Delegation of Jammu and Kashmir Contractors Coordination Committee calls on Lt Governor

Hails role of contractors for rebuilding new JK

Srinagar, March 02: A delegation of Jammu and Kashmir Contractors Coordination Committee today called on the Lieutenant Governor, Girish Chandra Murmu here at the Raj Bhavan.

The delegation led by Chairman, JKCCC, Ghulam Jeelani Burza, apprised the Lieutenant Governor about their concerning issues and other impediments in the progress of development projects across Jammu and Kashmir. The delegation comprising the members form Jammu and Kashmir divisions put forth the issues related to delayed payments which they construe as the main reason for slow pace of works.

The Lt Governor assured the delegation that the Government is committed to release all their authorized payments. He said that comprehensive budgeting has to be done in this regard which can bring some immediate changes on the ground for all the stakeholders.

The Lt Governor said that Government is already planning to create a Material Bank for smooth infrastructural growth of Jammu and Kashmir. “We are mulling to create our own material bank which will help us bring all the raw material under one-roof,” he said.

He observed that the Government was aiming to make a comprehensive plan for Infrastructure Development in Jammu and Kashmir. This would be done to remove bottlenecks in the implementation of fast track infrastructure projects.

Speaking to a delegation, The Lt Governor hailed the role of local contractors and builders in putting Jammu and Kashmir back on the track of development and prosperity. He said that separate internet counters would be setup district-wise, so that they (contractors) could file their tenders and GST and Income-Tax returns.

 

 

Mechanism in place for quick deliverance of public services: Advisor Sharma  

AMMU, MARCH 02- Advisor to Lt. Governor K.K Sharma today said that the grievances projected by people are being redressed in a time bound manner and necessary mechanism has already been put in place assuring quick delivery of public services.

The Advisor was interacting with scores of deputations who called on him from different parts of the UT for redressal of their grievances.

A deputation of Chairmen of Municipal Councils/Committees of Kashmir, while interacting with the Advisor, raised several issues related to working of these MCs and also the measures needed for speeding up the pace of development especially in  R&B, Education , Tourism and Industries .

A deputation from Surankote Poonch raised the issue of construction of link road from CRF Road to Mohalla Gagiyan.

Deputation from Sidraman Wadwan led by Sarpanch demanded clearance of snow besides undertaking construction of link roads in the area.

A deputation from Bhaderwah raised several issues related to construction of various link roads in the town.

A deputation of Statistical and Planning Officials of Planning department called for early conduct of DPCs for their career progression.

Deputation of RAMSA subject teachers called for continuation of their services.

Deputation from Lolab Kupwara raised several developmental issues especially upgrading the electric infra in their area.Several other deputations also called on Advisor and raised issues related to education, R&B, Industries and Commerce, Tourism and Culture asking for quick redressal.

The Advisor assured the deputations that the issues and grievances projected by them would be resolved in a time bound manner.

PDC employees demand pensionery benefits, arrears

Srinagar: Power Development Corporation (PDC) Monday staged a protest demanding pensionery benefits to them. They said since 2012, they were deprived of their pensions for the reasons better known to the government.

The protesting permanent employees from PDC assembled here in Press Enclave Srinagar and stage a protest under the banner of ‘Kashmir Electrical Employees and Workers Association’ and said that PDC came into being in 1989 and till 2012 employees were given persionery benefits but from last 8 years, no pernionery benefits are given to them.

“Even Law Department gave an opinion in our favour urging upon the government to given pensionery benefits to us, but the file is still pending at Finance Department which till date has not taken any decision in this regard,” said Nazir Ahmed to Kashmir News Trust.

He said that those employees who were appointed in the Corporation since 1989 should be given pensionery benefits.

The protesters also alleged that they were yet to receive arrears that are due to them under 7th Pay Commission. “Every department has been given these arrears. We are still waiting for these arrears,” said another protesting employee Muhammad Latif Mir.

The protesters said that there are no rules and norms in the Corporation. “PDD owes at least Rs 3000 crores to PDC but PDC being the headless since 2018 is unable to take up the case and recover the said amount from the Power Development Corporation,” they said adding that last time it was in 2018 when PDC had its own Managing Director

GoC 15 Corps calls on Lt Governor

SRINAGAR, MARCH 02: General Officer Commanding, 15 Corps, Lieutenant General BS Raju called on the Lieutenant Governor, Girish Chandra Murmu at the Raj Bhavan here today. It was his first meeting with the Lt Governor after taking over the charge.

The Lt Governor and the GoC discussed about various important issues relating to the security management in the Union Territory of Jammu and Kashmir.

The Lt Governor appreciated the Army’s sustained strong support to the Civil Administration and Police and emphasized the vital importance of regularly reviewing the security of all protected premises to ensure the safe and secure environment for the people.

Complete all languishing projects before end of March: Dr Samoon

JAMMU, MARCH 02: Principal Secretary Animal & Sheep Husbandry and Fisheries departments, Dr. Asgar Hassan Samoon, today directed the concerned to complete all the languishing projects of Animal & Sheep Husbandry departments before end of March this year.

He was speaking at a review meeting convened to take stock of progress on these languishing projects, so far.

The meeting was attended by Directors of Animal and Sheep Husbandry departments from both the divisions, Chief Animal Husbandry Officers and Chief Sheep Husbandry Officers of all the districts, Engineers from executing agencies like R&B, PHE and others were present in the meeting.Dr. Samoon impressed upon the concerned departments to accelerate the pace of work wherever required so that all the projects get completed well before the deadline of March. He asked the officials to visit the sites and remove the bottlenecks, if any, so that these projects are dedicated to public soon.Principal Secretary reviewed each of the projects and ascertained their current status from the concerned officers.

251 armed forces, 118 civilians killed in last 3 years in J&K militant incidents: GoI    

Srinagar: 251 armed forces and 118 civilians were killed in various militant incidents in Jammu and Kashmir during the last three years, Minister Of state, Defence Shripad Naik said on Monday.

Responding to a question in parliament by Congress veteran Ambika Soni regarding ‘battle causalities’, the minister said that 80 armed men and 40 civilians were killed in 2017. The number of armed men and civilians slain stood 91 and 39 respectively in 2018, the minister said. Similarly, the minister as per Global News Service, 80 armed men were killed along with 39 civilians last year.

To another question as to whether there are any guidelines for payment of compensations to the personnel of armed forces who died while on duty and those killed in action, the minister said that Rs 25 lakh is paid as compensation for “death in the course of duties attributable to acts of violence by (militants) and Rs 35 lakh in “death occurring during enemy action in war or border skirmishes or in action against militants, etc.”

Meanwhile, the minister while responding to a separate query said 138 cases of infiltration by militants along Line of Control and International Border during the year 2019.

“Due to concerted and synergized efforts of security forces, 157 (militants) were neutralized in the year 2019 in Jammu & Kashmir,” the minister added.

Protest: Academic arrangement lecturers rue termination of their services

Srinagar:  Academic arrangement lecturers Monday staged a protest against termination of their service in Jammu and Kashmir.

Scores of lecturers assembled here in Press Enclave Srinagar and said that after the abrogation of special status in Jammu and Kashmir, the government terminated their services that really shocked them.

They demanded immediate revocation of the controversial Government order.The protesting lecturers told that they were engaged on academic arrangement but the Government recently issued an order terminating their services, thus depriving them of the due pay.

“We had thought the government will open up new employment opportunities after the annulment of special status but contrary happened in Jammu and Kashmir. The terminating of our services is a grave injustice towards us,” they said.

Shouting slogans and carrying placards in support of their demand for revocation of the controversial Government order, the protesting lecturers vowed to continue their struggle till the Government revokes its order with regard to termination of services.

 

 

Evacuate JK students stranded in Iran: Altaf Bukhari to GoI

Srinagar: Former finance minister, Syed Mohammad Altaf Bukhari on Wednesday appealed the Government of India to evacuate the residents of Jammu and Kashmir particularly the students and businessmen stranded in Iran which is emerging as the second focal point after China for the spread of the coronavirus disease.

Bukhari said that the rising number of deaths and number of infected people in Iran has sent shivers down the spine among the residents of Jammu and Kashmir who are stranded in Iran and their families here.

“As we know that Iran has confirmed three more deaths and 34 new infections on Tuesday, taking the country’s overall death toll to 15 and infection tally to 95. I am in touch with the ministry of external affairs government of India and have submitted details of over 240 J&K students who are stuck in Shiraz, Tehran and other cities of Iran,” Bukhari said, while appealing the government of India to act on the details and take measures for safe evacuation of these students at an earliest.

The former minister observed that it seems that the ground situation in Iran has worsened. “Iran has been hit by the deadliest coronavirus outbreak by far outside China. I have information from the stranded students who study in Tehran University of Medical Sciences and Shiraz University of Medical Science (SUMS), Iran that over 300 students from J&K are studying in various provinces of the country. All of them are currently safe but they apprehend contamination if they are not evacuated from Iran very soon,” Bukhari briefed the ministry of external affairs government of India.

The former finance minister appealed the government of India especially the Prime Minister Modi and the external affairs minister to arrange a chartered flight for these students and a separate quarantine facility for them.

He expressed serious concern about coronavirus which is said to be spreading to new parts of Iran, as one new case was also reported in each of the provinces of Fars and Khorasan, Razavi, as well as Qeshm Island on Tuesday.

“It is a matter of serious concern for all of us especially the families of our stranded students who said that despite being Iran’s epicentre of the outbreak, Qom city, which is one of largest metropolis in Iran is yet to be quarantined,” Bukhari remarked, while urging the government of India to consider operating a special flight to Shiraz or to a nearby functional airport and airlift the J&K residents particularly the students stranded there to bring them back to India.

Bukhari also appealed the Prime Minister Modi to give necessary directions to Indian Embassy in Iran to act proactively and provide necessary assistance to J&K students stranded in Shiraz city, some of them, having already mailed their particulars to the Indian Embassy officials few days back.

Former finance minister also appealed the Indian Embassy in Iran to contact other stranded students and residents of Jammu and Kashmir who are marooned there in connection with their business and other official engagements. “These stranded J&K residents should be asked to immediately furnish their details and travel plans in order to check the possibilities to initiate their early and safe evacuation,” he advocated

PM, Shah ask Doval To Monitor Situation In Riot-Hit Areas

New Delhi: In view of the tense situation in the riot-hit areas of Delhi, Prime Minister Narendra Modi and Home Minister Amit Shah have asked National Security Advisor Ajit Doval to monitor the situation closely and ensure restoration of peace at the earliest, officials said. Immediately after visiting US President Donald Trump embarked on his return flight, 75-year old Doval undertook a late night tour of the riot-hit areas on Tuesday accompanied by Delhi Police Commissioner Amulya Patnaik, newly-appointed Special Commissioner S N Shrivastava and other senior officers, they said. The former Intelligence Bureau chief, who holds the rank of a cabinet minister, visited the affected areas, including Jaffrabad and Seelampur, where he met police officers and gave them necessary directives, besides meeting leaders of different communities to assuage the tension, the officials said.

Later Doval presented his on-the-spot assessment of the situation to the Cabinet Committee on Security (CCS) headed by the prime minister about the steps taken to quell the violence and restore normalcy in areas under the grip of communal riots over the amended citizenship law, they said.

Besides the prime minister, the CCS, the country’s top-most body on strategic affairs, comprises Defence Minister Rajnath Singh, Shah, Finance Minister Nirmala Sitharaman and External Affairs Minister S Jaishankar.

Doval again visited the affected areas on Wednesday with senior officers where he met with locals and assured them that the situation is under control.

He said he was there on the instructions of the prime minister and the home minister.

“Police is working hard. Only some criminals were involved in this. One should try resolving issues and not increasing them. There were incidents earlier but today it is calm. Locals want peace. We have full faith there will be peace,” he said.

Doval returned to North Block to brief Shah in the afternoon about the current law and order situation.

Union Home Secretary Ajay Bhalla, Director of Intelligence Bureau Arvind Kumar and Amulya Patnaik attended the meeting.

During the meeting, Shah, who was himself monitoring situation closely till late in the night, and Doval discussed the situation and chalked out future strategy for early restoration of peace in the national capital, the officials said.

Twenty-four people have been killed and over 200 injured in communal violence that broke out in northeast Delhi three days ago. Jaffrabad, Maujpur, Babarpur, Yamuna Vihar, Bhajanpura, Chand Bagh, Shiv Vihar are among the areas mainly affected by the riots.

Doval is known for his hands-on approach and is considered a close confidante of the prime minister and his go-to man for any crisis situation.

He had camped in Jammu and Kashmir for more than a fortnight after the abrogation of provisions of Article 370 in August last year.

Army Chief Visits Forward Posts In LoC, Chairs Security Meet

Srinagar: The Army Chief Manoj Mukund Naravane visited the forward posts along the Line of Control (LoC) and chaired a crucial security review meeting at army’s Srinagar based 15 Corps headquarters.

According to wire service—Kashmir News Observer (KNO), the Army chief was accompanied by northern army commander Lt Gen YK Joshi and GoC 15 Corps Lt Gen KJS Dhillon during his visit to the formations and units deployed along the Line of Control.

“The army was briefed by the local Commanders on the situation on the Line of Control, cease fire violations, our retaliations, counter infiltration operations and operational preparedness being maintained,” defence spokesman in Srinagar, Colonel Rajesh Kalia said in a statement here.

He said that during army chief’s interaction with the soldiers on snow clad heights, he was appreciative of the sharp vigil and alertness along the Line of Control and high morale of the troops.  “The army chief also exhorted the soldiers to remain alert for any eventuality. He further reinforced the need to be prepared to meet emerging security challenges effectively at all times,” the defence spokesman said.

The spokesman said that the army chief was earlier briefed by the GoC 15 Corps at Badami Bagh Cantonment on the overall situation pertaining to the Line of Control and the hinterland. “

“The army chief also interacted with senior officials of the administration and Security Forces.  He also met members of the civil society,” the defence spokesman said, adding that it was the first visit of General Naravane to Kashmir after taking over as the army chief—(KNO)
