Govt constitutes panel for implementation of online guidance for students

Srinagar, Oct 7: The government on Wednesday constituted Apex Level Committee and District Level Committee for implementation of “Online Guidance” for students in the UT through web application.

According to an Order No. 929-JK (GAD) of 2020 dated 07.10.2020,

“Sanction is hereby accorded to the constitution of Apex Level Committee and District Level Committees for district of Ganderbal and Udhampur, for implementation of Online Career Guidance for students in the UT of J&K, through web application of Transformation Foundation”.

The Apex Level Committee, as per order, comprises of a chairman and eight members which includes Administrative Secretary, School Education Department as its Chairman while Administrative Secretary, Higher Education Department, Director School Education Jammu, Director School Education Kashmir, Director Skill Development Department, Director Finance School Education Department, Project Director Samagra Shiksha Abhiyan and Representative of IT Department (not below the rank of Additional Secretary as its members.

“The committee shall monitor the implementation of career guidance for students in the Union Territory of J&K, through web application on monthly basis”, order reads.

District Level Committee of Ganderbal includes Deputy Commissioner Ganderbal as its Chairman while Chief Education Officer Ganderbal, Principal District Institute of Education & Training (DIET) Ganderbal, Two senior most Zonal Education Officers of the district as its members.

Similarly District Level Committee of Udhampur includes Deputy Commissioner Udhampur as its Chairman while Chief Education Officer Udhampur, Principal District Institute of Education & Training (DIET) Udhampur, Two senior most Zonal Education Officers of the district as its members. The committee shall monitor & motivate students for availing benefits of the program and report weekly progress with respective Director(s) of School Education. (KNS)

 

 

Transporters ignoring COVID-19 SOPs across Kashmir

Karnah, Oct 7: Although public transport activities have resumed but the Covid-19 health advisory is being ignored by the transporters and at the same time the passengers are being charged extra fare.
The government had resumed public transport activities on conditions, including maintaining social distance in passenger vehicles as well as making it mandatory for passengers to wear masks.
However, the transporters are ignoring the Covid-19 guidelines and not following the SOPs. Most of the transporters don’t wear masks and also allow passengers to travel in their vehicles without wearing masks.
As a result, the novel Coronavirus is likely to spread more rapidly.
People have urged the government strictly enforce the Covid-19 guidelines and press the transporters to follow the SOPs in letter and spirit.
“Those violating the SOPs should be taken to task. They should be heavily fined so that others learn a lesson and don’t defy the Covid-19 SOPs,” they said. (CNS)

 

Anantnag: M&CCH faces acute shortage of doctors

Anantnag, Oct 7: The Maternity and Child Care Hospital (M&CCH) in South Kashmir’s Anantnag district is facing an acute shortage of doctors.
From last two years, over two dozen doctors were transferred from the hospital without any replacement. Some doctors are on maternity leave, sources said.
This hospital is catering to the patients from far flung areas; even the patients from Chenab Valley visit this hospital. “Patients are suffering badly and sometimes attendants express anger when some doctors refuse to examine the patients citing work load,” said a medico on condition of anonymity.
“Earlier there were some 60 doctors but at present there are only 15 out of them 2 are on maternity leave. Some doctors refer pregnant ladies to Primary Health Centers and Sub-District Hospitals owing to huge rush of patients and shortage of doctors.”
A doctor on condition of anonymity said after working for long hours, doctors get tired and there is a dire need for more staff to fill the gap and ease the existing staff.”
An official said that efforts are on to fill up the vacant posts and make a replacement to the transferred doctors. (KNT)

 

Woman killed in Anantnag accident

Anantnag, Oct 7: A woman was killed after she was hit by a motorcyclist in this south Kashmir district on Wednesday, official sources said.
They said a woman identified as Sajan Begum was critically wounded when a motorcyclist hit her at Brariangan Achabal in Anantnag today. She was rushed to district hospital where she was referred to S K Institute of Medical Sciences (SKIMS, Soura, Srinagar. However, doctors declared her brought dead, they said.
Police has registered a case and started investigation, they added.

DGP declares open Jashan-e-Dal 2020

Srinagar, Oct 7:  Director General of Police Dilbag Singh declared open a 3-day water Sports festival Jashan-e-Dal and Shikara Race at a function held at Nehru Park, Wednesday.

The event is being organized by Jammu and Kashmir Police under its Civic Action Progrmme while following due COVID-19 protocols.

DGP while speaking on the occasion said that the event is being organized after three years.

He appreciated the efforts of organizing committee headed by ADGP Armed J&K, A.K Choudhary for organizing the event despite COVID-19. He said that the department is always eager to organize such events with an aim to provide platform to the youth of Jammu and Kashmir to prove their talent.

He said J&K Police besides its professional responsibilities is always there to guide and help our youth to excel in different sports.

The DGP also appreciated the efforts of Bilkees Mir Director of the event for promoting the water sports in Jammu and Kashmir.

Talking to media, the DGP said this event has been one of the favorite events as for the celebration of the beautiful water bodies is concerned.

He said that somehow there was some break for some time but despite the COVID-19 we thought this is the time to get young players who are interested in water sports to showcase their skills.

He said that this year about 200 boys and girls would be participating in different categories of water sports.

About 200 participants will compete in Shikara Race, Dem Boat Race, Dragon Boat Race, Kayaking and Canoeing, Water Polo and Swimming.

 

 

Chadoora villages facing water scarcity

Chadoora, Oct 7: Several villages in Chadoora tehsil of Budgam district are facing acute shortage of water supply while people are forced to fetch water from contaminated sources-fearing outbreak of water borne diseases.
Hundreds of households in Dooniwari and Bugam villages of the thesil are without portable water from several weeks having population of around 7000 souls.
While officials of Lal Nagar division blame inter departmental sections for its failure to restore water supply in the area, residents complain.
A resident of Dooniwari, Bilal Ahmed said people are suffering due to the lackadaisical attitude and inter sectional rift in the department.
“However, most of the villages in Chadoora Tehsil do not get proper water supply and the courtesy goes to the inefficient officers of the division,” he said.
Another resident Qayoom Dar said people have been complaining of water scarcity from almost three weeks now, but nothing has happened so far. “We contacted concerned officials but they did not respond to our repeated requests”.
“It is embarrassing to see our mothers fetching water from mobile tankers– delivering 20 liters to each family isn’t sufficient to quench the thirst,” said Abdul Hamid, a resident of Bugam.(KNS)

Cease Fire On LoC

The 2003 agreement between India and Pakistan exists only on paper in contemporary times given the volume of violations indulged amid claims and counterclaims about initiation by both the countries.

In the latest incidents, four Indian soldiers including a Junior Commissioned Officer were killed in Rajouri and Kupwara last week.

According to MHA data, 2952 ceasefire violations were witnessed until July 2020 and it left 15 civilians and eight army or BSF men dead on this side. Pakistan, on the other hand, has blamed the ceasefire on New Delhi and as per the country’s foreign office data, 2225 ceasefire violations occurred so far this year in which 18 people were killed while at least 176 civilians have been wounded.

These casualties are a natural extension of what has been unfolding along the International Boundary as well as the Line of Control for the past several months.

Now, as the two countries are caught in a spiral of almost daily exchanges of fire along the LoC, there is a danger of no return to the talks table which is dangerous for the regional peace. It is more so when the situation along LAC is edgy.

As per the statistics available, the last three years have seen increased violations since the ceasefire came into force.

Even thousands of civilians have been forced to flee their homes close to LoC on either side of it, resulting in enormous human sufferings. The psychological impact on the people from these hostilities is huge. There is constant fear and risk of being killed which adversely impacts mental wellbeing, particularly that of women, children, and the elderly. The continuous skirmishes can also be catastrophic for the region. All this makes need for the talks all more important to address the bitterness or at least reduce it to bare minimum levels. The peace on the LoC or the border is difficult to achieve at the tactical level by military leaders. Restoring the ceasefire requires real statesmanship, not brinkmanship.

The 2003 agreement was all but a triumph of diplomacy but in the last several years, both the countries have allowed drift which is widening with every day. It however can be arrested through high-level political intervention between the two nuclear-armed neighbours. Both countries need to understand the futilities of the war and come to the table to address all issues between them.

Ratle Project

From the last more than seven years, there have been several hiccups in setting up of the 850 MW Ratle Hydroelectric power project.
Last week, the Public Investment Board (PIB) recommended the developing of the project through a joint venture company of the JK Power Development Corporation and the National Hydroelectric Power Corporation.
The PIB, in the Union Ministry of Finance, has also recommended an investment approval for Rs 5,281.94 crore for the project, including an infusion of equity of Rs 808.14 crore by NHPC in the JVC, as per an official statement.
The equity contribution of JKPDC in the company pegged at Rs 776.44 crore will be provided as a grant from the Centre.
The recommendations of the PIB will pave the way for final approval of the project and an early beginning of work on the project.
Various works such as the construction of access roads and diversion tunnels were started in early 2013 but were stopped as various issues came up between the erstwhile State Government and the Company which had been awarded the contract.
The is always good that such an important project is going to be revived and if all goes well it may be completed in next three or four years.
The Rattle Power project is a clean and comparatively less complex project with all clearances in hand and as such would not have been difficult to be taken up exclusively in the local sector without involving any outside partner. In the past there was opposition to handing over the project to NHPC as regards economic growth and even political power of the J&K. Now that decision has been taken it’s hoped it will change the things for good across the J&K including district Kishtwar. The revival of the Ratle project is going to bestow Kishtwar the distinction of being the nerve centre of power generation J&K.
Also, the project means a step towards harnessing J&K’s hydropower potential which is estimated to over 20,000 MW. Hitherto 16,000 MW has been identified and a good deal of it remains to be harnessed. As such a lot needed to be done which should be aimed at empowering the J&K.
The government says that the Ratle project would lead to an additional 3000 MW availability to supplement the demand-supply position in J&K and boost the overall economy of the J&K. Hopefully the endeavor is realized as promised.

Special audit reveals irregularities in adjustments, promotions at EDI

 

Blames institution for appointing employees in excess, issuing ambiguous advertisements

Srinagar, Oct 6: A special audit ordered by the Jammu & Kashmir Government into the Entrepreneurship Development Institute has uncovered massive irregularities and violations in the recruitment process in the institution.

The 41-page audit report submitted to J&K’s Financial Commissioner, Finance department has laid bare irregularities in adjustments, promotions and appointment of employees in excess of advertised posts.

According to the report, the authorities have adjusted some employees working on scheme/ tenure posts against substantive posts without going through selection process.

“As per JKEDI organisational, structural, strategic plan, service and recruitment rules-2013 notified vide no.EDI/DIR-166 OF 2013 dated, 01-03-201, all the employees on regular cadre of the institute had to be placed against appropriate positions under the new structure. However, the authorities have also adjusted the employees working on scheme based/tenure posts against substantive posts without going through selection process,” reads the report, a copy of which is in possession of Precious Kashmir.

“The temporary post appointments were made initially on one designation. The adjustments have been made against other/ different designations.”

The audit has also noticed that some employees adjusted against substantive posts have been considered for promotion without completing their probation period.

It has also pointed out that there are instances when employees appointed was in excess of advertised posts.

“ The audit observed that in some instances only one post was to be filled up and the institute has appointed more than one,” the report states.

The audit has also questioned advertisement notices issued by the EDI for jobs, saying they were ambiguous and misleading.

“ In almost all the advertisements, the audit noted that in the advertisements against posts  to be filled on substantive basis, the advertisements have only mentioned that the post is to be filled on contract basis for one or two years.  The contractual appointees have been regularized thereafter against the advertised posts after the completion of such contractual period. Thus, the candidates with higher qualification , experience and research background may have been reluctant for applying on the particular as the future of the appointment was not clear thereby diluting the healthy competition,” the report reads.

The report also states that the selection criteria adopted by the selection committee for various posts has not remained uniform throughout.

“ For instance, the selection committee in promoting employees under the reserved quota of posts have considered and given weightage to seniority in some cases and in others seniority has not been considered,” it states.

The audit also states that authorities have not verified documents and experience certificates submitted by the employees who have appointed in EDI.

Militant, BJP worker’s PSO killed in Ganderbal

 

Gunfight rages in Shopian

Srinagar, Oct 6 :An unidentified militant and a PSO of a BJP worker were killed in Nunar area of central Kashmir’s Ganderbal district on Tuesday.
A police officer told GNS that the PSO identified as constable Altaf Hussain was shifted in critical condition to SKIMS Soura. However, he succumbed to injuries.
Earlier an unidentified militant was killed after he “attacked house of a  BJP worker” at Nunar Ganderbal in central Kashmir.  “The (militant) fired upon one BJP worker at Nunar  Ganderbal.
He is safe,” police said in a tweet, “However his one PSO was injured in this incident. One unidentified militant got killed in PSOs retaliation,” police said in a tweet.
“Unfortunately our police constable Mohammad Altaf who was injured also succumbed,” SSP Ganderbal Khalil Poswal said.

Gunfight in Shopian

Meanwhile, a gunfight broke out between militants and joint team of Police, Army and CRPF in Sugan area of South Kashmir’s Shopian district on Tuesday.

As per the reports received by GNS, a joint team of Police, Army’s 44RR and CRPF launched cordon and search operation in Sugam after receiving specific information.

As the joint team approached towards the suspected spot, the hiding militants fired upon the party, triggering off an encounter. When this report was filed, the firing had stopped even as cordoned has been strengthened.
