4 Sectoral Policies Approved To Boost Industrial Growth In J-K

Jammu: In a bid to boost industrial growth, the Jammu and Kashmir Administrative Council, headed by Lt Governor G C Murmu, on Friday approved four policies for tourism, captive power, hydro power and renewable energy, and AYUSH care.

The Administrative Council’s decision comes in the backdrop of Global Investors Summit scheduled to be held later in the year to attract investments in the union territory, an official spokesman said.

Focusing on investors and current business organisations, he said the government has announced new policies for facilitating ‘Ease of Doing Business’ in Jammu and Kashmir (J&K).

“Out of the 14 identified focus sectors for Investors Summit, 13 sector policies are being drafted with an addition of one Umbrella Policy 2020 for MSME, large and mega units.

“These sectoral policies provide for integrated development of various sectors to create business environment thereby attracting investors to make gainful investments in J&K and balanced industrial growth at reduced costs leading to creation of employment opportunities, income generation and overall economic development,” he said.

The J&K Tourism Policy-2020 aims to make J&K most preferred all-season tourist destination for domestic and foreign tourists in India by 2025, generate employment opportunities for the people, impart training to around 4,000 tourist service providers over the next 10 years, promote all kind of tourism across the UT, and to promote city-wise events and festivals with a pre-defined calendar and promote the same at national and international level, he said.

The J&K Captive Power Policy-2020 would encourage investment in establishing captive power plants in the union territory (UT).

“This will not only enable the industrialists to cater their load demand as and when required but will also enable them to sell surplus power in the grid, adding to the total installed capacity through captive generation and will further strengthen the process of industrial development,” he said.

The move would be a step towards bridging the gap between supply and demand and help in the march towards supplying 24X7 quality power to industrialists.

The J&K Hydro Power and Renewable Energy Policy-2020 would promote generation of green and clean power using hydro and solar energy, create conditions conducive to the involvement of investor in renewable energy projects, enhance use of solar energy sources that assist in mitigating environmental pollution.

The J&K AYUSH Care Investment Policy-2020 aims to realize the obligations of J&K for providing quality AYUSH care services to citizens within a pluralistic system of integrative AYUSH healthcare, so as to ensure the availability of healthcare at doorsteps of the common masses, the spokesman said.

He said it also aims to promote medicinal plants sector in J&K to conserve, market and process the plants for establishing herbal industries in J&K.

Tabinda Gani rape and murder case: 13 yrs on, family awaits justice

Srinagar, March 20: As four convicts of Nirbhaya rape case were hanged on Friday, family of Tabinda Gani, who was raped and murdered at Langate in north Kashmir’s Kupwara district in 2007, still awaits justice.
Tihar Jail Friday witnessed the hanging of four Nirbhaya Rape case convicts, more than seven years after the brutal rape and murder of a 23-year-old physiotherapist on a moving bus on a cold winter night in Delhi. The long-awaited hanging was carried out in Tihar Jail as per the guidelines prescribed under the Delhi Prison Rules, 2018.
However, family of Tabinda Gani are still awaiting for justice.
On July 20, 2007 Tabinda—a school girl—was found dead in an orchard in Langate area. Four of the abductors had raped her, who were later convicted by District Court and the judgement was also uphold by single bench of High court.Brother of the victim Masood Ahmad Shah said district court in 2015 sentenced to death all the four culprits. “The culprits approached the High Court where the single bench upheld the judgement of the district court. The case is now pending with the double bench of the High Court. We don’t know why the case is lingering. We too demand that culprits should be hanged like what was done in Nirbhaya case,” Shah said .An 8th grade student of Uqab English medium school Langate, Tabinda was found dead in an orchard in Langate area on July 20, 2007. Later, medical reports confirmed rape before murder which was carried out by slitting her throat. A case FIR no. 152/2007 U/S 302, 376 and 34 RPC was registered and after investigation, police filed charge sheet against the accused.(KINS)

Congress urges divisional administration to address water issue confronting Peerbagh residents

Srinagar :The Jammu and Kashmir Pradesh Congress Committee (JKPCC) has expressed anguish over the scarcity of water in Peerbagh area of Srinagar.In a statement J&K Pradesh Congress Committee has urged the Divisional Administration, Kashmir to ensure water to Peerbagh area, as the people of the area are suffering badly due to the scarcity of water.The department concerned (PHE) is not paying any heed to the sufferings of the people despite the repeated requests, as result, the residents are in anguish.“The residents do not have even little water to wash their hands, as reported by Sr Leader Mir Ruvais , especially when there is a complete chaos prevailing in Srinagar due to Pandemic COVID-19,” PCC added and urged the Divisional Commissioner to take up the matter with Chief Engineer PHE, who is fully conversant with water issue in the area to ensure that Peerbagh residents do not suffer further on this count.

Div Com visits COVID–19 Screening Centres at Zig Qazigund, peripheries

ANANTNAG: Divisional Commissioner Kashmir, Pandurang K. Pole today visited COVID–19 screening Centre at Zig Qazigund and peripheries to take stock of the arrangement put in place for the screening of passengers, visiting the valley through Jawaharl Tunnel.

DDC Anantnag Bashir Ahmad Dar, DDC Kulgam, Showkat Aijaz Bhat, ADDC Anantnag, Khwaja Nazir Ahmad, ADC Anantnag, Ghulam Hassan Sheikh, SSP Kulgam, Gurinder Pal Sing, CMOs of both districts, DSP Traffic Qazigund and other concerned accompanied the Div Com.

At Zig Qazigund, the he was briefed about the arrangements put in place for screening of the passengers to ensure no passenger enters the valley without screening. It was informed that Screening Centres and Help desks equipped with doctors, technical staff and other necessary equipments have been established at other locations including Railway Stations and main entry points to both the districts of Anantnag and Kulgam. Besides, sufficient quarantine wards have been kept ready in all Tehsils of the districts and special teams have been framed to monitor the situation at District, Block and Zonal levels.

The Div Com was further informed that people of both the districts are being educated about the precautionary measures that need to be taken to tackle spread of COVID – 19 besides, section 144 has been imposed in both the districts and a robust mechanism has been put in place to tackle the threat.

The surveillance teams have been constituted for thermal screening of the individuals, especially having travel history of highly affected countries. He was informed that Rapid Response Teams are working in unison with the surveillance teams, which report on daily basis.

On the occasion, the Div Com directed the DCs to work in coordination and ensure cent percent screening of the passengers with proper care. The Dy. SP Traffic, Qazigund was directed to ensure the movement of vehicles including contract carriers, passenger & personal vehicles, trucks and other load carriers through designated screening centres to avoid the traffic jamming and to ensure that every passenger is screened. The CMOs of both the districts where directed to deploy additional staff to screening centres.

Later, the Div Com also visited Trauma Hospital Qazigund and took stock of the healthcare facilities for the public. He asked the concerned CMO to ensure availability of isolation awards in the hospital, which can be used during emergencies if need arises and also display the information.

 

Money Laundering Case:PD&SJ Srinagar rejects anticipatory bail plea to Mir Manzoor Gazanffer

SRINAGAR: Court of Principal District and Sessions Judge (PD&SJ), Srinagar which is also a designated Court under the Money Laundering Act, rejected the bail plea to Mir Manzoor Gazanffer, here today.

While rejecting the bail, PD&SJ Abdul Rashid Malik observed that extra care and caution has to be taken while dealing with the application for grant of pre-arrest bail. The demand of an individual’s liberty has to be matched with the larger interest of the public. In the instant case, there are allegations of clandestine siphoning of big amount of money. Such an offence is against the whole nation. The investigators have to be given full freedom for investigation.

The allegations against the petitioner being of very grave and serious nature, the grant of anticipatory bail to the applicant will certainly hamper proper investigation. The need for providing medical care and attention to the petitioner will be taken care of by the department and even by the jail authorities in the event of his arrest.

Economic offences constitute a class apart and need to be visited with a different approach in the matter of bail. The economic offences having deep-rooted conspiracies and involving huge loss of public funds need to be viewed seriously and considered as grave offences affecting the economy of the country as a whole and thereby posing serious threat to the financial health of the country.

While granting bail, the court has to keep in mind the nature of accusations, the nature of evidence in support thereof, the severity of the punishment which conviction will entail, the character of the accused, circumstances which are peculiar to the accused, reasonable possibility of securing the presence of the accused at the trial, reasonable apprehension of the witnesses being tampered with, the larger interests of the public, State and other similar considerations.

Grant of anticipatory bail at the stage of investigation may frustrate the investigating agency in interrogating the accused and in collecting the useful information and also the materials which might have been concealed. Success in such interrogation would elude if the accused knows that he is protected by the order of the court. Grant of anticipatory bail, particularly in economic offences would definitely hamper the effective investigation. Having regard to the materials said to have been collected by the non-applicant Enforcement Directorate and considering the stage of the investigation, I am of the view that it is not a fit case to grant anticipatory bail.

In a case of money-laundering where it involves many stages of “placement”, “layering i.e. funds moved to other institutions to conceal origin” and “interrogation i.e. funds used to acquire various assets”, it requires systematic and analysed investigation which would be of great advantage.In the case in hand, there are allegations of laundering the proceeds of the crime and the Enforcement Directorate claims to have certain specific inputs from various sources.

The Court further observes that having regard to the nature of allegations and the stage of the investigation, the investigating agency has to be given sufficient freedom in the process of investigation, and the grant of anticipatory bail to the appellant will hamper the investigation and this is not a fit case for exercise of discretion to grant anticipatory bail to the appellant.On careful perusal of the record including the averments made in the application, the documents attached with the application and the nature of allegations leveled against the petitioner, the applicant does not deserve the concession of bail in anticipation of his arrest as the allegations against the applicant are very grave and serious.The grant of anticipatory bail will certainly hamper the investigation.

This Court at this stage restrains from specific comments upon the merits of the case, but it will be suffice to say that the instant case is not a fit case for grant of anticipatory bail. Therefore, the application is rejected.

The observations made herein above shall not be taken to be any comment upon the merits of the case and shall relate to the disposal of the instant application only.

 

 

 

 

AC approves setting up of 4 Fast Track Special Courts

Srinagar: The Administrative Council (AC) which met under the chairmanship of Lieutenant Governor, G C Murmu accorded sanction to establishment of four Fast Track Special Courts in Jammu & Kashmir for effective implementation of Criminal Law Amendment Act, 2018 by ensuring targeted disposal of pending rape and Protection of Children from Sexual Offences Act (POCSO) cases.

Out of the four Courts, two FTSCs, one each in Jammu and Srinagar shall exclusively be meant for trial of cases registered under POCSO Act. Other two, at Kulgam and Reasi shall deal with cases involving offences against women including rape.

The AC also approved establishment of Office of Special Public Prosecutors along with other staff, for the two Fast Track Courts that shall be set up at Jammu and Srinagar exclusively for POCSO cases.

 

4 km road stretch in Anantnag encroached, Govt unmoved

Srinagar :The four kilometer road passing through Moominabad, Papibal, Chichripora, Kamad, Ugjan and Dialgam areas in Anantnag district has been encroached upon by the locals.

As per the records of the Roads and Buildings Department, the road is 35 feet in width but the encroachments by the local populace has reduced it to 11 feet. “The compensation to the locals has been given decades back for the widening of this vital road link, which connects main town Anantnag from Ashajipora to Vessu area with the national highway. The illegal construction by the locals has literally caused bottle necks. Two trucks can’t pass at a time on this road. The locals have erected boundary walls, shops and other structures narrowing the main road with proper knowledge of this matter to the department,” said a local.

At lane number three in Moominabad inner locality, a contractor has raised a three storey building, in Papibal area adjacent to a drain.

Many locals blame the officials for turning a blind eye towards the construction of a three storey building on government land in Papibal. They say the officials from both R&B Department and Municipal Council are hand in glove with the contractor for raising the structure illegally.

Assistant Executive Engineer, R@B Division, Anantnag Anantnag Division, Abdul Rashid Rah admitted that there are encroachments on several roads but said he was unaware about this particular matter though.

“I have to check about Mominabad Kamad road. If there are any such violations through Kamad Sadura road, I will look into this issue without any delay,” Executive Officer Municipal Council Anantnag Mohammed Ismail said if any such building has been constructed illegally in their jurisdiction, “we will certainly take action”.(KINS)

Tangmarg youth arrested for fake claims of COVID-19 antidote

Tangmarg, Mar 20: At a time when medical experts across the globe are striving hard to come up with an antidote for deadly novel coronavirus that has killed thousands and engulfed dozens of countries including Jammu and Kashmir a self-styled youth from Tangmarg in north Kashmir’s Baramulla district was apprehended for fake claims of having made an antidote of the virus.

According to Wire Service Station House Officer (SHO) Tangmarg Faizan Ali (KPS) said a boy was apprehended for making false claims  of having prepared antidote of novel coronavirus on social media platforms.

Faizan Ali (KPS) told  that we have apprehend a local young boy whose audio clip has gone viral on social media platforms asking people to make sure this audio clip reaches the masses having prepared some cure for the deadly virus.

In the audio clip he claimed to have prepared some antidote of novel coronavirus with a mix of some vegetable and honey locally known as  “Tethwan & honey” and advised people to visit him for the cure, he said. He said the arrested boy runs a timber shop locally and has made his audio clip viral on social media causing disturbance among panic among the masses.

Faizan Ali (KPS) furthermore said that apprehend youth has been kept in detention and legal proceedings were initiated against him. He identified the arrested youth as Mohammad Hussain Kumar son of Ali Mohammad Kumar a resident of  Mochikhoda Tangmarg Baramulla.

Meanwhile, district police Baramulla  in its statement has asked  people to take advice from medical practitioners only and not to fall for quack looking to make a quick buck and profit from the pandemic—(KNO)

Those involved in Asifa’s case be hanged also: PDP leader

Srinagar: Soon after the convicts in Nirbhaya gang rape case were hanged, Peoples Democratic Party (PDP) leader, Engineer Nazir Ahmad Yatoo Friday demanded similar punishment to those involved in the rape and murder of eight-year-old girl Asifa from Kathua.

In a statement issued to wire service Yatoo demanded that those involved in Asifa’s rape and murder should also be hanged.

Yatoo said that finally after seven years, the struggle of Asha Devi comes to an end but there are many more mothers who want justice for their daughters. “But, we as a society should try to ensure that such incidence never takes place,” he said.

He hoped that judiciary will improve the loopholes which took seven years for a mother to get justice.

Meanwhile, Yatoo also appealed Lieutenant Governor Girish Chandra Murmu to reopen Asiya and Nelofer case so that justice will be delivered to them as well –(KNO)

High Speed Internet 

On Tuesday last, the ban on high-speed 3G and 4G internet services was extended in Jammu and Kashmir till March 26.
As per an order issued by Home department, the administration extended the 2G mobile data service “on consideration of the overall security scenario and the reports of the law enforcement agencies inter-alia bringing out the necessity of speed related restrictions on mobile data services, and upon assessment of the available alternatives.” It was also done keeping in view “paramount security and sovereignty of the country”. The security and sovereignty beyond doubt is paramount and so are the people.
National Conference president and incumbent Lok Sabha member from Srinagar Farooq Abdullah also wrote a letter to Prime Minister Narendra Modi, urging him to 4G internet services in J&K at the earliest to “ease the suffering of the people.”
Also a day after Kashmir Valley reported first covid-19 case, Amnesty International India also urged the Centre to immediately restore high-speed 4G internet services in erstwhile stet to help people in preparing against the spread of coronavirus.
The responses to corona virus cannot be based on human rights violations and a lack of transparency and censorship, it said.
“Complete internet shutdowns have also been imposed intermittently in certain areas in the guise of security. There is growing anxiety around the pandemic and unwarranted restrictions on content and dissemination of information only stands to add to the panic. Complete shutdowns or restricting of internet speed or access makes it difficult for people to navigate their way through a difficult time further undermining their trust in the authorities,” it said, underlining that human rights approach must be at the centre of all prevention, preparedness, containment, and treatment efforts to protect public health and support the most vulnerable groups.
The concerns are not out of place as the prevailing situation demands high speed internet for more awareness about the dreaded coronavirus pandemic.
In this day and age, government could have used the internet to deepen awareness about COVID-19 as information about the disease and its real-time dissemination among people is critical to fighting it.  It important to note while preventive measures are there, awareness about the disease will also help the government in fighting the disease and ultimately defeating the enemy–COVID-19.
