Clarity Needed

DDC elections complete the 3-tier Panchayat Raj System in Jammu and Kashmir for the first time. While the local polls are usually benign affairs, the DDC elections were different. It was the first political exercise in the erstwhile state since 5 August 2019 when the government of India effectively revoked the special status and downgraded the Jammu and Kashmir into two union territories.

There was thus reason to view the outcome as an expression of the people’s opinions on the Centre’s interventions, especially on poll planks used by the parties. The elections saw coming together on one platform of the People’s Alliance for Gupkar Declaration which included seven parties including arch-rivals National Conference and the Peoples Democratic Party (PDP). Since then, one among the parties, Peoples Conference headed by Sajad Gani Lone, parted ways even though it claimed to continue its allegiance to the PAGD’s objective.

The amalgam, formed to fight for Article 370 restoration, consolidated votes in most of the 10 districts in the Kashmir Valley and three districts of the Pir Panjal and the Chenab in the Jammu division. The grouping won at least 110 seats out of a total of 280 seats while the BJP emerged victorious on 75 seats. Given the verdict, the PAGD and Congress were likely to have chairmen in around 13 districts out of a total of 20 districts while the BJP chances were bright on remaining districts.  The DDCs are a kind of mini-assemblies and thus their role is profoundly significant. However, for the past few days, there have been complaints from the parties, especially the National Conference and the PDP, that there has been a betrayal of people’s mandate in light of what transpired in Shopian and Budgam. In the south Kashmir district, one of the candidates of the National Conference voted for Jammu and Kashmir Apni Party, launched six months after the J&K split.  The JKAP won five seats in the Valley but heads two districts—Srinagar besides Shopian. The grievance in Shopian context is non-application of anti-defection law while “mode and manner” is under question in Budgam.  The National Conference has petitioned CEC J&K, claiming that the defection has been ruled by the top court to be in violation of the mandate and should apply to the process of election of DDC Chairpersons. The CEC J&K need to respond and clarify especially when elections to DDC seats were conducted in a free and fair manner as accepted by all the contesting parties.

Avian Influenza hits poultry industry, mutton disappears

Srinagar: Authorities sounding Avian Influenza alert in Kashmir has led to the decline in sales of poultry products in the Valley and prices of chickens have plummeted in the recent past.

“Not many people are buying chickens and it seems that mutton too has disappeared from the market,” Farooq Ahmed of Baghat Barzulla told Precious Kashmir.

He said, “Since the day flu alert has been sounded people are remaining away from the poultry products.”

It’s in place to mention here that authorities on February 2 had revealed that the first cases of avian influenza were reported from Srinagar district. It had become the fifth district in Kashmir division where cases of bird flu were reported among crows.

An expert said, “No one can deny the fact that the bird flu has arrived. The officials will have to monitor the situation closely to ensure that humans remain safe. We have been fighting COVID-19 for the past one year and we haven’t come out of it yet. People have to remain extra careful.”

A denizen Ishfaq Ahmed said, “The news about Avian Influenza breaking out has led to mutton dealers also taking a break. At present it’s very difficult to find any mutton shop. One can understand that chickens may not be safe but what has happened to mutton where it has disappeared.”

It may be recalled that last year the government had fixed the rate of mutton at Rs 480 per/kg but the mutton dealers refused to sell it at that rate and went on a strike. They were insisting that they should be allowed to sell mutton for Rs 600 per/kg. It appears that the issue of mutton rate hasn’t been resolved yet.

Ahmed said, “Its after many years that people in Kashmir have to remain content with vegetables, pulses and milk products. Chicken sale won’t pick up till the threat of Avian Influenza prevails and mutton issue won’t get resolved till the dealers and the government reach a consensus and find a way out.”

An official said that the Union Ministry of Animal Husbandry has issued an advisory to be implemented by the J&K administration to contain the spread of the Avian Influenza.

He said that the J&K administration has been directed to intensify the surveillance over poultry products to prevent spread of disease.

The official said that the bio security has been strengthened and areas where the mortality of birds has been reported are being sanitized. “Proper mechanism has been put in place to dispose of the dead birds,” he added.

India, China begin disengagement from Pangong lake

New Delhi:  The frontline troops of China and India at the south and north banks of the Pangong Lake in eastern Ladakh started “synchronised and organised” disengagement from Wednesday, the Chinese defence ministry said, in what is seen as a forward movement in the overall disengagement process to defuse the over nine-month border standoff.

There was no official comment by either the Indian defence ministry or the Indian Army on the Chinese statement but people familiar with the development said both sides are in the process of pulling back their armoured units like tanks and armoured personnel carriers.

The people mentioned above said specific steps like the withdrawal of armoured elements from the friction points were discussed threadbare at the ninth round of high-level military talks on January 24 that lasted for around 16 hours.

The office of Defence Minister Rajnath Singh, meanwhile, tweeted that he will make a statement in the Rajya Sabha on Thursday on the situation in eastern Ladakh.

“Raksha Mantri Shri @rajnathsingh will make a statement in Rajya Sabha tomorrow regarding ‘Present Situation in Eastern Ladakh’,” it said.

Authoritative sources in the Indian defence and military establishment did not refute the Chinese defence ministry’s statement on the developments in the northern and southern banks of Pangong lake, an area that witnessed major face-offs since the row erupted on May 5.

People familiar with the situation in eastern Ladakh said both sides are in the process of pulling back their armoured units in line with steps agreed upon for overall disengagement in the last round of military talks, adding a clear picture will emerge soon.

“The Chinese and Indian frontline troops at the southern and northern bank of the Pangong Tso Lake start synchronised and organised disengagement from February 10,” spokesperson for the Chinese Ministry of National Defence Senior Colonel Wu Qian said in a brief statement in Beijing. The statement did not provide details.

“This move is in accordance with the consensus reached by both sides at the 9th round of China-India Corps Commander Level Meeting,” it said.

Separately, a Chinese foreign ministry spokesman said the frontline troops of the Chinese and Indian militaries began to conduct simultaneous and planned disengagement in the Pangong Lake area on Wednesday as per consensus reached at a meeting of the foreign ministers of the two countries in Moscow in September and the ninth round of Corps commander-level talks.

“We hope the Indian side will work with China to meet each other halfway, strictly implement the consensus reached between the two sides and ensure the smooth implementation of the disengagement process,” Wang Wenbin said in a statement.

“This move is in accordance with the consensus reached by both sides at the 9th round of China-India Corps Commander Level Meeting,” the official added.

A source in the Indian military and defence establishment said there has been some “forward movements” but at the same time added that India will only go by what is happening on the ground.

Both sides rushed a large number of battle tanks, armoured vehicles and heavy equipment to the treacherous and high-altitude areas of the region after tension escalated following a deadly clash in the Galwan Valley in June last.

Twenty Indian soldiers were killed in the fierce hand-to-hand combat on June 15 in Galwan Valley, an incident that marked the most serious military conflicts between the two sides in decades.

At their ninth round of military talks, the Indian and Chinese armies agreed to push for an “early disengagement” of troops and resolved to continue “effective efforts” to stabilise and control the situation in eastern Ladakh.

“The two sides agreed to continue their effective efforts in ensuring the restraint of the frontline troops, stabilise and control the situation along the Line of Actual Control in the Western Sector of the China-India border, and jointly maintain peace and tranquillity,” said a joint statement after the talks.

India has all along been maintaining that the disengagement process has to start simultaneously at all friction points and no selective approach was acceptable to it.

India was specifically insisting on withdrawal of the troops of the Chinese People’s Liberation Army(PLA) from Finger 4 to Finger 8 on the north bank of Pangong Lake. The mountain spurs in the area are referred to as Fingers.

On its part, the Chinese side was insisting on withdrawal of Indian troops from several strategic peaks on the southern bank of the lake.

Around five months back, Indian troops occupied a number of strategic heights in the Mukhpari, Rechin La and Magar hill areas around the southern bank of the Pangong lake after the Chinese military attempted to intimidate them in the area.

Close to 100,000 Indian and Chinese troops are deployed in eastern Ladakh amid continuing diplomatic and military talks to find an amicable solution to the standoff.

Last month, Army chief Gen MM Naravane said that Indian troops will hold their ground as long as it takes to achieve the “national goals and objectives”.

In December last, India and China held another round of diplomatic talks on the border row under the framework of Working Mechanism for Consultation and Coordination (WMCC) on India-China border affairs.

Following the sixth round of military talks, the two sides had announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters.

 

Adhere to timelines for issuance of domicile certificates: Govt asks officials

Warns of action if uploading of offline applications on portal not completed by May 31

Srinagar, Feb 10: The government on Wednesday admitted that only a small percentage of people have been issued domicile certificates through online mode and only 1/3rd of certificates issued are reflected in the web portal till January 2021. It warned officials of action if all the offline applications are not uploaded on the online portal by 31-05-2021.

According to an government Circular under number 06-JK(GAD) of 2021, dated 09-02-2021, Commissioner/Secretary to the Government, Manoj Kumar Dwivedi said people are suffering as there are considerable instances where the prescribed timelines of 5/15 days for issuing the certificates are not being adhered to by the issuing authorities.

“The Jammu and Kashmir Grant of Domicile Certificate (Procedure) Rules, 2020 notified vide S.O. 166 of 2020 dated 18.05.2020, inter-alia provide the procedure for grant of Domicile Certificates through manual as well as online mode on the portal www.ik.qov.in/ikservices. Vide Circular No. 18-JK(GAD) of 2020 dated 05.08.2020, instructions have been issued to the notified authorities to enter details of the Certificates issued manually/offline on the said portal simultaneously,” the circular reads.

It added that upon reviewing the progress in the matter, it has been observed that updation of Domicile Certificates issued offline, has not been done on the portal by the issuing authorities. “It has been noticed that till January, 2021, only 1/3rd of the Certificates issued are reflected in the Web Portal, besides only a small percentage have been issued through online mode. Further, there have been considerable instances where the prescribed timelines of 5/15 days for issuing the certificates are not being adhered to by the issuing authorities on account of which the public at large is suffering,” it added.

“Accordingly, the circular instructions dated 05.08.2020 for uploading of all offline applications on the online portal are hereby reiterated and the notified authorities are impressed upon to complete the process by 31.05.2021, failing which action shall be initiated against the defaulting officers,” Dwivedi said.

He said that additionally, all the issuing authorities are advised to adhere to the timelines for issuance of Domicile Certificate as prescribed under rules.

“The progress in this regard shall be monitored on a weekly basis by the concerned Divisional Commissioners,” the circular added.

Complete legal formalities: Govt directs unions, associations, societies

Warns of action if updation of information not completed till March 31

Srinagar: The government on Wednesday asked the registered Union, associations and societies with them to complete all the necessary legal formalities and update all information connected thereto by or before March 31, 2020.

Commissioner/Secretary to the Government, Manoj Kumar Dwivedi in a circular under number 07-JK(GAD) of 2021, dated 10-02-2021, said that action will be initiated against those who will fail to update information about their respective Unions, association and societies  defaulters shall be initiated.

“While examining record in respect of Associations/ Unions/Societies registered with various Departments, it has been observed that a large number of these bodies are not complying to the regulatory regime governing their operations. Most of these bodies have not renewed their registrations/have not conducted elections to various office bearer posts or have not furnished the updated information pertaining to maintenance of accounts/source of funding alongwith audit details etc. This has been viewed seriously by the Authorities,” the circular reads.

“Accordingly, it is impressed upon all the office bearers of such bodies to immediately complete all the necessary legal formalities in respect of their Associations/Unions/Societies with the concerned Registrars and update all information connected thereto by or before 31e of March, 2021, failing which appropriate action against defaulters shall be initiated,” it added.

According to the circular, there are 582 unions, associations and societies registered with the government. Of 582, 446 are in Kashmir division while 136 are in Jammu division of Union Territory of J&K. (KNO)

Lt Governor hands over Rs 250 Cr cheque to JK Bank as 2nd installment of 5 % interest subvention

3.41 lakh small, big business units availed benefits of interest subvention: Sinha

Jammu:  Lieutenant Governor, Manoj Sinha Wednesday handed over a cheque of Rs 250 crore to Jammu and Kashmir Bank as second installment of 5% Interest Subvention under Economic Package, as a relief for the business sector in J&K.

While interacting with the media persons on the occasion, the Lt Governor observed that around 3.41 lakh small and big businessmen and business establishments have availed of the benefits of the Interest Subvention.

We will continue to release the Interest Subvention part as and when we receive the request, the Lt Governor added.

Highlighting the initiatives taken by the government for bringing reforms in the economic sector in J&K, the Lt Governor said that an amount to the tune of Rs 264 crore has been disbursed as financial assistance to 16,800 youth identified to become entrepreneurs under the Back to Village and My Town My Pride programmes, and termed the initiative as Bank’s home delivery of services to the aspiring entrepreneurs.

Replying to the queries of the media persons, the Lt Governor observed that investors from across the globe are eyeing J&K as their preferred investment destination.

With a ready land bank and plethora of opportunities waiting for them, the investors will find J&K as a promising and lucrative destination for their investments. The Rs 28,400 cr New Industrial Development Scheme, will certainly boost the morale of entrepreneurs and investors, he said.

In the Healthcare sector, the Lt Governor said that all efforts would be made to bring the big players in the sector to the UT.

No civilian knew of Art 370 revocation: Union Minister

New Delhi: The central government on Wednesday denied that civilians, including a journalist, were privy to information related to the abrogation of Article 370, which gave special status to Jammu and Kashmir.

The Central government got the approval of Parliament on August 5, 2019 for the abrogation of Article 370 and bifurcation of the erstwhile state of Jammu and Kashmir into two union territories.

“No sir,” Union Minister of State for Home G Kishan Reddy told the Rajya Sabha when asked whether civilians, including a journalist, were privy to knowledge about the abrogation of Article 370 prior to the information being shared with Parliament on August 5, 2019.

PAGD wins Ganderbal, Pulwama; BJP gets control of Reasi, Samba

Election for DDC chairman, vice chairman

Srinagar: Peoples Alliance for Gupkar Declaration (PAGD) on Wednesday won chairperson and vice chairperson posts of District Development Council (DDC) in Ganderbal and Pulwama districts.

Deputy Commissioner Ganderbal, Shafkat Iqbal said NC candidate Nuzhat Ishfaq was elected chairperson after getting nine votes while Bilal Ahmad Sheikh of PDP vice chairperson after polling eight votes in DDC Ganderbal election held today.

The PAGD also wrested control of the Pulwama DDC.

PDP candidate Syed Bari Andrabi was elected chairperson while Mukhtar Ahmad Bhand of NC vice chairperson of Pulwama DDC.

PDP youth president Waheed ur Rehman Parra, who was also elected to DDC, could not take oath since he was arrested by National Investigation Agency (NIA) in militancy funding case. However, he was granted bail by NIA court only to be arrested by CIK immediately.

Of 14 DDC seats in Pulwama, seven were won by PDP, four by NC and four by others including two Independents.

PDP president Mehbooba Mufti tweeted, “ Congratulations to DDC members of Pulwama & Ganderbal for showing exemplary character & courage. They stood by PAGD despite unimaginable pressures & threats”.

Meanwhile, BJP wrested control of Reasi and Samba districts in Jammu province.

Saraf Singh Nag of BJP was elected chairperson and Sajra Qadir (Independent) as Vice-Chairperson of DDC Reasi.

In Samba, all 14 members of newly elected DDC members unanimously elected BJP’s Keshav Dutt as Chairperson and Balwan Singh (BJP) as Vice-Chairman.

ACB attaches properties of Deputy Secy, ARI & Training

Jammu: The Anti Corruption Bureau on Wednesday attached the properties worth crores of rupees belonging to Deputy Secretary in the ARI and Training Dept Govt. of UT of J&K here at Police Station ACB.

A spokesman of ACB said the Anti Corruption Bureau attached the properties worth lakhs of rupees belonging to Noor Alam S/O Mohammad Din R/O Village Gargal, Ward No. 8, Tehsil Akhnoor, District Jammu A/P near Makkah Masjid, Bathindi, Jammu presently posted as Deputy Secretary in the ARI & Training Dept Government of J&K at Police Station ACB Jammu.

“A verification was conducted pertaining to the allegations that Noor Alam has during service period amassed/acquired huge properties both movable/immovable worth crores of rupees in his own name and in the name of his family members which were disproportionate to his known & lawful  sources of income. During the course of said verification it surfaced that suspect public servant Alam had accumulated various assets which included both movable and immovable assets worth crores of rupees in his name and in the name of his family members and relatives,” he said.

The spokesman said it also surfaced during the inquiry that the suspect has made huge investments in purchase of a flat  and land  in Jammu .

Accordingly on the basis of findings of the verification a case FIR No. 21/2019 u.s 5(1)(e) r/w 5(2) of the PC Act Svt. 2006 was registered at P/s Anti Corruption Bureau Jammu against Noor Alam, KAS and the investigation was started,” he said.

“During the course of investigations, it was found that the accused public servant Noor Alam was initially appointed as VLW in 1992. He  later on rose to the position of Deputy Secretary, ARI & Training Department, Govt. of J&K. During this period the accused has accumulated huge assets movable/ immovable by investing proceeds of his ill-gotten money in such properties. The accumulation was raised by accused Noor Alam either in his own name or in the name of his family members by abuse of his official position. Pursuant to the registration of the case searches were conducted at his residence during which incriminating documents relating to huge purchase of property/ flats/ investment in policies and bank balance were found. Accordingly proceedings under section 8-B of JK PC Act were initiated against the accused person during which properties worth lakhs were attached. It is pertinent to mention here that there is another case FIR no. 08/2018 registered against Noor Alam and others for abuse of official position and misappropriation of public funds which is also under investigation with ACB,” added the spokesman .

Further investigation in both the cases is in progress.

JK records 45 new cases, one death

Jammu: Jammu and Kashmir on Wednesday reported 45 new positive cases of novel Coronavirus and one death.

According to officials, among the new cases, six were from Jammu Division and 39 from Kashmir.

Giving the district-wise details, Srinagar reported 23 cases, Baramulla 2, Budgam 4, Pulwama 1, Kupwara 1, Anantnag 2, Bandipora 1, Ganderbal 3, Kulgam 1, Shopian 1, Jammu 5, Udhampur 0, Rajouri 0, Doda 1, Kathua 0, Samba 0, Kishtwar 0, Poonch 0, Ramban 0 and Reasi 0.

Moreover, they said, 32 more COVID-19 patients have recovered and were discharged from various hospitals—five from Jammu Division and 27 from Kashmir Valley.

According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 125052 positive cases, 605 are Active Positive, 122502 have recovered and 1945 have died; 722 in Jammu division and 1223 in Kashmir division.

The Bulletin further said that out of 4752735 test results available, 4627683 samples have been tested as negative till February 10, 2021.

Till date, 1191190 persons have been enlisted for observation which included 34278 persons in home quarantine including facilities operated by government, 605 in isolation and 105202 in home surveillance.

Besides, 1049160 persons have completed their surveillance period.
