Rescind SHGs Abolition Order

 

Whatever the reasons behind the decision for the government to abolish the Self Help Groups of Engineers alongside 30 percent work quota allotted to them, the repercussions are grave and the decision calls for a review in favour of thousands of people rendered jobless as a consequence of it.

Under the SHG scheme, small government contracts were allotted to out of work engineers to sustain a decent and respectable livelihood.

As per the Directorate of Employment, there are around 700 Self Help Groups (SHGs) of Engineers registered in and around 3000 Degree and Diploma holders are involved. From 2010 to November 2019, as many as 7819 works, amounting to Rs 584.18 crores have been allotted to SHGs of Engineers by line departments. The administration’s decision to do way with SHGs ought to be analyzed in a large picture.

If the government is seeing them as 3000 individuals, the view is erroneous simply because they represent 3000 families and their livelihood is directly dependent on continued functioning of SHGs.

In fact, the alternative arrangement was thought of and implemented during 2004 by the then J&K Government in response to the agitating engineers and diploma holders who were demanding Government jobs. In fact, they were adjusted and since then 16 years have passed without there being any protest seeking placement in government departments by these engineers.

Also, most of them, if not all, have already passed the upper age limit for the applying for the government job commensurate to their degrees and diplomas achieved through hardworking.

There can be some shortcomings in the SHGs which can be rectified but abolishing the reservation clause defeats the main purpose of the scheme for which it was planned and executed in J&K.

Is the administration in a position to provide government jobs to these educated youth? The answer seems not that convincing even though abolishing the reservations of projects for such professionals, the administration is only adding to the burgeoning rate of unemployment. The decision is also beside the point in contemporary times of covid-19 pandemic which has already accounted for jobs of thousands of people especially in the private sector and in the unorganized sector across the country. At a time when decisions needed to be taken as to how to provide help, relief and succour to the affected people due to the deleterious and telling effects of the pandemic, at least the decision by the government regarding SHGs could have been deferred or in alternative livelihood arrangements made for thousands of people associated it with the scheme for 16 long years. Any decision which renders people jobless merits an urgent review and immediate rescinding.

Worship places reopen after 6 months, devotees need to take extra precautions

Srinagar, Aug 16: After remaining closed for nearly six months, worship places in Jammu and Kashmir were thrown open on Sunday.
The authorities have announced that the Standard Operating Procedures (SOPs) have been formulated to ensure that no overcrowding takes place at these places.
It may be recalled that soon after the outbreak of COVID-19 in Jammu and Kashmir all the religious places were closed as a precautionary measure.
A medical expert while talking to Precious Kashmir said, “The government will have to ensure that people take extra precautions. People will have to follow SOPs to ensure that virus doesn’t spread.”
An analyst said, “Medicos and experts have been studying the virus for the past six months. It’s very contagious but the patients can be cured. The fatality rate in Jammu and Kashmir has been around 2 to 3%. The people with underlying medical conditions are at a greater risk to catch infection.”
He said, “People who are suffering with co-morbidities like diabetes, hypertension and kidney ailments should refrain from visiting the religious places till the vaccines become available in the market.”
The analyst said that even the Hajj 2020 was performed with minimum number of pilgrims and the authorities in Saudi Arabia ensured that no SOPs are violated. “The outbreak of COVID-19 has taught us many things and people have lived in difficult situations. It’s just a matter of few more months before the vaccine appears and the people get the protection which they have been waiting for during all this time,” the analyst added.
Recently Wakf Board had sought assistance from the administration to put the SOPs in place to ensure safety of the devotees.
The Board had written to Divisional Commissioner Kashmir that annual Urs at Char Yaar will be observed at Dargah, Hazratbal; Jinab Sahib Soura; Asari Shareif, Kalashpora; Kabamarg and other places on August 18.
It had informed that large gatherings are expected at these places and concerned agencies should make necessary arrangements with regard to security, electricity, water, cleanliness, fire service, transport and medical aid.
An observer said, “Reopening of religious places after a period of six months could lead to people visiting these places in huge numbers. The authorities have to ensure that numbers remain restricted so that social distancing norms are followed. All of us are aware of the fact that COVID-19 is contagious and it has already spread within the community. Devotees should ensure that they take proper care of themselves.”

UPSC seeks fresh clarifications on proposal submitted by J&K govt

Srinagar, Aug 16: In a significant development, Union Home Ministry has determined 13 more vacancies for induction of local officers into the prestigious Indian Police Service (IPS) cadre of Jammu & Kashmir.
Documents in possession of Precious Kashmir reveal that Ministry of Home Affairs(MHA) has written a letter to J&K Chief Secretary and Secretary Union Public Service Commission about determination of vacancies for year 2014 to 2019.
“ ….. in terms of the provisions contained in Rule 4(2) of the IPS Recruitment Rules, 1954 read with Regulation 5(1) of IPS (Appointment by Promotion) Regulations, 1955, 0 vacancies are determined for the select list of year 2014,2015 and 2016 and 01 vacancy is determined for the select list of the year 2017, 07 for 2018 and 01 for 2019 for appointment by promotion of Jammu & Kashmir Police Service officers to J&K cadre of Indian Police Service,” reads the communique.
The vacancies of induction quota of J&K’s IPS cadre reduced to 44 from 67 due to non- extension of 50 percent quota by BJP-led central government since 2014.
In May this year, J&K government had submitted a proposal to the Union Public Service Commission for filling 28 vacancies of promotion quota. The proposal was submitted after MHA determined 28 vacancies for these years- 08 for 2010, three vacancies for 2011, 08 vacancies for 2012 and 09 vacancies for 2013.

Sources in Home Department and Police Headquarters said that UPSC has sought fresh clarifications from J&K Government over certain issues.
“We have responded to earlier queries of the UPSC. Now they have raised fresh observations and queries,” they said, adding that PHQ and Home department are in the process of submitting response to the clarifications.
The process of filling vacancies in promotion quota of J&K’s IPS cadre came to halt from 2010 due to different issues including seniority dispute and litigation.

 

COVID-19 kills 12 more, J&K toll mounts to 544

Srinagar, Aug 16: Kashmir reported twelve more covid-19 related deaths since overnight, taking the fatality count due to the virus past 500 mark in the Valley and overall 544 in J&K.
Among the deaths, Pulwama reported four, Srinagar, Ganderbal and Budgam two each besides one each in Shopian and Anantnag.
Regarding the deaths from Ganderbal, they said, the victims include a 75-year-old man from Wakura and his age mate from Kogund sehpora Tulmulla. “Both of them died in SKIMS Soura,” officials said.
Regarding man from Wakura, official sources told GNS that he was admitted as a case of bilateral community acquired bilateral pneumonia, hypertension, Hypothyroid and BHP.
An 80-year-old man from Kakapora Pulwama, who was referred from SMHS hospital as a case of covid 19 with pneumonia “with hypoxic respiratory encephalopathy with AKI” died at CD hospital here.
“He was also known case of Hypothyroidism. He was managed with oxygen, bronchodilators, nebulisation and i/v antibiotics,” at doctor at CD hospital said, adding, “The patient had sudden cardiopulmonary arrest and was declared dead at 12:05 p.m. today.” Among other fatalities from Pulwama include a 65-year-old woman from Tulbagh Pampore who died at SMHS hospital and a 65-year-old woman from Frestbal.
A 65-year-old woman from Narbal having “bilateral pneumonia” died at 5:30 a.m. at SMHS hospital here, officials said. Regarding other deaths, the patients had underlying ailments and died at different hospitals in the Valley.
Regarding another death from Srinagar, they said, the victim was a 70-year-old from Alamgiri Bazaar, Srinagar. “He was admitted to SKIMS Soura on August 5 and died at 6:15 a.m. today,” a doctor at the tertiary care hospital said. “He was suffering from HTN, T2DM, Hypothyroidism with COPD and bilateral community Acquired Pneumonia.”
Regarding the death from Anantnag, they said, the 55-year-old woman from Laripora Pahalgam who was admitted on July 19 died at August 15 night a11.15 p.m.
“She was diagnosed with CA Esophagus with Severe pneumonia and other ailments,” the doctor said.
A 55-year-old man of Garindkhurd Budgam, who was admitted on August 15 died at 6.a.m. today, the doctor said
“The man had CA (Lung). His sampling was done in medical emergency and patient expired there.

Results of covid-19 came positive later,” he added.
With these deaths, officials said, 544 people have succumbed to the virus in Jammu and Kashmir so far—503 from the Valley and 41 from Jammu division.
Srinagar district with 173 deaths tops the list followed by Baramulla (88), Budgam (40), Anantnag (38), Kulgam (31), Pulwama (40), Kupwara (34), Shopian (25), Jammu (29), Bandipora (20), Ganderbal (14), Rajouri (3), two each in Doda, Poonch and Udhampur besides one each in Ramban, Samba, and Kathua.

 

COVID-19: JK reports 449 fresh cases, tally at 28470

Jammu, Aug 16: As many as 449 more people tested positive for COVID-19 in Jammu and Kashmir on Sunday, thus taking the toll of the infected persons to 28470.
Of the fresh cases 349 were reported in Kashmir and 100 in Jammu division.
Moreover, 267 more COVID-19 patients recovered and were discharged from various hospitals, 97 from Jammu and 170 from Kashmir.
According to the daily Media Bulletin on novel Corona virus (Covid-19), out of 28470 positive cases, 6985 are Active Positive, 20943 have recovered and 542 have died; 41 in Jammu division and 501 in Kashmir division.

The Bulletin further said that out of 793537 test results available, 765067 samples have been tested as negative till August 16, 2020.

Additionally, till date 413305 travelers and persons in contact with suspected cases have been enlisted for observation which included 41723 persons in home quarantine including facilities operated by government, 6985 in isolation and 46380 under home surveillance. Besides, 317675 persons have completed their surveillance period.

Providing district-wise breakup, the Bulletin said that Srinagar has 6915 positive cases (including 129 cases reported today) with 1689 Active Positive, 5053 recovered (including 52 cases recovered today), 173 deaths; Baramulla has 2429 positive cases (including 42 cases reported today) with 599 Active Positive, 1742 recovered (including 08 cases reported today), 88 deaths; Pulwama reported 2053 positive cases (including 24 cases reported today) with 436 active positive cases, 1577 recovered (including 61 cases recovered today), 40 deaths; Kulgam has 1697 positive cases with 199 Active Positive, 1467 recoveries (including 06 cases reported today), 31 deaths; Shopian has 1570 positive cases (including 05 cases reported today) with 97 Active Positive, 1448 recovered, 25 deaths; Anantnag district has 1772 positive cases (including 23 cases reported today) with 352 Active Positive, 1382 recovered (including 18 cases recovered today), 38 deaths; Budgam has 1787 positive cases (including 31 cases reported today) with 518 Active Positive and 1229 recovered (including 19 cases recovered today), 40 deaths; Kupwara has 1525 positive cases (including 27 cases reported today) with 379 Active Positive, 1113 recovered (including 05 cases recovered today), 33 deaths; Bandipora has 1426 positive cases (including 43 cases reported today) with 675 Active Positive, 731 recovered, 20 deaths and Ganderbal has 919 positive cases (including 25 cases reported today) with 447 active positive cases, 459 recoveries (including 01 case recovered today) and 13 deaths.

Similarly, Jammu has 1965 positive cases (including 58 cases reported today) with 763 active positive cases, 1173 recoveries (including 45 cases recovered today), 29 deaths; Rajouri has 786 positive cases (including 06 cases reported today) with 132 active positive cases, 651 recovered, 03 deaths; Ramban has 624 positive cases with 29 active positive, 594 recoveries (including 05 cases recovered today), 01 death; Kathua has 663 positive cases (including 08 cases reported today) with 108 Active positive, 554 recovered (including 14 cases recovered today), 01 death; Udhampur has 649 positive cases (including 03 cases reported today) with 98 active positive cases, 549 recovered (including 01 case recovered today), 02 deaths; Samba has 567 positive cases (including 08 cases reported today) with 162 Active Positive, 404 recoveries (including 15 cases recovered today), 01 death; Doda has 337 positive cases (including 03 cases reported today) with 40 active positive cases, 295 recoveries (including 03 cases reported today), 02 deaths; Poonch has 328 positive cases (including 07 cases reported today) with 86 active positive, 240 recoveries (including 11 recoveries today), 02 death; Reasi has 277 positive cases (including 07 cases reported today) with 153 active positive, 124 recoveries (including 03 cases recovered today) and Kishtwar has 181 positive cases with 23 active positive cases, 158 recoveries.

According to the bulletin, of the total 28470 positive cases in J&K 5520 have been reported as travelers while 22950 as others.

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.
The bulletin informed the people that, the best way to protect themselves from COVID-19 is by maintaining physical distance of at least 2 meter from others, frequently cleaning hands with an alcohol based hand sanitizer or washing them with soap and water and following good respiratory etiquette and hygiene.
As a measure for social distancing in public places and workplaces wearing a face cover is compulsory.
The bulletin again explained that early detection of COVID-19 can prevent the spread of disease so we need to be responsible for the well-being of ourselves and everyone around us. “Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice”.

Advisory has further exhorted upon the people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent hand washing with soap and water.”

In case of any emergency people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialing toll-free number 102.

People can also call on toll-free national helpline number 1075; J&K COVID-19 Helpline Numbers 0191- 2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581 (For Kashmir Division) for support, guidance, and response to health-related queries on Novel Corona virus Disease (COVID-19).

The bulletin has informed that the Directorate of Indian Systems of Medicine, J&K is distributing AYUSH Medicines having immunity boosting, immuno-modulator, anti-oxidant, rejuvenator, anti-stress, metabolism regulator, anti-allergic, anti-pyretic, anti-tussive, bronchodilator, etc properties during the COVID-19 pandemic. The department so far has provided medicine to 7. 94 lakh people that include various frontline workers, senior citizens, PRIs, police/paramilitary personals and general masses. Moreover, preventive measures and Yoga therapies are also being advised to the people to take care of lifestyle/mental disorders so that physical and mental health is ensued during this pandemic.

Public is advised to strictly follow the advisories issued by the government from time to time and rely only on the information released by the government through the daily media bulletin to print and electronic media.

People are also advised to refrain from spreading rumours and pay no heed to them at the same time.

 

Ex-cricketer Chetan Chauhan dies of COVID-19

PM, Modi, LG Sinha, others express grief

Lucknow, Aug 16: Former Indian cricketer and Uttar Pradesh Home Guard Minister Chetan Chauhan, who was detected COVID-19 positive last month, died at Medanta Hospital in Gurugram on Sunday, following the multiple organ failure. He was 73.

 

The former Test opener was critical on Saturday and was shifted to Medanta Hospital in Gurugram from the Sanjay Gandhi PGI Hospital (SGPGI) here.
The UP Minister was admitted to the ICU on life support system, after failure of his kidney and other organs. He breathed his last on Sunday afternoon, his family members confirmed. He is survived by wife Anita and a son.
Chauhan was detected Corona positive on July 11 and was being treated at the SGPGI.
He is the second minister of the Yogi Adityanath government, to die due to Novel Coronavirus. On August 2, State Technical Education Minister Kamla Rani died at the SGPGI.
Prime Minister Narendra Modi expressed his condolences over Chauhan’s demise.
“Shri Chetan Chauhan Ji distinguished himself as a wonderful cricketer and later as a diligent political leader. He made effective contributions to public service and strengthening the BJP in UP. Anguished by his passing away. Condolences to his family and supporters. Om Shanti,” PM Modi tweeted.
Lieutenant Governor (LG) of Jammu and Kashmir, Manoj Sinha conveyed his heartfelt condolences on the demise of Chetan Chauhan.
In a statement, the Lt Governor said, “I am saddened to learn about the demise of Chetan Chauhan ji. May the Almighty grant eternal peace to his noble soul. My sincere condolences to the bereaved family members and well-wishers”.
An inspirational figure and a role model for many, Chetan Chauhan ji will always be remembered for his services to the Nation. His demise is a great loss to the Cricket and the Political fraternity, the Lt Governor added.

UP Governor Anandiben Patel, Chief Minister Yogi Adityanath and several other leaders also expressed their grief on Chauhan’s demise.

 

India’s COVID-19 death toll nears 50000 mark

New Delhi, Aug 16: As many as 944 more people died of COVID-19 across the country during the last 24 hours, thus taking the death toll to 49,980. Total number of people infected by the virus stand at 25,89,682, the Union Health Ministry’s update said this morning.
A total of 2,93,09,703 samples have been tested for COVID as per the Indian Council of Medical Research till Saturday.
However, the active cases of the contagion are now at 6,77,444 across the country, as per government data.

India’s COVID-19 recovery rate improves to 71.91 per cent

New Delhi, Aug 16: India’s COVID recovery rate on Sunday improved to 71.91 per cent, after the country recorded 53,322 cured/discharged cases during the past 24 hours, with total recoveries crossing 18 lakh.
According to the Union Health Ministry, 18,62,258 persons have so far defeated the virus across the country.
However, the active cases of the contagion are now at 6,77,444 across the country, as per government data.
After 944 people reportedly losing their battle to the contagion in the past 24 hours, fatalities in India due to COVID till date across the country have increased to 49,980.
The death percentage presently stands at 1.93 per cent, as per government data.
On the brighter side, the recovered cases have exceeded the active cases by 11,84,814.
A total of 2,93,09,703 samples have been tested for COVID as per the Indian Council of Medical Research till Saturday.

 

4G restored in Ganderbal, Udhampur districts

Srinagar, Aug 16: High-speed mobile Internet services were restored on a trial basis in one district each in Kashmir and Jammu regions over a year after the facility was suspended.
The resumption of 4G Internet services on mobile devices came days after the Centre had informed the Supreme Court that a special committee looking into the matter was considering allowing the facility on a trial basis in two districts of the Union Territory.
According to the order issued by the Jammu and Kashmir Home Department, the high-speed mobile data services will be restored in Ganderbal district of Kashmir and Udhampur of Jammu region with immediate effect.
The order shall remain valid till September 8 next month, it said.
The order said that high-speed Internet will be provided to post-paid subscribers while pre-paid customers would be able to enjoy the benefit of the services only after completing the verification process.
The rest of Jammu and Kashmir will enjoy only 2G services.
Internet services were snapped in Jammu and Kashmir before the Centre’s announcement on August 5 last year that the special status of the state would be abrogated and it would be split into two Union Territories.
Later, low-speed Internet services were restored in Jammu and Kashmir.

Jamia Masjid to reopen tomorrow

Srinagar, Aug 16: Very less number of devotees visited the shrines, Gurdwaras and Churches in Srinagar on Sunday, first day after the worship places reopened nearly after six months.
A very few people were seen offering prayers at the shrines . The management of these shrines said they have made all arrangements to adopt SOPs and other directives issued by the administration to prevent spread of coronavirus.
A resident told UNI from Charar-e-Sharief that shrine of Hazrat Sheikh Nooruddin Wali remained closed even today also. It was not immediately known if the management of the shrine or the district administration has decided to keep it closed.
Meanwhile, Anjuman Auqaf Jama Masjid (AAJ) in a statement this evening said the historic Jamia masjid will reopen from Tuesday.
The AAJ said that as the spike in daily number of corona positive cases continues in J&K , So people need to continue to take great precautions and strictly adhere to public health regulations and guidelines laid down by the medical fraternity .
AAJ said a “new normal” for conducting daily activities is evolving worldwide as lockdown restrictions are easing and services are resuming.
So AAJ after consultations and suggestions and observing the precepts being followed by Muslims world over, is re-opening the historic Jama Masjid Srinagar for prayers from Tuesday August 18.
AAJ said that health regulations and SOPs need to be strictly followed by those visiting the mosques. AAJ strongly suggests that vulnerable community members i.e elderly those who are sick, and children should stay away from coming to the mosque for prayers. Young children should not be brought along to the mosque.

AAJ said that the international guidelines and protocol while visiting mosques in view of the Covid 19 pandemic should be strictly adhered to.

Worshipers should not greet each other by hugging, shaking hands or any other physical contact and should maintain a physical distance at all times.

Worshippers will leave a distance of 2 meters between them and a space of one row between two rows.
The use of fountain for ablution inside the mosques will not be permitted. All worshippers should mandatorily wear a face mask and bring their own prayer mats and their own copies of holy Quran with them. Ablution should be done at home and worshippers should ensure that they keep a safe distance from others when leaving or entering the mosque.
