SMC to sterilize stray dogs to eradicated vexing issue for residents

Srinagar: The Srinagar Municipal Corporation (SMC) has proposed to sterilize the entire stray dog population within one year in the city, where this menace has become a vexing issue for the residents.

The stray dog population has witnessed several fold increase in Srinagar during the past few years. According to an official data, about 15,000 dog bite cases were reported in the city and registered at anti-rabies facility of the SMHS hospital between April 2018 and November 2020.

Meanwhile, Srinagar Mayor Junaid Azim Mattu said that SMC will distribute 10,000 N-95 masks among the frontline Corporation field workers.

Taking to micro-blogging site Twitter Mattu, who is president of the Apni Party (AP) youth wing, said “We are proposing Srinagar’s first – comprehensive, humane and scientific project to sterilize the entire stray dog population in the city within one year. This is admittedly an ambitious project and a big challenge, but I assure you, this is a very important priority for us”.

Stray dogs continue to prowl in most areas in Srinagar areas with locals accusing SMC of not taking effective steps to curb the menace. The biggest reason behind the problem is open garbage as stray dogs rely on garbage while hunting for eatables. Countries that have garbage kept in bins and are cleaned regularly see lesser number of stray dogs.

Mattu said a lot of interventions are being made to improve sanitation and make Srinagar free of open garbage sites and dumpsters. “We aim to achieve a 100 per cent door to door collection of segregated waste this year,” he said.

Packs of stray dogs roaming on the city roads is a common sight, particularly on the banks of river Jhelum and Flood channel, making it difficult for locals to move around without confrontation with the animals.

In November 2015, the Supreme Court asked all states and union territories to follow central rules, which ban killing stray dogs in India. The Court ruled that only “irretrievably ill or mortally wounded” stray dogs can be eliminated, which should happen in a “humane manner.”

Masoodi for strengthening peace initiatives on LoC, LAC

Srinagar: The Jammu and Kashmir National Conference Member of Parliament from Anantnag Hasnain Masoodi on Tuesday termed the annual budgetary allocations for major infra-projects in J&K disappointing and seeks enhancement on government spending on agriculture, its allied sectors, and highways..

Masoodi, while participating in debate on demand for grants in respect of Railways, stated that there has been a 25 per cent increase in budget proposal for railways raising it to Rs 1,10,000 Cr.

However, he said it was disappointing for J&K as no new projects were announced. “While the National Rail plan is a welcome step, the focus has been on Eastern and East Coast region. Similar provisions should have been put in place for J&K. It is disappointing to see Kashmir being ignored with no progress on Baramulla- Kupwara, Jammu- Poonch, Udhampur – Banihal, Qazigund- Pahalgam railway lines. These routes despite being important from the tourism point of view have been ignored,” he said demanding visible progress on all the four railway lines.

Masoodi also sought special focus on the Udhampur – Banihal railway line because of frequent NH 44 closure. He also demanded increase in frequency of Qazigund- Baramulla railway.

He also impressed upon the concerned ministry to give utmost precedence to locals in the recruitment for railways in Jammu and Kashmir.

He reminded that while rail connects cities and towns what is required for JK is connecting hearts. He demanded that peace initiatives at LOC and LAC need to be strengthened and internal and external dialogue initiated.

Earlier, Masoodi demanded extra relief in repayment of education loans to J&K students on account of innumerable predicaments they had to undergo post 5 August 2019 lockdown. He also demanded special incentives for trout farming.

Inflation Rise

The Retail inflation, measured by the Consumer Price Index (CPI), rose to a three-month high of 5.03% in February, according to the data released by the National Statistical Office last week.

There are various factors to it and one of them, rather worrisome, is the continuing upward trajectory in the prices of diesel and patrol.

As per the estimations, an increase of 200 has been registered in the basis points to 11.4% in February, from 9.3% the preceding month.

Diesel sells at around Rs 85 in Kashmir Valley and is the main fuel for freight carriage. It feeds into the costs of everything required to be transported.

The inflation rise in Jammu and Kashmir and elsewhere is worrisome and calls for serious and immediate interventions to address it. In December last, Reserve Bank of India (RBI) kept the benchmark repo rate unchanged. Raising interest rates had been the traditional monetary policy response to check inflation and given the fact that India is technically in a recession, the policy-makers of the RBI were not expected to use that blunt instrument.

The RBI has on the other hand vowed to stick with its ‘accommodative’ policy stance in the next fiscal year to help support economic recovery amid the covid-19 pandemic. This is a signal that inflation shall remain elevated. The RBI hopes that there could be some relief in the coming months from “prices of perishables”. As per the RBI, it “constrains monetary policy at the current juncture from using the space available to act in support of growth”.

Liquidity has been hit hard in the financial system.  The problem, as per the experts is that at a time when banks are looking to play safe and industry is reluctant to borrow, the deluge of money is winging its way back to the RBI through its reverse repo window. Banks still have surplus funds that they are deploying in the money markets where interest rates have tumbled below the reverse repo rates, raising questions about the effectiveness of the policy rates. The problem of surplus money is compounded by the fact that foreign investors have been pouring money into Indian equities and debt markets.

The faster retail inflation is indicative of prices of household items rising quickly. While inflation affects everyone, as it is often referred to, the ‘tax on the poor’ is taxing on the low-income stratum of society. Persistent high inflation pushes several items out of reach for this category of consumers. The short point is that the policy makers will have to be vigilant and address the issue by taking all the measures needed in this regard.

Massive macadamization of Kashmir roads on cards

Srinagar: As the roads have developed potholes in major roads across Srinagar and other districts, the government has decided to go for a massive macadamization process this year to ensure that all the dilapidated roads are covered in this season.

In this regard, the Roads and Building (R&B) Department has submitted a plan worth Rs 200 Crore for the macadamization process this year.

Sources privy to the development said that the documental work has started for this year’s macadamization process, saying that the concerned have been directed to submit details of roads that are in shambles.

They said that the officers have been directed to do some ground work and come up with the exact details about the road length where the process will have to be initiated.

Chief Engineer R&B, Er Showkat Jeelani said that the final figure about the road length has not been received yet. However, he said that a plan worth Rs 200 crore has been submitted this year for the macadamization process.

He said it would take time to start the macadamization process as the apt season for the process has not arrived yet. Jeelani said the department is giving priority to filling the patches of major as well as link roads at present, saying that repairing the patches are more important. He said that the macadamization process will be started either in the mid of April or by ending April.
Pertinently, a total of 1000 kms of road length was macadamized in the previous year—2020. However, the commuters have been complaining of potholed roads everywhere in Srinagar, saying that most of the roads especially those leading towards the hospitals or Srinagar Airport here are in dilapidated conditions.
They alleged the use of substandard material during the macadamization process, saying that it has been witnessed that the blacktopping never sustains for more than one year. “There have been tall claims from the government over the action against the contractors and others for using substandard material during the macadamization process. However, so far none among the officials or contractors were taken to the task, thus allowing both including officials as well as the contractors to use improper material during the process, which in result prove irksome for the people,” they said.
Meanwhile, the officials concerned said that as the massive macadamization process is scheduled to be started soon, the department has been directed by the administration to ensure no substandard material is used during the process.
They said that the department has also been directed to take strict action against the contractors and their supporters within the department in case they use substandard material.
