COVID-19: J&K reports 97 new cases, 2 deaths

Jammu: Jammu and Kashmir Government on Tuesday informed that 97 new positive cases of novel Coronavirus (19 from Jammu division and 78 from Kashmir division), have been reported thus taking the total number of positive cases in Jammu and Kashmir to 127831.

Also two deaths have been reported, one from Jammu Division and one from Kashmir Division.

Moreover, 59 more COVID-19 patients have recovered and discharged from various hospitals including 02 from Jammu Division and 57 from Kashmir Division.

According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 127831 positive cases, 973 are Active Positive, 124882 have recovered and 1976 have died; 731 in Jammu division and 1245 in Kashmir division.

The Bulletin further said that out of 5606242test results available, 5478411 samples have been tested as negative till March 16.

Till date 1399729 persons have been enlisted for observation which included 29839 persons in home quarantine including facilities operated by government, 973 in isolation and 120604 in home surveillance.

Besides, 1246337 persons have completed their surveillance period.

Govt frames committee for finalizing guidelines

Allotment of commercial properties of Municipal Bodies, Development Authorities, Housing Board
Jammu: The Jammu and Kashmir Government today constituted a Committee for finalizing guidelines for allotment of commercial properties of Municipal Corporations/ Councils/ Committees/ Development Authorities and Housing Board.

In an order issued here, the Housing and Urban Development Department (HUDD) today sanctioned the constitution of Committee to frame guidelines for allotment of commercial assets of various Municipal Corporations/ Councils/ Committees, Development Authorities and Housing Board under the administrative control of Housing and Urban Development Department.

The committee will include Commissioner JMC as Convener while as Commissioner SMC, Vice-Chairman, JDA / SDA, Director Urban Local Bodies Jammu/Kashmir, Vice-Chairman LAWDA and Managing Director Housing Board will be its members.

The committee shall study best practices for allotment of commercial municipal properties in progressive States/UTs of the country and frame guidelines for allotment of commercial municipal assets in the UT of J&K, the order stated.

The Committee shall give its recommendations within three weeks from the date of issue of notification, the order reads.

 

Not all banks will be privatised: Finance Minister

New Delhi: Union Finance Minister Nirmala Sitharaman has assured that not all banks will be privatised and wherever it happens, the interest of the employees will be protected.  Addressing the media amid a two-day nationwide bank strike called by nine unions against the proposed privatisation, she said, “The decision of Privatization is a well thought out decision. We want Banks to get more equity… We want banks to meet the aspirations of the country”.

“Those banks which are likely to get privatised, the interest of every staff member will be protected. Interest of existing employees will be protected at all cost,” Sitharaman said.

“Public sector enterprise policy very clearly says that we will continue with PSBs. Interests of the workers will absolutely be protected,” she added.

Banks across the country were shut on Saturday and Sunday. Today, key banking operations across the country have been hit by the strike, in which as many as 10 lakh bank employees are expected to participate.

The strike was triggered by the government’s plan to privatise two public sector banks as part of its ambitious disinvestment drive to generate ₹ 1.75 lakh crore. The minister had also announced a deadline for the overall disinvestment project — completion of the Financial Year of 2022.

In her speech today, SItharaman also took on Congress’s Rahul Gandhi, who has criticised the government’s move in a tweet.

“GOI (the Government of India) is privatising profit & nationalising loss. Selling PSBs to Modicronies gravely compromises India’s financial security. I stand in solidarity with the striking bank employees,” Gandhi’s tweet read.

“Rahul Gandhi has probably outsourced his comments to outsiders. These two liners do not help. I would want him in engage in serious discussion… Rahul Gandhi should think, do homework first and then level allegations against us,” the Minister said.

The Congress, she added, “nationalised corruption… In UPA they were privatising public money”.

HC Puts JKCA elections in abeyance

 Directs CoA ‘only look into routine day to day affairs’ of the association

Srinagar, Mar 16: Jammu and Kashmir high court on Tuesday ordered that the conduct of the proposed elections of the office bearers of the Jammu and Kashmir Cricket Association (JKCA) shall remain in abeyance.

Reserving its orders on a number of appeals filed by various parities including City Cricket Club, Srinagar and Others, a bench of Justices Ali Mohammad Magrey and Puneet Gupta also directed that till the final decision in the matter, the Committee of Administrators (CoA) so appointed by the court shall only look into the routine day to day affairs of the Jammu and Kashmir Cricket Association (JKCA).

Besides appeals by number of associations, Board of Control for Cricket in India (BCCI) has also sought permission from the court for appointing adhoc committee to hold the affairs, management and administration of JJKCA, contending that the present management has failed to implement the court directions in letter and spirit.

Through its counsel, the BCCI had submitted that the present Administrators of JKCA with CEO as appointed by the court were obliged under law to hold the free and fair elections of JKCA and to amend the constitution of JKCA in conformity with the Justice Lodha Panel within two months.

The BCCI submitted that even after a gap of more than two and half years, neither the constitution has been amended nor elections held till date.

“The Administrator as also the CEO are running the affairs of JKCA in contrast to the basic spirit of direction contained in the division bench judgment of the J&K High Court and the orders of Supreme Court.”

Other the other hand, a senior advocate appearing on behalf of various clubs informed the court that the Administrators and CEO have amended the JKCA rules in contravention of the mandate of law given by the court as also against the Lodha Committee which he said was approved by the Supreme Court.

He said that the Administrators and CEO withdrew the memberships as well as voting rights of the cricketing clubs who were members of JKCA. (GNS)

 

Intruder shot dead along IB in Samba: BSF

Jammu: The Border Security Force on Tuesday said that they shot dead an intruder on the International Border in Samba district of Jammu division.

Officials said that the intruder, who was trying to infiltrate from the IB in Ramgarh area of Samba was shot dead today evening.

They said that the area has been cordoned off for further search operation and the police authorities have also been informed about the incident.

Pawan Kotwal transferred to Ladakh UT

Srinagar: Jammu and Kashmir Union Territory Government has ordered transfer of senior IAS officer and Inspector General Registration Pawan Kotwal to Ladakh UT.

According to the order in possession of news agency KINS, the government said, “In the interest of administration, Dr. Pawan Kotwal, IAS (JK: 1994), Inspector General of Registration, J&K, is transferred and his services placed at the disposal of the Union Territory of Ladakh for further posting”.

It is to mention here that last month the government recalled two IAS officers from Lakdakh and deputed as many others to the UT.

Baseer-ul-Haq Chaudhary, IAS , Deputy Commissioner, Kargil and Sachin Kumar Vaishy, IAS, Deputy Commissioner, Leh were recalled from Union territory of Ladakh to the Union territory of Jammu and Kashmir.

Consequently Baseer-ul-Haq Chaudhary was asked to report to the General Administration Department for further posting.

Sachin Kumar Vaishy was posted as Deputy Commissioner, Shopian while Suse, was transferred and deputed to Ladakh with immediate effect.

Also, Santosh Sukhadeve—IAS SubDivisional Magistrate, Mahore, holding additional charge of Sub-Registrar, Mahore, was transferred and deputed to the Ladakh.

The Government last year had also placed the services of over 100 officials of different departments at the disposal of the Union Territory (UT) of Ladakh on deputation basis for a period of two years. (KINS)

Expert Cell to be set up in JKTPO for promoting Exports

CS reviews ‘District as Export Hub’ scheme

Jammu: Chief Secretary, B V R Subrahmanyam Tuesday chaired a meeting on ‘Promoting District as Export Hub’ to substantially boost the export of products from Jammu and Kashmir. The scheme will work on support measures required for acceleration of exports in sectors in which the UT has relative competitive advantages.

Principal Secretary, Industries & Commerce Department, Managing Director, J&K Trade Promotion Organization along with the concerned officers participated in the meeting.

It was decided in the meeting that a dedicated export cell in the J&K Trade Promotion Organization will be created to work as the single-point contact between Government authorities and various stakeholders.  The export cell will also be an advisory agency for engaging with sector-wise beneficiaries and recommending welfare measures in the form of required handholding, financial incentives, and product-specific assistance, besides coordinating with the Export Promotion Council, international trade bodies, FIEO, India Promotion Trade Organization, among others.

The meeting was informed that efforts of the Centre and State Governments are being synergized to create institutional mechanisms to promote trade with a special focus on the MSME Sector which often lacks the knowledge or risk appetite to venture in the international market.

The scheme intends to boost export potential of the districts by identifying products and export clusters in each district through the District Level Export Committees. This new approach not only de-centralizes the planning process but puts the local producers and manufacturers at its centre.

It was informed that the Department is establishing a Dry Port at Katra as an inland intermodal terminal directly connected by road and rail to a seaport for the trans-shipment of cargo to be traded from Jammu and Kashmir. The Dry Port will house container terminals and Customs office to facilitate exports directly from J&K.

The Department is also organizing various training and registration drives for traders and exporters to create awareness among them, besides proactively engaging in capacity building measures to improve quality assessment, supply chain management and logistics under a well-defined export strategy.

Labour codes changed, previous books of no use: Bhagat

Srinagar:  The Commissioner/ Sectretary Labour and Employment, Saurabh Bhagat Tuesday said the Labour legislations have changed and the old books of Labour codes are of no use now.

The Commissioner/ Sectretary Labour and Employment, said this during a seminar organized by the Labour Department of Kashmir on Labour Codes for Assistant Labour Commissioners, (ALCs), Labour Officers and Labour Inspectors at Sher e Kashmir International Conference Center, Srinagar.

Labour Commissioner, J&K, Abdul Rashid War, Deputy Labour Commissioner, Ahmad Hussain Bhat, Deputy Labour Commissioner, Centre, Abdul Satar and other officers were present at the seminar.

Speaking on the occasion, Bhagat said that J&K is the first among all the states and union territories in the country to prepare rules for Labour Laws which are awaiting approval. He said legislations regarding Labour have changed and previous books based on Labour laws are of no use now.

He said synthesis of new Labour codes at the central government level is in progress to be implemented for Pan-India.

He impressed upon the officers to educate themselves with new rules and update their knowledge. He said ALCs shall be included in committees which would perform as master trainers to educate concerned organizations and departments including industrial associations, labour associations, BAR Councils of District Courts and High Court, universities etc.

He suggested inter-district movement and specialization of trainers.

Further, he said all the outside Labours working in the UT shall be registered with the department.

He stressed on the officers present to discourage the simultaneous functioning of the offline and online registration of Labours. He directed them that no offline registration shall happen after the Ist April besides he told them to digitize all the procedures and documents.

Empower all 3 tiers of PRI system equally, not just DDCs: Panchayat Conference

Jammu: Reacting strongly against the proposed government move of giving high status and protocol to the recently elected District Development Councils (DDCs) in Jammu and Kashmir, chairpersons of block development councils and sarpanches Tuesday threatened to launch an agitation if only one tier of the Panchayati Raj Institution (PRI) was empowered and other two tiers were left aside.

The BDC chairpersons and sarpanches stated this while addressing a press conference under the banner of All Jammu and Kashmir Panchayat Conference in Jammu today.

Shafiq Mir, chairperson of All J&K Panchayat Conference (AJKPC) while addressing the presser said that they were feeling deceived as the government seems to be succumbing before the pressure of “political mafia” which has entered the third tier of the PRI system in Jammu and Kashmir after they were left “jobless” since Jammu and Kashmir became the Union Territory.

He said it was the same “political mafia” that has always been against the Panchayati Raj system in the erstwhile state of Jammu and Kashmir.

He said that these political parties had boycotted the first-tier (Sarpanches and Panches) elections held in Jammu and Kashmir in 2018 and they had again boycotted the second tier Panchayat elections of block development councils held in 2019.

“Despite their boycott, the people of Jammu and Kashmir came out and voted for this institution. Now seeing no scope of further blackmailing, these political parties jumped in the third tier of PRI elections and now they were struggling for protocol, status and salary,” he said.

Mir, who is also BDC chairperson from Bufliaz block in Poonch district, said if the government wants to fix the status, salary and protocol of DDCs, it should first start from the first tier of PRI, which is Panchayat Halqa then the second tier, which is BDCs and then comes the DDC, which is nothing but the third tier of PRI system.

“Before finalizing the powers of DDCs, the government should define autonomous powers of BDCs and Panchayat Halqas so that these institutions can work smoothly.”

Mir said the first tier and second tier of Panchayats are mostly non-political and they will never tolerate any type of interference by the political class in their working.

Mir said in fact, the politicians who looted the erstwhile state of Jammu and Kashmir and now when all doors of corruption have been closed for them, they forced their entry into the PRI. (KNO)

ACB produces chargesheet against forest official in trap case

Srinagar: The Anti Corruption Bureau (ACB) produced a charge-sheet against then Junior Assistant in forest department in a bribe case in the court of Special Judge Anti-Corruption Pulwama.

“ACB produced chargesheet in Case FIR Number 05/2019 Police Station (PS) ACB Anantnag, U/S 5(1) r/w 5 (2), 4-A J&K PC Act SVT 2006 (Amendment) Act 2014, against Ghulam Mohammad, the then Junior Assistant in Forest Department Awantipora, in the court of Special Judge Anti-Corruption Pulwama,” a spokesman of ACB said.

He said the case was registered by PS ACB Anantnag on receipt of a written complaint to the effect that the complainant is running a factory situated at Khunmoh Industrial Area phase III and intent to renew the licence of factory which expired in the month of Feb-2019.

He has visited the office of forest department (DFO Office) Awantipora many times for the renewal of licence. Ghulam Mohammad of DFO Office Awantipora, demanded Rs 7000 as bribe for the renewal of license. The complainant has made several requests to the said clerk for reduction of amount for the renewal of the licence.

The complainant further stated that the clerk had directed him to pay the said bribe amount. The complainant being against paying the bribe to the clerk arranged Rs 7000 .

He approached ACB P/S ACB along with bribe money of Rs.7000/- for taking necessary action against the clerk.

On the receipt of the complaint a case FIR No. 05/2019 U/S 5 (2) of J&K PC Act SVT-2006, 4-A (amendment) Act-2014 was registered in PS ACB Anantnag.

Accordingly a trap team was constituted and the accused was caught red handed while demanding and accepting Rs 7000.

During the course of investigation the statements of trap team members along with independent witness were recorded u/s 161 CrPC which corroborated and established the fact of demand and acceptance of bribe by the accused. After obtaining sanction from the Government, chargesheet was produced in court of law.
