Colombo Security Conclave agrees on roadmap on 5 pillars

New Delhi: The Colombo Security Conclave, comprising Maldives, India, Sri Lanka, and newest member Mauritius, have agreed on a roadmap on the five pillars of cooperation, including countering terrorism and radicalization and combating trafficking and transnational organised crime.

The 5th National Security Adviser level meeting of the Colombo Security Conclave, held in Male on March 9-10, identified key areas of cooperation to enhance and strengthen regional security in the five pillars of · Maritime Safety and Security · Countering Terrorism and Radicalisation · Combating Trafficking and Transnational Organised Crime · Cyber Security, Protection of Critical Infrastructure and Technology · Humanitarian Assistance and Disaster Relief The Member states agreed upon a roadmap for further cooperation and collaboration on these pillars of cooperation.

The roadmap will facilitate robust mechanisms for coordinated responses, capacity building and strengthening information flow between member states, said a joint Press Statement. Delegations from Bangladesh and Seychelles participated as Observers.

The delegates participating included Mariya Ahmed Didi, Maldivian Defence Minister; Ajit Doval, India’s National Security Adviser; General Kamal Gunaratne (Retd.), Secretary to the Ministry of Defence of Sri Lanka; and Kumaresan Ilango, National Security Adviser of Mauritius.

The delegation from Bangladesh was led by Tarique Ahmed Siddique, Defence and Security Adviser to the Bangladesh Prime Minister, and Seychelles was represented by Simon Archange Dine, Chief of Staff of Seychelles Defence Forces. As maritime neighbours, facing similar threats, the Conclave reaffirmed their commitment to engage in consistent joint efforts to achieving regional peace and security. (UNI)

NIA takes over Udhampur blast case

Jammu: The National Investigation Agency (NIA) on Thursday took over the probe of Udhampur blast, in which a person was killed while 14 people were injured.

Officials said that a team of NIA led by SP rank officer visited Salathia Chowk area, where an IED blast took place.

“The team collected evidence from the spot and also recorded statements of eyewitnesses,” they said. “Till now, the central anti-terror probe agency was informally assisting newly constituted State Investigation Agency (SIA) and local police in the investigation of the case.”

They said that NIA will also investigate the role of groups operating from other countries including Pakistan as it has the mandate to carry out investigations abroad.

A team of NIA, a central probe agency created after the 2008 Mumbai attack, has taken over maximum terror related cases in Jammu and Kashmir.

Earlier, a low-intensify Improvised Explosive Device (IED) blast took place at vegetable market Salathia Chowk in Udhampur district on Wednesday afternoon.

One person was killed while 14 others sustained injuries in the blast.

Additional Director General of Police (ADGP) Jammu region, Mukesh Singh said that preliminary investigations reveal that it was a low-intensity IED. “One person was killed while 14 others sustained injuries, who all are stable,” he said.

Two of the injured are reportedly having serious injuries and being referred to Government Medical College Jammu.

Soon after the explosion took place, senior officers of police, CRPF and army rushed to the spot and the area of incident was cordoned for examination of evidence.

“Sniffer dogs, bomb squad were also called on spot for necessary operation, area sanitization and examination,” the officials said. “Samples collected from the blast site have been sent to the Forensic Science Laboratory (FSL),” officials said. (KNO)

Moscow’s forces move within a few miles of Kiev outskirts

New Delhi: The battle for Kiev is already underway as Russian tanks push to within just a few miles of the city outskirts, analysts and witnesses have said, though initial assaults to the west and east of the capital were repelled as Vladimir Putin’s forces face a long and bloody campaign to take the capital, Daily Mail reported.

Kremlin troops launched two attacks on Kiev on Wednesday – one via the besieged western city of Irpin and another through the eastern district of Brovary, with video showing how a column of Russian tanks was bombarded with artillery in a devastating ambush and forced to turn back. Intercepted radio chatter suggested the column took heavy losses with the regimental commander killed, though that could not be verified.

Vadym Denysenko, adviser to Ukraine’s interior ministry, said Ukrainian forces had managed to stop the attack in Irpin and were counter-attacking on Thursday morning with battles now underway.

“The night was quite difficult, but in general we can say that the Ukrainian army counter attacked near Kiev,” he said. “There is no further detailed information yet.”

It means the Russian mission to assault the Ukrainian capital is now underway, analysts at the Institute for the Study of War said, amid fears that devastating airstrikes on the city of Mariupol – which struck a maternity hospital killing three including a six-year-old girl – and Kharkiv could soon be seen in the capital, Daily Mail reported. (IANS)

 

5 booked after acid attack on stray dog

Bengaluru: An FIR has been lodged against five people in Karnataka for thrashing a street dog and allegedly pouring acid on it, police said on Thursday.

The miscreants also threatened an elderly woman who questioned them.

Banashankari police has filed a FIR in this regard.

According to police, the accused would walk on streets at nights in an inebriated state agitating street dogs. They enjoyed street dogs barking at them.

On March 4, the accused tied up a street dog at Ambedkarnagar in Banashankari and thrashed it for no reason. They then allegedly sprayed acid and petrol on it.

When a 50-year-old woman questioned them, they threatened her with the same treatment.

The woman has filed a complaint in this regard with police after taking help from a social activist. The five-year-old injured male canine has been shifted to an animal rescue centre and is undergoing treatment. The centre has named the dog as Bunny.

Police have booked a case under IPC Sections 34 (criminal act done by several persons), 428 (whoever commits mischief by killing, poisoning, maiming or rendering useless any animals), 429 (mischief by killing or maiming cattle e.t.c.) and 354 (any man who assaults or uses criminal force to any woman or abets such act with the intention).

Further investigation is on.

In an earlier case reported in February, a 23-year-old youth had deliberately ran his Audi over a street dog Lara and killed it in the limits of Siddapura police station in Bengaluru.

The CCTV footage of the incident had gone viral on social media and created public outrage.

Soldier killed, JCO among 5 injured in Kupwara accident

Srinagar: An army man was killed and five others including a JCO were injured after a vehicle they were travelling in met with an accident in frontier north Kashmir’s Kupwara district on Wednesday afternoon.

An official said that an army vehicle carrying personnel from 21 Mahar Regiment turned near Sarkulli, while on the way from Machil.

Six army personnel sustained injuries in the incident and were evacuated to 168 Military Hospital Drugmulla for treatment, the official said adding however one of them was declared as dead on arrival by the doctors there.

The deceased have been identified as Hav Chander Shekhar while injured include Naib Sub Vikas Pandit, Sep Manoj Yadav, Sep Babul Kumar, Hav Tulasi  and Sanjay (55 RR). (GNS)

11 students injured in Anantnag accident

Anantnag: Eleven students were injured when a bus of Army Goodwill School High Ground Anantnag turned turtle in the south Kashmir district on Thursday.

The bus had an accident near Sarnal Kadipora, official sources said.

The injured students were shifted to GMC Anantnag and some of them have been identified as Midhat Aadil, Hashim Ahmad, Aisha, Numan Ahmad, Haziq Ahmad, Aliya Imtiyaz and Sonaber.

Medical Superintendent of GMC Anantnag Dr Iqbal Sofi said all students are stable and most of them have already been discharged.(GNS)

At a stone’s throw distance from the historic Ghanta Ghar, Aesthetics Art Gallery exhibition welcomes you to put on display your artwork and showcase your talent.

The founder and co founder of the art place is an amazing couple who have an unending rendezvous with the sketch.

On its first day, the founder of the Exhibition Aesthetic Art Gallery has put his over two dozen art work of nature; birds in display they drew a large number of audiences to watch the creative work.

“This Art Gallery is now a permanent address for bidding artists to showcase their work. Paper cuttings, calligraphy, oil on canvas etc and display it to the public,” said Dr Samia, who is Director of the Gallery.

Samia’s husband Iajaz Ahmad Naqashbandi, who is the founder of the gallery, has put some rare pictures of birds, nature taken by some independent photographers on display.

“Kashmir has a great talent in every sector. We see young artists who have come up with rare piece of artwork. But they lack a proper place to showcase their work. This place is for all these artists. They can put their work on display and show it to people,” Dr Samia said.

On the first day, a good number of people visited the place.

“It is a good initiative. We need such platforms in every field. And I am happy to see this beginning here,” said Waseem Bhat, who works with a local news wire as a news reporter.

Govt directs DCs to provide office accommodation to Patwaris by end of Mar

Srinagar: In a significant move aimed at improving delivery of services to general public, the Jammu & Kashmir government on Thursday directed deputy commissioners to ensure that all Patwaris are provided with an office accommodation by the end of this month.

In a letter, a copy of which is in possession of The Precious Kashmir, the Revenue department has directed all DCs of J&K Union Territory to ensure that all Patwaris without an accommodation should be allotted the facility by March 31.

“Pursuant to the direction of the worthy chief Secretary for ensuring the convenience of delivery of services to the citizens, and access to the smooth delivery of processes related to land record, it is hereby enjoined upon all the deputy commissioners to ensure that the patwaris without any office accommodation are provided with an office accommodation, preferably in any vacant government building, school, office or in a panchayat ghar, “reads the letter.

The DCs have also been directed that these office locations of the concerned Patwaris of the Patwar Halqa shall be notified by the deputy commissioner concerned and publicized in print, electronic and social media for the information of all.

“The office of a Patwari(existing as well as newly established) with availability of basic furniture and fixture and prominent sign board of the office with name and mobile number of the Patwari clearly painted in English, Hindi and Urdu, must be got established and made functional by or before 31.03.2022,” the communiqué further states.

They have also been directed to file action taken report (ATR) in a prescribed format to the Revenue department by March 28.

CS delivers online lecture on “New Initiatives in Revenue Administration”

Srinagar: Chief Secretary, Dr Arun Kumar Mehta, Thursday delivered an online lecture during a workshop on “New Initiatives in Revenue Administration” here at IMPARD main campus, Srinagar.

The lecture was in the nature of an interactive session and part of semi virtual workshop series on “Disaster Preparedness, Revenue Courts, Digitization and Other Revenue Matters” which was launched in J&K IMPARD on March 8, 2022. The participants in the workshop included Revenue officers of all ranks from Financial Commissioner Revenue down to Patwaris. The purpose of the workshop was to give a chance to participants to interact with other Revenue officers.

Chief Secretary said that since Revenue officers need to implement laws, they need capacity building on a regular basis adding that the basic purpose of current workshop was to equip the participants with proper knowledge of Revenue laws. The objective of the UT government is to make Revenue department as a model for other states to replicate, he added. He said that since land disputes are common in villages so it should be prime concern of Revenue officers to take special care of such issues for speedy redressal. He stressed on the need to set up an efficient Revenue Dispute Redressal System to sort such matters. He also emphasized the need of efficient management of revenue records besides learning of revenue related best practices being implemented in different parts of the country by the concerned officials.

Chief Secretary described the Revenue as most important government entity saying that if Revenue officers decide land disputes in an efficient manner, no law and order issues related to land disputes would emerge.

Chief Secretary asked the Divisional Commissioner to record mobile phone number of all land owners in tri-lingual land record passbooks. He also said that Patwar Khanas should be set up in all Patwar halqas in government buildings so that Revenue officials remain available in both physical and virtual mode. He said that promptness, efficiency and transparency should be the hallmark of all Revenue officials.

Chief Secretary laid stress on deploying latest technology in the updation of revenue records.

Later during the interactive session, Chief Secretary had questions from the participants.

Shaleen Kabra, Financial Commissioner, Revenue, who attended the event online, appreciated the efforts of J&K IMPARD in organizing this important workshop. He suggested that such workshops should be conducted at district level so that awareness regarding revenue matters percolates down to the frontline functionaries of the department.

On the occasion, Saurabh Bhagat, Director General, J&K IMPARD and Panduranga K Pole, Divisional Commissioner, Kashmir were also present.

Zonal level singing competition ‘Choona Hai Aasman Season-6’ held

Jammu: The Zonal level competition of ‘Choona Hai Aasman Season-6’ a talent hunt programme for promising and upcoming singers of Jammu and Kashmir was organized by Jammu Zone Police Headquarters at Police Auditorium Gulshan Ground on Thursday.

Director General of Police (DGP) Dilbag Singh was the Chief Guest on the occasion.

ADGsP Dr S D Singh Jamwal, Mukesh Singh, Danesh Rana, Sunil Kumar, DIG JSK Vivek Gupta, DPT J&K Shridhar Patil, SSP PCR Dr Haseeb Mughal, AIG’s of PHQ, SSP Security, SSP Crime, Jammu based JKAP/IRP Commandants, retired senior Police, parents, relatives of participants also graced the occasion with their presence.

Speaking on the occasion the DGP congratulated the ADGP Jammu Zone Mukesh Singh and his team who brought forward these young singers of Jammu Zone.

He said that it gives immense pleasure to witness the sixth season of the talent hunt programme after some gap due to pandemic. The programme will continue to provide opportunities to the many talented youth of Jammu and Kashmir, he added.

The DGP said that ‘Choona Hai Aasman’ is a platform provided by J&K Police to the youth of Jammu and Kashmir to fulfill their dreams. He said J&K Police feels proud that the renowned singer Sonali Dogra who has once participated in the ‘Choona Hai Aasman’ has proved her mettle at the national level.

He advised participants that winning in an event is not the last thing but participating in an event is a big achievement. He wished them good luck for their future.

Speaking to the media persons the DGP said that the programme Choona Hai Aasman is a successful initiative of J&K Police for many years and wasn’t organized previously due to pandemic.

He said this programme provides an opportunity to the youth of Jammu and Kashmir to hone their talent. He said that these talented participants will now be provided a big platform at the UT level.

He said that J&K Police is investigating the low intensity blast that happened in Udhampur and those involved in the cowardly act will be brought to justice soon, DGP said. He said that the number of militants in J&K is decreasing and elements involved in the killing of innocent civilian will be killed.

ADGP Jammu Mukesh Singh in his welcome address highlighted the importance of the function and welcomed all the gathering.

In this programme, the participants who have won the competitions at the district level of Jammu Zone took part in Zonal Level Talent Hunt Programme. Total 33 singers (male and female) from all 4 ranges of Jammu zone took part in the event of solo songs.

In 05 to 12 years category, the first place was bagged by Simridhi Sen and was awarded cash prize of Rs 12000, second place went to Ridhima Bajpai and was awarded cash prize of Rs 10000 and third places was bagged by Aradya Sharma and was awarded cash prize of Rs 8000.

In 13 to 18 years category, the first place was bagged by Raghu Jeet Singh and was awarded cash prize of Rs 12000, while the second place was clinched by Sahil Kumar and was rewarded Rs 10000 and the third place went to Divya Bharti and was awarded cash prize of Rs 8000.

In 19 to 25 years category the first place was bagged by Shubam Banerjee and was awarded cash prize of Rs 12000, while the second place was clinched by Pankaj Kumar and was rewarded Rs 10000 and the third place went to Touqir Ali and was awarded cash prize of Rs 8000. Natasha was presented with a consolation prize.

The DGP presented mementos to the jury members Dr Anupama Sharma, Ravi Sharma, Amarjeet Singh and to Sonali Dogra who was the special guest on this occasion.
