Militant leadership almost eliminated in Kashmir: DGP Singh

‘Infiltration down, 26 local youth returned home’

Handwara, (Kupwara), Aug 20: Describing the killing of two Lashker-e-Toiba (LeT) militants, including a top commander involved in the murder of six CRPF personnel, as major success for security forces, Director General of Police (DGP) Dilbag Singh on Thursday said majority leadership of militant outfits in Kashmir has been eliminated.
“Security forces during different Cordon and Search Operation (CASO) eliminated majority leadership of militant organizations,” the DGP said adding during the past seven months as many as 26 top commanders were gunned down in the Valley.
“The infiltration from across the Line of Control has come down mainly due to strict vigil being maintained by alert security forces though Pak Army has made repeated attempts to send militants into this side under the cover of darkness,” DGP Singh told reporters here in north Kashmir, a day after Handwara encounter in which two LeT militants were killed.

He said security forces killed two LeT militants, including a top listed commander Naseer uddin Lone who was operating with different code names in the north Kashmir. Describing the killing of Naseer a major success, DGP said he was a trained sharp shooter. He said Naseer was involved in killing of CRPF personnel at two different places in north Kashmir. Naseer was involved in killing three CRPF men at Sopore on April 18, 2020 and 3 CRPF personnel at Handwara on May 4, 2020.
The J&K Police Chief said, “Naseer after the killing of Sajad alias Haider, was planning a major militant strike in north Kashmir.”
He said during the past four days, security forces killed four A and A-Plus category militants in three different encounters. The slain category militants were among 10 to 20 top listed militants in the valley.
Singh said with the killing of Naseer, security forces have gunned down 26 top commanders of different militant organization operating in the valley during the past seven months thus breaking the leadership structure of militants in Kashmir.
Inspector General of Police (IGP) and senior Army officers present on the occasion said a rifle which was snatched by Naseer from a CRPF man has also been recovered.
Youth who had joined militancy brought back
The number of local youths joining militancy has also witnessed decrease because of the motivation by the police and people, DGP said adding this year 26 youths, who had joined militant outfits have shunned the path of violence and joined the mainstream to lead a normal and peaceful life.
DGP Singh said that with the active support of locals, 16 youths were brought back after they joined militancy this year. We are providing counseling and all other help to lead a normal life in the society.
Singh efforts will continue to bring back the youths who had gone astray in the valley. However, he said, militant families will not be harassed.
Meanwhile, an Army officer said LeT militant Aquib who was arrested recently in Bandipora also wanted to return after appeal by family members. He appealed to parents and other family members to motivate their wards, who had joined the militancy, to return back as violence will lead them nowhere.

India, China to resolve issues in expeditious manner: MEA

New Delhi, Aug 20: Amid ongoing border standoff between two Himalayan nations, India and China on Thursday agreed to resolve the outstanding issues in an “expeditious” manner.
The 18th meeting of the Working Mechanism for Consultation & Coordination on India-China Border Affairs (WMCC) was held on Thursday, wherein they agreed that restoration of peace and tranquillity in the border areas would be essential for the overall development of bilateral relations.

During the weekly virtual press briefing Ministry of External Affairs Spokesman Anurag Srivastava said, “The two sides had a candid and in-depth exchange of views on the existing situation in the India-China border areas. They reaffirmed that in accordance with the agreements reached between the two Foreign Ministers and the two Special Representatives (SRs), the two sides will continue to sincerely work towards complete disengagement of the troops along the Line of Actual Control (LAC) in the western sector.”
Both sides further acknowledged the need to maintain close communication through both the diplomatic and military channels so as to ensure complete disengagement, he said.
In this regard, “they also agreed to continue their ongoing engagements including through the meetings of the WMCC,” Mr Srivastava added.
In the meeting, the Indian delegation was led by Joint Secretary (East Asia) from the Ministry of External Affairs, while the Director General of the Boundary & Oceanic Department of the Chinese Ministry of Foreign Affairs led the Chinese delegation.
The meeting between diplomats of the two sides came at a time when military talks on reducing tensions along the LAC have hit a roadblock.
This was the fifth meeting at the diplomatic level since the border standoff erupted in early May.

Five rounds of talks between the corps commanders have already taken place but there was no fruitful breakthrough.

LG Sinha for prompt delivery of public services, institutionalized grievance redressal mechanism

Reasi, Aug 20: Jammu and Kashmir Lieutenant Governor Manoj Sinha today reiterated the instructions regarding prompt delivery of public services and institutionalized mechanism for the redressal of public grievances.
‘People should not be kept waiting for basic services like category certificate, Domicile certificate etc, which can be issued promptly. Further, redressal of public grievances should not be merely a paper work. Rather, public should feel that their grievances are redressed in a time bound manner, he said. He passed these directions in a meeting at Reasi, where he took an extensive review of the developmental projects and overall functioning of the District Administration
The Lt Governor was accompanied by Sh. BVR Subramanyam, Chief Secretary; Sh. Sanjeev Verma, Divisional Commissioner Jammu; M Raju, Secretary PD&MD; Ms. Sheetal Nanda, Secretary RD&PR, Mukesh Singh, Inspector General of Police, Jammu; Chief Engineers, Heads of the Departments and senior officers of the district.
The Lt Governor also reviewed the status of various centrally sponsored and UT based schemes launched exclusively for the welfare of public.
Deputy Commissioner Reasi , Indu Kawal Chib gave a detailed power point presentation on the overall developmental scenario in the district.
The Lt Governor directed the officers for making concerted efforts to ensure that all the eligible beneficiaries are covered under various centrally sponsored schemes. He further directed the officers to ensure 100 percent DBT and Aadhar based payments under social security schemes by organizing fairs, with proper adherence to the SOPs. He also directed to look into the issue of gender ratio disparity in the schools.
While observing that complaints are being received about slow pace in the issuance of various certificates, he asked the officers to issue on spot certificates like SC/ST. Showing dismay over the sluggish performance in the online issuance of Domicile certificates, he asked the revenue officers to achieve the targets and clear the pendency within days.
On quality fronts, the Lt Governor said that the Government is going for third party audit of the works executed under the ambitious B2V programme.
While observing that next phase of the Back to Village programme would be launched in the first week of October, the LG asked the Deputy Commissioner to prioritize one important community work from each Panchayat and complete it timely. He also advised the officers to keep the provision of funds while formulating the district budget.
While reviewing the Ummeed Scheme, the Lt Governor asked the Deputy Commissioner to involve Self Help Groups in the manufacturing of sanitary pads; so that these pads at affordable prices could be provided to the girls of far flung areas.
He also passed instructions regarding hundred percent Aadhaar enrollments in the district.
While reviewing the KCC scheme, the chair directed to include all the eligible farmers and provide hassle free credit to them. He also asked the Deputy Commissioner to identify the reasons for gap between the number of eligible farmer beneficiaries under PM-KISAN and the actual payees.
The Lt Governor also said that the landless households will be provided state land for the construction of PMAY-G houses in the district.
While noticing delays in some of the Developmental projects like PMGSY, the chair directed the officers concerned to complete the projects at the earliest, avoiding delays and cost escalations.
The Lt Governor also passed necessary instructions for mandatory payment under MGNREGA within 15 days. He also directed the officers of Jal shakti Department to provide the tapped water connections to the targeted population within the stipulated time frame.
Later, the Lieutenant Governor interacted with several public delegations at the district headquarters, including Ex-Legislators, Chairpersons and Presidents of ULB’s, BDC’s, Sarpanches, Traders, Students, Self Help Groups, Bar Association, Farmers, ST’s, Social and Political Activists etc.
The demands of these delegations included restoration of statehood, improving road connectivity, development and beautification of Katra Town, commissioning of Mother and Child Care Hospital at Reasi, promotion of Tourism in the district, posting of Medical and teaching staff, sanctioning of KV’s in far flung areas, up gradation of schools, security to elected representatives of PRI’s on threat perception basis, Up gradation of Katra Municipal Committee to Municipal Council, restoration of high speed internet, up gradation of PHC Pouni to SDH, opening of banking facilities in rural areas, reduction in toll tax for the residents of Reasi district, irrigation facilities, granting of forest rights to tribals etc.
The Lt Governor gave a patient hearing to all these delegations and assured that all the genuine issues raised by them would be addressed on merit.

 

LG to review performance of all departments

HODs asked to remain present in Srinagar from Aug 24 to Sep 25

Srinagar, Aug 20: The government has directed all the Heads of the Departments (HODs) to remain present in Srinagar as Lt Governor Manoj Sinha will hold the review meetings of all the departments from August 24 to September 25.
The General Administration Department (GAD) has ordered all the HODs to remain present in the summer capital till the review meetings are held.
The Commissioner Secretary, GAD, Manoj Dwivedi in an order said: “In view of the forthcoming review of the Lt Governor of issues relating to all the administrative departments and in partial modification of Government order number 651- JK (GAD) of 2020 of June 19, 2020, all the administrative secretaries shall remain present in Srinagar from August 24, 2020 (Monday) till September 25th, 2020 (Friday).”
Sources told news agency Kashmir Indpeth News Service (KINS) that the officials are busy in preparing representation to be presented during the review meetings. “The LG wants to take firsthand information of all the departments,” they added.
Sources said that LG Manoj Sinha has sought progress reports on various ongoing developmental works going in Srinagar and other districts of J&K.
It is to mention here that the LG has already directed the officers to pull-up socks to ensure that people’s issues are addressed and development works are completed on fast track basis.
He has also told the officials to ensure speedy development and effective implementation of welfare measures.
LG Sinha after assuming the charge, chaired a series of review meetings and directed the heads of every department to ensure that all vital projects should be taken up and completed on fast track basis.
“The LG also directed heads of construction agencies and all the concerned officials to ensure timely completion of all the ongoing projects. He stressed on taking up new projects in a time bound manner,” sources said, adding that LG Sinha warned the officials that “there should be no complacency while performing their duties.”
He had directed administrative secretaries and advisors to remain present for the public grievance redressal system. “People should not suffer at any cost. All officers must remain present to listen to the people’s woes and address them as well,” the LG, according to the sources, had told the officers.

Srinagar-Jammu highway closed again

Srinagar, Aug 20: The 270-km-long Srinagar-Jammu National Highway, the only all weather road connecting Kashmir valley with the rest of the country, was again closed Thursday afternoon following multiple landslides and shooting stones, triggered rain.
However, the 86-km-long Mughal road, seen as alternative to Srinagar-Jammu highway, and highway, linking Ladakh Union Territory (UT) with Kashmir were through for one-way traffic.
We have suspended all traffic movement on the Srinagar-Jammu highway this afternoon following landslides and shooting stones at several places, a traffic police official told UNI.
He said the National Highway Authority of India (NHAI) and Border Roads Organisation (BRO) have pressed into service sophisticated machines to clear the landslides and put through the highway. However, he said, continued landslides and shooting stones are hampering the road clearance operation.
He said Kashmir bound essential commodity vehicles which had left Jammu this morning have been stopped at several places. Similarly, some vehicles from this side, particularly private and passenger vehicles, having valid travel permit, have been stopped on this side of the Ramban.
Once the road clearance operation is over and a green signal is received to allow traffic, only stranded vehicles will be allowed to move towards their respective destinations before allowing fresh traffic. He said today vehicles carrying essentials for Kashmir were to ply from Jammu.
A Met department spokesman has already issued a warning of flash floods at vulnerable places in Jammu region today.
He said Mughal road, connecting Shopian in south Kashmir with Rajouri and Poonch in Jammu region was through despite rain. However, only vehicles, carrying fresh fruit, will be allowed to ply from Shopian to Jammu between 1100 hrs 1600 hrs and on vehicle will be allowed after the deadline.
Vehicles carrying essentials will also ply on Srinagar- Sonamarg in central Kashmir district of Ganderbal to Gumari on other side of the Zojila pass on the highway connecting Ladakh with Kashmir.

 

After Art 370 abrogation, Dr Farooq chairs first party meet in Srinagar

Srinagar, Aug 20: For the first time after the abrogation of Article 370 last year, the National Conference (NC) patron and incumbent parliamentarian, Dr Farooq Abdullah on Thursday held a meeting with four of the party leaders who were also detained post the August 05, 2019 decision.

The NC chief said that future course will be decided only when all leaders are set up adding that he was in touch with the PDP chief Mehbooba Mufti on Gupkar declaration.

Sources said that four party leaders including NC’s General Secretary Ali Muhammad Sagar, provincial president Kashmir Nasir Aslam Wani, former minister Abdul Rahim Rather and senior leader Muhammad Shafi Uri reached the residence of Dr. Farooq Abdullah at around 5:00 PM.

Talking to KNO, Dr Abdullah said that five more party leaders will be called tomorrow, adding that the meetings with the party leaders will continue in the coming days.

 

Earlier on Wednesday, National Conference had said that party has taken cognizance of the stand taken by J&K Government in High Court for detention of its senior party leaders and added party has called a meeting with such leaders on August 20 in order to expose the assertions of Government regarding their “illegal” confinement.

Soon after holding a meeting with the party leaders, Dr. Abdullah told media persons that today’s meeting was aimed to see whether his colleagues can come out of their homes after one year and 15 days. “The motive behind our meeting was to see if our people who have been locked in for 12 months could come out of their homes, as the government said they are not locked. I am grateful to see them free today and hope it’s not just one time,” he said.

He said soon after the leaders will be released, the future course of action would be made public once the leaders will sit together and hold discussions. “Once all the leaders are set free, we will sit together and discuss the issues properly,” he said.

About the meeting over the Gupkar declaration, which was earlier disallowed by the government, Dr Abdullah said, “We will have the All Party Meeting on the Gupkar declaration. We are not running away from that.”

He further stated that on issues that took place since August 5 last year, they are not going to remain silent in any way. “Let people come out. The day people are out, we will sit down and Farooq Abdullah will say what we are going to do.”

 

Asked about the Shah Faesal’s parting ways from politics, he said if the conscience of somebody is weak, Farooq Abdullah is not responsible for that. “He has to answer his conscience and his God. I am not supposed to talk about him,” he said.

Replying to a query, the incumbent parliamentarian said that the National Conference has never been proved wrong and will never be proven wrong.

Asked about the role of MPs in parliament, Dr Farooq said that “Did I get a chance to attend the sessions in the parliament. You will see my role when I reach the parliament.”

Replying to a query about the PDP chief, Dr Abdullah said, “I am in constant touch with Mehbooba Mufti. I am concerned about her prolonged detention. We do want to see her free and other leaders of Jammu and Kashmir.”

About the situation in Jammu and Kashmir, the former chief minister said that the people here are facing miserable conditions, adding that the business is zero, tourism is zero. “There is suffering everywhere,” he said.

Asked how long the people have to wait for the future course of action, Dr Abdullah said, “Kashmiris have waited for seventy years, so how does it matter if they will have to wait for five more years.”

 

 

Div Com Pole releases 1st edition of 108 Free Ambulance Services Magazine

Srinagar, Aug 20: The Divisional Commissioner Kashmir Pandurang K Pole today launched 1st edition of 108 free ambulance services magazine here today.

On the occasion, the Div Com said that since the launch of 108 ambulance services, it has rendered great services to the people while transporting patients to the hospitals in emergency cases.

He said that as many as 22432 patients have availed the services in Jammu and Kashmir and Ladakh Union Territories so far.

The Div Com said that, 108 has also played a key role during the pandemic following 15 of its ambulances have been dedicated for Covid-19 separately. He said that 1279 covid-19 positive patients and 21 suspected patients have availed 108 ambulance services  during the pandemic so for.

Urging people to avail the 108 services, the Div Com said that these ambulances are fully equipped with life saving support  and ensure safety as well better medical care to the patient.

He appealed people to feel free to call on 108 toll free number in case of any emergency to transport any patient to the nearest hospital which is far better than carrying him in a private vehicle.

 

Praising 108 services  for coming up with a magazine, the Div Com said that launch of 1st edition of the magazine shall help in creating massive awareness regarding 108 ambulance services among the people.

Launched in Jammu on March- 24 this year, the 108 operated by BVG India Limited Group provide free of cost ambulance services in every district of Jammu and Kashmir.

There are presently 136 fully equipped ambulances providing pick up services in emergency cases, refer cases, inter facility transfer services to patients in J&K.

He said that out of 136 ambulances, 70 are equipped with advanced life support having oxygen support, ventilator, automatic external defibrillator, fully trained para medical staff for better patient care.

Apart from this, disposal delivery kit, suction machine,  3 types of stretchers, spine board, scoop stretcher for trauma cases and collapsible stretcher for fractured patients, C collar facility are other facilities available with these ambulances.

Out of these 136 ambulances, 8 are stationed at Kupwara, Baramulla 8, Bandipora 5, Budgam 9, Srinagar 7, Ganderbal 3, Pulwama 6, Shopian 4, Kulgam 5 and Anantnag 9 in Kashmir, rendering free of cost services to the general public.

Mushtaq Ahmad Zonal Manager 108 Emergency Medical Services Kashmir Division and Secretary, Red Cross Society Kashmir, Mohammad Yousuf Zargar were present on the occasion among others concerned.

 

Minority-Scholarship: Applications invited from eligible students

Jammu, Aug 20: Social Welfare Department, J&K Government, has invited on-line applications from eligible students belonging to the Minority Communities (Notified by the Central Government viz; Muslims, Christians, Sikhs, Buddhists, Zoroastrians (Parsis) & Jains of the UT of J&K) pursuing studies in India, in a Government or Recognized Private University/Institute/College/ School.
The On-line implementation of Pre-matric, Post-matric and Merit-cum-Means Based Scholarship will be done through the common National Scholarship Portal at www.scholarships.gov.in (a link of the site is also made available in the website of this Ministry i.e www.minorityaffairs.gov.in of Mobile App- National Scholarships (NSP).
Only online applications under these Schemes will be accepted and no request for Offline applications will be entertained. It will be necessary for the eligible applicants to provide Aadhaar number, while applying for scholarship and in case an individual does not possess Aadhar one can provide the details of alternate identification documents as stated in the Gazette Notification available on National Scholarship Portal (NSP).
The Scheme-wise Time-line for submission/verification of online applications for Scholarship by Students/Institutes, besides eligibility criteria for the same has also been prescribed by the department.
Submission of Online applications for all the three categories viz Pre-Matric Scholarship, post-Matric scholarship and Merit-cum-Means Based Scholarship, for students is open from August 16, 2020 to October 31, 2020 and last date for verification of online applications by Institute Nodal Officer (First Level) is November 15, 2020.
The academic eligibility criteria for pre-matric Scholarship is 50% or equivalent grade in the previous final examination and the income criteria is Rs 1 lakh. The course being pursued should be of minimum one year duration.

 

GoI empowers Ladakh LG to exercise powers of State Govt under Waqf Act

Srinagar, Aug 20: The Government of India has empowered Lieutenant Governor of Ladakh Union Territory to exercise the powers and functions of the State government under the Central Waqf Act within that territory.
The Union Home Ministry last evening issued a notification to vest powers and functions discharged by the state government to LG of Ladakh UT within that territory. “In pursuance of clause (1) of article 239 of the Constitution, the President hereby directs that the powers and functions of the State government under the Waqf Act, 1995 (43 of 1995) shall, subject to the control of the President and until further orders, be exercised by the Lieutenant Governor of the Union territory of Ladakh within that Union territory, “reads the notification a copy which is with news agency—Kashmir News Observer (KNO)
The notification was issued 10 months after erstwhile state of Jammu and Kashmir was re-organised into two UTs. The Central Waqf Act became applicable to J&K and Ladakh UTs from October 31 as two state laws governing management of Wakf properties were abolished by the Parliament in August last year .
The Jammu & Kashmir Wakf Act-2001 and The Jammu and Kashmir Muslim Specified Wakfs and Specified Wakaf Properties (Management and Regulation) Act 2004 were the laws governing management of Muslim Shrines and properties in the erstwhile state of Jammu & Kashmir.
The Waqf Board and Waqf Council constituted under these laws ceased to exist with abolition of these laws from October 31, 2019 when J&K Re-Organisation Act came into effect. (KNO)

Young KAS officer emerging as motivational fitness icon

 

Srinagar, Aug 20:  A young KAS officer, Aijaz Hussain Malik from Tangmarg area of north Kashmir’s Baramulla district, is emerging as a motivational fitness icon for the people of Jammu and Kashmir with a strict routine of different exercises posted on his YouTube channel ‘Health Is Wealth’.

Defying all odds and overcoming the mental stress amid the global pandemic Covid-19 virus, Aijaz’s fitness motivation has evoked immense response with people from all backgrounds appreciating his efforts aimed at maintaining fitness.

Aijaz, a 2013 batch Kashmir Administrative Officer (KAS), who earlier rendered his services as district information officer (DIO) Kupwara and at many other places, is currently posted as state taxes officer, enforcement wing north Kashmir recently launched a YouTube channel, titled as “Health is wealth Aijaz”, wherein he regularly posts different exercises along with the proper way and benefits of particular exercise that has evoked huge response from general public.

Aijaz said that the encouragement for strict adherence to fitness came after gradually recovering from a major dislocated shoulder surgery at a time when lockdown was enforced amid this pandemic and no physiotherapist was available. “But my better-half and I decided to overpower the physical imbalance due to over intake of medicines,” he said.

He said after undergoing surgery in right shoulder and attending to physiotherapists for long but with the enforcement of lockdown in view of pandemic and remaining in pain for couple of days, he managed to do some exercises initially which made him realize possible change and improvement in his health especially shoulder.

“With the passage of time, I started a YouTube channel and named it as ‘Health is Wealth Aijaz’, which evoked huge response and people started encouraging and demanding more and more from my side that motivated me to do more,” Aijaz said, adding that a large number of people share their feedback through facebook with him.

Recommending people to stay fit and healthy, he said one must eat and have a balanced manner of lifestyle along with exercise to add days to the life rather than spending unnecessary money and time elsewhere.

The young KAS officer said that there is nothing more important to a person other than health and it makes one feel good with positive attitude and there should  be change in food habits also so that people see a huge change inside. (KNO)
