LG anguished over attack on BJP leader

Jammu, Oct 7: Lieutenant Governor, Manoj Sinha has expressed anguish over the militant attack on BJP leader in Ganderbal area of Kashmir.
He also paid tributes to the PSO who was killed during the attack.
The militants attacked BJP Leader Ghulam Qadir in Ganderbal. During the attack, his personal Security Guard, constable Mohammad Altaf sustained injuries, but later succumbed to injuries at SKIMS.
Strongly condemning the attack, the Lt Governor said that this is an act of cowardice and those involved in this act will be brought to justice.
“I extend my solidarity with the family of the slain PSO. All possible help will be extended to the family of the deceased,” he added.

 

LG Sinha for developing scenic tourist destinations

Jammu, Oct 7: Observing that tourism has high growth potential in Udhampur district and could be one of the largest employment generators, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday advocated for developing scenic tourist destinations and sought Detailed Project Report (DPR) for the same.

“I am working on a strategic plan for tourism sector in Jammu Kashmir and I am sure with the help of institutional mechanism, we can increase highest employment of workforce in this sector and majority of them would be from our villages,” Mr Sinha said while addressing the public continuing his consistent outreach programmes as part of the ongoing Back to Village-3 in Kud village of Udhampur district.

“Back to Village is a revolution for implementation of maximum governance on ground. In Back to Village, the public is planner and executor while the government and officers are only facilitators”, he remarked.

“Administration should immediately start working on the development of tourism sector in the district. It has enough potential in the form of heritage sites as well as religious and adventure tourism”, said the Lt Governor.

He later sought DPR for development of Dudu, Basantgardh, Sanasar, Nathatop, Sudhmahadev and Mansar Lake in the tourism sector and also directed for identification of villages to be developed as Tourist Villages.

The Lt Governor announced that work on International Yoga Centre at Mantalai is apace and the same shall be completed by next year. Once completed, the project would take the area to new heights.

The Lt Governor also called for identification of suitable areas for production of high density apple in the district.

Taking cognizance of long pending demand of Chenani-Patangarh bridge over Tawi, the Lt Governor assured that a double-lane modern steel superstructure bridge would be completed by July, next year benefiting about 15 Panchayats.

“The five km approach road to the bridge would also be completed along with the project”, he added.

He further said that Back to Village and Jan Abhiyan is a step towards more transparent and accountable governance. Funds, Functions and Functionaries are now available at your doorstep.

“Each district has been provided funds of Rs 2.5 crore and additional Rs 10 lakh for Back to Village works. There is a need to work with honesty and dedication for utilization of these funds and execution of works”, said the Lt Governor.

Discussing the agriculture sector, the Lt Governor observed the need to modernize, industrialize and diversify it to strengthen village economies and providing ample sources of livelihood to the young generation.

“Jammu and Kashmir needs a different kind of green revolution focusing on livelihoods diversification through allied activities. I am working on many farmer-friendly initiatives to ensure a more rapid, holistic agricultural development in Jammu Kashmir”, the Lt Governor maintained.

He made a special mention of project Jeevika which has led to a new approach of integrated and remunerative farming in the clusters where the project is being implemented.

The Lt Governor spoke on Prime Minister’s visionary Pradhan Mantri Krishi Sinchai Yojana and how it is going to benefit the district through implementation of measures like micro-irrigation.

He also called for creation of 300 clusters of organic farming in the district and for revival of water resources and revamping water supply for agriculture and horticulture sectors.

The Lt Governor highlighted the need to deliver benefits of social security schemes to large rural population of the district.

Addressing the youth, the Lt Governor said, “Under Skill India, 522 youngsters have been provided jobs, while another 510 are getting trained for jobs. With enough motivations, more youth would be facilitated under the schemes”.

The Lt Governor said, that during Back to Village-3, two youth are to be selected and helped to become entrepreneurs with handholding and financial assistance.

He told that Special Desks have been setup in J&K Bank branches to guide and facilitate such youth. Similarly, sports kits have been provided to each panchayat according to interests of the local youth, he informed.

 

B2V3: LG visits Kud, inaugurates developmental projects

Jammu, Oct 7: Jammu and Kashmir Lieutenant Governor, Manoj Sinha on Thursday visited Kud in Udhampur district in connection with the Back to Village-3 programme.
The Lt Governor’s visit witnessed a push to the developmental process in the area with inauguration of more than 50 developmental works and foundation stone of 12 numbers of developmental works of RDD executed under MGNREGA, 14th FC & 15th FC and B2V work being laid.
Gram Panchayat Accreditation Plans for Panchayat Pachote and Upper Kud was also unveiled on the occasion.
The Lt Governor also laid the foundation stone for construction of 3 rooms at Kud with approved cost 43.97 lakhs under SMAGRA Shiksha besides laying the foundation stone for construction of water supply scheme at Pachote Sangyote, at a cost of Rs. 469.36 lakhs under District Sector NABARD.
While inaugurating the construction of a road by way of interlocking tiles from the main road to Government Higher Secondary School Kud under Back to Village, the Lt Governor observed that the rural road connectivity as a prerequisite for growth and development of the area.
The projects inaugurated today by the Lt Governor included construction and renovation of PWD roads, PMGSY roads, bridle paths, Panchayat Ghar buildings, tractor roads, culverts, repair of nallahs, CSC’s etc, which will benefit a large number of people especially rural population.
People expressed gratitude to the Lt Governor for reaching out to the inaccessible and hitherto untouched areas and beginning a new chapter of development.
The Lt Governor exhorted the officers to prioritize paving of a strong road network in these areas to ensure added opportunities of tapping the potential of the area for rural transformation.
He also handed over pension sanction orders under the Social Welfare Department and other sanction letters to the beneficiaries.
The Lt Governor interacted with officers and had a detailed review of the implementation of Government schemes on the ground, besides taking feedback from the beneficiaries.

COVID-19: 12 more die, 621 test positive in J&K

Srinagar, Oct 7: Twelve more people died due to COVID-19 in Jammu and Kashmir during the past 24-hours, while 621 fresh cases were reported across the Union Territory, officials said on Wednesday.
They said that the death toll in J&K has mounted to 1284, while total cases stand at 81097.
Among the victims, who died today, five belonged to Kashmir and seven to Jammu division—three from winter capital of J&K, two in Rajouri and one each to Doda and Samba, they said.
Among others, the victims from Jammu include a 52-year-old from Jeewan Nagar, a 67-year-old from Kotli Shah Doula and a 62-year-old from Roop Nagar Jammu.
Among others who died in the Valley include a 45-year-old man from Pulwama and a 70-year-old from Meeraq Shan Abad Shalimar.
Regarding the man from Pulwama, they said that he was admitted on October 6 at hospital here and died today.
The septuagenarian, they said, died at SMHS hospital, five days after he was admitted with bilateral community acquired pneumonia, a doctor at the hospital told GNS.
With these deaths, officials said, 1884 people have succumbed to the virus in Jammu and Kashmir so far—884 from the Valley and 402 from Jammu division.
Srinagar district with 310 deaths tops the list followed by Jammu (209), Baramulla (126), Budgam (88), Pulwama (73), Kupwara (71), Anantnag (69), Kulgam (43), Bandipora(40), Shopian (32), Rajouri (32), Ganderbal (30), Doda (37), Kathua (28), Samba (23), Udhampur (21), Poonch (17), Ramban (11), Kishtwar(11) and Reasi (6).
J&K reports 621 new COVID-19 cases
Meanwhile, 621 more people tested positive for COVID-19 during the past 24-hours, taking the overall tally to 81097.
Among the fresh cases, 260 were from Jammu Division and 361 from Kashmir Valley even as 2188 patients recovered and were discharged from various hospitals, officials told GNS.
Giving district wise breakup of the cases, they said, Srinagar reported 143 of them, Budgam 51, Baramulla 50, Pulwama 25. Kupwara 18, Anantnag 20, Bandipora 15, Ganderbal 22, Kulgam 5 and Shopian 12, Jammu 83, Rajouri 36, Udhampur 10, Doda 24, Kathua 10, Poonch 14, Samba 22, Ramban 10, Kishtwar 21 and Reasi 30.

India records over 67 lakh cases, death toll at 1,04, 555

New Delhi, Oct 7: India recorded a fresh spike of 72,049 nCoV cases during the past 24 hours, taking the country’s tally past the 67 lakh mark, the Union Health Ministry data said on Wednesday.
Currently, the nation’s total case count stands at 67,57,132.
Also, the peninsular country registered 82,203 cured or discharged cases in the same duration, which has pushed the total recoveries so far to 57,44,693.
Meanwhile, there were 986 deaths due to the highly contagious virus since Tuesday, pushing the death toll to 1,04,555 till date. Active case-load on the country has decreased by 11,140 since Tuesday and presently, India is home to 9,07,883 active cases of Novel Coronavirus.
In terms of percentage, the active cases are 13.44 per cent, recovered stand at 85.02 per cent, while the deaths are 1.55 per cent.
According to the Indian Council of Medical Research (ICMR), as many as 11,99,857 samples were tested in the past 24 hours, taking the total cumulative samples tested since the beginning of the pandemic till Tuesday to 8,22,71,654.
Meanwhile, Maharashtra continues to remain the worst-affected state, with maximum case count as well as in terms of maximum active cases.
As the national recovery rate touched 85 per cent on Wednesday, India crossed a significant milestone with the continuous high number of recovered cases being reported in the past few weeks.
A total of 72,049 new cases have been reported in the past 24 hours in the country. Ten States/UTs account for 78 per cent of the new confirmed cases.
With the recovered cases exceeding the new cases again during the past 24 hours, India retained its position as the country with the maximum number of recoveries.
The high levels of recoveries have led to widening of the gap between active and recovered cases. Recovered cases exceed the 9,07,883 active cases by more than 48 lakh (48,36,810) and are 6.32 times the active cases.

Matching the rise in the national figure, 18 states/UTs have recovery rate more than the national average. About 75 per cent of the new recovered cases are being reported from 10 states of Maharashtra, Karnataka, Andhra Pradesh, Tamil Nadu, Kerala, Uttar Pradesh, Odisha, Chhattisgarh, West Bengal and Delhi.

HC imposes fine on Mission Director for wasting ‘judicial time’

Srinagar, Oct 7: Observing that judicial time has been “unwarrantedly wasted”, Jammu and Kashmir High Court has imposed Rs 10000 costs to Mission Director State Rural Livelihood who had filed an appeal against the court’s single bench order way back in 2017.
The Mission Director had assailed the order dated 4 August 2017 whereby the court had allowed a plea by one Tariq Ahmad Bhat who had challenged an order dated 30 August 2016 issued by the Additional Mission Director SRLM Kashmir, terminating the cancellation of the hiring of an Innova vehicle alongwith Driver with effect from 25th of March 2016 in the State Rural Livelihoods Mission Kashmir. This hiring had been sanctioned by order dated 31.03.2016 for one year strictly as per the approved rates of Transport Commissioner, Jammu & Kashmir subject to the terms and conditions incorporated in the order.
“The learned Single Judge noted that the engagement of hiring of the vehicle was for a period of one year which period has expired on 31st of March, 2017. As such, the order dated 31.08.2016 terminating the hiring of the vehicle had lost its efficacy,” a division bench of Chief Justice Gita Mittal and Justice Puneet Gupta.
Subsequently, the division bench said that Tariq’s plea was disposed of with a direction to the Mission Director to adhere to the terms and conditions of the order dated 31.03.2016 with further direction to work out the hiring and fuel charges as was payable to the owner of the vehicle for the period beginning from 01.04.2016 till 31.03.2017.
“The order which was passed by the learned Single Judge was in accordance with law and warranted in the facts of the case. This Letters Patent Appeal which has been filed by the appellants of having 275 days delay is totally misconceived,” the court said as per the GNS correspondent, adding, “In our view, judicial time has been unwarrantedly wasted by filing an appeal which is completely without merit.”
While dismissing the appeal as well as application seeking condonation of delay , the court imposed Rs.10,000 costs upon the appellants (Mission Director) within two weeks in the Advocates Welfare Fund. Proof of deposit shall be placed before the Registrar Judicial.
“….in case they fail to deposit the costs imposed on them within the aforesaid time period, in that eventuality, the Registrar Judicial shall place this matter before the Court for appropriate orders.” (GNS)

J&K Bank CMD gets 6- month extension

Srinagar, Oct 7: The Reserve Bank of India (RBI) has extended the tenure of J&K Bank Chairman & Managing Director (CMD) R K Chhibber by another six months from October 10, 2020.
In a regulatory filing today, the Bank said, “the Reserve Bank of India has extended the term of R. K. Chhibber, Chairman and Managing Director of the Bank by a further period of six months with effect from 10th October 2020 or till the appointment of MD & CEO, whichever is earlier.”

“The extension in his term as CMD for another six months is a good news for the bank in terms of public perception. Besides helping in the continuity of business, I think the markets also will receive the news as a positive development towards organizational growth while maintaining its overall stability”, said a keen observer on matters of finance and economy in J&K.
The RBI had initially approved R K Chhibber as CMD on 09.06.2019 as CMD for a period of six months which was extended from time to time.

Panel for fee fixation of private schools gets statutory powers

Srinagar, Oct 7: In a significant move, the Government of India has carried out amendments in the Jammu & Kashmir School Education Act-2002 to grant statutory powers to committee for determining and regulating fee of students in private schools in the newly carved out Union Territory.
The amendments are part of “The Union Territory of Jammu & Kashmir Re-Organization(Adaptation of State Laws) order- 2020” issued by the Union Home Ministry.

According to the amendments, the committee shall be headed by a chairperson who has been a Judge of a High Court or a government officer who has been a financial commissioner of the Union territory or above.
“The members of the committee shall be such as may be prescribed by the government,” reads the order.
According to these amendments, the panel shall exercise such powers and perform such functions as may be prescribed by the government to ensure that the private schools are not indulging in commercialisation of education and undue profiteering.
“Orders passed by the committee for fixation and regulation of fee of private Schools shall be deemed to have been duly passed by a public servant and its violation or non-compliance shall amount to disobedience under the provisions of section 188 of Indian Penal Code,” the order reads.
According to the order, the private schools shall not charge any fee from the students or guardians, except tuition fee, annual fee, transport fee and voluntary special purpose fee such as the picnic, tour and excursions, etc. completely voluntary in nature or any other fee as may be approved by the committee.
The law further states that the committee for the purposes of making any inquiry or initiating any proceedings under this Act, have the same powers as are vested in a Civil Court, under the Code of Civil Procedure, 1908.

The law imposes penalty on those found violating the orders of the fee committee. “Any person or private school which contravenes the directions of the Committee for Fixation and Regulation of Fee of Private Schools shall be liable to a fine of not less than fifty thousand rupees for first offence and one lakh rupees for every subsequent offence including recommendation for disaffiliation of such private school by the said committee,” it reads. UGC declares 24 universities as fake

New Delhi, Oct 7: The University Grants Commission (UGC) on Wednesday announced a list of 24 “self-styled, unrecognised institutions” in the country, terming them as “fake” with the maximum of them operating from Uttar Pradesh followed by Delhi.
“Students and public are informed that currently 24 self-styled, unrecognised institutions are functioning in contravention of the UGC Act, which have been declared as fake universities and these are not empowered to confer any degree,” UGC Secretary Rajnish Jain said.
The majority of eight of these universities are from Uttar Pradesh—Varanaseya Sanskrit Vishwavidyalaya, Varanasi; Mahila Gram Vidyapith, Allahabad; Gandhi Hindi Vidyapith, Allahabad; National University of Electro Complex Homeopathy, Kanpur; Netaji Subhash Chandra Bose Open University, Aligarh; Uttar Pradesh Vishwavidyalaya, Mathura; Maharana Pratap Shiksha Niketan Vishwavidyalaya, Pratapgarh and Indraprastha Shiksha Parishad, Noida.
“Regarding Bharitya Shiksha Parishad, Lucknow, the matter is sub-judice before district judge in Lucknow,” Jain said.
Delhi has seven fake universities—Commercial University Ltd, United Nations University, Vocational University, ADR Centric Juridicial University, Indian Institution of Science and Engineering, Vishwakarma Open University for Self Employment and Adhyatmik Vishwavidyalaya (Spiritual University).
Odisha and West Bengal have two such universities each. They are—Indian Institute of Alternative Medicine, Kolkata; Institute of Alternative Medicine and Research, Kolkata; Nababharat Shiksha Parishad, Rourkela and North Orissa University of Agriculture and Technology.
Karnataka, Kerala, Maharashtra, Puducherry and Maharashtra have one fake university each. They are—Sree Bodhi Academy of Higher Education, Puducherry; Christ New Testament Deemed University, Andhra Pradesh; Raja Arabic University, Nagpur; St John’s University, Kerala and Badaganvi Sarkar World Open University Education Society, Karnataka.
“The UGC Act, 1956 provides that a degree can be awarded, only by a university established under a central, state, provincial Act or an institution especially empowered by an Act of Parliament to confer the degree,” Jain said.

 

Of 2061 untrained teachers, Govt to train 200

Srinagar, Oct 07: As the number of untrained teachers in Government Secondary Schools is over 2000 in Jammu and Kashmir, the educational department Kashmir on Tuesday approved deputation of only 200 untrained Grade-II and General Line Teachers to undergo B.ed courses.
Pertinently, Ministry of Human Resource Development (MHRD) in a Project Approval Board (PAB) meeting held earlier said there were 2061 untrained teachers in Government Secondary Schools based on Unified District Information System for Education (UDISE) 2018-19 who do not meet the requisite professional qualifications.
It has been learnt that the Director of School Education Kashmir (DSEK) on Tuesday has sanctioned deputation of 200 in-service untrained General Line Teachers and Grade-II to undergo B.ed course at Government College of Education Institute, Advanced Studies in Education (IASE) Srinagar during the session 2020-22.
DSEK in the order while mentioning the conditions for the deputation of untrained teachers said that the deputation is made without prejudice to due consideration of superior claim, if any reported.
“The deputed teachers will be required to join the course in the college of Education Srinagar by or before October-15 and in case if any fails to report to the principal, College of Education Srinagar by the specified date shall forfeit their claim for deputation to B.ed and the deputation in their favor shall be liable to be cancelled and the same shall invariable be recorded in their service records and their application for such deputation in future shall not be entertained,” reads the order.
DSEK further said it shall be the responsibility of the concerned Chief Education Officer (CEO), Head of Office and Institution to verify the particulars of each deputee by reference to their service book and the original testimonials, before relieving them for the course.
“The CEOs, Drawing and Disbursing Officers (DDOs) concerned shall ensure that the deputees who have acquired graduation during their service, honorarium period have been allowed to do so by the competent authority and leave whatever kind due has been sanctioned or entered in the service records accordingly,” it reads—(KNO)
