Syllabus Cut: Welcome Decision

 

The covid-19 pandemic has already consumed much of the academic year of schools and other educational institutions. It is also unlikely that educational institutions would reopen anytime soon.

Recognizing pedagogical challenges for teachers and learning problems for students, the government has announced 30 percent reduction in the syllabus for both 10th and 12 standards. The announcement was made by Principal Secretary to School Education in a tweet, recognizing the stresses of the child. In other words, the policymakers agreed that the curriculum remains among the causes of stress for students.

The government decision is in consonance with the Central Board of Secondary Education, announcing the reduction in the syllabus for classes 9 to 12 by 30% this year due to the disruption caused by the pandemic. While the Jammu and Kashmir State Board of School Education delayed the announcement by month, it is, never the less, in the right direction.

The decision is unwelcome purely for the reason that the mass promotion is not a good solution given the fact that the students will face problems in their future prospects and the credibility of their certificates will remain questionable. While the reduction in the syllabus has been announced, the government should also explore assessment based examination as a viable option for the benefit of the students. The modalities for assessment can be worked out by the authorities and may include online assignments etc.

While the decision on syllabus stands taken, the other options should be worked out within a reasonable dispatch especially considering the health and mental wellbeing of all the pupils who must be keen to be evaluated and promoted in a time-bound manner. The usual paper pen exam would be a difficult task to conduct but it would be too early to rule it out as a possibility given the fact the final examinations for 10 and 12th classes among others are normally conducted in October and afterward. It is expected that the authorities while reducing the syllabus have retained the core concepts. The school education department also did well to keep the students engaged through virtual classes or at times, some teachers are holding classes under the open sky for the benefit of the students. However, as experts keep on repeating, it can never be a substitution for formal and structured schooling where students learn through teacher-student interactions.  The decision to reduce the syllabus would prevent learning gaps created by the pandemic situation which can cause a devastating sense of emotional damage, anxiety, and uncertainty among teachers, students and parents.

COVID-19: 102 inmates test positive in Srinagar Central Jail, 69 PSA detainees sent to Jammu

Srinagar, Aug 14: Jails in Kashmir are turning into new hotspots of COVID-19 as 102 inmates have tested positive for the infection at Srinagar Central Jail.

Superintendent of Central Jail Srinagar, Tej Ram Katoch told Precious Kashmir that 102 inmates have tested positive for COVID-19.

“We started random testing of inmates on August 7 after three medicos and two paramedics discharging duties in the jail tested positive for the infection,” he said, adding that they are isolating all such inmates.

 

Of those who have tested positive in the jails, 75 are undertrials, eight convicts and 19 are under preventive detention. The highly- fortified jail houses around 490 inmates.
A similar situation had also arisen at district jail Anantnag last month as 86 inmates had tested positive in the prison.

The first prisoner to test positive for the COVID-19 virus in  Anantnag  jail was Zahoor Ahmad Bhat of Trehgam, Kupwara. Bhat was detained under Public Safety Act in 2018 and since then he is under preventive detention.

This newspaper has learnt that three PSA detainees from Kashmir also tested positive when they were being lodged in jails of Jammu province.

The detection of large number of COVID-19 cases in  Srinagar Central Jail has raised questions on COVID-19 control measures adopted by the Prisons Department in Kashmir.

As part of COVID-19 control measures, a high-level committee was constituted by the government earlier this year for decongesting prisons.

The committee constituted on a directive from the Supreme Court maintained that the release of detainees under the PSA did not fall within the terms of the guidelines issued by the Supreme Court.

 

The panel made this observation after the Chief Justice of the J&K High Court referred a representation to it for the release of a detainee.

Interestingly, the government has shifted 69 PSA detainees from jails of Kashmir Valley to prisons of Jammu province.

 

New era of normalcy has dawned in J&K: LG Sinha

Srinagar, Aug 14: Asserting that wrong decisions taken after Independence let to resentment in hearts of the people of J&K, Lieutenant Governor Manoj Sinha on Friday said that a new era of normalcy and development has dawned due to the constitutional change enacted in 2019.

Sinha in his Independence Day message said Jammu and Kashmir has offered an invaluable contribution to nurture and ensure a cultural harmony and peaceful co-existence between Hinduism and Sufi Islam. “The traditional cultural harmony of Jammu and Kashmir has ensured the peaceful co-existence of Hindus and Muslims, mutual respect for their places of worship, and offered a new paradigm of the protection of not just cultural mores, but also religious rituals,” he added.

The Lieutenant Governor extended greetings and good wishes to the people of Jammu and Kashmir. “Warm and heartiest greetings to all of you on the auspicious occasion of the 74th Independence Day,” he said.

 

He said countless freedom fighters offered the ultimate sacrifice to liberate India from the yoke of foreign tyranny.  “This auspicious day offers us an occasion to commemorate their struggle and sacrifice, while offering our sincere tribute and gratitude for their contribution.  Moreover, this day inspires us to renew our resolve to preserve and protect the independence and integrity of our country. On this day, we must reflect on the task, which we have undertaken for the evolution of a poverty free, disease free and illiteracy free society,” he said.

Sinha said Jammu and Kashmir has always been an integral part of the existence of India in each and every respect – culturally, politically, socially, and spiritually. “Jammu and Kashmir has a time honoured tradition of assimilating and embracing every religion and tradition right from Kalhan’s Rajtarangini to Shankaracharya’s Advaita, Sufi Islam to the Buddhist philosophy of Mahayana. And this peaceful and syncretic co-existence is reflected in the lives of the inhabitants of this land,” he said.

The LG said although this cultural mosaic has suffered many attacks, yet nothing has succeeded in annihilating its existence. “The philosophy of Ahinsa or non violence propounded by Mahatma Gandhi has been the guiding light of India’s movement for independence. This insistence of non violence has always been consistent with the ethos of Jammu and Kashmir. Those responsible for the partition of the country did try to divide this land too on communal lines, but the people of this land have always steadfastly rejected this bigoted ideology. The rejection is directly a consequence of the fact that the labels ‘Hindu’ and ‘Muslim’ have always been only descriptions rather than manifestation of a division in Jammu and Kashmir,” he said.

Sinha said the people of Jammu and Kashmir dissociated themselves from the communal riots of partition, and fully immersed themselves in upholding the spirit of national integration. “We are all familiar with the contribution and role of the people of Jammu and Kashmir in the struggle for India’s liberty. Innumerable heroes from this land of Jammu and Kashmir offered the ultimate sacrifice in service of Mother India,” he said.

 

 

 

“This land of Jammu and Kashmir has given birth to brave hearts like Mahavir Chakra Awardee Martyr Brigadier Rajinder Singh. History is a witness that in 1947 when invaders lay siege to Uri sector, Brigadier Rajinder Singh stood like a rock in the path of the enemy to repulse their attack. Till his last breath, he saved the land of Jammu and Kashmir from the enemy. He was hit by many bullets, but that hardly deterred him as he stood firm and upright like a rock in the path of the enemy. The enemy was forced to beat a hasty retreat in the face of such valour,” he added.

He said in the same vein ‘we remember the valour of Brigadier Usman who offered the supreme sacrifice while confronting the enemy’. His last words were: “I may be dying, but the land for which we are fighting should not fall in the hands of the enemy.”

“Jammu and Kashmir is the land of Rishi Kashyap, and is also the land of Prophet Mohammad. This land has also hosted Guru Nanak in his quest for enlightenment, while also accommodating the philosophy of Gautam Buddha. We can learn a lot from Jammu and Kashmir’s ancient tradition of religious inclusivity, and we are committed to renew and empower this tradition. A verse by Kashmir born Laleshwari testifies to the tradition of the wonderful cultural syncretism of Jammu and Kashmir,” he said.

“Jammu and Kashmir has offered an invaluable contribution to nurture and ensure a cultural harmony and peaceful co-existence between Hinduism and Sufi Islam. In this spirit, I wish to make a special appeal to the youth and students of Jammu and Kashmir,” he said.

 

He said the greatest power with the youth is the power of transformative imagination. “It is your greatest strength. Change is the only constant – we often hear this saying, and no one can deny the veracity of this truth. But I believe that there is another allied truth to this transformation that we all accept. This truth is that throughout history, youth-power has been the harbinger of all transformations,” he said.

“We often hear that the youth and student life can only be experienced just once, and vanishes in the twinkling of an eye. But I believe that if the youth make optimum use of their youthful years, then this short time is sufficient to effect the greatest transformation,” he said.

The LG said youth and student life are defined through activism. “My own student life can be defined by my engagement with activism. I have been a student leader, and was active in student politics. Activism is not a bad thing, but to choose the correct option is of utmost significance.  Your activism should be directed at development of the nation, as this country belongs to none other than you, and you are its future leaders,” he said.

“Unfortunately, some wrong decisions were taken after independence. These decisions inevitably led to resentment in the hearts of the people of Jammu and Kashmir, and distanced them from the rest. This distancing led to the widening of fissures and cracks. Generation after generation was sacrificed at the altar of hatred. Instead of countless doors that should have opened for the people in Independent India, numerous doors closed upon the people, and distances increased,” he added.

He said former Prime Minister Atal Bihari Vajpayee laid great emphasis on Insaniyat, Jamhooriyat and Kashmiriyat. “But humanity conceded defeat to terrorism for decades in Kashmir, democracy suffered at the hands of vested interests, and Kashmiriyat was massacred to appease the hatred that ensued. It is a matter of great sorrow that the legacy of cultural syncretism has been eclipsed by the vicious story of sectarianism,” he said.

But, he said ‘we want to transform the narrative once again’. “We want to make development, peace, progress and social harmony the most integral part of the narrative of Jammu and Kashmir,” he said.

He said after the constitutional change enacted in 2019, the central government took not one or two, but historic 50 decisions to transform the face of the region. “A new era of normalcy and development has dawned due to the changes effected in the last year; a new journey has been undertaken. To ensure that this journey allows us to reach our destination quickly, the government has earmarked five targets to be achieved. Firstly, we wish to put in place a just and transparent system of governance, which will be dedicated to empowering the marginalized and weaker sections of society. Secondly, we want to establish a thriving grassroot level democracy. Thirdly, we wish to ensure maximum welfare by ensuring that every person benefits from government schemes. Fourthly, we are committed to accelerate the development of Jammu and Kashmir. Lastly, Economic development, creation of employment opportunities and livelihood will be our primary priority,” he said.

He said equality and justice are being gradually restored in Jammu and Kashmir. “No system of governance can be truly just, if even one person is deprived of equal social, political and economic rights. The rights of women who marry outside Jammu and Kashmir are now protected. Refugees from West Pakistan, displaced migrants, pahadi speaking people, Other Backward Classes and safai karmis have finally found long delayed justice. They now possess democratic, employment and property rights. An unbiased reservation policy is being put in place now in education and employment sectors,” he said.

 

“A commission for Socially and Economically Backward Classes is considering to make the reservation policy more effective and appropriate. Economically Weaker Sections have been accorded an additional 10 per cent reservation.  Public welfare oriented and progressive laws are providing rights and reservation to empower senior citizens, whistle blowers, traditional forest dwellers, disabled people and minorities,” he said.

“Along with effective reform in the system of governance, discipline and order are gradually being established. Corruption, which hinders good governance, needs to be uprooted completely. The government is promise bound to uproot corruption in all forms.  To strengthen the guardian of good governance – Anti Corruption Bureau (ACB), the number of police stations has been increased from two to eight, and a provision has been made for a dedicated Economic Offence Wing. Government Employees will be accountable for their performance and delivery of services. There will be zero tolerance towards corruption,” Mr Sinha said.

Taking about Panchayati Raj, he said the full application of 73rd and 74th amendments of the constitution has laid the ground for a strong grassroots democracy, adding Panchayats and Municipalities lay the base for thriving, significant and accountable grass roots democracy.

“To ensure development, unprecedented energy is being channelized at the ground level through 960 councilors, as well as more than 27000 sarpanchs and panchs. Government is cooperating fully with the people in this quest for development through decentralization in allotment of funds, works and employees.  After the constitutional change, elections for Block Development Council were conducted for the first time in Jammu and Kashmir. They have been accorded a status as Public representatives and now possess the means to fulfill expectations of people. Through ‘Sabki Yojna Sabka Vikaas’, the participation of people has been converted into an effective tool to create a blueprint for village level development in an organized manner. As soon as the Covid-19 Pandemic subsides, we will fill the vacant posts of panchayats and create the third tier of governance viz. panchyati raj at the district level. To generate confidence in people, 38 Union Ministers visited and interacted with people in every nook and corner of the region,” he added.

He said a wave of positive energy is circulating in the system, which is apparent and hard to miss. “People want to benefit from development works at the local level and are expressing a strong desire to resolve their issues. A thriving Panchayati Raj and Municipal system will be the corner stone of transformation in Jammu and Kashmir,” he said.

“Our sole target is to ensure the welfare of all. Through Individual Welfare Schemes, focus has been laid on 100 per cent coverage of beneficiaries. 100 per cent coverage has been achieved in schemes like Saubhagya, Ujala and PM Ujjwala. In Saubaghya, J&K has been awarded National Award of Rupees 100 crore. 15.9 lakh families have received LED lamps under the Ujala Scheme. More than 12 lakh families have benefitted from LPG connections provided under Ujjwala Scheme,” he said.

He said pensionary benefits have been given to more than 7 lakh people, which marks a huge jump of 59 per cent from last year. “Transgenders are also benefitting from regular pension. 5 lakh students are now availing the benefit of minority scholarships, which is a gigantic increase of 266 per cent from last year. Jammu and Kashmir is at the forefront of the implementation of PM-Jan Arogya Yojna- Ayushman Bharat and PM-Kisan,” he said.

He said most importantly on the auspicious occasion of Independence day, Government is planning to extend benefits of health insurance through J&K health scheme to the remaining one crore people, other than the 30 lakh people who are beneficiaries of Ayushman Bharat. “This will be the first region in the country where every person will be granted free health insurance. This is a momentous step indeed,” he said.

“As we move forward, our endeavour is to ensure that everyone in Jammu and Kashmir benefits from government schemes and nobody is left out,” he added.

 

About rapid development, he said the goal of rapid and accelerated development of Jammu and Kashmir will yield phenomenal result. “In the history of Jammu and Kashmir, never before have schemes and programs been executed with such speed and precision. By utilizing our traditional resources, natural bounties and evolution of a professional workforce, Jammu and Kashmir will be at the forefront of progress. Despite large scale distribution of resources and special packages, Jammu and Kashmir has witnessed scanty and limited development. The available resources far exceeded the requirements,” he said.

However, he said things have started to change now. “Works which were never executed in 70 years are being executed now. After 70 long years, drinking water has been made available in the Mohra Ambkhori mohalla of Kangri village in Rajouri. In Budgam Laripora canal has been rejuvenated after 70 years of lying in a decrepit state. The villages of Keran and Mundiyan in Kupwara are being connected to the electricity grid after 70 years. Drinking water is being made available to Dheerti Village of Reasi district and Chumtihal village of Anantnag District after 70 years. People like Dipu Devi of Valmiki Caste have finally got their rights. 102/108 Ambulance Services have been started in Jammu and Kashmir, years after the service was started in other regions of the country,” he said.

“The implementation of PM Development Package has gained great speed. In 17 schemes, expenditure has risen to 54 per cent. All prominent schemes are on track. The Rambagh Flyover in Srinagar, pending for nearly 5 years, has been completed and thrown open to public. Work on Jammu Ring Road, Akhnoor Road and other prominent road projects has been expedited. Work has commenced on the Pakal-Dul Hydro-Electric Project. Kiru, and Ratle Hydro-Electric power projects will truly convert Jammu and Kashmir into a power hub. The new tunnel at Banihal on Jammu-Srinagar national highway and the world’s highest rail bridge on River Chenab will both be completed in 2021. In 2022 Kashmir will be connected all the way to Kanyakumari by railways,” he said.

 

 

 

“The Shahpur Kandi and Ujh Irrigation projects, languishing for decades, will now in a few years provide irrigation facilities to more than one lakh hectares of unirrigated land and transform the agrarian scenario of the region.  Rupees 6000 crore mobilised through JKIDFC is ensuring speedy completion of languishing projects. This is being accomplished even as the Covid-19 pandemic has affected every sector,” he added.

He said the cities of Jammu and Kashmir need to be modernized more, adding they should serve as the engine of development. “We are planning to create more smart cities like new Jammu and new Srinagar, which will be counted among the most advanced cities of the world,” he said.

“Power Sector is an area of our prime focus. In addition to hydro electric power projects, transmission and distribution projects are also being implemented with an aim to fulfill the target of providing 24× 7 electricity supply to every household.

We are proud that during the visit of Prime Minister Narendra Modi, the seed of the endeavour to provide 100 per cent piped drinking water connections was sown. We will be at the forefront of ‘Jal Jeevan Mission’. Srinagar and Ganderbal districts have already achieved 100 % coverage, and we hope that Jammu and Kashmir will be ahead of every other region by attaining 100% coverage by December 2022,” he said.

Sinha said the Prime Minister has recently announced a mega package under ‘Atmanirbhar Bharat’. “Jammu and Kashmir is promise bound to extract the maximum benefit from this scheme to revive its economy, and accelerate its progress. 8 task forces have been specially created for dedicated implementation of the package, and we will try to acquire a benefit of Rs 20,000 crores from it,” he said.

 

 

 

“The farmers are the backbone of Jammu and Kashmir. Agricultural and horticultural schemes aimed at doubling the income of farmers are on track. Kashmiri saffron is considered to be the best in the world, and now it has been accorded the prestigious GI tag. Farmers are being encouraged to bring and sell their produce directly in the market. Digitization of revenue records is being undertaken at a rapid pace which will help farmers and fruit growers to easily avail bank loans and increase their investments leading to greater income,” he added.

“We will try to make Jammu and Kashmir an attractive destination for investment. To achieve it, new medicity, educational centers and IT Hubs will be developed. A land bank of 6000 acres has been created for it. This will open new avenues of employment for our youth. The process of filling 11000 posts has been started to provide employment. In addition to this, 10,000 more vacant posts will be filled soon. The interview for Class III and IV posts has been abolished,” the LG said.

He said to promote tourism, new destinations are being developed, adding unprecedented investment is being made in the sports sector. Our teams, our boys and girls are winning the hearts and accolades of the entire country.

“Whether it be the allocation of Rupees 366 crore to 4483 panchayats to develop gram panchayats, or laying underground power cables in Gulmarg, Pahalgam , Patnitop and Sonmarg, or commencing the work on supply of piped gas to Srinagar and other major towns, all these decisions were inspired by a single motive – to strengthen the democracy in Jammu and Kashmir and ensure the development of the region,” he said.

“Today on the occasion of Independence Day, I express my gratitude to J&K police, Central Paramilitary Forces and the brave jawans of our military, who offer the ultimate sacrifice to ensure the integrity and freedom of the nation, and ensure that the citizens of the country live a secure and peaceful life. This is the occasion to remember Ajay Pandita and Wasim Bari, who laid down their lives to defend the idea of India,” he said.

“Our government and administration stands by all those who are committed to, and strive towards strengthening democracy in Jammu and Kashmir. Elected representatives of local self-governments, who face threat, are being provided with a 25 lakh life insurance cover. To make policing more effective, the necessary reforms are being undertaken,” he added.

Taking about COVID-19, he said the ‘pandemic has affected our lives terribly’. “We have also lost some precious lives. Our sincerest condolences are with their families. To stop the spread of this pandemic, the efforts of the government has been commendable in offering people testing and treatment facilities. About three lakh people have been brought home safely. Every individual is being looked after properly and no one will be left without assistance. Our doctors, paramedical staff and nurses have worked selflessly and with exemplary dedication. I want to convey to them that we are immensely proud of them. We will never forget their selfless service. We will offer all health workers an additional 25 lakh insurance cover apart from the 50 lakh insurance cover offered by the central government. I request all the people to adopt necessary precautions to safeguard themselves from the COVID Pandemic,” he said.

“We are committed to provide a better alternative for the people of Jammu and Kashmir. An alternative that stands for development, welfare and social transformation,” he added.

He said Jammu and Kashmir has long suffered from scarcity of development. “We have to remove this scarcity. Electricity, water and roads shall be made available to every house and village. We have to create a healthy and educated society here. We have to create ultra modern and world class infrastructure here. We have to transform Jammu and Kashmir into a world class tourism destination. We have to create a peaceful environment here. I expect the full cooperation and support of people here that we may create a new Jammu and Kashmir,” he said.

“It was the dream of Sardar Patel that whole India should not just exist as a political map, but also move forward together at the same time, and conquer new milestones of development and progress.

To honour this dream, the Prime Minister announced ‘Ek Bharat Shreshta Bharat’ on 31st October 2015, on the eve of National Integration Day. This program aims at increasing and encouraging cultural interactions among the different parts of the country, and motivates the people to engage more deeply with cultures other than their own. Under this program, Jammu and Kashmir has been linked to Tamil Nadu.

I hope and wish that this endeavour to strengthen cultural relations is not restricted to a specific area, rather people of Jammu and Kashmir should forge strong relations with each and every region of the country. It is my strongest and cherished belief that Jammu and Kashmir will immensely contribute to the realization of our dream of ‘Ek Bharat Shreshta Bharat’. Along with this, I again reiterate my heartfelt wishes to the people of Jammu and Kashmir,” he added.

India capable of giving befitting response to aggression: Prez

New Delhi, Aug 14: President Ram Nath Kovind on Friday warned the neighbouring countries that while India believed in peace, those in the neighbourhood, who tried to carry out their misadventure of expansionism, would be given a befitting reply.

In his address to the nation on the eve of 74th Independence Day,  President Kovind said when the world community needed to deal together with an epidemic like Novel Coronavirus, then the neighboring country had cleverly carried out its expansionary activities.

“The world now realises what our sages had said long ago: the global community is but one family; ‘Vasudhaiv Kutumbakam’. However, even while the world community needs to fight together against the greatest challenge before humanity, some in our neighbourhood tried to carry out their misadventure of expansion.

“Our brave soldiers laid down their lives, defending our borders. Those worthy sons of Bharat Mata lived and died for national pride. The entire nation salutes the martyrs of Galwan Valley. Every Indian feels grateful to their family members. Their bravery in combat has demonstrated that while we believe in peace, we are also capable of giving a befitting response to any attempt of aggression,” he reminded.

He said the country was proud of the members of the Armed Forces, paramilitary forces and police personnel, who protect the borders, and ensure internal security.

Expect China to work sincerely towards de-escalation: MEA

New Delhi, Aug 14: India on Friday said it expect the Chinese side to sincerely work towards the objective of complete disengagement and de-escalation and full restoration of peace and tranquility in the border areas.
During the virtual weekly press briefing Ministry of External Affairs spokesperson Anurag Srivastava said, “While we would like the ongoing disengagement process to be completed at the earliest, it is important to bear in mind that achieving this requires agreed actions by both sides.”
“This is also necessary and essential in the context of overall development of our bilateral relationship. As External Affairs Minister had noted in a recent interview ‘the state of the border and the future of our ties, cannot be separated’,” he said.
India and China are engaged into border standoff in eastern Ladakh since early May. Five rounds of Corps Commanders-level talks between both the nations were held.
The spokesperson also said that both sides have agreement on broad principles of disengagement and based on it, some progress had been earlier made.
“I must add that translating these principles on ground is a complex process that requires re-deployment of troops by each side towards their regular posts on their respective sides of the LAC. It is natural that this can be done only through mutually agreed reciprocal actions,” he said.

 

COVID-19 kills 8 more, J&K toll 520

Srinagar, Aug 14: Kashmir on Friday reported eight more COVID-19 deaths, five of them women, taking the number of those succumbing to the virus to 520 in J&K.
Among those who died due to the pestilence include six from Srinagar and one each from Anantnag and Baramulla.
Official sources told GNS that a 65-year-old man from Batamaloo Srinagar who was admitted to SMHS hospital on August 4 died at the hospital today. “He was having comorbidities besides Community Acquired Pneumonia,” a senior doctor at the hospital said.
Also, a 75-year-old woman from Bemina and a 50-year-old woman from Nishat besides sexagenarian woman from Budgam, who was a cancer patient, died at the hospital, they added.
The remaining deaths were reported from SKIMS Soura and include a 62-year-old man from Anantnag, a 65-year-old woman from Srinagar, an 85-year-old man from Sopore, a 73-year-old man from Zadibal and a 55-year-old woman from Srinagar.
A senior doctor SKIMS Soura said that all the patients were having underlying ailments besides bilateral pneumonia.
With these deaths, officials said, 520 people have succumbed to the virus in Jammu and Kashmir so far—481 from the Valley and 39 from Jammu division.
Srinagar district with 169 deaths tops the list followed by Baramulla (86), Budgam (38), Anantnag (37), Kulgam (31), Pulwama (35), Kupwara (32), Shopian (24), Jammu (27), Bandipora (18), Ganderbal (11), two each in Rajouri, Doda, Poonch and Udhampur besides one each in Ramban, Samba, and Kathua. Jammu, Aug 14: As many as 540 more people tested positive for COVID-19 in Jammu and Kashmir on Friday, thus taking the total number of infected persons in the Union Territory to 27489, officials said.
They said of the fresh cases 421 tested positive in Kashmir and 119 in Jammu.

Moreover, 640 more COVID-19 patients recovered and were  discharged from various hospitals, 204 from Jammu and 436 from Kashmir Division.

According to the daily Media Bulletin on novel Corona virus (Covid-19), out of 27489 positive cases, 7027 are Active Positive, 19942 have recovered and 520 have died; 39 in Jammu division and 481 in Kashmir division.

 

The Bulletin further said that out of 775333 test results available, 747844  samples have been tested as negative till August 14, 2020.

Additionally, till date 409414 travelers and persons in contact with suspected cases have been enlisted for observation which included 41737 persons in home quarantine including facilities operated by government, 7027 in isolation and 47531 under home surveillance. Besides, 312599 persons have completed their surveillance period.

Providing district-wise breakup, the Bulletin said that Srinagar has 6680 positive cases (including 108 cases reported today) with 1878 Active Positive, 4633 recovered (including 255 cases recovered today), 169 deaths; Baramulla has 2351 positive cases (including 47 cases reported today) with 571 Active Positive, 1694 recovered, 86 deaths; Pulwama reported 2016 positive cases (including 31 cases reported today) with 580 active positive cases, 1401 recovered (including 28 cases recovered today), 35 deaths; Kulgam has 1688 positive cases (including 12 cases reported today) with 196 Active Positive, 1461 recoveries (including 21 cases recovered today), 31 deaths; Shopian has 1553 positive cases (including 08 cases reported today) with 81 Active Positive, 1448 recovered (including 31 recoveries today), 24 deaths; Anantnag district has 1709 positive cases (including 31 cases reported today) with 341 Active Positive, 1331 recovered (including 29 cases recovered today), 37 deaths;  Budgam has 1714 positive cases (including 37 cases reported today) with 491 Active Positive and 1185 recovered (including 31 cases recovered today), 38 deaths; Kupwara has 1459 positive cases (including 65 cases reported today) with 333 Active Positive, 1094 recovered (including 03 cases recovered today), 32 deaths; Bandipora has 1301 positive cases (including 50 cases reported today) with 561 Active Positive, 722 recovered (including 31 cases recovered today), 18 deaths and  Ganderbal has 849 positive cases (including 32 cases reported today) with 380 active positive cases, 458 recoveries (including 07 cases recovered today) and 11 deaths.

Similarly, Jammu has 1843 positive cases (including 67 cases reported today) with 729 active positive cases, 1087 recoveries (including 61 cases recovered today), 27 deaths; Rajouri has 778 positive cases (including 04 cases reported today) with 139 active positive cases, 636 recovered (including 51 cases recovered today), 03 deaths; Ramban has 623 positive cases (including 04 cases reported today) with 49 active positive, 573 recoveries (including 02 cases recovered today), 01 death; Kathua has 645 positive cases (including 09 cases reported today) with 108 Active positive, 536 recovered (including 01 case recovered today), 01 death; Udhampur has 642 positive cases (including 08 cases reported today)  with 99 active positive cases, 541 recovered (including 80 cases recovered today), 02 deaths; Samba has 546 positive cases (including 05 cases reported today) with 169 Active Positive, 376 recoveries (including 01 case reported today), 01 death; Doda has 331 positive cases (including 04 cases reported today) with 40 active positive cases, 289 recoveries (including 01 case reported today), 02 deaths; Poonch has 316 positive cases (including 06 cases reported today) with 115 active positive, 199 recoveries (including 01 recovery today), 02 death; Reasi has 265 positive cases (including 08 cases reported today) with 145 active positive, 120 recoveries (including 01 case recovered today) and Kishtwar has 180 positive cases (including 04 cases reported today) with 22 active positive cases, 158 recoveries (including 05 cases recovered today).

According to the bulletin, of the total 27489 positive cases in J&K 5378 have been reported as travelers while 22111 as others.

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

The bulletin has informed the people that, the best way to protect themselves from COVID-19 is by maintaining physical distance of at least 2 meter from others, frequently cleaning hands with an alcohol based hand sanitizer or washing them with soap and water and following good respiratory etiquette and hygiene.

As a measure for social distancing in public places and workplaces wearing a face cover is compulsory.

The bulletin again explained that early detection of COVID-19 can prevent the spread of disease so we need to be responsible for the well-being of ourselves and everyone around us. “Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice”.

Advisory has further exhorted upon the people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent hand washing with soap and water.”

In case of any emergency people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialing toll-free number 102.

The bulletin has informed that the Directorate of Indian Systems of Medicine, J&K is distributing AYUSH Medicines having immunity boosting, immuno-modulator, anti-oxidant, rejuvenator, anti-stress, metabolism regulator, anti-allergic, anti-pyretic, anti-tussive, bronchodilator, etc properties during the COVID-19 pandemic. The department, so far, has provided medicines to 7. 94 lakh people including various frontline workers, senior citizens, PRIs, police/paramilitary personal and general masses. Moreover, preventive measures and Yoga therapies are also being advised to the people to take care of their lifestyle and mental disorders so that physical and mental health is maintained during this pandemic.

Public is advised to strictly follow the advisories issued by the government from time to time and rely only on the information released by the government through the daily media bulletin to print and electronic media.

India reports 64,553 new COVID cases, recovery rate improves to 71.17 pc

New Delhi, Aug 14: The country on Friday registered as many as 64,553 new cases of Novel Coronavirus in the past 24 hours, mounting the tally to 24,61,191.
It also reported 1,007 deaths in the last 24 hours, taking the toll to 48,040.

As per the Ministry of Health and Family Welfare, active cases have reached 6,61,595, while the number of discharged or migrated patients was 17,51,556.
This is for the 16 days straight, that the country has reported more than 50,000 cases or more in a single day.
COVID-19 testing continues to grow and 8,48,728 samples were tested on August 13, which is highest in a single day so far.
On a positive note, India’s COVID recovery rate on Friday improved to 71.17 per cent, after 55,573 recoveries were recorded in the past 24 hours.
The fatality rate across the nation has further reduced to 1.95 per cent, the government data added.

 

Avoid unnecessary referrals to Srinagar hospitals: Div Com directs officers

Srinagar, Aug 14: As administration confronts with shortage of beds and staff in hospitals amid COVID-19, Divisional Commissioner Kashmir P K Pole has directed district administrations to refer only those patients to Srinagar who require tertiary care. There has been a sudden rise in the coronavirus cases for the last few weeks and hospitals are not able to accommodate all these patients in Srinagar.

Administration has put concerned authorities on alert that there may be need for more hospitals for COVID-19 patients.

At the same time, administration has directed all district administrations to avoid unnecessary referrals to Srinagar hospitals.

“Divisional Commissioner Kashmir directed all the districts to abide by the latest referral policy strictly and refer only serious patients to tertiary care institutions of Srinagar who require tertiary care. Director SKIMS Soura thanked the chair as well as districts for strict implementation of referral policy which resulted in decongestion of hospitals,” reads an official document reads, a copy of which lies with news agency Kashmir Indepth News Service (KINS).

“He has directed all the districts to follow the required criteria for home isolation of positive cases which is as follows. Asymptomatic Patient, availability of separate room with washroom & toilet, Arogya Setu App installation in mobile phone, availability of Pulse oximeter,” it reads.

Divisional Commissioner has directed to arrange and maintain the availability of high flow oxygen supply to dedicated COVID Hospitals in each district for a minimum of 100 beds.

Covid-19: Govt approves Rs 25 lakh additional ex-gratia for death of healthcare workers

Srinagar, Aug 14:  The Jammu and Kashmir government today approved an additional ex-gratia of Rs.25.00 lakh in case of death of healthcare worker due to COVID-19.

According to an order by the Health and Medical Education department, issued in this regard, an ex-gratia of Rupees Twenty Five Lakh only, shall be payable to the dependent members/legal heirs of those Healthcare workers, including community health workers who may lose their lives as a result of being in direct contact and care of COVID-19 patients and who may be at risk of being impacted by this disease. The classification of Health care workers for this purpose shall be the same as provided by Ministry of Health & Family Welfare, Government of India under the “Pradhan Mantri Garib Kalyan Package: Insurance Scheme for Health Workers fighting COVID-19”.

Pertinently, Ministry of Health and Family Welfare, Government of India, has announced the “Pradhan Mantri Garib Kalyan Package: Insurance Scheme for Health Workers fighting COVID-19”, for providing an insurance cover of Rs.50.00 lakh for Healthcare providers, including community health workers, who may have to be in direct contact and care of COVID-19 patients and who may be at risk of being impacted by this Pandemic. Also, on account of the unprecedented situation, private hospital staff, retired volunteer/ local urban bodies/ contractual /daily wager/ ad-hoc /outsourced staff requisitioned by the State/ Central Hospitals/ autonomous hospitals of Central / States / UTS, AIIMS and INIS/ hospitals of Central Ministries are covered under the said insurance scheme.

The order said that the matter regarding providing of ex-gratia to the Health Care Workers, in addition to the Insurance Cover under “Pradhan Mantri Garib Kalyan Package”, in the Union Territory of Jammu and Kashmir, was discussed in a meeting chaired by the Lieutenant Governor, J&K and a proposal was accordingly submitted that the Union Territory of Jammu and Kashmir like some other states may also consider providing additional ex-gratia of Rs. 25.00 lakh posthumously, in respect of Health care workers, which will be in addition to the insurance cover of Rs. 50.00 lakh for Healthcare providers approved by the Union Ministry of Health and Family Welfare so that the Healthcare workers in UT of Jammu and Kashmir get a total amount of Rs.75.00 lakh, posthumously.

This order shall remain in force till the validity of Pradhan Mantri Garib Kalyan Package Insurance Scheme announced by Union Ministry of Health and Family Welfare.
