LG Sinha pays tribute to Netaji Bose

Jammu, Jan 22: On the eve of Netaji Subhas Chandra Bose Jayanti, Lieutenant Governor, Manoj Sinha called upon people of Jammu and Kashmir, especially youth to walk the path shown by the great Netaji.
Netaji Subhas Chandra Bose’s Birth Anniversary on 23rd January is being observed as “PARAKRAM DIVAS” in order to honor and remember his indomitable spirit and selfless service to the nation and to inspire people of the country to act with resilience in the face of adversity.
In a message, the Lt Governor recalled the Netaji’s monumental contribution to the prolonged struggle for securing freedom from the British colonial rule; his lifelong campaigns wherein he took the struggle for independence beyond the Indian borders and his unending pursuit for ensuring freedom, liberty, and dignity for all Indians.
The Lt Governor observed that the most befitting tribute to Netaji would be to re-invigorate and strengthen our resolve to build up an AatmaNirbhar Bharat, laying an unshakeable foundation to ensure that the country prospers and every section of the society leads a life of dignity.

Asks Admin Secys, HoDs to expedite works to achieve set targets for 2020-21

Jammu, Jan 22:  Principal Secretary to Lieutenant Governor, Nitishwar Kumar Friday chaired a meeting to review  implementation of the directions of Lieutenant Governor Manoj Sinha with regard to achievements in public services delivery through digital platform, besides best practices in Public Administration and execution of three works in each department targeted for 2020-21 fiscal.

The Principal Secretary reviewed department-wise and sector-wise implementation of the directions of Lieutenant Governor with regard to identifying the delivery of public services through digital platform, best practices in public administration, identification and execution of three works in each department in the Financial Year 2020-21, besides registration of beneficiaries under SEHAT and distribution of cards, digitization of land records and Wakf properties and Geo-tagging.

At the outset, the Principal Secretary enquired about the utility and other amenities along Srinagar-Jammu Highway and the pace of works on the projects to be finished this fiscal.

Regarding the implementation of Pradhan Mantri Awaas Yojna (PMAY), it was given out that certain districts are lagging behind in achieving the set targets.

To this, Principal Secretary Kumar directed Secretary Rural Development Department and concerned Deputy Commissioners to expedite the process of identifying, tracing beneficiaries and subsequent sanctioning process for them.

The Principal Secretary asked the IT Department to bring all departmental websites and their services on a common online platform so that people taking rounds to government offices could be reduced and all services be extended to them through digital platforms.

The Principal Secretary also reviewed the targets of Forest, Environment and Ecology Department, wherein he was briefed about various schemes and projects taken up by the department for the implementation during the current fiscal.

In the Higher Education sector, the Principal Secretary was informed that a common portal for admissions and other services would be made for colleges and universities, besides e-library and best practices on student welfare like University Management Information System and Skill Development courses have been introduced in the UT.

While reviewing the Ayushman Bharat and recently launched SEHAT Scheme, it was given out that under the erstwhile Ayushman Bharat Scheme, 5.9 lakh families were covered while under the recently launched SEHAT Scheme, 14.5 lakh more families are being covered.

Principal Secretary directed MD NHM J&K to issue Golden Cards to the beneficiaries who have been registered as soon as possible and expedite the process to cover the remaining families within stipulated time besides on spot coverage of unregistered beneficiaries if they report for treatment at hospitals.

He also asked the NHM to extend focused awareness about the SEHAT Scheme so that the scheme’s benefit trickles down to the whole population of J&K.

Axing of 340 trees near Zojila Tunnel

Will move to NGT if Govt fails to act: RTI Movement

Srinagar, Jan 22: Jammu & Kashmir RTI Movement has demanded that the culprits particularly the construction company and local Govt agencies which have paved way for felling down of 340 green trees near Zojila Tunnel in Sonmarg area be taken to task as the said act is an open violation of forest and environmental laws.
In a statement, Chairman RTI Movement Dr Raja Muzaffar Bhat said stern action should be taken against the company and Government officials who are involved in this criminal act.
He said RTI Movement will move to National Green Tribunal (NGT) of Govt fails to act against the culprits
He questioned if the Forest Advisory Committee (FAC) hasn’t given permission to axing 340 trees near Zojila tunnel site , how did the company go ahead with the mass slaughter of so many trees.
“We may be forced to file a complaint before NGT if government doesn’t act against the culprits,” added Muzaffar. (KNS)

 

India, China to hold next round of commander-level meeting soon: MEA

New Delhi, Jan 22: India and China have agreed to hold the next round of the senior commander levels meeting soon, said the Ministry of External Affairs (MEA) on Friday.
MEA spokesperson Anurag Srivastava said at the regular media briefing that the two sides are in close communication through diplomatic and military channels for holding the next round of senior commander levels meeting.
“Both sides have agreed to hold the next round of the senior commander levels meeting soon and we are in close communication over diplomatic and military channels in this regard,” he said.
India and China are in a standoff in Eastern Ladakh as a result of actions by the Chinese Army.
In the last Working Mechanism for Consultation and Coordination (WMCC) meeting held on December 18, both sides agreed to maintain close consultations at the diplomatic and military levels.

 

Generic Drugs

Once in a while, there are calls from some quarters regarding the prescription of generic drugs by the doctors in Jammu and Kashmir. Generic medicines are copycat versions of branded drugs and are equal to their recognized counterparts in terms of strength, quality, efficacy, and safety, thus says the Doctors Association Kashmir.
As they cost 80 to 90 percent less than the branded medicines, the doctors body says it would make drugs accessible to poor patients who are otherwise finding it hard to buy expensive branded medicines.
The progressive step to say the least was recommended by the erstwhile Planning Commission’s High-Level Expert Group on Universal Health Coverage very long ago. While the step will surely reform the way essential medicines are distributed to patients, those in favour of the status quo on price and distribution have succeeded so far.
It is important to note that competition often leads to substantial lowering of prices for both the original brand-name product and its generic equivalents.
According to an analysis by the Generic Pharmaceutical Association carried almost seven years ago, generics accounted for 88% of the 4.3 billion prescriptions filled in the US.
The code of ethics issued by the Medical Council of India in 2002 calls for doctors to prescribe drugs by their generic names only.
The relative merits of branded and generic drugs have been discussed, with varying opinions. The solution to the problem of branded versus generic drugs only lies in strengthening the existing quality control structure. The government needs to work on all fronts including strengthening the quality control makeup.
Efforts from the government agencies are lacking on awareness on the availability of affordable alternatives to expensive brands. It is a known fact that majority of the cancer patients die for want of treatment because they cannot afford expensive branded drugs. While generic drugs make treatment affordable to poor, researches have shown that generic drugs significantly reduce deaths among cancer patients.
The government must work to make it a reality and ensure that problems of the past do not come in achieving the endeavor for the larger public good. In past, one of the persistent problems with low-cost access systems has been the non-availability of specific drugs and as such work should be started to have a transparent supply chain managed by government-run procurement agencies.

Trust In Vaccine Is Core

 

Vaccination efforts against COVID-19 are underway. As pointed by the experts, it is the only way to stop Covid-19 pandemic. The success of the vaccine is thus imperative and as such demands trust to be developed. At the same time, curbing falsehood and rumours, essentially threatening the triumph over the pandemic, need to given focus.

The core element of trust in a scientific process can be achieved with confidence-building measures and full disclosure of all relevant data.

It is good that Bharat Biotech has formally informed, through its website, that its vaccine— Covaxin— was inadvisable in those having history of allergies, fever and bleeding disorders. Those on medication or blood thinners besides having compromised immunity have also been told not to take the vaccine. This is along with a recommendation that the vaccine is not to be given to the pregnant or the lactating.

Covishield too has given a similar set of restrictions to prospective recipients of the vaccine.

Humans are curious and innovative species and want to understand the world around them and stay up to date on the challenges they face and how to overcome them. The pandemic in the contemporary world, having anxious and fearful populace, took the deluge of misinformation to incredible levels.

There is a need for mass campaigns amid transparency. Misinformation could prove disastrous and there is no dearth of examples of it especially during Covid-19 pandemic. Hundreds of people died in Iran after consuming toxic methanol, mistakenly believing that it could cure them of the covid-19. The scale of misinformation during the pandemic has been such that it prompted the World Health Organization to coin the term “infodemic”.

While the need has been felt for enough people to get vaccinated against Covid in order to stop the pandemic, the vaccine hesitancy poses a serious problem, and factors attributing to it need to be addressed.

Building trust in people about the safety, effectiveness and importance of the vaccine is needed. The government needs to promote the fact that no major adverse effect has been reported so far in Jammu and Kashmir. With information set out by the two major approved manufacturers, expectedly there would not be adverse reactions in people not falling under restricted lot.

The authorities have started to crack down on those who spread rumors and misinformation about the vaccine. It needs to be augmented as misinformation has the potential to create public skepticism and ultimately undermine the fight against the pandemic.

 

LG Sinha to head Export Promotion Board

‘Board to select, manage areas to be declared as Export Promotion Hubs’

Srinagar, Jan 21: The government has constituted Export Promotion Board (EPB) led by Lieutenant Governor to select and manage the areas to be declared as Export Promotion Hubs in the Union Territory of Jammu and Kashmir.
The board headed by LG comprises of his three Advisors, Chief Secretary, Administrative Secretary, Finance Department, Administrative Secretary, Agriculture Production and Farmers Welfare Department, Administrative Secretary, Horticulture department, Administrative Secretary, Department of Mining, Administrative Secretary, Floriculture Department, Vice Chancellor SKUAST Jammu/Kashmir, Director General, Foreign Trade (DGFT), Government of India, Divisional Commissioner, Jammu/Kashmir, Chairman, Jammu & Kashmir Bank Ltd, Development Commissioner (Handicrafts), Ministry of textiles, Government of India, Development Commissioner (Handlooms), Ministry of textiles, Government of India, Director General, Export Promotion Council for Handicrafts (EPCH), Managing Director, India Trade Promotion Organization (ITPO), Executive Director, Carpet Export Promotion Council (CEPC), Representative of Secretary, Ministry of Micro, Small & Medium Enterprises (MSME), Government of India, Managing Director, J&K Trade Promotion Organization (JKTPO), Excise Commissioner J&K, Commissioner, State Taxes Department J&K, Managing Director, J&K Handloom Handicrafts Development Corporation, Director, Airport Authority of India (AAI), Srinagar Airport, Director, Industries & Commerce, Jammu/Kashmir, Director, Geology & Mining.
According to the order, a copy of which lies with Precious Kashmir, Administrative Secretary, Industries & Commerce Department. Ex-officio Export Commissioner, J&K has been appointed as Member Secretary of the Board.
The other members of the group include Director, Handicrafts & Handloom, Jammu/Kashmir, Director, Agriculture, Jammu/Kashmir, Director, Horticulture, Jammu/Kashmir, Director, Floriculture, Jammu/Kashmir, Managing Director, J&K SIDCO, Managing Director, Jammu & Kashmir Industries Limited and Secretary Chief Executive Officer, Khadi & Village Industries Board (KVIB).
Besides, the government has included nine co-opted members of the group as well, which include President, Kashmir Chamber of Commerce & Industries (KCC&I), President, Jammu Chamber of Commerce & Industries (JCCI), President, Federation Chamber of Industries, Kashmir (FCIK), Chairman, Walnut Exporters Association, President, Shawls Exporters Association, Representative of Confederation of Indian Industry (CII) J&K Chapter, President, PHD Chamber of Commerce & Industry, J&K Chapter, President, Federation of Indian Chamber of Commerce & Industry (FICCI), J&K Chapter and any other representative from trade and industry or handicrafts and handloom sector or any eminent exporter as may be co-opted by the chairman.
The board will select and manage the areas to be declared as Export Promotion Hubs in the Union Territory of J&K.
It will also finalize the Export Policy/Strategy formulated by the Apex level Export Promotion Committee constituted vide Government Order No. 677-lK(GAD) of 2020, dated 25.06.2020, the order reads.
The order further stated that the board will decide any matter related to the amendment of any Government regulation to facilitate Ease of Doing Business (EODB), adding that it will undertake measures for taking all principal stakeholders on board connected with the identified export sectors.
Any other matter(s) connected with the promotion of exports which may be referred to it by the Government of Union territory of Jammu & Kashmir, the order said.
It is further ordered that the Board shall meet at least once in every six (06) months and shall be serviced by the Industries & Commerce Department, it added.

 

LG chairs maiden Unified Command meeting, reviews security

Jammu, Jan 21: In his maiden Unified Command meeting, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday reviewed overall security scenario across the Union Territory.
Official sources here said that LG Sinha chaired at security review meeting here at Convention Centre in which border security, law and order situation, hinterland security and other concerns were discussed.
Top brass of security from Home Department, J&K Police, Army Intelligence Agencies, CRPF, BSF and others attended the meeting.

“The officers briefed the LG about overall security situation while threadbare discussions were held on various security related matters,” sources added.

Committee meets stakeholders on promotion of transport, tourism, culture

Srinagar, Jan 21: In a first of its kind visit after the Covid-19 outbreak, a delegation on Parliamentary Standing Committee on Transport, Tourism and Culture held a meeting with stakeholders to review and examine the status of Highways/State Highways, potential and promotion of Tourism sector and preservation of archaeological and heritage sites in Jammu and Kashmir here today.

The Committee led by its Chairman, Member of Parliament, Rajya Sabha T.G Venkatesh held threadbare discussion on the development of Road, Railway and Air Connectivity during the meeting.

Speaking on the occasion, Chairman said that the all-round development of UT is a major goal of Government of India. He said the Committee is on a visit to understand the problems of residents of J&K to resolve them.

He said that the committee is here to listen to the stakeholders about constraints specifically being faced by them in these sectors like road transport and what measures are needed to be taken to ensure that the highways in J&K match international best standards and road safety measures being taken in J&K.

The Chairman also said that the Committee shall also take stock of the promotion of Tourism sector vis-à-vis tapping domestic tourism, promotion of rural and adventure tourism, hotel infrastructure and development of highways for better road transport connectivity.

During the meeting various representatives from tour, travel and hospitality sector representing KCCI, Hotelier Club, TAAK, TASK, PILTOF, HBOA, CTT, AKTO, NTTA, HSG and DTOAK raised various issues related to better connectivity and promotion of Tourism sector.

Demanding better road connectivity, the stakeholders apprised the committee about the problems faced by people due to frequent suspension of both road and air connectivity particularly closure of Srinagar- Jammu Highway during the winter months.

A number of issues and demands were raised by the stakeholders to the Committee like frequent closure of Srinagar- Jammu highway, revival and renovation of houseboats, uninterrupted power supply to hotels, financial packages for artisans, rising unemployment graph due to adversely affected tourism sector, need for cap on airfare, train connectivity, promotion of tourist destinations, round the clock functioning of Srinagar International Airport, better facilities at airport, lifting of travel advisories, cultural and adventure sports, medical tourism promotion, preservation of cultural and heritage, enhancement in central government funds, revival and restoration of lakes and other water bodies and better road connectivity across all tourist destinations.

The committee members assured that all the genuine issues shall be taken at appropriate level for resolution.

The committee also held a meeting with officials of Ministry of Culture and Tourism, Government of India, ASI and UT Government on promotion and preservation of Archaeological sites and artefacts in J&K and concerned officers briefed the delegation on measures taken for promotion of archaeological sites, monuments, and artefacts through a power point presentation.

The Parliamentary Standing Committee, presently on three day visit to Kashmir is led by Chairman of the Committee T.G Venkatesh and other MPs of the delegation on visit to Srinagar include Prassana Acharya, Vinay Dinn Tendulkar, Margani Bharat, Rahul Kaswan, Ramesh Chandra Majhi, Chhedi Paswan, Kamlesh Paswan, Sunil Kumar Pintu, Tirath Singh Rawat, Rajiv Pratap Rudy, Ramdas Chandrabhanji Tadas and Krupal Balaji.

Dr Jitendra Singh, Union MoS Prime Minister’s Office and Dr Farooq Abdullah MP Srinagar also attended the meeting. Besides, senior officers from Ministry of Tourism Govt of India, Divisional Commissioner Kashmir P. K Pole, Secretary Tourism J&K Sarmad Hafeez,, Deputy Commissioner Srinagar Shahid Iqbal, Director Tourism, Director Archives & Archaeology, CGM NHAI, GM NHAI, ADG MoRTH and other senior officers were also present on the occasion. The meeting was also joined by senior officers of the UT Administration through video conferencing arranged by NIC Srinagar.

Highway uncertainty must end, make air-travel affordable: KCCI Chief tells panel

Srinagar, Jan 21: Various stakeholders of Kashmir’s tourism sector Thursday urged the visiting Parliamentary delegation to put a word across at New Delhi to ensure highway uncertainty ends in the Valley once for all and that the air-travel is made more convenient with genuine fares so that tourism picks up in the region.
The stakeholders also demanded better roads and road connectivity if Government of India wants to give Kashmir tourism a boost stating that frequent closure of Srinagar-Jammu highway is the main reason for “mess” in Valley at a time when tourism needs a push.
Talking to KNO after meeting the delegation, Kashmir Chamber of Commerce, Industries (KKCI) President Sheikh Ashiq Hussain said: “We put across our view point before the committee and we are hopeful that they will take our pleas forward. We demanded end to the Srinagar-Jammu highway closure once for all. The highway closure triggers mess across the Valley. As soon as the highway gets closed, the Air fares goes high. We urged the MPs to ensure that air travel is made convenient so that it will become easier for everyone to travel. See despite repeated promises by the previous regimes and officials on improving the highway condition, we see closure of this only road link again and again. We demand there should be an accountability and punishment to the agencies and officials who fail to meet the deadlines.”
Among the visiting parliamentary delegation, MoS in PMO Dr Jitendera Singh and NC chief and sitting MP Dr Farooq were also present.
Speaking to KNO after meeting the delegation, president Kashmir Houseboat Owners Association Hameed Wangnoo said: “We explained the series of issues confronting the houseboat owners. We also presented a memorandum. Every year such delegations come, but so far noting except assurance is what we get. Lets hope this time, our demands are met. We demanded a direct rail link between Srinagar and Jammu and raised the air-fare. We told them that Srinagar-Delhi airfare is so high that a tourist would think twice about visiting Kashmir. When highway gets closed, air-fares go sky-rocket, which is injustice.”
All J&K Shikara Union President Ghulam Ahmed Kolu said that they explain the ill plight of Shikara owners to the MPs stating that all the promises made to them turned out to be hollow. “We have now demanded soft loans to revive our business so that tourists enjoy Shikara rides in Dal and Nigeen lakes,” he said.

Chairman United Tourism Forum Manzoor Ahmed Pakhtoon, who also met visiting delegation said that they briefed the MPs about the issues confronting tourism, culture and transport. “We told the MPs that tourism has suffered since past 30 years. We have been frequently telling the GoI about the series of problems the tourism sector is facing. We told the delegation that people associated with tourism are on the verge of starvation and grant-in aid or a financial package was what we demanded strongly for tourism revival in Kashmir,” he said. “We also raised the houseboat extinction issue as from 2500 houseboats, the present number is just 950.”
