Law & Order Situation In J&K Satisfactory: DGP

Jammu; Director General of Police Dilbag Singh on Wednesday said the law-and-order situation in Jammu and Kashmir was “good and satisfactory”, adding that the people in the two regions were cooperating with the security agencies.

Singh said Kishtwar in Jammu region would be free of militancy again as only a “couple of militants” were active in the district.

“We are fully alert and are dealing with law-and-order situation on a day-to-day basis for a very long time. I am happy to announce that the people in both the regions of Jammu and Kashmir are cooperating with us to maintain peace,” Singh told reporters in Kishtwar.

“No incident of law-and-order situation happened anywhere in the Union territory, which is good and satisfactory,” the police chief said when asked about the violence in Delhi and the measures taken by administration in maintaining peace.

Referring to Kishtwar district, which was rocked by several terror-related incidents since November 2018, the DGP said: “The situation in the district used to be tense and the terrorist activities were making us upset.”

“It has improved a lot and the situation in the district is better now,” he said, pointing out to the killing of Hizbul Mujahideen ‘commander’ Osama and his two associates.

The officer exuded confidence that the situation would improve and the district would be made militancy-free again.

“There are only a couple of active militants left in the district. We have given them the offer of both types (either surrender or get neutralised),” Singh added.

Pleasant Weather In Kashmir Ahead Of Rain, Snow Predicted From Today

Srinagar: Ahead of prediction of fresh spell of rain and snow from Thursday, people continued to enjoy summer-like weather on Wednesday due to bright sunshine while the night temperature settled above normal at most places in Kashmir valley.

There was slight respite for people from chilly weather conditions in Ladakh, where water-bodies — including lakes and streams — remained frozen due to several degrees’ below freezing point temperature. The people in the newly created Union Territory (UT) of Ladakh are mostly dependent on hot water springs during winter. The border towns of Leh and Kargil were the coldest places in the region after the mercury dipped in both the places and settled at minus 12.4 degree.

A Met department spokesperson said that weather will mainly remain dry during the next 24 hours in Kashmir valley. However, he said a fresh WD, which originated from the Arabian Sea and is approaching the region though Afghanistan and Pakistan, will hit J&K on Thursday, resulting in wet weather.

“A weather warning has been issued for Friday and Saturday during which heavy rain and snow would occur at isolated places and light to moderate rain and snow at most places under the influence of this WD in the valley,” he added.

People woke up to a chilly Wednesday morning in the summer capital, Srinagar after witnessing below normal minimum temperature. However, as the day progressed sun came out from behind the clouds, resulting in major improvement in the day temperature though icy winds continued. Against 0.3 degree recorded on Tuesday, the night temperature in the city settled at 0.2 degree.

World famous ski resort of Gulmarg, about 55 km from here in north Kashmir, was the coldest place in the valley after mercury settled at minus 5.6 degree, which is still a degree above normal.

The mercury at world famous health resort of Pahalgam, about 100 km from here in south Kashmir, dipped and settled at minus 4.7 degree, against minus 3.4 degree recorded on Tuesday.

The night temperature during the night at Qazigund, gateway to the valley, Kupwara in north Kashmir and tourist resort of Kokernag settled at zero degree, minus 1.6 degree and 1.6 degree, respectively.

Advisor K K Sharma to head reconstituted Board of Technical Education

Jammu, Feb 26, : The Jammu and Kashmir administration has reconstituted the Board of Technical Education which would be headed by K K Sharma, Advisor to Lieutenant Governor, as its chairman, an official spokesman said on Wednesday.

“In pursuance of Section-5 of the Jammu and Kashmir State Board of Technical Education Act, 2002 and in supersession of all previous government orders on the subject, sanction is hereby accorded to the re-constitution of J&K Board of Technical Education,” an official spokesman said quoting an order issued by General Administration Department here.

Sharma, advisor to the Lt Governor G C Murmu, will be the chairman of the 24-member reconstituted board, the spokesman said.

The members of the board included Financial Commissioner (Finance department), Principal Secretaries Technical education department and Planning, Development and Monitoring department and Commissioner Secretaries Industries and Commerce and Public Works (Roads and Buildings Department).

Director, Industries and Commerce from both divisions of Jammu and Kashmir, Director Technical Education, Chief Engineers (Roads and Buildings) Jammu as well as Kashmir, Secretary Board of School Education were some of the other members, the spokesman said.

He said Secretary, J&K Board of Technical Education will be the member secretary, the spokesman said adding that the reconstituted board also included heads of various educational institutions.

Panel on division of assets, liabilities between J&K, Ladakh UTs set to submit its recommendations

Srinagar, Feb 26: A high-panel headed by former defence secretary Sanjay Mitra is set to submit its recommendations to the Government of India on division of assets and liabilities of the erstwhile state of Jammu and Kashmir between successor Union Territories of Jammu and Kashmir and Ladakh.

Authoritative sources told wire service—Kashmir News Observer (KNO) that Kashmir News Observer, the panel is expected to submit its report to Union Home Ministry and Lieutenant Governer of Jammu and Kashmir by or before March 08.

“The panel is giving final touches to the report,” they disclosed. The panel was constituted nearly a month after the Parliament passed Jammu and Kashmir Re-Organisation Act which partitioned J&K into two UTs.

On September 9, last year, the MHA constituted the panel of three officers- Sanjay Mitra (ex- defence secretary), Arun Goyal (former IAS officer) and Giriraj Prasad Gupta (ex-Indian Civil Account Service).

In the past six months, the panel twice visited Jammu and Kashmir in the past six to work out division of assets and liabilities between the newly created territorial entities.

It also collected details from different departments about their assets and liabilities under section 84 of J&K Re-organisation Act, the apportionment of the assets and liabilities of the existing State of Jammu and Kashmir shall be subject to the recommendations of the committee.

The law further states that the process of apportionment shall be completed within a period of twelve months October 31, 2018- the appointed day for creation of J&K and Ladakh UTs

SRINAGAR, FEBRUARY 26: The Divisional Commissioner, Kashmir, Baseer Ahmad Khan today chaired 19th Divisional Level Committee (DLC) meeting for implementation of Resettlement plan for sub-projects of J&K ERA under Asian Development Bank (ADB) funded Jammu & Kashmir Urban Development Investment Programme (JKUSDIP).It was informed that land needs to be acquired for construction of outfall channel and chamber at Athwajan Drainage scheme.The Divisional Commissioner directed concerned officers to initiate land acquisition process on fast track basis so that the project is  completed in a time bound manner.Various issues pertaining to other projects of ERA were also discussed threadbare in the DLC meeting.Khan exhorted concerned to submit a complete report within a stipulated time so that the committee reviews all perspectives of ADB funded project in next meeting.The Divisional Commissioner reiterated that government is taking measures for strengthening developmental infrastructure of Jammu and Kashmir.Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary, VC SDA Vikas Kundal, Superintending Engineers of ERA, PHE, R&B, KPDCL & UEED, Project Managers ERA, Collector Land Acquisition ERA, Joint Commissioner SMC, Deputy Director Estates and other concerned officers were present in the meeting.

Lt Governor congratulates winners of Sahitya Akademi Prize for Translation 2019

 JAMMU FEBRUARY 26: Lieutenant Governor, Girish Chandra Murmu has congratulated Sh. Rattan Lal Basotra and Sh. Ratan Lal Jauhar from Jammu and Kashmir for winning Sahitya Akademi Prize for Translation 2019.

Sh. Basotra has received the Award for his Dogri translation `Satisare Di Kahaani’ of Hindi Novel `Katha Satisar’ by Chandarkanta while Sh. Jauhar has got the Award for Kashmiri translation of Ravindernath Tagore’s Novel `Gora’.

The Lt Governor extended his warm greetings to the winners and wished them success in all their future endeavours.

GoC 9 Corps meets Lt Governor

Jammu, February 26: Lt Gen Upendra Dwivedi, GoC 9 Corps today paid a courtesy call on the Lieutenant Governor, Girish Chandra Murmu here at the Raj Bhavan.

The Lt Governor and the GoC discussed about the current security situation and issues relating to the security management in the Union Territory of Jammu and Kashmir.

The Lt Governor appreciated Army’s role in maintaining peace and security and stressed the importance of maintaining a sustained coordination between the Army and other security forces to meet the security challenges in the J&K.

Kansal reviews status of Beneficiary Oriented Schemes

JAMMU, FEBRUARY 26: Principal Secretary Planning, Development & Monitoring and Information, Rohit Kansal today held a meeting to review the progress on several issues regarding implementation of Beneficiary Oriented Schemes, commitments and work done under Public Outreach Programmes.The meeting was attended by Commissioner Secretary Social Welfare Department, Hirdesh Kumar; Secretary Rural Development Department & Panchayati Raj, Sheetal Nanda; Director Information & Public Relations, Syed Sehrish Asgar; besides other concerned officers.The meeting was also attended by all Deputy Commissioners of J&K via video conferencing.

Principal Secretary took stock of various centrally sponsored and flagship schemes and programmes and received inputs from concerned Deputy Commissioners regarding implementation and saturation of  various Social Security Schemes, scholarships and other departments’ schemes.

Speaking on the occasion, Kansal asked the concerned DCs for 100 per cent saturation of all beneficiary oriented schemes in all the districts including all border districts of the UT. He highlighted the successful implementation of centrally sponsored schemes viz Ujwala, SAUBHAGYA, PMJY, PMJBY, Kisan Fasal Bima Yojna, PMAY besides other welfare schemes.

Kansal underscored the need to further the reach of scholarships under Ministry of Minority  Affairs like Pre-Matric and Post- Matric Scholarships and directed the DCs to complete all necessary verifications in this regard within stipulated time.

The meeting also discussed implementation of Border Area Development Programme in all the frontier districts of J&K.Also, Principal Secretary reviewed the status reports from concerned DCs with regard to Prime Minister’s Development Programme projects in the UT. He enquired about the status reports on projects like Jammu Ring Road, Srinagar Ring Road, Akhnoor Road, Srinagar- Baramulla Highway project, Srinagar-Sonamarg-Gumri Road project, Pakal Dul, etc.

Trio get govt jobs after producing fake appointment orders

Srinagar, Feb 26, : Department of Education Kashmir handed over a case to Crime Branch after it surfaced that three persons managed to get themselves appointed as permanent employees in Nagam Chadoora Zone by producing fake appointment orders.

Director Education Muhammad Younis Malik confirmed to Kashmir News Trust that three persons after getting themselves appointed as teachers through fake appointment orders were able to withdraw even salaries. He said that the case has been handed over to Crime Branch while strict action will be taken against those involved in this scam.

Insiders revealed that three persons from South Kashmir’s Shopian district namely Tanvir Ahmed, Sheikh Rahil and Reyaz Rather had visited the office of Zonal Education Officer Charar-e-Sharif with ‘fake’ appointment orders. ZEO on the insistence of a Head Clerk without verifying the orders brought the issue into the notice of Chief Education Officer Budgam who directed the ZEO in return to check the orders and get them appointed somewhere in Chadoora-Charar-e-Sharif Zone.

Chief Education Officer Budgam, Fatima Tak passed the buck and said that it was the responsibility of ZEO to verify the authenticity of the appointment orders. “I found something fishy and re-verified those appointment orders and those turn out to be fake,” CEO Budgam said.

She added that Directorate of Education office was informed accordingly and the case has been now handed over to Crime Branch.

Insiders said that the incident clearly shows leniency and negligence on part of the top officials. “How can you appoint anyone without verifying his documents and besides, CID verification is mandatory for any government job. You have three persons claiming they have appointment orders, you post them in the Zone without bothering to verify their orders,” said an employee on condition of anonymity claiming that these three persons might be backed by someone from the Education Department.

CEO Budgam said all these three persons have been terminated and their salary accounts ceased. ZEO Charar-e-Sharif Mrs Nighat declined to comment on the matter saying she is busy in a meeting.

Meanwhile, all the three persons accused of producing fake appointment orders are absconding. Sources said that Director Education convened a meeting on Wednesday in which both CEO and ZEO were present.
