Family of missing Srinagar scholar demands CBI probe

Srinagar, Sept 13: The family of missing scholar’s family Sunday yet again staged protest demanded CBI probe and appealed Director General of Police to help them to get their son back.
Scholar Hilal Ahmed Dar from Bemina area of Srinagar, who was pursuing PhD, went missing on June 14 during a trekking expedition to high altitude Naranag in the central Kashmir’s Ganderbal district.
While his four other friends returned home the same evening, Dar did not. The family said that Dar was an “honest, dedicated and a responsible person.”
Police had claimed that Dar has joined militant ranks, a claim vehemently refuted by family.
The family members staged a peaceful protest in Press Enclave today and demanded a CBI probe into the missing incident.
“We appeal to the LG, DGP and Central Government that help us in tracing him so that justice may be done with trekker Hilal Ahmad Dar since he is innocent,” the family said. “He was not doing any unlawful activity.”
Nisar Ahmed, the maternal uncle of Hilal Ahmed told KNT that they have spent over Rs one lakh to trace the missing scholar. “We even offered cash to trekkers but so for they are unable to find missing scholar,” he said.
“We die every day in his absence and that moment is very painful for us when any news of any dead body found in any area reaches to us,” he said.
“We will be highly obliged and thankful if government will help us so that a highly educated and disciplined student is allowed to lead a dignified and respectable life. We want a CBI probe so that reason behind his disappearance will come to fore,” the protesting family members said. (KNT)

The meeting discussed the process of organizing the conferences including the finalization of themes, the schedule and other related matters for its successful holding.
The meeting was attended by senior officers of the concerned departments.

Youth’s body recovered in Sopore

Baramulla, Sept 13: Body of a youth was recovered under mysterious circumstances in apple township of Sopore in this north Kashmir district, official sources said on Sunday.
They said panic gripped when body of a youth was found in a field at Sopore in Baramulla.
Police was immediately informed and the body was taken away for identification. The deceased was later identified as 29-year-old Nameez Ahmad Yatoo, a resident of Nowpora Sopore.
Though the exact cause of his death was being ascertained, it is alleged that he might have died due to drug overdose.
Yatoo was recently discharged from drug De-addiction and rehabilitation centre.
Police has registered a case and initiated proceedings, they said.

Another youth goes missing in Anantnag

Srinagar, Sept 13:  Family members of a youth, who has gone missing since September 8, in south Kashmir district of Anantng, has appealed him to return home.

A 21-year-old identified as Yasir Ahmad Wani has left his home at Wangund, Dooru, in Anantnag on September 8.

However, a massive searches were launched after he did not return home.

Later, a missing report was filed in local police station.

The family members have appealed him to return back as everyone is concerned.

They said Yasir has deliberately kept his mobile phone at his home when he left.

They further appealed to government, police and people to help them to trace Yasir.

If he is with anybody please let him go as his sister and parents and other family members are shattered, the appeal said.

About a dozen youths had returned home following appeal by family members.

Police has also helped many youths to shun the path of militancy and join the mainstream. Recently a militant surrendered during an encounter in south Kashmir.

 

Polyclinic sealed for violating COVID-19 protocol in Anantnag

Srinagar, Sept 13: Authorities on Sunday sealed a poly clinic for violating Standard Operating Procedure (SOP) meant for fighting COVID-19 pandemic in south Kashmir district of Anantnag.
A team led by Additional Deputy Commissioner, Anantnag, Ghulam Hassan Sheikh on Sunday made a surprise visit to various areas in the district and sealed Al- Qadir poly clinic for brazen violation of COVID-19 protocol.
“During a surprise inspection it was observed that a medical establishment, identified as Al-Qadir, was openly violating SOP meant for fighting COVID-19 pandemic. It was found that patients were not wearing masks and violating physical distancing. Also, sanitizer for the safety of patients, which is mandatory at the places where there is a good footfall of people, was not available,” he said.
Addressing the media, the additional deputy commissioner said that it was sheer irresponsibility on part of doctors to not enforce COVID-19 protocol at their clinics specially at the present critical stage when the whole valley is witnessing a spike in positive cases.
The ADC said he was astonished to see patients in hundreds huddled together outside the OPD rooms in the clinic corridors with nobody caring for mandatory protocol.
He said instead of receiving treatment, the patients had been exposed to infections of varied nature including the dreadful COVID-19 pandemic.

Army man injured in accidental fire in B’pora

Srinagar, Sept 13: An army man was critically wounded when a weapon accidently went off in a camp in north Kashmir district of Bandipora on Sunday, official sources said this afternoon.
They said a rifle went off accidently at Paribal Alsooa camp of 27 Rashtriya Rifles (RR) in Bandipora district resulting in injuries to a soldier Hambir Kumar.
The injured has been admitted to 92 Base hospital Srinagar where his condition is stated to be critical.

Amit Shah admitted to AIIMS again

 

New Delhi, Sept 13: Union Home Minister Amit Shah, who recently recovered from COVID-19, has been admitted to AIIMS here for 1-2 days for a complete medical check up before the Parliament session begins, hospital authorities said on Sunday.

The 55-year-old minister was admitted to the hospital at 11 pm on Saturday. Shah was earlier admitted to the AIIMS here on August 18 for post-COVID care and discharged on August 31 following recovery, hospital authorities had said.

“As per advice given at discharge, he has now been admitted for complete medical check up before Parliament session for 1-2 days,” AIIMS said in a statement.

On August 2, Shah had said on Twitter that he had tested positive for COVID-19.

He had undergone treatment at Medanta Hospital and was discharged after he tested negative for the disease.

 

 

 

Keeping Older People Safe, Well Too

 

The elderly people remain most vulnerable persons during the present pandemic. If they contract virus, their survival becomes the lowest. According to a survey in United States, almost 30 percent of those who die due to the virus were above 55 years of age. Keeping the elderly to self-isolate continues to be one of the most effective COVID-19 prevention strategies. It is perhaps the reason why the administration time and again, through various advisories, asked the older people to avoid crowded places as well visiting the religious places. However, it is not just the direct effects of the covid-19 that increases mortality and morbidity among them. What has come to fore is that by shutting away to save them from virus, they suffer from neglect which among others includes lack of care from other ailments and loneliness. The pandemic has highlighted humanity’s dilemma of what to do with older people.

Beyond doubt, the travel restrictions and social distancing measures have a bad effect on their lives including access to healthcare. The infection which remains incurable hitherto has meant that elderly people keep missing out on treatment as medical check-ups have become infrequent. All this is likely to show up in the mortality and morbidity rates among them.

In other words, while the restrictions remain a strong medicine to prevent the deaths due to the virus, it has harmed human well-being in many ways, by other medical problems that could not be attended to.

There are many healthcare schemes like the Ayushman Bharat Yojana which can be tweaked to incorporate special provisions for the elderly. Tele-health and mobile home-based health care check-ups should be offered and ensured to them to tide over these difficult times. Such measures are essential to the right of a dignified life.

The lower rates of literacy rate among this segment of people also limit their access to important information as well as technology. Isolation could be a way forward against the virus but its implications are manifold including mental ill-health problems amongst the aged.

The elderly are valuable assets for the family, more so when they are active and feel valued. There is a need to keep them engaged as they have an invaluable role to play in our collective future.  The elderly want to add more life to their years, not more years to their life.  The covid-19 pandemic has highlighted the tension between keeping old people safe and keeping them well.

Back to Village phase-III, opportunity for people to get grievances redressed

Srinagar, Sep 11: After successful completion of the first two phases of the Back to Village programmes, Jammu and Kashmir government has announced that the third phase of the B2V, will be held next month.
An analyst while talking to Precious Kashmir said, “The first two phases sprung many surprises as the people realized that administration can come to their doorsteps and it’s not always necessary to run after the officers to even get small things done.”
He said, “The first phase of the B2V programme proved it beyond doubt that to reach out to the people depends upon the government’s will.”
While announcing that the third phase of the B2V programme will be launched next month, government spokesman Rohit Kansal had said, “The Phase-I of the Back to Village Programme was an introductory and interactive programme to understand the people’s grievances and demands, while Phase-II focused on the devolution of powers to panchayats and tried to understand how these panchayats are functioning and what are the grievances and demands. Phase-III has been designed for grievance redressal.”
It may be recalled that during the first two phases of the B2V, top bureaucrats were assigned different districts and KAS officers were asked to assess the ground situation and ensure that the genuine grievances of the people are addressed without any delay.
An observer said, “The main aim of the Back to Village programme is to involve the people and government officials in a joint effort to deliver the mission of equitable development. The programme is aimed at energizing panchayats and directing development efforts in rural areas through community participation. The concept of this programme revolves around decentralization of the power i.e. the power should lie in the hands of panchayats. It’s basically political and economic decentralization of power.”
He said, “People should utilize this opportunity to get the work in their areas done. There are many areas in Kashmir which lack proper roads, drainage system and sanitation. These issues can be brought into the notice of the authorities on the spot and can be resolved forthwith.”
He said, “Through this programme official machinery has to guide and assist. The primary responsibility to improve local conditions rests with the people themselves. People have to come forward to get the maximum benefits.”
The observer said, “The panchayat representatives can play a pivotal role in highlighting the issues of people. The third phase of this programme will focus on grievance redressal. People should utilize this opportunity to the maximum.”

Srinagar, Sep 11: Jammu and Kashmir’s Lieutenant Governor, Manoj Sinha on Friday stated that the restoration of high speed mobile data services in the Union Territory is under consideration.
Addressing his maiden news conference at Raj Bhawan here, Lt Governor, said, “J&K has always remained in discussions for wrong things and people should move two steps forward. People need to move two steps forward.”
Replying to a query about the restoration of 4G mobile internet services, the Lieutenant Governor said that the matter is under serious consideration. “We are considering the restoration of 4G mobile internet services as the matter has been taken seriously by the administration,” he said.
The Lieutenant Governor, who was flanked by his three Advisors—Advisor Farooq Khan, Advisor R R Bhatnagar and Advisor Baseer Ahmad Khan, Chief Secretary B V R Subrahmanyam, Atal Dulloo Financial Commissioner Health and Medical Education; Rohit Kansal, Principal Secretary PDD & Information Departments; Nitishwar Kumar Principal Secretary to LG, Simrandeep Singh, Secretary Public Grievances and other concerned officers and others, also announced the Jammu and Kashmir Health Scheme in order to provide universal health Insurance coverage to all the residents of the Union Territory.
The Lt Governor observed that people’s welfare is the core agenda of the Government and the Government will ensure that all workable reforms and benefits percolate to each and every resident hassle free.
Terming the scheme as a major support for facilitating the healthcare and benefit to all the residents, even from the most relegated sections of the society. “The government is committed to improve the overall standard of life of the citizens,” he maintained.
The Lt Governor announced the approval of unique health insurance scheme to provide Universal Health Insurance coverage to all J&K residents. The decision was taken today during the Administrative Council meeting.
Enumerating the salient features of the scheme, Lt Governor Sinha added that the J&K Health Scheme will provide health insurance cover free of cost to all the uncovered residents of J&K presently not covered under AB-PMJAY.“Jammu and Kashmir Health Scheme will provide universal health insurance coverage to all the residents of Jammu and Kashmir. This will be implemented in convergence with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY),” he said.

The Lt Governor also sought suggestions from the people of Jammu and Kashmir with respect to the participating in a contest to suggest a suitable name for the scheme.
“We seek suggestions from the general public in order to name this scheme for which a small committee would be formed soon which will select the best name among those suggestions,” Lt Governor said.
On the occasion, the Lieutenant Governor also announced the formal launch of J&K-Integrated Grievance Redress and Monitoring System (JK-IGRAMS) in order to address the complaints and grievances of people in a more effective manner.

“Public Grievances Redressal is the topmost priority for my government while I have been extensively touring different areas of Jammu and Kashmir and meeting large numbers of people from all walks of life. I am convinced that one of the most important things is to listen to the people and resolve their daily problems,” Lt Governor Manoj Sinha said. He further added “We need to put in place a People-Centric, responsive and accountable administrative structure.”
While giving details about the health scheme, Financial Commissioner Health and Medical Education, Atal Dulloo informed the media persons that the scheme would also include even employees and retirees from Government Services of J&K and their families. “It will have the same benefits as available under AB-PMJAY with an annual health insurance cover of Rs. 5.00 lakh per family on floater basis,” he said.
He stated that the scheme will cover about 15 lakh families over and above the 5.97 lakh families already covered under AB-PMJAY. Besides,1592 Medical Packages have already been approved under AB-PMJAY to which all the beneficiaries of J&K Health Scheme will have access.

Atal Dulloo further said that in addition, the packages of life consuming diseases such as cancer and kidney failure and treatment of Covid-19 are also covered under the Scheme.
He further explained that all high-end treatments of Oncology, Cardiology and Nephrology will be covered from day one while the high-end diagnostic treatments during hospitalization will also be covered.

According to the scheme there shall be no restriction on the family size or age and all the pre-existing medical conditions shall be covered under the scheme.

The scheme shall cover 3 days of pre-hospitalization, hospitalization and 15 days of post hospitalization including diagnostic care and expenditure on medicines.

Atal Dulloo also pointed out that at present there are about 23,300 empanelled hospitals across India where this facility can be availed and these include 218 public and private hospitals already empanelled in J&K.

He said that the Administrative Council has also decided that the health department will be launching a beneficiary registration drive to distribute Golden Cards (e-cards) amongst the beneficiaries soon.

The Socio-Economic Caste Census (SECC) 2011 data will be used for identification of families for the scheme while the families suffering from any of the deprivations defined under SECC are already covered under AB-PMJAY. “However, under J&K Health Scheme, the remaining families including those who do not suffer from any deprivation will also be covered. In case, any family is left out from the database of SECC 2011, the procedure for inclusion in the database has also been approved” he informed.

He also informed that the annual financial implication for JK Health Scheme would be Rs 123 Crore.

Under J&K Health Scheme, portability option will be available as applicable under AB-PMJAY, which will allow the beneficiary families to avail cashless service from any of the health care providers empanelled under AB-PMJAY across the country.

Atal Dulloo added that the Scheme shall be implemented through an insurance service provider discovered through transparent competitive bidding viz. M/S Bajaj Allianz General Insurance Company Ltd.

Militant’s body recovered from stream

Srinagar, Sep 11: Four days after a gunfight, the body of a local militant was recovered by the forces on Thursday night from a stream in central Kashmir’s Budgam district.

A brief gunfight had broken out between militants and security forces at Kawoosa Budgam,  n September 7.  “After the gunfight, the searches in the area continued. Besides marine commandos continued the search in the nallah. Late last night the body of the militant was fished out,” a security official told KINS.

Police said the militant had jumped into the nallah after getting injured.

“The slain has been identified as Aqib Lone, of Aglar Pulwama and was associated with JeM,” said a police officer, adding “the operation in Budgam has now been called off.”
