants who were appointed on or after 1.1.2004 and covered under National Pension System (NPS).
However, with the new order issued by the Department of Pensions in the Ministry of Personnel, the employees covered under NPS will also get benefits under Rule (9) of Extra Ordinary Pension (EOP).

 

Narbal villages face acute water shortage

Budgam, Jan 1: Scores of villages in Narbal-Budgam are facing acute shortage of water due to damaged water pipe line.
Locals said a couple of days back, water pipe line was damaged and since then authorities have not repaired it.
The affected villages include Cherhar, Panchas, Rus, Watalpora and others.
“We brought the issue into the notice of Deputy Commissioner Budgam. Despite assurance, the concerned department has not repaired the damaged water pipe yet. We are suffering badly due to water shortage,” District Development Council member from Narbal Reyaz Ahmed said.
The locals urged the district administration to look into the issue on priority basis. (KNT)

 

Speedy vehicle kills pedestrian in Baramulla

Baramulla, Jan 1: A pedestrian was hit and killed by a speedy vehicle in this north Kashmir district on Friday, official sources said.
They said a cab hit a pedestrian identified as Bashir Ahmad Lone, a resident of Kreeri, at Pattan on Srinagar-Baramulla road. The injured was immediately rushed to hospital where he was declared brought dead.
Police has registered a case and started investigation.

2020 is over. For Jammu and Kashmir, it had started with the hope that things would be better for people having endured tumultuous 2019, particularly the latter half which was marked by effective revocation of Article 370 amid massive security and communication clampdown. The restrictions were eased to a large extent even as high-speed internet remains barred, incidentally completing 500 days as 2020 draws to an end. While people from all walks of life were expecting some semblance of normalcy to return to enable them make ends meet, covid-19 announced itself. It forced the world to impose lockdowns, ravaging economies, and life during the course.
Having already extracted a toll of nearly 1.81 million lives accompanied by an evisceration of livelihoods, the challenges remain enormous. Foretelling the economic future even as the pandemic rages remains an unenviable task.
The pandemic is also set to leave scars as and when it is finally overcome, even as fortunately a vaccine is already available and being rolled out in this part of the globe soon. The labour markets will surely take a long time to heal; lost schooling continues to impair human capital while normalizing of the business remains uncertain, more so for the tourism sector.
As per IMF, efforts to improve average living standards are certain to be severely set back. The pandemic is also set to widen inequality between economies and within nations.
People assume 2021 will usher in at least a little more cheer. In a world as interconnected as it is today, the cost of economic insularity would only be more protracted pain for all if efforts to ease it are not made. The people of Jammu and Kashmir would surely hope that high speed internet is resumed sooner than the later.
People also hope that environmental issues are addressed and the rot caused is at least rectified in this New Year.
Let 2021 witness some concrete progress against the wanton destruction caused to water bodies and fragile ecology due to construction activities. People need to respond to the alarming situation on this front. It is not only the prospect of food and water insecurity that looms large on the J&K but the shrinking green space and water bodies could affect Kashmir’s very fundamental image as a paradise on earth.
Corruption has been declared endemic in our society. In J&K it is worse and one hopes that action is taken against all persons alike, no matter if the corrupt holds a high position. Hopefully, there are changes for the better in this New Year.

2020: Emergence of PAGD, DDC polls big political achievements

Srinagar, Dec 31: Political process which had come to a half after J&K’s reorganization on August 5, 2019, made a comeback in 2020 with the government holding the District Development Council elections in the newly carved out Union Territory.
“Revival of the political process has generated hope among the politicians that they will once again become active and good old times may return,” an observer told Precious Kashmir.
He said, “The DDC elections and regional parties, including National Conference, Peoples Democratic Party, Peoples Conference and others coming together to constitute Peoples Alliance for Gupkar Declaration (PAGD) have changed the entire political scenario in Kashmir.”
The observer said that the PAGD winning 110 DDC seats is a good beginning. “The amalgam is likely to form the DDC boards in at least 13 districts. It means that the political parties in Kashmir who were out of business have returned. If the PAGD doesn’t fall apart it can give a tough competition to the national parties in the forthcoming assembly polls. These elections will be held after the delimitation exercise is over.”
He said that the regional parties not shying away from taking part in the DDC polls proved it beyond doubt that no one wanted to stay away from the political process. “The results of the DDC polls have decided the future course of action of PAGD. The amalgam leaders have declared that PAGD is there to stay and in future also all the polls will be contested jointly,” the observer said, adding that “the PAGD focusing on all the issues is an indication that it doesn’t want to leave the field open for the other parties.”
Another analyst said, “The emergence of PAGD in Kashmir in 2020 was the biggest political development in the Valley. The parties that have come together are aware of the fact that if they don’t remain united they will end up losing badly as Jammu based parties can easily turn the tables on them. Their only chance to form the government is that they remain united and sort out their differences which could ruin their chances in J&K’s changed political scenario.”
A politician said, “If the PAGD has to remain united the leaders of the amalgam have to stop taking credit for the individual achievements of their parties they will have to give credit to everyone to ensure that cracks don’t develop and the amalgam doesn’t crumble under its own weight.”

Covid-19 Pandemic : Centre asks States/UTs to gear up for rollout of Covid vaccine, dry run on Jan 2

New Delhi, Dec 31: The Centre on Thursday asked all states and Union Territories (UTs) to ensure effective preparedness for the vaccine roll out.
Union Health Secretary Rajesh Bhushan chaired a high-level meeting today to review the preparedness at session sites for COVID-19 vaccination with Pr. Secretaries (Health), NHM MDs and other health administrators of all States/UTs through video conference.
The dry run will be conducted by all the State and UT governments on January 2, 2021 (Saturday), the Ministry of Health and Family Welfare said in a statement here.
The activity is proposed to be conducted in all state capitals in at least 3 session sites; some states will also include districts that are situated in difficult terrain/have poor logistical support; Maharashtra and Kerala are likely to schedule the dry run in major cities other than their capital.
The objective of the dry run for COVID-19 vaccine introduction is to assess operational feasibility in the use of Co-WIN application in field environment, to test the linkages between planning and implementation and to identify the challenges and guide way forward prior to actual implementation. This is also expected to give confidence to programme managers at various levels.
The planning for the vaccine introduction will be as per the Operational Guidelines issued by the Ministry on December 20.
For each of the three session sites, the concerned Medical Officer In-charge will identify 25 test beneficiaries (healthcare workers). The states/UTs have been asked to ensure that the data of these beneficiaries is uploaded in Co-WIN.
These beneficiaries will also be available at the session site for the dry run. The states and UTs will prepare the facilities and users to be created on CoWIN application including uploading the data of Health Care Worker (HCW) beneficiaries.

Goldsmith shot dead in Srinagar

Srinagar, Dec 31: A goldsmith was shot dead by unidentified gunmen in Srinagar on Thursday.
Police said unidentified gunmen fired at a goldsmith, identified as Satpal Nichal, at Saraibal in city in the evening.
Nichal was critically injured in the attack and rushed to SMHS hospital, where he was declared brought dead.
Sources said the gunmen managed to escape during the chaos created due to the firing.
After the shoot-out, police and paramilitary forces rushed to the area and launched search operation to nab the attacker. However, no arrests were reported during the hour long operation.

 

5 civilians injured in cross-LoC firing in Kupwara

Srinagar, Dec 31: At least five civilians were injured and several hours and a mosque were damaged after Pakistani troops violated ceasefire in the frontier district of Kupwara, official sources said on Thursday.
They said Pakistani troops resorted to unprovoked and indiscriminate firing and shelling, targeting civilian areas and forward security force posts at the Line of Control (LoC) in Tangdhar and Karnah in Kupwara district Wednesday night.
Indian troops also retaliated and intermittent firing and shelling continued during the night, they said.
Sources said some of the Pak shells hit residential areas resulting in injuries to five civilians. A mosque and several other houses were also damaged, they said.
Further details are awaited, they said.
Senior Army and police officers said that Pakistani troops are violating ceasefire to help militants, waiting at launch pads near LoC, to infiltrate into this side. However, they said troops are already on high alert to foil any attempt by militants to infiltrate into this side.
They further said that despite below freezing temperature there will be lowering of guard and security forces will continue to keep a strict vigil.

Dulloo reviews preparedness for Covid vaccination in J&K, handling of UK returnees

Jammu, Dec 31: Financial Commissioner, Health and Medical Education Department, Atal Dulloo, Thursday chaired an officers meeting to review preparedness for Covid -19 vaccination expected to be launched after January 15, 2021 besides taking stock of implementation of AB-PMJAY SEHAT scheme in Jammu and Kashmir.
He also had detailed deliberation on functioning of Jan Aushadhi and Amrit stores, vital healthcare issues besides discussing handling of UK returnees.
A Power point Presentation was presented highlighting the broad contours of the plan and preparations being put in place for Covid vaccination in the Union Territory. The PPP focussed on several important issues regarding the subject which inter alia included key assumptions during COVID-19 vaccination, vaccination booths, vaccination rooms, observation rooms, inter sectoral convergence within departments, public and private health facilities mapped in CoWIN and related matters.
It was informed in the meeting that as part of phased introduction of Covid vaccination the first round would be covering the healthcare Workers, frontline workers and high risk population including those above 50 years of age and less than 50 years with associated co-morbid conditions. It was also informed that further phases may be planned based on vaccine availability and epidemiology besides high risk group will further be categorized as 50-60 years, 60-65 and above 65 years.
Dulloo while exhorting all the stakeholders to put in their best for making this vaccination programme a grand success, said that the goal of the department is to protect public health, minimize societal and economic impact by reducing Covid-19 mortality. He asked the officers for inclusion of Anganwari workers and employees of Revenue department in the first round of the vaccination in view of the nature of their services.
While taking stock of preparations regarding the vaccination, he was informed that the session site planning has been envisaged keeping in view the socio-economic, demographic and climatic considerations of the UT. Besides, great care is being taken to minimize chances of any adverse impact following the immunization.
Regarding the handling of UK returnees, Dulloo asked the officers to speed up the process of tracing out these travellers with the support from concerned district administrations.
He asked for keeping these returnees in the government quarantine centers after they are identified.
During the meeting, a toll free number 14555 was also given for registration of any complaint or related issues regarding the AB-PMJAY SEHAT scheme.
