Ex JK minister Sharief Niaz passes away

Jammu, Oct 12: Congress leader and former minister Mohammad Sharief Niaz passed away on Monday. He was 75.

Party sources said that Niaz breathed his last after a brief illness in Jammu and his last rites will be performed at his native village.

Born on April 24, 1944 in village Changa of Bhalessa in Doda district, Niaz was first time elected as MLA in 1987.

Being a legal luminary, he was entrusted the responsibility of being the Law Minister of the JK State (now UT) in 1989.

He joined the Congress party in 1976, worked as a trade union leader.

He was nominated District President of the Congress Committee, Doda, in 1979. He unsuccessfully contested the 1983 Assembly elections on a Congress ticket from Inderwal constituency, but was finally elected in 1987.

From 1992 to 1996, he remained a member of USERS consultative committee in the Northern Railway, and was elected to the assembly in 2002.

He was inducted as Minister for Power in Mufti-led Congress-PDP coalition.

In 2007, Niaz was elected as a Member of Legislative Council (MLC) for Doda.

Lieutenant Governor, Manoj Sinha conveyed his condolences on the demise of Niaz.

In a message, the Lt Governor has prayed for eternal peace to the departed soul and forbearance to the bereaved family in this hour of grief.

Congress leaders, Ghulam Nabi Azad, G M Saroori, Ravinder Sharma, Vikar Rasool Wani, Abdul Majid Wani, Ashok Kumar, Sham Lal Bhagat, Naresh Kumar Gupta, Aslam Goni, Raj Kumar Badyal and others have condoled the demise of veteran leader.

SSB clears withheld recommendations in favour of 36 candidates; approves release of selection lists

Jammu, Oct 12: The 175th Meeting of the Jammu & Kashmir Services Selection Board (SSB) was Monday held here under the Chairmanship of Board Chairman, Khalid Jahangir to deliberate on certain withheld recommendations and approval of selection lists.

During the meeting various agenda items which included release of withheld recommendations of District Cadre, Divisional Cadre Jammu, Divisional Cadre Kashmir, State Cadre and PM Package (Migrants) and for which deficiencies were completed by the candidates were taken up for consideration.

In addition, the meeting also deliberated upon the cases of overlapping or dual degrees. After threadbare deliberations and discussion, the Board decided to release recommendations in favour of 36 candidates. It was also decided to re-examine / defer 13 cases, while candidature of 15 candidates was rejected due to non possession of the requisite qualification / eligibility.

The Board also approved a few selection lists which include that of the post of Senior Laboratory Technician, Divisional Cadre, Jammu. Further, 06 court cases were also discussed in the meeting following which appropriate decisions were taken for their proper disposal.

The meeting was attended by Mohammad Shafiq Chak, Pritam Lal Atri , Members of the Board; Musheer Ahmad Mirza Controller of Examination and Sachin Jamwal, Secretary of the Board at Central Office Jammu.

Wife of victim among 4 get lifer in murder case

Udhampur, Oct 2: Additional Principal Sessions Judge Udhampur, S.R Gandhi Monday awarded life imprisonment to wife and three others for murdering her husband.

The Neelu Devi was convicted of killing her husband Sunny Kumar along with Vicky Kumar Son of Munshi Ram, Rano Devi wife of Munshi Ram and Lakshmi Devi daughter of Munshi Ram. The Court also acquitted fifth accused Neeru Devi wife of Vicky Kumar as prosecution failed to prove case against her .

According to facts of the prosecution case, on 29.04.2013 deceased had gone to his in-laws-house at Sui and all the accused persons which include wife of deceased Neelu Devi were present in the house. On reaching, deceased had heated exchange with the accused persons. In the meantime all the accused persons in furtherance of common object tied the hands of the deceased from behind with a rope and killed him with Danda and threw the body in field after wrapping it in tripal.

After the incident, police received information and registered case under section 117 /2013 under section 302/ 120-B/ 201 /34 RPC against the accused and started investigation. The challan was presented in the court of Additional session judge.

After hearing Additional public prosecutor Anil Kumar Magotra for the State, and counsel for the accused and material on record, the Court sentenced wife of deceased along with three others for life imprisonment while acquitted one woman.

The Court ordered that for the commission of offence under Section 302/34 and 120-B of the RPC each of the convict shall suffer imprisonment for life and a fine of Rs.2,000/-. For the commission of offence under Section 201 RPC each of the convict shall undergo rigorous imprisonment for 01 year (One year) and a fine of Rs.1,000/-. All the sentences shall run concurrently. In default of payment of fine, each of the convict shall further undergo imprisonment for one year.

DPS Srinagar student wins first position in cycle race ‘Pedal for Peace’

Srinagar, Oct 12: Rubab Ali Punjabi, a Class XII student from Delhi Public School, bagged the first position in the senior girls’ category, cycle race “Pedal for Peace” organized by police on October 11, 2020.
Over 500 cyclists participated in the event, organized by J&K Police, in four categories Sub-Junior, Junior, Senior, and Veteran. Rubab cycled a distance of 24 kms outflanking every other competitor. The Lt Governor Manoj Sinha presented Rubab her with a cash award of Rupees Twenty-Five thousand, and complimented her on her splendid performance.
Rubab credited the school and her coach Tejinder Singh for training her in athletics that helped her develop stamina to excel at the race.
“The school gave me an opportunity to participate in so many platforms that boosted my confidence and stamina,” she said adding, “I developed a grueling routine for the race. I would wake up at 5 am and train hard for the race. “
Congratulating Rubab on her performance, the Vice-Principal Shafaq Afshan said, “Rubab has proven that with grit and determination, no challenge is unsurmountable. We are immensely proud of her performance.”
The Chairman Vijay Dhar also congratulated her and said, “We are doubly proud because the win highlights the girl power that we especially seek to encourage at school. Heartiest congratulations to her”

Hangul captured in Awantipora shifted to Dachigam National Park

Awantipora, Oct 12: The Wild Life Team Monday captured a ‘Hangul’ in Awantipora area of South Kashmir’s Pulwama district and shifted it to Dachigam National Park Srinagar.

An official said after the information from locals that a ‘Hangul’ is roaming in the Buhoo Awantipora area, Wild Life team from Tral rushed to the spot and after hard efforts captured the ‘Hangul’.

Hangul or Kashmir Stag is one of the rarest deer in the world found only in Kashmir Valley. Last year, a ‘Hangul’ was captured from the Tral area while a herd of around 6 to 8 deer were seen in central Kashmir’s Ganderbal district recently.

The official said that captured ‘Hangul’ was shifted to Dachigam National Park Srinagar. (KNT)

Transport Deptt clarifies on non-registration of over 15 yr old vehicles

Jammu, Oct 12: Transport department has issued statement clarifying that the policy for registration of vehicle older than 15 years is under submission and shall be notified soon.
Responding to a news report regarding revenue loss caused by the non-renewal of such vehicles, the department said the vehicles which shall be allowed under policy for registration can be registered as and when policy is notified and loss can be recuperated on substantive basis.
The department further said that for the convenience of vehicle owners and owing to Covid pandemic, the validity of certificates which could not be renewed during Covid pandemic has been extended till 31st Dec 2020.

Class 11th students stage protest in Sopore, demand mass promotion

Srinagar, Oct 12: Students of Class 11th on Monday morning staged a protest here in north Kashmir’s Sopore town demanding mass promotion.

The students from Sopore and adjoining areas assembled outside boys higher secondary Sopore raising slogans in favour of mass promotion.

The students later blocked Tangmarg- Narbal road at Magam near old Hospital for traffic and demanded mass promotion.

The students both boys and girls hit to road and disrupted the vehicular movement for some time. Commuters faced a lot of problem due to road block. The students raised slogans against the board of school education.

Blocking Sopore-Srinagar road protesting students said if Jammu division students were given mass promotion why not for us too.

The protesting students said that in view of the prevailing Covid-19 situation, they suffered a lot and their academic session was adversely affected as they failed to concentrate on studies.

A police team rushed to spot and pacified the protesting students with the assurance that matter will be raised with the concerned agency. After their assurances, the protesting students dispersed off peacefully. (KNS)

SMC continues demolition drives in city

Srinagar, Oct 12: Continuing with its demolition drives to curb illegal constructions in the city, Srinagar Municipal Corporation (SMC) today demolished various illegally raised structures here.

The Enforcement team carried out demolition drive in Khushalsar, Shalimar Colony, Baghe Nunsingh, Rathpora, Palpora, Noorshah colony and other places after reports of illegal constructions going on in these areas.

During the drive illegally raised structures were demolished along with those having major deviations as against sanctioned building permissions.

Commissioner SMC, Gazanfar Ali has strictly passed on directions to the ward officers along with their subordinates and enforcement wing to remain vigilant in their concerned wards regarding constructions.

They have been directed to check permissions on spot before proceeding for legal action.

The ward officers have also been directed to keep a routine vigil on the permitted constructions as well, so that any deviation or violation made in sanctioned plan shall be razed down at an initial level.

The Commissioner said that on receiving specific information or complaint, the SMC shall act promptly for redressal of complaint and get the illegal structure demolished on spot.

Research methodology workshop ends at CUK

Ganderbal, Oct 12: The two-week workshop on Research Methodology organized by the School of Social Sciences, Central University of Kashmir (CUK), concluded at Green Campus here on Monday.
Vice Chancellor, Prof Mehraj ud Din Mir, Director Research and Development, Prof G M Bhat, faculty members, research scholars of the School of Social Sciences were present on the occasion.
Presenting the rapporteur’s report, Prof. G.M. Bhat, apprised the participants about the achievements of the workshop. He also introduced and welcomed the guest speaker, Prof. Jean Dreze.
Addressing the participants in online mode, Prof. Dreze spoke about the prerequisites of research in the present times. He stressed on the need for research scholars to introspect and ask themselves three questions when they embark on the research journey. He said that a research scholar must ask himself/herself the questions pertaining to why and how a research is undertaken. He also underscored the need for upholding and strictly following ethics in research and said that integrity is the hallmark of any research. Prof. Dreze also said that failure to adhere to ethics while conducting research leads to ‘academic corruption’, which according to him is rampant during the contemporary times. He extended his best wishes to the research scholars. The talk was followed by a question-answer session.
In his presidential remarks, Vice Chancellor, Prof. Mehraj ud Din Mir lauded the efforts of Director Research and Development, coordinators of the workshop and the entire School of Social Sciences for successfully organising and conducting the workshop.

CBI Probe Into Roshni Scam

It is quite apposite that the J&K High Court has transferred the ‘Roshni Scam’ to CBI for a thorough probe while raising several questions with the manner in which Anti-Corruption Bureau handled the case with delay writ large given the fact that beneficiaries include those who wield great influence in government functioning.
The Vigilance Organization, presently ACB, had filed 17 cases only in which seven FIRs had been registered in Jammu and 10 FIRs in Srinagar. When compared against the extent of the illegal occupation and encroachment of State land, only 17 shows the complicity in the misappropriation of State property, of those enjoined to bring the culprits to book and also of those required to protect State land and to effect recovery of public property.
“In the closure report, the ACB virtually exhibited its helplessness to proceed against the ‘Big Sharks’ and despite unearthing the crime, preferred to adopt silence as the accused involved were highly influential and enjoying clout in the corridors of power,” the court has said.
The public property has to be dealt with fairly and its distribution has to be equally done for a public purpose ensuring maximum consideration, the top court of the country has repeatedly underscored it in catena of judgments.
Among others, the J&K High Court has quite aptly asked the CBI to inquire into the continued encroachments on State lands, illegal change of ownership and use, grant of licences on encroached State lands besides fixing the responsibility and culpability of the persons who were at the helm of affairs, otherwise duty-bound and responsible for taking action.
The State is the trustee of all-natural resources and it’s the public at large which is the beneficiary. As fittingly observed by the court, the State as a trustee is under a legal duty to protect the natural resources.
Now that the court has found that there has been a lot suggesting connivance of those otherwise meant to protect the public interest, it has a duty on part of the CBI to complete its investigation fairly. It should be mindful of the court’s direction that “any effort to delay the enquiry by (it) in any manner should be construed as active connivance by such person(s) with those whose culpability is being investigated.”
