Irrigation canal turns into dumping site in South Kashmir

Pulwama, Sept 9:  An irrigation canal passing through Darbagh in the Shopian district and Zahid Bagh in Pulwama district of south Kashmir has been turned into a dumping site while the authorities are unmoved.

Locals said in the 2014 floods the canal which used irrigate agricultural fields got blocked and since then the canal has been left unattended.

They said that in May this year, a pipeline was laid through the canal to divert its water to river Ranbiara, however, pipes are so narrow that just a few drops of water pass through these pipes.

“The stagnant water is creating a lot of problems for locals and there is no intervention from concerned authorities,” Nazir Ahmad, a local resident said.

He added that heaps of polythene, plastic bags, and other medical waste are being dumped inside the canal and in this regard, they informed the concerned authorities several times but they failed to do anything substantial.

The locals said that heaps of garbage and stagnant water pose a grave threat of communicable disease amid the COVID-19 pandemic while the authorities are unmoved.

A resident said that people residing along the canal have been dumping waste material in the canal and it has been turned into a dumping site.

Assistant executive engineer irrigation and flood control sub-division Zainapora said that the pipeline was laid only for emergency purposes.

He said that a megaproject will be sanctioned in the coming days which will again connect the canal with other parts to irrigate the fields and it will be cleaned as well.

He appealed the people not to through waste material in the canal as it will have hazardous results. (KNO)

ACB produces challan against ex-NT, Patwari

Jammu, Sept 9: The Anti Corruption Bureau (ACB) produced Chargesheet against Faryad Ahmed, the then Naib Tehsildar Jajjar Kotli and Yadav Chander, the then Patwari Jajjar Kotli in trap case

“Anti-Corruption Bureau Jammu produced charge sheet in case FIR No. 11/2019 P/S ACB-Jammu against Faryed Ahmed, then Naib Tehsildar Jajjar Kotli and Yadav Chander, then Patwari Halqa Jajjar Kotli today,” an ACB spokesman said.

He said the case was registered on 16-04-2019 on a written complaint lodged by Javid Ashraf S/o mohammad Ashraf R/o H. No. 320 Sec. 4, Sanjay Nagar, Jammu against Faryed Ahmed, then Naib Tehsildar Jajjar Kotli and Yadav Chander, then Patwari Halqa Jajjar Kotli  that they demanded a bribe of Rs 90,000/- from him for issuing the Fard.

“On receipt of complaint, a case FIR No. 11/2019 was registered at P/S VOJ (now ACB) under relevant sections of law and investigation was taken up. Thereafter, a trap was laid. Faryed and Yadav  were caught red handed while demanding and accepting Rs 90,000/-as illegal gratification from the complainant in presence of the independent witnesses,” he said.

The accused Faryed and Yadav  were arrested on spot.

“Investigation was concluded as proved against the said accused persons for commission of offences U/S 5 (1) (d) r/w 5 (2) J&K P.C Act Svt. 2006, 4-A of PC Act 2006 and Section 120-B RPC. After completion of the investigation, the sanction was duly obtained from the Government,” the ACB spokesman said.

He said after completion of investigation, the chargesheet against accused persons was presented before the Court of Special Judge, Anti-Corruption, Jammu for judicial determination.

 

Advisor Khan sanctions Rs 1 cr for construction workers, dependents

Srinagar, Sept 9:  Advisor to Lieutenant Governor, Farooq Khan, Wednesday sanctioned a financial assistance worth Rs one crore in favour of construction workers and dependents under Death-cum-Funeral Assistance and Chronic Diseases Financial Assistance Scheme.

Under the Schemes, Advisor Khan gave approval to 47 cases including 40 death cases and seven chronic diseases and injury cases. The sanctioned amount would be released soon under the scheme being run by J&K Building and Other Construction Workers Welfare Board (JKBOCWWB).

Pertinently, JKBOCWWB provides financial assistance of rupees two lakh to the dependents of construction workers on their death along with Rs 5000 as funeral assistance.

Besides, the Board also provides rupees one lakh per year to those construction workers and their dependents registered with the Board who suffer from life consuming chronic disease for their treatment.

Meanwhile, in the last three months  around Rs 12 crore have been sanctioned in favour of nearly 700 cases pertaining to death-cum-funeral, chronic diseases and injuries.

PM stresses on use of earthen pitchers for drinking water

New Delhi, Sept 9:  Prime Minister Narendra Modi on Wednesday interacted with the beneficiaries of PM Street Vendors’ Aatmanirbhar Nidhi (PM SVANidhi) scheme from Madhya Pradesh and stressed on the use earthen pitchers instead of single-use plastic bottles for drinking water.

He interacted virtually with street vendor Chaganlal and his wife from Sanver in Indore district, Gwalior’s Archana Sharma and vegetable vendor Dalchand in Raisen district.

Modi advised Chaganlal how to enhance his business by asking customers to return the pipe used in making broomsticks to reduce the cost of making a broomstick.

Chaganlal also told Modi that he wanted to enhance his business.

The PM advised him to use an earthen pitcher instead of a single-use plastic bottle for drinking water to save the environment.

Interacting with Gwalior’s Archana Sharma, Modi asked whether she would serve him ‘tikki’ (patties) that she sells at her joint. He also asked her about the SVANidhi scheme and how it benefitted her.

He also asked her if she is aware of the Ayushman scheme, to which she said her husband was getting treatment through this scheme only.

Modi also interacted with her husband Rajendra Sharma.

Talking to vegetable vendor Dalchand from Sanchi in Raisen district of Madhya Pradesh, Modi praised him for using the QR code digital platform for receiving payments.

He also suggested him ways to improve his vegetable business.

Suicides Remain Alarming

 

As many as 284 lives were lost last year to suicides in Jammu and Kashmir. The numbers are better than 2018 when 330 people ended their life, according to the latest data released by the National Crime Records Bureau.

While statistics of 2019 may look better than the year earlier to it, losing as many lives due to the suicides remains alarming, considering that the Kashmiri language does not have a word for suicide which suggests that such a course was not experienced in the past. Also, the J&K is a predominantly Muslim society and there is a lot of stigma attached to such deaths.

Expectedly also, the figures are lower among the states or UTs with the lowest rates of suicide in the whole of India. However, it is not the case that J&K figures at the top of the list among the states or UTs with the lowest incidences of suicide.

As per the NCRB data, in the majority of suicides (94) in J&K, “causes are not known” while unemployment led 40 persons to end life and family problems led 37 others to take such recourse— a personal tragedy that prematurely takes the life of an individual and has a continuing ripple effect, dramatically affecting the lives of families, friends, and communities.

It is possible that the actual figures are higher in reality because suicide, much like mental illness and rape, is something that families try to cover up. What is telling, though, is that 14.08 percent of those who ended their lives were unemployed. This is not surprising given that joblessness touched a 45-year high last year across India and much less one talks about J&K would be more appropriate given what happened last year even though people in the valley are resilient despite suffering from the protracted problem.

In the Indian context, a total of 1,39,123 suicides were reported in 2019, recording an increase of 3.4 percent from 2018. Out of total 97,613 male suicides, the data shows that maximum were daily wage earners (29,092) followed by self-employed persons (14,319) and unemployed Persons (11,599).

The other causes, particularly for women, are gender-based discrimination, intimate partner violence, the shame attached to mental illness and the inability to ask for help. A total of 41,493 females committed suicides during 2019 in India with the highest number (21,359) being house-wives followed by students (4,772) and daily wage earners (3,467).

Suicides can be prevented with timely interventions through various measures in accordance with scientific principles. There is also a pressing need for linking mental health with the public health discourse.

4G Internet: Hopes dashed again, no option other than to wait

Srinagar, Sep 8: The government deciding to keep 4G internet services confined to Ganderbal and Udhampur districts has once again dashed the hopes of netizens who were waiting for the decision to come.

During the past few days speculations were rife that high speed internet services will restart in two more districts in J&K but it has not happened. “We have been living without high speed internet services for more than one year. We were hoping that the 4G internet services that were resumed on trial basis in two J&K districts on August 16 after Supreme Court’s intervention will start in a few more districts,” a netizen told Precious Kashmir.

He said, “The slow speed of the internet is making us struggle. At times we have to wait and wait for the websites to open.”

A student said, “The online classes which started after the outbreak of COVID-19 pandemic have not helped us to that extent despite our teachers working very hard. The slow internet speed played a spoilsport.”

He said, “When students across the world were using the technology to keep themselves updated and remain abreast we were struggling to even get connected.”

A businessman said, “After August 5, 2019 we were without the internet for more than eight months. Many businesses which were dependent on the internet had to wind up their operations. At present we are still struggling and the COVID-19 has proved to be the last nail in the coffin of the business community in Jammu and Kashmir.”

He said, “The government should think about restoring the 4G internet services in a few more districts in J&K on a trial basis. The beginning has already been made by restoring the high speed internet in Ganderbal and Udhampur district this attempt can be carried forward.”

Another netizen said, “One can understand that there are security concerns but by many concerns have been addressed. People are desperately waiting for 4G to return. There are so many things that a person can do on the internet. Working online on 2G internet is next to impossible.”

He said, “We are being repeatedly told that a new dawn in J&K has broken. If it’s so then why are we being deprived of the facility which is available to people across the world.”

An official said, “Administration is closely monitoring the situation. Once the top brass gets the clearance from the security agencies 4G will be back. After August 5, 2019 only one restriction is in place i.e. 4G internet has not been restored rest all the curbs have been lifted.”

Army refutes Beijing’s claim of soldiers firing at LAC

New Delhi, Sep 8: Refuting China’s claim that Indian soldiers fired warning shots after crossing the Line of Actual Control (LAC) in the south bank of Pangong Lake in Ladakh on Monday, India on Tuesday said at no stage has the Indian Army transgressed across the LAC or resorted to using any aggressive means, including firing.
It has also accused China of continuing to undertake provocative activities to escalate.
In a statement, the Indian Army said, “India, while is committed to disengagement and de-escalating the situation on the LAC, China continues to undertake provocative activities to escalate.”
It is the People’s Liberation Army (PLA) that has been blatantly violating agreements and carrying out aggressive manoeuvres, while engagement at military, diplomatic and political level is in progress, it said.
On Monday, it was the PLA troops who were attempting to close-in with “one of our forward positions along the LAC and when dissuaded by own troops, PLA troops fired a few rounds in the air in an attempt to intimidate own troops”.
However, “despite the grave provocation, own troops exercised great restraint and behaved in a mature and responsible manner,” it said.
Further, it said the Army is committed to maintaining peace and tranquillity, however, is also determined to protect national integrity and sovereignty at all costs.
“The statement by the Western Theatre Command is an attempt to mislead their domestic and international audience,” it added.
On Monday night, China claimed that Indian soldiers fired warning shots after crossing the Line of Actual Control.
“The Chinese border guards were forced to take countermeasures to stabilise the situation,” a spokesperson of the People’s Liberation Army has said.
A spokesperson of the People’s Liberation Army said the Indian army “illegally crossed the LAC and entered the south bank of Pangong Lake and the Shenpao mountain area”.
“During the operation, the Indian Army blatantly fired threats to the patrol personnel of the Chinese border guards who had made representations, and the Chinese border guards were forced to take countermeasures to stabilize the situation on the ground,” the statement read.

Calling it a “serious provocation of a very bad nature”, China said, “We request the Indian side to immediately stop dangerous actions”.
Twice over the last two weeks, Chinese troops had engaged in provocative action in the south bank of Ladakh’s Pangong Tso lake. But India was able to “prevent these attempts to unilaterally alter the status quo” at the LAC, the Foreign Ministry had said, underscoring that there were no physical clashes.

 

Refrain from speculative reporting: India to Chinese media

New Delhi, Sep 8: India on Tuesday took a strong objection to a misquoting remark of National Security Advisor Ajit Doval in Chinese media outlets and urged them to refrain from speculative reporting.

“We have seen reports in Chinese state media, including in China Daily and Huanqiu Shibao (Global Times), which had attributed some comments to NSA Ajit Doval. These reports are completely false and are not based in facts,” the Ministry of External Affairs said in a statement.

“We urge the media to refrain from such speculative reporting,” it said.

 

COVID-19: J&K witnesses biggest jump 1355 cases in a day, 12 more die

Srinagar, Sep 8: Even as 12 more people died of COVID-19, Jammu and Kashmir on Tuesday reported 1355 new cases, the highest single-day count so far, taking its tally to 45925. This was for the sixth running day that the Union Territory witnessed cases exceeding one thousand.
Among the cases including 79 travelers, official sources told GNS that 785 were reported from Jammu division and 570 from Kashmir.

Giving district-wise break, they said, Srinagar reported 210, Baramulla 35, Pulwama 31, Budgam 94, Anantnag 44, Bandipora 32, Kupwara 53, Kulgam 10, Shopian 16, Ganderbal 45, Jammu 483, Rajouri 55, Kathua 31, Udhampur 59, Samba 20, Ramban 7, Doda 35, Poonch 43, Reasi 17and Kishtwar 35.
A number of cases were confirmed at CD and SKIMS diagnostic laboratories including nine Service Provider, four RDD employees, a pregnant woman, 22 cases from BB Cantt, seven minors, five BSF and 12 CRPF personnel.

Moreover, they said, 491 more COVID-19 patients have recovered and were discharged from various hospitals— 74 from Jammu Division and 417 from Kashmir Valley.

COVID -19 claims 12 more lives, toll 818
Meanwhile, Jammu and Kashmir reported twelve more COVID-19 related deaths in last 24 hours, taking the fatality count to 818.

Among the deaths, they said, six each were reported from Jammu and Kashmir valley respectively.
Regarding the deaths from the Valley, they said, two victims were residents of Srinagar while one each Anantnag, Kupwara, Pulwama and Kulgam.
The fatalities from Srinagar include a 70-year-old from Tengpora Batamaloo who was admitted on August 24 at SMHS hospital and diagnosed as a case of bilateral community acquired pneumonia (CAP) while other was a 75-year-old Shivpora who was admitted to the hospital on 25th of last month. “both of them died during wee hours,” they said.
A 65-year-old man from Awoora Kupwara, admitted on September 4 as a case of “T2DM, HTN, CKD and bilateral CAP,” also died at a hospital here, they said.
A 36-year-old man from Vailoo kokernag in southern Anantnag district, who was admitted to the hospital on August 20 died at a hospital here, they said and added that the other two victims were from Kulgam and Pulwama districts.
Among others, the victims from Jammu include a 65-year-old woman from Diagiana who was diagnosed with hypertension, bilateral community acquired pneumonia and died at GMC Jammu. Also, a 27-year-old accident victim who was admitted initially at District Hospital Udhampur died at the Govt Medical College Hospital Jammu, they said.
With these deaths, officials said, 818 people have succumbed to the virus in Jammu and Kashmir so far. Among them, they said, 705 were from the Valley while 113 others from Jammu division.
Srinagar district with 242 deaths tops the list followed by Baramulla (108), Budgam (66), Pulwama (60), Anantnag (53), Kupwara (55), Jammu (68), Kulgam (40), Shopian (29), Bandipora (26), Ganderbal (25), Kathua (10), Rajouri (10), Doda (8), Poonch (6), Udhampur (4), Samba (5), Kishtwar and Ramban (1).

 

India records over 75000 cases, tally at 42,80,423

Fatality count reaches 72,775

New Delhi, Sep 8: India on Tuesday registered a spike of 75,809 new COVID cases during the past 24 hours, while 1,133 more people succumbed to it in the same duration, Health Ministry said.
The spike on Tuesday was lower as compared to the past three days’ over 90 k cases.
Country’s overall tally now stands at 42,80,423, as per the government data.
While the active case load has increased to 8,83,697, fatalities due to the virus have reached 72,775 till date, with 1,133 more people losing their battle to the deadly virus since Monday.
On the brighter side, recoveries have crossed 33 lakh mark reaching 33,23,950 after 73,521 people were cured/discharged.
The recovery rate now stands at 77.65 per cent, while the fatality rate is at 1.70 per cent presently.
According to the Indian Council of Medical Research (ICMR), in the past 24 hours, 10,98,621 samples were tested, taking the total tests conducted to 5,06,50,128, till date.
Globally, the United States of America remains at the top spot with over 61 lakh case count so far , followed by India at number two and then Brazil at third spot.
