Govt to tighten noose around corrupt officials, many deptts under radar

Srinagar, Aug 17: Keeping in view the ‘zero tolerance’ for corruption, LG Manoj Sinha led government has decided to launch a massive drive for prevention and detection of corruption.

Sources said the Government is planning to tighten the noose against the corrupt officers and on the basis of complaints, it has identified the public dealing departments on which focus will be laid.

They the newly appointed LG Manoj Sinha has asked Anti Corruption Bureau and other investigating agencies to adopt a policy of “Zero Tolerance” towards corruption in various fields of governance and implemented  the policy in letter and spirit, so that general masses also get to know that their day-to-day work can be got done without giving bribe.

Sources said as part of detection of crime, raids and traps would be carried out by the ACB and Crime Branch to nab corrupt officials.

They said the Government wants to make the Panchayati Raj Institutions (PRIs) corruption free. “The Government believes that if the rural areas of Jammu and Kashmir become corruption free then a large section will be covered and to a large extent the target of the government’s priority towards ‘Zero Tolerance’ for Corruption would be met”.

Sources said the government would be keeping strict vigil on government departments like Panchayat, Municipal Corporations, Municipal Committees, PWD, Revenue Department and all other enforcing government agencies where public dealing is more.

The Sinha-led government also plans to plug all the loopholes so that agencies face no hurdle in collecting evidence.

The Anti-Corruption Bureau (ACB) has unearthed many scams during the past few months has exposed the entire system.

“Many big guns have fallen in the ACB net and it appears that investigations are on to nail others also,” said sources.

The corrupt being nailed has sent a clear message down the line that no one will be spared. The ACB has even produced challans in old cases which were shelved due to political pressure or other reasons.  (KINS)

 

Div Com takes stock of deficit rainfall situation

Stresses on making fool-proof action plan in case drought like situation arises

Srinagar, Aug 17: Divisional Commissioner Kashmir, Pandurang K Pole Monday chaired a meeting of concerned officers to take stock of the water crises like situation looming due to dry season and no rainfall in nearly past 3 months.
During the meeting, the Div Com reviewed the functioning of Water Supply Schemes, Irrigation schemes, functioning of Power Projects and other related issues to be affected by deficit rainfall across Kashmir.
The Div Com while addressing the meeting said that though there is no drought like situation at present, however, a fool-proof action plan and all related arrangements should be put in place to meet any challenge in case dry season continues for a longer period.
To mitigate portable water supply crises in affected areas, the Div Com instructed concerned to use water tankers and ensure continuous supply to the residents in these areas.
The Div Com on the occasion took stock of the affected WSS and Irrigation schemes due to the low water level and directed concerned to facilitate required irrigation supply to paddy, maize and other crops through community and individual bore well in all affected areas so that the yield is not damaged due to water supply shortage.
He urged people to ensure judicious use of water to ensure there is no scarcity anywhere.
The meeting was informed that farmers irrigating orchards during the day can have adverse impact on the yield and instead they should water their orchards during night times.
The meeting also discussed measures to be taken for sustenance of trees health, next year yield, wildlife, fish population that is likely to get affected due to deficit rainfall.
Among others, the meeting was attended by Additional Commissioner Kashmir, Tasaduq Mir, Director MeT, Sonam Lotus, CE, PHE, Iftikhar Ahad, CE, I&FC, Iftikhar Kakroo, Director Horticulture, Ajaz Ahmad Bhat, DD, Agriculture and other concerned.

India, UAE discuss regional issues

New Delhi, Aug 17: India and UAE on Monday discussed the regional issues pertaining to their neighbourhood and cooperation at the United Nations and other multilateral fora.
Both the countries held the 13th Session of the India-UAE Joint Commission Meeting on Trade, Economic and Technical Cooperation virtually on Monday.
External Affairs Minister S Jaishankar and his UAE counterpart Sheikh Abdullah Bin Zayed Al Nahyan co-chaired the meeting.
“On August 13, the Senior Officials Meeting (SOM) was also held virtually between Secretary (Consular, Passport and Visa & Overseas Indian Affairs) in the Ministry of External Affairs Sanjay Bhattacharyya and UAE Assistant Minister of Economic and Trade Affairs Abdul Nasser Al Shaali,” the Ministry of External Affairs said in a statement.
In preparation for the JCM and SOM, virtual meetings of the members of the 5 Sub-Committees from India and the UAE on Overview and High-level exchanges; Economic, Trade and Investment cooperation; Consular & Community Affairs cooperation; Defence and security cooperation; and Education, culture and youth cooperation were held on August 10 and 11.
“Wide-ranging discussions were held in a friendly, frank and constructive atmosphere, reflecting the strong bilateral ties between the two strategic partners,” it added.
Noting the close political relations between the two countries, both sides expressed satisfaction over the sustenance of momentum in the bilateral relations in various areas for mutual benefit under the aegis of the Comprehensive Strategic Partnership.
They agreed to strengthen cooperation in ongoing areas and also to explore cooperation in newer areas reflecting the changing times.
In this context, both sides welcomed the close cooperation during the last few months in the fight against the COVID-19 pandemic and discussed a joint strategy to offset the economic and social impact of the pandemic on both countries.
Both sides agreed to hold the next Session of the India-UAE Joint Commission Meeting in Abu Dhabi in 2021.
The specific dates of the meeting will be finalised by both sides through diplomatic channels.

Protests in parts of JK against blasphemous video

MMU demands exemplary punishment to accused

Srinagar, Aug 17: The protests were held in several areas of Jammu and Kashmir on Monday against the people, who made a blasphemous video and hurt the religious sentiments of a particular community.
Three accused persons have been arrested by the police.
According to the news agency—Kashmir News Observer (KNO), protest was held in Tral area of South Kashmir’s Pulwama district where a number of people took to streets and demanded strict action against the persons involved in the blasphemous act.
The protest was also held in Tengpora area of Batamaloo where locals hit the streets and demanded authorities to take stringent action against the involved person.
In Srinagar’s press enclave, the separate protests were held by the Islamic clerics and a local NGO, who reached the Press colony amid chanting slogans.
The protesters demanded action against the person involved in the act. In Sogam Lolab, the protest was held by the locals where the protesters raised slogans and demanded action against the involved persons.
Besides, the protests were also held in Jammu division.
In Poonch’s Surankote area, Rajouri town and Ramban’s Banihal, the people staged protests today and raised slogans against the person who is involved in the act. The protesters have also demanded stringent action against the involved persons.
Besides, the people at different places in Jammu division approached the higher ups in their respective districts and submitted memorandum, demanding action against the persons involved.
Meanwhile, Mutahida Majlis-e-Ulema (MMU) has strongly condemned the blasphemous video in Reasi area of Jammu and termed it a deliberate attempt to hurt the sentiments of Muslims across the world.
The MMU, a conglomerate of religious bodies of Jammu Kashmir, said it is extremely unfortunate that the anti-Islam forces are being time and again encouraged to indulge in such deliberate provocative acts to serve their petty interests by hurting the religious sentiments of Muslims.
According to a statement issued by MMU, all the religious, educational, social and welfare organisations associated with the MMU which comprise Anjuman Auqaf Jamia Masjid, Dar-ul-Uloom Raheemiya, Muslim Personal Law Board, Jamiat Ahle Hadeth, Jama’at-e-Islami, Anjuman Sharia’n Shian, Karwaan-e-Islami, Itihaad-ul-Muslimeen, Anjuman Himayat-ul-Islam, Jamiat Hamdania, Anjuman Ulema-e-Ahnaaf, Dar-ul-Uloom Qasmia, Dar-ul-Uloom Bilaliya, Anjuman Nusrat-ul-Islam, Anjuman Mazhar-ul-Haq, Jamiat-ul-Aima Wal Ulema, Anjuman Aima Wa Mashaa’ikh Kashmir, Dar-ul-Uloom Naqshbandiya, Dar-ul-Uloom Rasheediya, Ahl-e-Bayt Foundation, Madrasa Kanz-ul-Uloom, Perwaan-e-Wilayat, Auqaf Islamiya Khurram Sarhama, Anjuman Tanzeem-ul-Makaatib, Muhammadi Trust, and others made it clear that Muslims can never tolerate disrespect or ill-remarks against their beloved Prophet Muhammad (SAW), the epitome of humaneness and peace and is dear to each and every Muslim than their own selves.
The MMU demanded strict and exemplary punishment to those who committed this crime and have been arrested so that no one is swayed with communal frenzy and deliberate provocation musters courage to commit such shameful act again or harm the centuries-old communal harmony and mutual brotherhood in J&K. Incessant rains create havoc in Jammu

Road caves in, vehicles damaged

Jammu, Aug 17: A number of vehicles were damaged and several houses were also partially damaged due to overnight incessant rains in Jammu and other parts of the region.
However, reports from other district said that some houses also suffered partial damages due to rains. Many household items were damaged or destroyed due to rain water in parts of Jammu.
Also in Jammu, rain water entered many houses and shops in places like Canal Road, Krishna Nagar, Bhagwati Nagar, Talab Tillo and other low-lying areas.
At Peerkho, a portion of road caved in following which around three cars parked along the road, plunged into the Nallah.
The locals blamed the administration for allegedly neglecting the repair of the damaged road.
Some of them said that the foundation of the road was also laid for parking by the former government but no work had been done on the ground.
Meanwhile, many people criticised the Jammu Municipal Corporation for not taking measures in advance in view of monsoon season.
They alleged that many nallahs and drains overflow in the rainy season and the dirty water enters their houses.

Batpora, Langate residents decry drinking water shortage

Langate, Aug 17: Residents of Batpora, Langate in north Kashmir’s Handwara on Monday complained that the area is without potable drinking water from last four months and the concern department is watching as mute spectator.
The residents told Kashmir News Service that they are being forced to fetch the water from nearby streams which poses them threat of water borne diseases; they further said that they have to walk miles to fetch the water.
Ghulam Rasool a resident of the village told that they have informed the concerned department several times but nothing has been done to provide the drinking water facility to the village.
Another resident of the area told that the only source of drinking water to the area was nallah mawer but due to continuous dragging of it the water level of the nallah got deceased and left large number of people to suffer.
The resident have appealed the authorities to provide the dirking water to the area at the earliest so that they will not face problem in times of coronaviurs. (KNS)

Dozens of Kulgam villages facing water scarcity

Kulgam, Aug 17: Residents of several Kulgam village on Monday alleged authorities for step-mothers role towards localities as they have been deprived from drinking water supply from several weeks. They sought LG Sinha’s intervention into the matter.
Residents of several Kulgam areas today appealed authorities to ensure drinking water supply in their areas as they have been deprived from basic facilities amid scorching heat.
Residents of Watoo, Tangmarg, Chogalpora, Yaroo, Kumar Mohalla KB Pora, Nagam, Buwah DK Marg, Badijalan, Chimar, Reshipora, Ahmadabad, Agrochak Gujar Basti, Nengadpora Khal, Nayakpora and adjoining areas alleged authorities of step-mothers role toward the local population who have been deprived from drinking water facility from a long period of time.
They amid Covid-19 and rising temperatures, it has become intolerable for local populations to survive.
“How can people wash hands regularly in pandemic when there is not a single drop of water in their homes,” the residents questioned.
They added the areas are facing water scarcity since long but due to repeated approach to concerned officials they failed to ensure water supply in the respective areas.
Locals appealed LG Manoj Sinha to take concrete measures for ensuring drinking water supply to the villagers. (KNS)

LAWDA demolishes illegal structures in green belt areas

Srinagar, Aug 17:   The Enforcement Wing of Lakes and Waterways Development Authority (LAWDA) Monday demolished two illegal constructions of single storey houses, Concrete Block, Shuttering for Plinth and roofing at Lashkari Mohalla NFR in GREENBELT, Shalimar and Harwan areas.

The illegal constructions were constructed taking undue advantage of the Covid-19 lockdown.

During demolition operation there was great resistance at Lashkari Mohalla NFR from the public followed by manhandling of the members of demolition squad and police personnel.

The public also resorted to heavy stone pelting resulting in the minor injuries to some of the members of demolition squad besides some of the vehicles of the Enforcement Wing and Mechanical Division also  got damaged.

The front and rare glasses of the two trippers which were running in nearby area on the main road NFR  got completely damaged and the drivers, cleaners of these vehicles also received minor injuries.

 

Initiatives taken resulted in preserving ecology, environment: Advisor Sharma

Srinagar, Aug 17: The Advisor to the Lt. Governor, KK Sharma Monday said Jammu and Kashmir has taken several initiatives for preservation of the ecology and environment which have resulted in persevering the forest cover in the UT besides also addressing the environmental concerns in consonance with the already laid global protocols.
The Advisor was speaking at State Forest Minister’s Conference done through Video Conferencing, which was attended by Union Minister of Environment, Forest and Climate Change, Prakash Javadekar, Minister of State for Environment, Forest and Climate Change, Babul Supriyo, Ministers of Forest from States, Union Territories and senior officers of the Ministry / State Govts/Union Territories.
The Advisor while complimenting the initiatives of the Union Ministry said that the Nagar Van Yojana for the creation of 200 city forests in urban areas that have a Municipal Corporation would contribute immensely in increasing the forest cover of the cities and towns. He said that both our capital cities of Srinagar and Jammu already have a legacy of creation of green urban spaces. ‘The Shankar Acharya and Hari Parbat forests in Srinagar are two such examples which have been developed by the Forest Department. These were denuded and now are a dense forest. Similarly, the Mahamaya City forest, Tawi Herbal Eco-park and Environment park, Raika are examples of development of forests in Jammu City”, the Advisor added.
“Under the newly amended Nagar Van Yojana, six proposals are being examined. Best among them will be forwarded to the Ministry of Environment, Forest and Climate Change. The Union Territory of JK will also promote School Nursery Scheme, 40 such schools across UT of J&K”, the Advisor maintained.
The Advisor said that Under the vision of the Ministry to double annual plantation targets under Twenty Point Programme, J&K will be able to achieve the target of planting 84.48 lacs as has been assigned. He said that the department is also creating awareness drives under “Green J&K Drive” with the involvement of Panchayats, ULBs, Government Departments, Defence & Para- Military forces, Educational Institutions, NGOs and civil society.
The Advisor while thanking the Union Government taking initiative for rejuvenation of 13 Majors Rivers of the country said that the UT will take steps to support implementation of the approved Detailed Project Reports in coordination with the neighbouring states and the stakeholders for rivers of Jhelum, Chenab & Ravi falling in Jammu & Kashmir.
“We thank the Ministry for associating J&K in preparation of Detailed Projects Reports using the technology of LiDAR. J&K has submitted proposals for two areas recently in Reasi Forest Range in Jammu Province, Kandi Forest Range in Kupwara in Kashmir. The DPRs will be taken up for implementation in near future”, the Advisor added.
While welcoming the National Transit Pass System (National Portal for inter-state/intra-state movement of Timber, Bamboo and other Minor Forest Produce) , the Advisor said that the UT has already taken a step in this direction for ease of doing business wherein the E-way bill generated under the GST is deemed to be a transit permit. There is no need for traders to get separate transit permits from the Forest Department, he added.

CEO ERA inspects progress on construction of additional blocks in 2 hospitals

Srinagar, Aug 17: Syed Abid Rasheed Shah, Chief Executive Officer, J&K ERA/JTFRP Monday inspected the progress of work on the construction of Additional Block at Lal Ded Maternity Hospital and, on the construction of additional hospital block at the Bone and Joint Hospital, Barzulla, Srinagar taken up under the component “Critical Infrastructure” of Jhelum Tawi Flood Recovery Project funded by the World Bank.
During the site visit to the construction site of the additional hospital block at the Lal Ded Maternity Hospital, Srinagar, Basharat Kawoosa, Director Technical JTFRP informed the CEO, JKERA/JTFRP that the work on the “state of art” additional block at Lal Ded, Hospital is being constructed by JKPCC at an allotted cost of Rs 132.50 crore . He said that block is designed as G+5 structure with Ground floor having waiting hall integrated with canteen and associated facilities like display counters, CCTV counters etc. 1st Floor will have LDRP (labor-delivery-recovery and postpartum) suite with nursery for the newborns, 2nd floor will have hi-tech operation theaters with 3rd floor exclusively dedicated to services while as 4th and 5th floors will have post operative wards.
The state of the art hospital building will be constructed using the base isolation technique to make it withstand the earthquakes in the seismic zone –V. The technology is being used for the first in the construction of any public buildings in the valley. The building has been categorized as GREEN BUILDING and is being designed to achieve performance based on the international design standards also be the designated Green building with the scientific provision for the energy conversation.
Later, CEO JKERA/JTFRP inspected the progress of work on the construction of additional block at Bone and Joints hospital, Barzulla Srinagar which is being constructed at cost of Rs 88.94 crore. Director, Technical, JTFRP informed that the block on completion will considerably augment the infrastructure of the valley’s largest center for the orthopedic care with the additional capacity of 120 beds and the state of art facility will have latest Intensive care centre’s and modular operation theatres.
