Street lights installed 5 days back goes defunct in Kangan

Kangan, Nov 18: The solar lights installed by the Science and Technology Department in Block Kangan and Block Gund in Mosques and Eidgahs have become useless few days after their installation.

People of Gagangir, Zeripura Kullan and Kangan area said that most of the solar lights installed in mosques and Eid Gahs in Kangan and Gund Block areas a few days ago have become useless in a few days.

BDC Chairman Block Gund, Molvi Muhammad Rafique said he had also received complaints that the lights installed in several areas of the block have become useless after a few days after which he took up the matter with the contractor.

He said the contractor assured that he would repair these useless lights today. “A total of 105 lights are to be installed in his block out of which 80 have been installed so far.”

BDC Chairman Kangan Mohammad Yousuf said that 160 lights have been installed in his block and I have also received complaints that in many places they have become useless after a few days. He said that he also brought this to the notice of the contractor and he said that these useless lights will be repaired today.

Contractor Muzaffar Ahmed said that these lights are being installed by Science and Technology Department and the cost of one light is Rs. 22000 and 950 lights have to be installed in Ganderbal district. He said that if some of the lights in the area are out of order, they will be repaired today.

He further said that due to low temperature in Gund and Kangan areas, if some lights have become useless, they will be repaired today. “These lights are guaranteed for five years and if they will become non functional for five years, we will fix them”.

Air quality in Jammu this Diwali remains moderate

Jammu, Nov 18: The Pollution Control Board (PCB) on Wednesday said that this Diwali on November 14, the air quality of Jammu city remained ‘moderate’ as per the Air Quality Index Data on the basis of Ambient Air Quality Monitoring results for RSPM PM 10, PM 2.5, SO2 and NO2 as NAMP monitoring locations.
Chairman, J&K Pollution Control Board, Suresh Chugh said that the Air Quality Index (AQI) of Jammu city on this Diwali eve was 186 and the mean level of particulate matter PM10 and PM2.5 were 229ug/m3 and 58.8ug/m3 respectively.
“The AQI prior this Diwali was recorded to be 172 and has seen an increase of 8.13 percent on Diwali day as compared to an increase of 3.17 percent in 2019,” he added.
Pertinent to mention here is that the National Green Tribunal on November 9, had banned the sale and use of fire crackers in cities with ‘poor’ and ‘very poor’ Air Quality like NCR Delhi and allowed only the use of ‘Green Crackers’ in areas and cities with ‘moderate’ or ‘satisfactory’ air quality.
Member Secretary, J&K Pollution Control Board, B M Sharma, said that despite the enforcement of ban on fire crackers by the government, the possible reasons for relative degradation in air quality in this Diwali as compared to last year’s can be attributed to the prolonged dry spell before Diwali which led to larger amount suspended particulate matter in the air, which led to higher Ambient Air Quality particulate matter being recorded.
“However, immediately after Diwali due to heavy rains in Jammu and other areas and AQI of Jammu came down to 95 which is ‘satisfactory’,” he added.

 

Covid-19 in winters

In the recent past, the number of novel coronavirus cases reported every day in Jammu and Kashmir remains around 500-mark as against over a thousand in 24 hours last month. It is suggestive of two things. One that the spread of covid-19 has reduced and second, more importantly though, the virus is still existing.
As winter has already set in, the virus is bound to spread as has been the case in the context of the United Nations and the United Kingdom besides in J&K’s neighborhood especially the national capital.
Remarks by Dr Vivek Murthy, former US surgeon general, who co-chairs the COVID-19 advisory board of president-elect Joe Biden, need to be weighed in.
“What’s happening now in particular is that with winter, as people move indoors, this is actually the perfect set up for the virus because we know it’s easier to spread indoors than outdoors,” Murthy said.
In context with the country, some events have enabled the pestilence to spread. People are seen giving a go by to various protocols aimed at containing the covid-19 spread. There is very low visibility as regards the wearing of masks. Furthermore, the covid-19 estimations remain a mosaic of data, without a standardised system for testing, tracing and isolation across Jammu and Kashmir. There are questions on employing and more reliance on rapid antigen tests. Some experts openly say that numbers are showing a decline in test positivity rates due to it. There are little efforts by various sectors on spreading health messaging on the dangers of another wave of infections. The J&K government, like many other UTs and States, has been trying to present a picture of near-normality to boost economic activity, highlight recoveries over risk, and people are lowering their guard.
The experts have reiterated time and again that the fight must not weaken until there is an affordable vaccine; they specifically want people to learn to live with an endemic virus.  The emphasis, therefore, has to be on preparing for the new normal, adopting acknowledged defences such as masking, distancing norms and hand hygiene.
They also remain the cheapest protection against disease and financial loss can be prevented, including for the present and into the near future when the disease is overcome completely. The people must understand that prevention remains the key while the administration needs to create awareness about the potency of the virus.

J&K dependent on Grants-in-Aid from GoI: CAG report

Srinagar, Nov 17: The Grants-in-Aid to Jammu and Kashmir from the Central Government has increased to a large extent with Comptroller and Auditor General (CAG) report issued recently stating that J&K government was dependent on Grants-in-Aid from Gol to the extent of 47 per cent of Revenue Receipts during 2017-18.

The reports about Grants-in-Aid from the Central Government could always be found in the local dailies here while the CAG report, a copy of which lies with ‘Precious Kashmir’ reads that Rs 22, 702 crore have been given to Jammu and Kashmir by the Government of India in the financial year 2017-18.

“The Gol had operated new Sub-Major Heads under Major Head-1601 Grants-in-Aid (GIA) for providing GIA to States during 2017-18 and discontinued Plan and Non-Plan classification,” the report said.

“The Grants-in-Aid received from the Union Government increased from Rs 13,843 crore during 2013-14 to Rs 22.702 crore during 2017-18 in absolute terms. As a percentage of Revenue Receipts, Grants-in-Aid increased from 51 per cent to 56 per cent during 2013-14 to 2014-15, and decreased to 47 per cent in 2017-18 from 49 per cent in 2016-17,” it said.

“The Grants-in-Aid increased by 2,104 crore from20,598 crore in 2016-17 to 2,702 crore in 2017-18. The trend indicates that the State Government is dependent on Grants-in-Aid from Gol to the extent of 47 per cent of Revenue Receipts during 2017-18,” it added.

 

The report mentioned the increasing trend of Grants-in-Aid, stating that in the financial year 201-14, the GoI granted Rs 13,843 crores as Grant-in-Aid, adding that in the financial year 2014-15, a total of Rs 16,150 crores were given to J&K as GIA.

It added that in 2015-16, a total of Rs 16,728 crores were given to J&K as GIA while in 2016-17, a total of Rs 20,598 were given to J&K.

The amount as GIA got increased in the financial year 2017-18 as Rs 22,702 crore were received by the then Jammu and Kashmir State as Grant-in-Aid.

‘To get results COVID-19 vaccine needs to be handled with care’

Srinagar, Nov 17: Director-General of World Health Organization TedrosAdhanomGhebreyesus stating that the vaccine won’t end the COVID-19 pandemic is a hint that the virus is not going to go so soon.
An expert while talking to Precious Kashmir said, “The latest statement of the WHO chief cannot be brushed aside. It needs to be taken seriously. If the vaccine doesn’t work it would put the world in a tight spot. Many countries have once again gone into a lockdown mode as the COVID cases have increased.”
He said that Tedros has made it explicitly clear that even after the vaccine comes, people will have to take precautions and the testing needs to continue. “The companies that are manufacturing the vaccine are claiming that the doses being prepared by them are more than 90% effective but we cannot be sure about the efficacy of these vaccines till these doses are administered to the large scale population,” he added.
A medico said that the alert sounded by the WHO chief is a message to the entire world that the COVID-19 is going to stay for a longtime and it cannot be ignored. “The vaccine won’t end the pandemic but its emergence would mean that the cure to get rid of the pestilence has been found,” the medico added.
He said, “We need to be optimistic as during the past nine months we have witnessed enough of pessimism. The vaccine is a ray of hope and all of us are waiting for it eagerly. The WHO chief has warned that it alone won’t serve any purpose but he hasn’t ruled out its positive effects. Precautions are a must and these have to be taken without any complacency.”
The COVID vaccines require very low temperatures to remain effective. “The vaccine which is based on a novel technology that uses synthetic messenger RNA to activate the immune system against the virus needs to be kept at minus 70 degree Celsius or below to ensure vaccine remains potent and safe,” said, Dr Nisar-ul-Hassan, flu expert and president of Doctors Association of Kashmir.
Another expert said, “After the vaccine comes we have to ensure that it remains potent. To do so we need proper infrastructure and cold storage facilities. J&K administration needs to formulate a plan to ensure that vaccines remain effective. If these vaccines are not handled properly we may not get the desired results.”
He said that the statement of the WHO chief needs to be analyzed. “War to defeat COVID-19 will commence the day vaccinations start. Having the vaccine is winning a battle and not the war,” the expert added.

Gupkar gang global, people won’t tolerate any unholy gathbandhan: Amit Shah

New Delhi, Nov 17: Slamming the “Gupkar Group”, an alliance of opposition parties in Jammu and Kashmir, the Union Home Minister Amit Shah on Tuesday said that the “Gupkar gang” is global and the Indian people will not tolerate any ‘unholy global gathbandhan’ against our national interest.
In a series of tweets Shah accused the political parties of seeking foreign intervention in Jammu and Kashmir affairs, and insulting India’s Tricolour.
Hitting out at the Congress party, he said, “Do Sonia Ji and Rahul Ji support such moves of the Gupkar Gang? They should make their stand crystal clear to the people of India”.
Reiterating that the Jammu and Kashmir has been, is and will always remain an integral part of India, the Home Minister further said, “Either the Gupkar Gang swims along with the national mood or else the people will sink it”.

“Congress and the Gupkar Gang want to take J&K back to the era of terror and turmoil. They want to take away rights of Dalits, women and tribals that we have ensured by removing Article 370. This is why they’re being rejected by the people everywhere”, Shah wrote on twitter.

 

Mehbooba, Omar, Mir hit back

Srinagar, Nov 17: Two former chief ministers of J&K – Omar Abdullah and Mehbooba Mufti and Jammu and Kashmir Pradesh Congress Committee (JKPCC) chief Ghulam Ahmed Mir reacted sharply to the statement of Union Home Minister Amit Shah that “Gupkar gang” is global and the Indian people will not tolerate any ‘unholy global gathbandhan’ against our national interest.

PDP president Mehbooba Mufti tweeted: “BJP’s stale tactic of dividing India by projecting themselves as saviors& political opponents as internal & imagined enemies is far too predictable now. Love jihad, tukdetukde& now Gupkargang dominates the political discourse instead of like rising unemployment & inflation.”

In another tweet she wrote: “Fighting elections in an alliance is also anti-national now. BJP can stitch as many alliances in its hunger for power but somehow we are undermining national interest by putting up a united front.”

“Old habits die hard. Earlier BJPs narrative was that the tukdetukde gang threatened India’s sovereignty & they are now using ‘Gupkar Gang’ euphemism to project us as anti-nationals. Irony died a million deaths since its BJP itself that violates the constitution day in & day out”, Mehbooba tweeted.

Another former chief minister of J&K Omar Abdullah while reacting to Union Home Minister’s statement tweeted: “We are not a ‘gang’ Amit Shah ji, we are a legitimate political alliance having fought & continuing to fight elections, much to your disappointment”.

In another tweet he wrote, “Only in J&K can leaders be detained & called anti-national for participating in elections & supporting the democratic process. The truth is all those who oppose the ideology of the BJP are labelled ‘corrupt & anti-national”.

He added, “I can understand the frustration behind this attack by the Hon’ble Home Minister. He had been briefed that the People’s Alliance was preparing to boycott elections. This would have allowed the BJP &newly formed king’s party a free run in J&K. we didn’t oblige them”.

Meanwhile JKPCC president G A Mir asked Amit Shah to clear his stand on BJP’s alliance with NC &PDP in the past.

“Was Mr. Omar & Mrs. Mufti nationalist or anti-national when you were in coalition with them? You should clear this first Mr Shah”, GA Mir tweeted.

Pertinently seven regional political parties including NC, PDP, ANC, PC, CPI(M) and JKPM formed an alliance on August 4, 2019, a day before New Delhi scrapped Article 370 and 35(A) and split the erstwhile state into two Union Territories – Jammu & Kashmir and Ladakh. However soon after the revocation of special status of J&K, authorities placed more than 40 mainstream political leaders into ‘preventive custody’ including three former chief ministers – Dr Farooq Abdullah, Omar Abdullah and Mehbooba Mufti – and kept them in jails for many months.

However soon after the release of three former CMs, a meeting was held wherein all signatories avowed to carry forward its fight for restoration of Article 370 and named the alliance as Peoples Alliance for Gupkar Declaration. Few days ago Congress also took part in the PAGD meeting held at Dr Farooq’s residence and joined hands with the alliance.

The PAGD last week also took a crucial decision of taking part in upcoming DDC polls which are scheduled to be held in eight phases from November 28 to December 22.

 

Modi Govt will audit all wrongdoings of regional parties in J&K: BJP

Srinagar, Nov 17: BJP National General Secretary TarunChugh on Tuesday said that Prime Minister Narendra Modi-led NDA government will audit all the alleged misdoings of regional parties in Jammu and Kashmir.
Chugh, who is on a maiden visit to Kashmir after being appointed as BJP national general secretary and party’s J&K incharge, said regional parties in the Union Territory have to answer each and everything they did during the past seven decades.
Addressing the party workers, he said, “We will provide justice to Kashmiri mothers, brothers and sisters whose rights have been snatched by the so called leaders.”
He termed the Peoples’ Alliance for Gupkar Declaration (PAGD) parties as ‘Gapkar Gang’, who are exploitating and misleading the people of J&K.
Chugh said they are day dreaming and their dreams will never be realized. “Article 370 will never be restored and neither China nor Pakistan can dare challenge India now,” he said.

Chugh alleged that both Abdullahs and Muftis have lost the democratic space in the region and nobody is interested in dynastic rule again. “All things will be discussed now in front of public. Some of leaders have made properties in foreign countries and all will be investigated,” he alleged.
He said BJP ‘will not allow the Gupkar Gang to succeed in their nefarious designs’.
Chugh also reviewed preparedness of BJP for District Development Councils (DDC) and party setup. He also held a meeting with the party workers.
He said BJP has always been in favour to strengthen democracy in upcoming DDC elections as it would empower people at the grass root level. “There are others who are misleading the people on Article 370 restoration and other things but people under their hunger for power,” Chugh added.

Srinagar, Nov 17: Jammu and Kashmir reported six more COVID-19 deaths in last 24 hours, while 572 more people tested positive for the virus, officials said.
They said that fatality count in J&K has risen to 1604, while 103581 people have tested positive for the pestilence across the union territory till date.
Official sources said that three deaths each were reported in Kashmir and Jammu.
While seven deaths were reported in official bulletin today, a local GNS said that it had reported one among the fatalities regarding a man from Ganderbal district’s Kachan area two days back.
The victims from Kashmir include a 75-year-old woman from Noorbagh Baramulla, a 70-year-old from KokernagAnantnag and a 62-year-old woman from SumblarBandipora.
Regarding the deaths from Jammu division, they said, the one victim each belonged to Udhampur, Kathua and Samba.
With these deaths, the total fatality count in the Valley has reached 1063 and 541 in the Jammu region.
Srinagar district with 399 deaths tops the list followed by Jammu (283), Baramulla (158), Budgam (97), Pulwama (85), Kupwara (78), Anantnag (76), Doda (50), Rajouri (48), Kulgam (48), Bandipora(49), Shopian (36), Ganderbal (37), Udhampur (36), Kathua (34), Samba (26), Poonch (22), Ramban (18), Kishtwar(16), and Reasi (8).

572 new cases in J&K
Meanwhile, thirty-two travellers and five soldiers were among 572 fresh COVID-19 cases were reported in Jammu and Kashmir, taking the total tally to 103581.
Among the fresh cases, 191 were confirmed from Jammu and 381 from Kashmir, officials said.
They said Srinagar reported 147, Baramulla 35, Budgam 25, Pulwama 17, Kupwara 106, Anantnag 6, Bandipora 10, Ganderbal 30, Kulgam 4, Shopian 1, Jammu 95, Rajouri 6, Udhampur 28, Doda 15, Kathua 12, Poonch 3, Samba 10, Kishtwar 13, Ramban 1 and Reasi 8.

A number of these cases were confirmed at SKIMS Soura and CD hospitals diagnostic laboratories.
The BSF cases include male (55) from Ch BSF Humhama Srinagar.
The CRPF cases include male (53) from 115 Qc Alusteng Srinagar.
The Bandipora cases include female (55) from SumbalBandipora.

COVID-19: India clocks less than 30,000 cases

New Delhi, Nov 17: India after a long time registered less than thirty thousand fresh cases of nCoV in a single day, with 29,164 fresh infections clocked in the past 24 hours, the Union Health Ministry update said here on Tuesday.

Active caseload further witnessed a dip by 12,077 since Monday, as per the government data, and the nation currently houses 4,53,401 active cases of the novel coronavirus.

However, the highly contagious virus claimed 449 more lives in the past 24 hours, pushing the death toll due to the pandemic to date to 1,30,519.

 

Meanwhile, 40,791 more people defeated the virus since Monday after which the recoveries so far have now reached 82, 90,371, the data added.

 

In percentage, the active cases are now 5.11 per cent, cured/discharged at 93.42 per cent and the fatalities 1,47 per cent of the country total case count till date,

 

According to the Indian Council for Medical Research, a total of 12,65,42,907 COVID tests have been done till date since March.
