 Boy dies after falling from horse

Srinagar: An 11-year-old Mumbai boy died while another sustained injuries when they had a fall from a horse ride in Sonamarg on Tuesday, officials said.

They said Kartik, son of Sudhakar, a resident of Devadiga Mumbai who had a fall from the horse while taking a ride at the Thajiwas in Sonamarg in Ganderbal district suffered critical injuries.

He was shifted to Public Health Centre Sonamarg where he succumbed to his injuries.

They said another 47-year-old Shahi Kumari, wife of Ajay Kumar Singh, a resident of Kathmandu Nepal also suffered injuries when she fell from a horse while taking the ride in Sonamarg.

Blaze guts Pandit ashram

Srinagar: A Pandit Ashram and a residential-cum-commercial complex were gutted in a devastating fire that broke out in Anantnag during the intervening night of Monday and Tuesday causing extensive damage, an official said.

Fire and Emergency services said fire broke out at around 12.40 am in a building at Sherbagh area of south Kashmir and spread to nearby structures within no time.

Fire tenders were rushed to the spot as flames were leaping up from a vast area causing substantial damage to at least three complexes, also including a Floriculture Department hut .

The cause of fire and the estimated damage caused to the property is being ascertained, the official said.

Shahid receives India Today award

JAMMU: Secretary, Tribal Affairs Department and CEO Mission Youth Dr Shahid Iqbal Choudhary received the India Today Excellence award for outstanding contribution in public service.

The award was conferred at a ceremony organised at New Delhi by the India Today Group in collaboration with RPG Group. As part of the year long campaign, the India Today-RPG Happiness Award aimed to identify individuals and institutions from all spheres of life who have spread happiness through their work. They were grouped under 12 categories and an independent research agency, MDRA, was engaged to determine the winners based on specifically laid-down criteria.

Dr Shahid Choudhary was awarded in the category of outstanding contribution in public service, with focus on effective public outreach and public communication as well as efficient service delivery and connect.

Editor, India Today Group Raj Chengapa presented the keynote address and award announcements.

Dr Shahid Choudhary in his address credited the Jammu and Kashmir Government for an enabling atmosphere for outstanding contribution and highlighted the role played by teams of officials and most importantly a very important engagement by the public.

Pertinently, Dr Shahid Choudhary is also receptive of the Prime Ministers Award and many national awards including the National Award for COVID-19 management conferred in January 2022.

COVID-19: J&K reports 8 new cases, no deaths

Srinagar: Jammu and Kashmir recorded eight new covid-19 cases in the last 24 hours, a day after there was zero number of infections and deaths related to it, officials said on Tuesday.

They said that while five cases were reported from Srinagar and two from Baramulla, Jammu district registered one case after a week.

So far 453897—166274 in Jammu and 287623 in Kashmir tested positive for covid-19 in J&K, they said.

There was no death reported in the last 24 hours, they said. So far 4750 persons have succumbed to the virus—2327 in Jammu and 2423 in Kashmir.

Besides, they said, 12 Covid-19 patients recovered during the time—all from the Valley. So far 449072 people have recovered, leaving the active case tally at 75 — 2 in Jammu and 73 in Kashmir.

The officials told GNS there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 19881 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

Covid not over yet: Health Minister

New Delhi, (UNI): Union Health Minister Mansukh Mandaviya on Tuesday said the Covid-19 pandemic is not over yet and appealed to the people to take precautions. “One thing that we have to keep in mind always is that Covid is under control but it has not gone yet. We should take precautions keeping this in mind,” Mandaviya said Addressing a press conference at the BJP headquarters here, as part of the party’s social justice fortnight, he apprising all that he holds regular meetings to assess Covid situation. The Union Health Minister said, “In the meeting, we give importance to surveillance and genome sequencing. “Then, we issue an advisory to the state government if required. “We can’t predict what will happen in the future. We are always prepared for any situation,” he said. Talking about the Covid management since outbreak of the pandemic and vaccination drive, Mandaviya said, “The way the world has seen the Covid management and vaccination drive of India, they were astounded that in a day 2.5 crore doses were administered. We achieved many milestones like we administered one crore doses everyday in 10 days.” He also accused the Opposition for doing politics over vaccination. Asked about the new XE-variant of Covid-19, Mandaviya said, “It is one part of the Omicron variant.” Earlier in the day, Mandaviya chaired a meeting with the key experts and officials in this regard and directed them to boost ongoing monitoring and surveillance of new variants and cases. As per the latest bulletin issued by the Health Ministry on Tuesday, the active caseload of Covid-19 stands at 10,889. India has administered 185.90 crore doses of Covid-19 vaccine till date. Div Com Pole felicitates medicos for exemplary work during Covid-19 pandemic

Srinagar:  The Divisional Covid-19 Control Room, Kashmir (DCCRK) today organized a ceremony to felicitate doctors, paramedical staff for their exemplary role during pandemic.

Divisional Commissioner (Div Com) Kashmir, Pandurang K Pole was the chief guest at the felicitation ceremony.

Besides, the ceremony was attended by Director SKIMS, Soura; Director Health Services Kashmir; Principal Government Dental College Srinagar and Principal SKIMS Medical College Bemina and Principals of Government Medical Colleges of Kashmir division.

Speaking on the occasion, Div Com appreciated the efforts of all the doctors and paramedical staff of the division who worked day in and day out during Covid-19 pandemic.

He enlightened the audience about the approach that the divisional administration adopted to face and tackle this big challenge of pandemic besides formation of organizations like DCCRK headed by Incharge DCCRK Tahir Ahmad Magray and State Epidemiologist Dr. Talat Jabeen.

He also shared challenges which Covid-19 posed during first, second and third waves and containment measures implemented to combat deadly disease.

He said it was a herculean task to augment the Oxygen capacity of the division in a short span of time which did not let anyone to die due to lack of Oxygen supply in the division.

“Our preparations were meticulous throughout this pandemic and this is why I am hopeful that if any new wave of such magnitude will happen in future our Doctors and Paramedics are now capable enough to handle such a situation”, he stated.

On the occasion, mementos were presented to all the dignitaries for their organization’s contribution during this current pandemic.

Div Com distributed felicitation certificates to all the CMOs , Medical Superintendents of various hospitals of Kashmir division and staff of DCCRK  for their exemplary work during the pandemic.

At the end, DHSK, Dr. Mustaq Rather appreciated his doctors and paramedical staff for their extraordinary work in the time of crisis. He also thanked Divisional Commissioner Kashmir for his able guidance in this pandemic.

Principal Secy I&FC reviews progress on ongoing projects across Kashmir

SRINAGAR: Principal Secretary, Irrigation & Flood Control (I&FC) and Mining, Ashok Kumar Parmar today reviewed the progress on several ongoing developmental projects of I&FC department across Kashmir division during a meeting held a Civil Secretariat here.

The meeting was attended by DDC Chairman, Srinagar Aftab Malik; Divisional Commissioner Kashmir, P.K Pole; Deputy Commissioner Srinagar, Mohammad Aijaz Assad; Commissioner SMC, Athar Aamir Ul Shafi Khan; Chief Engineer, I&FC Kashmir, Superintending Engineers of various divisions, senior officers of I&FC department, DDC members of Budgam and Srinagar districts and other officials of several line departments.

Speaking during the meeting, the Principal Secretary impressed upon the officers to expedite the pace of work on all ongoing projects and asked them for timely submission of Utilization Certificates (UCs) of all completed works. He also directed the officers to take necessary steps in consonance with other departments for timely completion of ongoing projects.

The Principal Secretary stressed on the officers to maintain quality of works at all construction sites besides all the guidelines of CVC and GFR should be adhered to while carrying out tendering of works

While reviewing the measures for flood management, the Principal Secretary directed the officers that to avoid any last minute rush at the time of any exigency, the department should prepare a long term and short term plan for proper flood management across the Kashmir division. He impressed upon the officers that the dredging should be expedited across the River Jehlum as well as its tributaries besides all the spots and points should be identified in advance which have maximum chances of breaching during floods.

The Principal Secretary also directed the concerned officials to raise the embankments at all vulnerable spots besides carrying out dredging works at critical points to increase the carrying capacity of the river as well as Flood Spill Channel.

He further asked the officials to evolve an effective mechanism for controlling the soil erosion around the embankments besides formulating a long term plan for management of tributaries so as to reduce the impact of floods. He asked them to initiate necessary steps in consonance with law enforcement agencies for stopping mining activities along the embankments as this forms the base for breach of these embankments.

During the meeting, the Chief Engineer informed the Principal Secretary about the progress on all the ongoing projects in detail. He also apprised the meeting that Khushal Sar and Gil Sar Lakes have been revived and restored by the department which are natural water bodies that were greatly disturbed by human intervention and mass scale encroachments.

The Chief Engineer also informed the Principal Secretary that several other abandoned lakes and water bodies are being revived by the department across Kashmir.

Dr Sehrish receives prestigious SKOCH award for SAATH

SRINAGAR: Mission Director, Jammu & Kashmir Rural livelihood Mission (JKRLM), Dr. Syed Sehrish Asgar, today received the prestigious SKOCH Award for outstanding contribution towards the economic development of rural women under programme SAATH.

In recognition of the achievements by the JKRLM under the programme SAATH, the SKOCH foundation has conferred the prestigious SKOCH Award upon the JKRLM.

Commenting on this recognition, Dr. Sehrish said, “This award is a recognition of the efforts of the thousands of women in Jammu and Kashmir who are transforming the rural economy by becoming agents of positive change and growth. We will continue to work hard and strive for greater excellence and better opportunities in the goal of nation building”.

Mission Director, JKRLM conceptualised and implemented the idea of SAATH by providing a platform to the Rural Women to enhance their livelihoods and add different verticals to the business possibilities for the rural SHG members.

This idea materialised into a full fledged program called ‘SAATH’ which was launched by Lieutenant Governor Manoj Sinha on 1st Sep 2021. SAATH is a rural entrepreneurship acceleration programme, helping rural women become self reliant. JKRLM had initiated a comprehensive mentoring, under “SAATH programme” for selected SHG members, who have set-up enterprises under the SAATH Programme.

Under the programme, SHG members are being exposed to various marketing processes which would enable them to transform their existing enterprises into higher order enterprises at a large scale. SHG entrepreneurs are facilitated on value additions, marketing, branding, forward linkages, sales, business management in order to upscale their production and sales.

After extensive interviewing and observations, out of 5000 SHG members, 100 SHG women entrepreneurs have been identified who are being supported in developing higher level enterprises.

The initiatives have played a pivotal role in poverty alleviation, by federating about 5 lakh rural women into over 60000 SHGs, out of which 1 lakh rural women have been federated into SHGs during the Financial year 2021-22. As of now the Mission has facilitated capitalisation of about Rs 1161 Crores with strong emphasis on transforming rural economies.

In an effort to provide market linkage platform for about 5 lakh rural SHG members to exhibit their products and to connect directly with consumers as well as buyers, the first of its kind, UMEED women’s Haat ,was set up by JKRLM. UMEED women’s Haat is a women empowerment initiative by JKRLM to bring the rural women SHG members under one platform where they can showcase their skills, sell their products and build connections with potential market players.

Furthermore JKRLM has initiated the process of providing Door To Door Banking Services in rural areas which are an important component of Financial Inclusion and ensuring sustainable development.

JKRLM has taken steps towards promoting digital transactions and providing door to door banking services among rural areas through Financial Inclusion Resource Persons. The Resource Persons enable Financial Inclusion to hitherto unserved areas and enable livelihoods for thousands of women.

Another major initiative of JKRLM is to promote door to door digital banking and financial services in remote areas of the UT under Mission ‘One Gram Panchayat-One DIGI-Pay Sakhi’.

The DIGI-Pay facility is being provided in 2000 remote villages of the UT and in the first phase, 125 women from Self Help Groups from across the Jammu and Kashmir have been selected as DIGI-Pay Sakhis, equipped with AEPs devices . Apart from depositing money, the rural population also avails the benefits of the additional banking and financial services such as Pradhan Mantri Kisan Jhaandhan Yojana, registration of Kisan Credit Cards and others through this mission.

Another major initiative of JKRLM has been the tie-ups with several major e-commerce platforms like Amazon, Flipkart and Meesho, to make SHG products available on these e-commerce portals, thus helping the rural women connecting to global e-commerce platforms and thereby increasing the scale of their business.

 

Merging of erstwhile J&K cadre with AGMUT: MoEF&CC prepares draft seniority list of IFS officers

Srinagar: In a move aimed at merging erstwhile J&K cadre with AGMUT, the Ministry of Environment, Forests & Climate Change (MoEF&CC) has come up with a draft seniority list of the Indian Forest Service (IFS) officers of AGMUT cadre.

The MoEF&CC has prepared a draft seniority list of IFS officers of AGMUT cadre (including UT of Jammu & Kashmir) and sought views/ comments of concerned IFS officers and segments.

The move has been necessitated after the Centre abolished J&K cadre and merged it with AGMUT cadre. “Consequent upon proclamation of J&K Reorganisation Act, 2019, Jammu & Kashmir Reorganisation (Amendment) Act, 2021 and fixation of IFS cadre strength rules of AGMUT cadre of IFS including UT of J&K and Ladakh by Department of Personnel & Trainings, a draft inter-se-seniority of IFS officers of AGMUT cadre (including UT of J&K & UT of Ladakh) has been prepared,” reads a communique by the Ministry to IFS officers.

According to the letter, a draft seniority list up to the 2014 batch of IFS officers of AGMUT cadre has been prepared and uploaded for comments/ views of concerned officers.

The seniority list also consists of tentative inter-se-seniority of the officers of  2015 batch onwards of AGMUT cadre, including UT of J&K and UT of J&K.

But, according to the letter, their final inter-se-seniority list may undergo change as per their position in the gradation list for their batches.

“All concerned segments/IFS officers of AGMUT cadre are requested to bring discrepancies, if any, to this ministry latest by 24.04.2022 through their segments/ office where at presently he/she is posted, failing which, it may be presumed that they have no grievances and inter-se-seniority list up to 2014 batch will be treated as final,” the letter states.

The draft seniority list has been prepared from January 7, 2021 as DOPT’s notification for IFS cadre strength Rules became effective from that day.

It is worthwhile to mention that 58 IFS posts of AGMUT cadre would be under J&K administration.

Weather Vagaries  

Last week, the Divisional Kashmir chaired a meeting regarding preparedness as regards floods. Among others he stressed on advanced flood warning in order to mitigate hazards. Besides, he also directed officers of IMD for creation and uploading of database on official website – Integrated Operational Forecast System regarding areas prone to flood, contact details of officers of tehsil level, volunteers, manpower of concerned agencies and database of machinery and logistics, rescue centres and control rooms for the coordination and prompt action to the tackle and control flood and its impact. The situation in Kashmir on the weather front is unsteady. Presently Jammu and Kashmir is under a rain deficit. The administration may also have to call for a fool-proof action plan in case a drought-like situation arises amid deficit rainfall in the J&K.  Climate changes are such that it may rain in abundance to bring about a spate in water bodies including Jhelum.

In drafting the management plans, Jammu and Kashmir must be aware of the scientific consensus that future rain spells may be short, often unpredictable and very heavy, influenced by a changing climate. There is a need to invest in reliable infrastructure to mitigate the impact of flooding and avert disasters like one in 2014 when almost half of the Srinagar and many villages in south Kashmir were devastated.

The 2014 devastating floods were a natural phenomenon as well as human tragedy as administration apparently overlooked geological features and drainage patterns prior to it as well as post it by allowing illegal construction on river banks and over natural water channels.

It is worthwhile to point out that the response of the successive governments to the imperative remained tardy and even indifferent in the past. The official machinery was hesitant to act against the encroachment of water bodies’ catchments, river courses and floodplains.

Unscrupulous people were allowed to build structures in close proximity to the rivers and lakes. Granting permissions or closing eyes to such constructions is an abdication of responsibility and a violation of Disaster Management Authority Guidelines to prevent flooding.  The administration must draw up various plans clearly and in an era of the climate crisis, the same is a prerequisite, not a choice. The administration must be prepared for all eventualities. Present weather conditions suggest that drought may be more a possibility than floods. The situation looks wobbly but nevertheless a reality amid climate change and as such the administration must draw up plans for all eventualities in advance.

FIR against Digvijaya Singh for ‘fake’ post on Khargone violence

Bhopal: An FIR has been registered against senior Congress leader and Rajya Sabha MP Digvijaya Singh for sharing a photograph related to Khargone communal violence in Madhya Pradesh which later allegedly turned out to be fake.

The FIR against Singh was registered at a Bhopal police station on the basis of a complaint lodged by the BJP district (Bhopal) president Sumit Pachauri on Tuesday.

Singh, who is also the former chief minister of Madhya Pradesh, was booked under Section 153 (a), 295 (a), 465 and 505 (2) of the Indian Penal Code, sources told IANS.

Earlier on Tuesday, Singh had posted a photograph showing a group of people hoisting a saffron flag at a mosque while mentioning about the communal violence in Madhya Pradesh’s Khargone district.

Singh had shared his post on his official Twitter account in the morning, however, he deleted the post soon after the controversy erupted.

Tweeting the photo, Singh wrote: “Is it appropriate to hoist a saffron flag on a mosque. Did the Khargone administration allow this (Ram Navami) procession to carry weapons.”

Chief Minister Shivraj Singh Chouhan and Home Minister Narottam Mishra claimed the photograph shared by Singh was fake.

“The former chief minister has shared a fake photograph in social media, which has nothing to with Khargone violence issue. He not only shared a fake photograph but mentioned my name as well in his post,” Chouhan said after a meeting with the Director General of Police (DGP) and other senior bureaucrats.

Chouhan also called Digvijaya Singh’s post a ‘conspiracy to spread religious frenzy in the state.

Nearly 100 people have been arrested so far in connection with communal violence broke out in Madhya Pradesh’s Khargone district on the occasion of Ram Navami on Sunday.

It started after a group of people pelted stones at the procession, which turned into a communal violence in Khargone city.

Over 40 buildings, including shops and homes have been demolished as the state government has ordered to run over bulldozers on the houses of stone pelters.

On Monday, Digvijaya Singh had held Khargone district administration and the police responsible for communal violence.
