Srinagar, Aug 14: The frontline Covid-19 warriors have also transmitted the deadly virus as figures reveal at least 125 doctors and 89 paramedics from Government Medical College (GMC) Srinagar and its associated hospitals have tested positive for novel disease so far since March this year.
A senior official at GMC Srinagar said till date, 129 doctors and 89 paramedics have been tested positive for Covid-19. “People should understand that not even frontline Covid warriors and doctors are safe from the virus. We request people to take precautions by wearing masks and maintaining hygiene etc,” he said, wishing not to be named.
He said that if more doctors and paramedics test positive, there will be no one to treat patients which ultimately would lead to a disaster. Pertinently, health workers have been continuously blaming the government for exposing them to the coronavirus by not providing them with the adequate personal protective equipment (PPE) kits.
A doctor at SMHS said the government must take each and every step in order to keep medical staff safe. “If health workers collapse, the health system can’t function and patients will suffer,” he said.
A total of 600 health workers have tested positive for the virus so far across Kashmir.

New Delhi, Aug 14: The Jammu and Kashmir Police have topped the list of Police Medals for Gallantry (PMG) with total 81 medals, followed by the Central Reserve Police Force (CRPF) that won 55 medals.

Delhi Police Inspector Mohan Chand Sharma, who was killed during the 2008 Batla House encounter, has been awarded a gallantry medal posthumously for the seventh time as the Centre declared bravery medals on the eve of Independence Day.

CRPF Assistant Commandant Naresh Kumar also won the bravery medal for the seventh time for undertaking counter-terrorist operations in the Kashmir valley.

The Jammu and Kashmir Police have topped the list of Police Medals for Gallantry (PMG) with total 81 medals, followed by the Central Reserve Police Force (CRPF) that won 55 medals.

No one has been given the President’s Police Medal for Gallantry (PPMG) this time.

A total of 926 medals, including gallantry, distinguished service and meritorious service medals, have been awarded to state and central police forces personnel, the Union Home Ministry said on Friday.

The Uttar Pradesh Police have been given 23 gallantry medals followed by 16 for the Delhi Police, 14 for Maharashtra and 12 for Jharkhand.

CRPF Assistant Commandant Kumar, till recently, was serving with the elite counter-terrorist quick action team (QAT) of the force deployed in Kashmir.

Director of the National Police Academy in Hyderabad and IPS officer Atul Karwal has also been awarded the PMG for the second time, for an operation during which he served with the CRPF.

“Out of the 55 gallantry medals awarded to the force, 41 were awarded for operations in Jammu and Kashmir while 14 relate to the operations against maoists in Chhattisgarh,” a CRPF spokesperson said.

BSF Assistant Commandant Vinay Prasad has been awarded a bravery medal posthumously. Prasad was killed in an unprovoked firing by Pakistan when he was out on an operational task with his patrol team in Samba sector of Jammu and Kashmir in January last year.

202 police officials get gallantry medals; Advisor Bhatnagar, DGP Singh congratulate awardees

Srinagar, Aug 14: The J&K Government has awarded Jammu and Kashmir Police Medals for meritorious services to six Police officers and officials on the eve of Independence Day 2020.

They are T Namgiyal, IGP, Haseeb-ur-Rahman, SSP, Swarn Singh Kotwal, SSP, Showkat Ahmad Dar, SSP, Surinder Kumar Sharma, DySP and Ashiq Hussain Malik, Inspector.

The J&K Government has also awarded Jammu and Kashmir Police Medals for Gallantry to 202 police officers and officials on the eve of Independence Day 2020.

Advisor Bhatnagar, DGP Singh congratulate awardees  

Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar and Director General of Police Dilbag Singh have congratulated Central Armed Police Forces (CAPF) personnel deployed in Jammu and Kashmir for getting police medals in different categories on the occasion of the Independence Day.

In his congratulatory message, Advisor Bhatnagar said that CAPF personnel are rendering selfless services to the nation and Jammu and Kashmir in particular.

He added that CAPF personnel have been diligently protecting our borders and are on forefront during natural disasters and crisis situations which shows the courage and dedication of our Forces.

The Advisor congratulated all the awardees and their families on achieving this feat.

Meanwhile, Director General of Police Dilbag Singh  also congratulated Jammu and Kashmir police officers and personnel who have been awarded different medals. He expressed happiness and pleasure on this feat of officers and personnel of the Jammu and Kashmir Police. “Untiring and relentless efforts of the officers and jawans of J&K police have been recognized, the DGP said adding that recognition will go in a long way to boost the morale of men and officers of police force.

Among the 94 awardees, 12 have been awarded with President’s Police medal for meritorious services, one officer has been awarded with President’s Police medal for distinguished service and 81 officers and jawans have been awarded with Police medal for Gallantry.

Those who have been awarded with President’s Police medal for meritorious services are SSsP, Randeep Kumar, Tahir Saleem, Romesh Chander Kotwal, Manoj Kumar Pandit, Inspectors, Vikram Sharma, Manjeet Singh, Shashi Kumar, SIs Ghulam Ahmad, Gulzar Hussain Khan, ASI Suran Singh, HC Rukhsana Kosar, Sgct Milap Chand.  Aijaz Rasool Ganie has been awarded with President’s Police medal for distinguished service. Besides, 81 officers and jawans including DIG, Atul Kumar Goel and DIG V. K Birdi have been awarded with Police medal for Gallantry.

‘Prepare roadmap to bring qualitative improvement in overall functioning of Universities’

Srinagar, Aug 14: Lieutenant Governor, Manoj Sinha today asked the Vice-Chancellors of the Universities to prepare a roadmap for bringing qualitative improvement in the overall functioning of the Universities and adopt J&K centric changes as per the New Education Policy, besides imparting training to the teachers within the Universities and outside the UT for the transformation of learning system.
The Lt Governor was chairing a meeting to review the functioning of the Universities here at the Raj Bhavan.

The Lt Governor sought suggestions and recommendations from the VCs on how J&K could benefit from New Education Policy and what are the challenges in its implementation.

He stressed on the high importance of preparing an effective strategy for implementation of grants under RUSA and asked the VCs to submit a detailed report on five unique initiatives taken by the Universities in last One, Two and Three years and the impact of these initiatives on teaching-learning programmes.

He directed the VCs to submit a report on faculty recruitment and promotion against sanctioned strength, number of admissions against approved seats, the status of statutory body meetings, besides any issues pending with Chancellor’s office like nominations, approval etc.

The Lt Governor observed that J&K has a rich Culture and ancient history and sought suggestions for its promotion.

He called for enhancing the quality of education while ensuring Gender equality and educational welfare of downtrodden and underprivileged sections of the society. He enquired about the extension of benefits of the Universities to locals and the UT.

He asked the VCs to maintain transparency in transfers and recruitment process with strict adherence to the Reservation and Recruitment Rules.

On technology-based learning, the Lt Governor stressed on optimum utilization of all available technology-based learning platforms, besides updation of e-learning tools and other ICT technology-based teaching programmes to connect the students and Faculty with the enhanced educational resource platforms. He sought the feedback on how effective and pragmatic these plans are.

He further called for laying special focus on linkage with local and outside industry, capacity building, job-oriented courses for the students to meet the modern-day requirements, besides focusing on new and traditional skill development simultaneously.

Emphasizing on effective student feedback system, the Lt Governor enquired about the improvements being made through the established feedback system. Student Feedback on Teaching is a global practice and it helps lend perspective to the teaching and pedagogical standards and practices of a University, he added.

He enquired about the implementation of Student centric schemes like ‘earn while you learn’ and mechanism laid down for placement of students, Alumni cells, campus placement, outreach programmes, anything similar to Atal tinkering labs etc.

The Lt Governor sought a status report on Research grant and difficulties in obtaining the grants from agencies such as ICSSR, ICAR, ICHR, CSIR, DST and DBT; student interactive programmes in and outside J&K, funding for incubation & innovative ideas, available intellectual infrastructure like libraries and laboratories; administrative, academic, financial and examination related reforms and research breakthroughs made by the Universities.

He also enquired about the research and activities undertaken by the Universities that incorporate within the curriculum and the syllabi any project based learning that has strong connections with the real world such as environment, water, local fruit growing and marketing, transportation, improvement of tourism etc through various marketing and hospitality based learning and teaching programmes.

While taking a detailed assessment of the functioning of the Universities and several related aspects, the Lt Governor directed the VCs for submission of reports on the future course of action of the Universities, preparation of new academic session, online examination, last curriculum revision with a learning outcome, Academic, curricular and Administrative activities and milestones achieved, budgetary allocations, research activities, Convocation status, admissions and enrolments of students under various programmes and courses offered by the Universities etc.

He urged them to take comprehensive measures for strengthening the academic and research environment in the Universities, besides upgrading infrastructural facilities and various academic & research programmes on varied subjects with special focus on most recent advancements.

On being informed about the NAAC status and NIRF rankings of the Universities, the Lt Governor called for making sustained efforts to improve the quality of University education ecosystem so as to improve the current rankings, besides promoting excellence in teaching, research and extension activities, strengthening technical education and optimum utilization of resources.

He further advised them to evolve best practices for maintaining transparency in the working of the Universities.

During the meeting, Vice-Chancellors gave a detailed briefing about the functioning of the Universities and various innovative and reformative measures taken to develop the Universities as centres of quality teaching and research activities. Various confronting issues of the Universities were also projected during the meeting.

Srinagar, Aug 14: At a time when entire Kashmir especially summer capital Srinagar is on a high alert in view of Independence Day, militants attacked a police party at Nowgam area of Srinagar Friday morning killing two policemen and leaving another one injured.

A police official told that militants fired indiscriminately on a police party at Nowgam area of Srinagar leaving three cops critically wounded. “All three injured were shifted to SMHS hospital, however, two of the injured succumbed on the way. The third one is being treated at the hospital whose condition is stated as critical,” he said.

Kashmir zone police tweeted: “Militants fired indiscriminately on police party near Nowgam bypass. Three police personnel injured. They were shifted to hospital for treatment where two succumbed. Area cordoned off. Further details shall follow.”

The attack came a day before I-Day and when the entire Kashmir is on a high alert especially Srinagar district.
Meanwhile, the two slain cops have been identified as Ishfaq Ayoub and Fayaz Ahmed while injured one has been identified as Muhammad Ashraf.

Talking to reporters at the site of incident, IGP Kashmir said that Jaish-e-Muhammad militant outfit carried  outthe attack. “The militants are being identified and they will be neutralized soon,” the Kashmir police chief said.

‘Police will catch attackers soon’

Srinagar, Aug 14: Director General of Police (DGP) Dilbag Singh on Friday said that preliminary investigations have revealed that Jaish-e-Muhammad outfit carried out the Nowgam attack in which two policemen were killed and police are identifying the attackers. Singh was quick to add that police would act against the attackers soon.

Talking to reporters on the sidelines of wreath laying ceremony slain policemen who were identified as Fayaz Ahmed and Ishfaq Ayoub, DGP Singh said that initial investigations have revealed that Jaish-e-Muhammad outfit is behind the attack. “Police and other agencies are busy identifying the attackers and we will act against them soon,” the J&K police chief said.

The DGP said that police was busy with the extended deployment in Srinagar and city outskirts in view of the Independence Day. “Unfortunately, militants found a chance to attack a joint party of SSB and police at Nowgam in which two policemen were killed and another one injured, who is being treated at the hospital,” he said.

DGP Singh said that militants always try to target police and forces and at times they succeed. “Such attacks are carried when situation shows improvement in Kashmir. Our neighbour (Pakistan) can’t tolerate peace prevailing in the Valley and keeps trying to carry out acts like the one today, to disrupt peaceful atmosphere,” he said, adding that “our efforts to strengthen the peace will continue.”

The J&K Police Chief said that anti-militancy operations will be intensified in the days ahead. While paying tributes to the slain cops, he said the slain duo were deployed to ensure smooth conduct of tomorrow’s function. “At times, we have to bear such incidents,” Singh said.

The DGP said security across Kashmir and Srinagar will be further strengthened. On whether police were using latest gadgets to ensure better security cover, he said: “We will use drones and CCTV fitted vehicles besides physical deployment of our men,” he said.

Speaking on the occasion, LG’s Advisor, BR Bhatnagar paid tributes to slain cops and stated that entire UT government shares the pain and stands with the families of the two cops who were killed at Nowgam. (KNO)

Srinagar, Aug 14: Sharp shooters from different security agencies were deployed in and around the venues for the 74th Independence Day (ID) being celebrated on Saturday in Kashmir valley, including summer capital, Srinagar, where militants struck on Friday morning, killing two police personnel and injured another.

We have made unprecedented security arrangements for the ID celebrations in Srinagar and other district and tehsil headquarters where national flag will be unfurled and march past held tomorrow, an official said.

The main ID function will be held at S K Cricket Stadium in high security zone Sonawar, where Lt Governor Manoj Sinha will on Saturday hoist the tri-colour and take salute at the march past. The full dress rehearsal was held on Thursday under tight security arrangements.

Meanwhile, a UNI correspondent, who visited the S K stadium today, saw large number of security force and police personnel deployed in and around the venue for main function. Sharp shooters from different security agencies have been deployed, keeping a close vigil on all pedestrian and vehicles with the help of binoculars besides holding automatic weapons. Sniffer dogs were also pressed into service to make sure the area adjacent to stadium is safe.

All roads around the stadium have been closed by security forces. Road blocks, barbed wire and barricades were placed on the roads to prevent any militant attempt to disrupt the ID function. Road leading to the stadium at Radio Kashmir crossing has been closed with barbed wire and other barricades and people were being directed to take alternative Dalgate route. Similarly road was also closed at Rammunshi Bagh and no vehicle was being allowed towards stadium.

A large number of security forces also remained deployed on Dalgate and Sonawar roads though private vehicles were plying.  Army personnel were seen patrolling Cantonment road from Sonawar to Pantha Chowk, including headquarters of 15 Corps.

The ID and Republic Day (RD) functions were held in Bakshi stadium in the uptown. However, due to renovation of the stadium, these functions are now held at S K Stadium. In 90s, militants used to fire rockets and grenades towards Bakshi stadium during these functions.

Senior CRPF personnel were seen patrolling in the civil lines, including Lal Chowk, the nerve centre of the city, Gantaghar and Amira Kadal. The officers directed the field commander in these areas to remain on high alert to foil any militant attack. The directive came hours after JeM militant attack in Nowgam bypass area of Srinagar left two police personnel dead and another injured.

Security around vital installations has also been further tightened in Srinagar.

Reports of unprecedented security arrangements were also received from other major district and tehsil headquarters, where ID functions will be held.

Srinagar, Aug 14: A week after the appointment of Manoj Sinha as the Lieutenant Governor (L-G) of Jammu and Kashmir and reports that Advisory Council may be formed in the Union territory to start the political process, BJP Friday said that they are not against any decision which connects people and the government.
“BJP is not against any decision which connects people and the government. I cannot say that the advisory council will be formed. Discussions do happen, but yes our part wants that there must be some initiative to connect with the people,” former Deputy Chief Minister and senior BJP leader Dr Nirmal Singh said.
Singh said public reach out is important to start the political process in Jammu and Kashmir. “We believe that the political activity must carry forward in Jammu and Kashmir. We are hopeful that LG Manoj Sinha will soon take a decision to create such a link where common people can be reached,” he said.
He said it is not possible to restore the political process if we could not reach the public.
“People’s trust in the government should be restored, people’s trust is necessary. For that, LG Sinha should create such a link where people can list their problems and the government addresses them,” the BJP leader said.
At present, there are four advisors to the L-G — Kewal Kumar Sharma, Farooq Khan, Rajeev Bhatnagar and Baseer Ahmed Khan. All of them were appointed during G C Murmu’s tenure.
BJP sources said that one of the grievances against Murmu was that he was more or less bureaucratic in his functioning and he rarely met people to know about their issues.
Singh said the first step to restore normalcy in J&K is initiating dialogue with political parties, which can facilitate desired results.
He said the delimitation process should be sped up and before thinking of holding elections in the UT, everyone should be approached to listen to their concerns, he added. (KINS)

Srinagar, Aug 14:  A key policy rolled out by the previous PDP- BJP government for regular engagement of casual, seasonal and other workers has been pushed into cold storage as not a single daily-wager has benefited from the scheme in the past one-and-a-half year.

Details available stated that empowered committee- which is empowered to recommend regularization of casual, seasonal and other workers-has not held any meeting in the past 17 months.

The panel last time met on January 2, 2019 and since then no such meeting has been convened even as thousands of daily-wagers are running from pillar to post for their regularisation.

According to documents, only 578 cases were cleared by the empowered committee under the policy during its meetings held till January, 2, 2019.

In its Ist, 2nd , 3rd , 4th, 5th and 6th meetings, the committee headed by Finance secretary and comprising senior bureaucrats  respectively  cleared only 22 117,33,138,174 and 94 cases. The government’s apathetic attitude in implementation of the policy has come under criticism from different quarters.

“On one hand, the government talks about good governance and welfare of employees, but on the other, it has failed to regularize casual, seasonal and daily-wagers working in different departments. We appeal Lieutenant Governor LG Manoj Sinha to revive the policy put in cold storage by bureaucrats,” a group of daily-wagers said.

In December 2017, the government unveiled a policy for regular engagement of casual/seasonal and other workers.

The policy provides for monthly consolidated remuneration ranging from Rs 10,000 to Rs 24,000 to the appointees if their period of engagement is above 10 years and if they possess minimum qualification of 8th standard or above.

It is worthwhile to mention that government had disclosed in the Legislative Assembly that number of casual, seasonal and other workers was 1,00,501. (KNO)
