Court denies bail to cops accused of faking militant attack in Kupwara

Srinagar: A local court in Kupwara on Wednesday rejected bail application of two policemen who are accused of faking a militant attack in league with three BJP workers at Gulgam Kupwara on July 16 this year.

“The accused persons are involved in serious, heinous and non-bailable offences & they do not deserve the concession of bail,” Rafaqat Hussain, Judicial Magistrate 1st Class Kupwara said while rejectin bail plea of the accused policemen—Reyaz Ahmad Khan of Awoora Reshiwaral, Kupwara and  Irfan Ahmed Payer of Manigah Kupwara.

“The police in our U.T [J&K] have been trying to keep the U.T free in the face of insurmountable odds due to militancy in the valley and many police personnel have attained martyrdom in the line of duty,” the court said. However, the court said the act of the accused persons by staging a fake militant attack with the aim to get monetary and promotional benefits have not only created chaos, law & order problem in Kupwara but have “tarnished the image and reputation of police department as well before the public.”

“The Investigation of the case is at the beginning and there is every likelyhood that the accused may dissuade the prosecution witnesses from disclosing true facts before the investigating agency,” the court said, adding, “There is every apprehension that if the accused are admitted to bail at this stage, they would attempt to influence the process of investigation.”

Subsequently the court rejected the bail application of the accused policemen who were deployed for security duty as PSOs with one of the accused persons—Mohammad Mohd Shafi Mir ( District President of BJP for Kupwara).

Three BJP workers including district president for Kupwara and his son have been arrested for allegedly faking the attack to get enhanced security.

“The conspiracy so hatched was executed at the cost of life, liberty and property of residents of village Gulgam,” the prosecution said, adding “The accused who were deployed as PSOs with one of the accused where part of this criminal conspiracy and had been promised monetary and promotional benefits, who in breach of their duties fired indiscriminately while the ration was being distributed among the local residents which created a chaos and sense of insecurity in the area.” (GNS)

Previous master plans fail to give city a safe direction, reveals new draft

By: Sajidah Yousuf

Srinagar: In a strange development, authorities for Srinagar Metropolitan Region—the Master Plan-2035 has drafted that the previous master plans were a failure to give the city a safe direction, reveals a roadmap of new master plan.

The Master Plan-2035 public policy document states that the master plan for Srinagar city of 1971-91 and 1991-2001 failed to pay a way out to the safe direction.

“There was a plan holiday kind of scenario from 1991-2001 and the Master Plan-1991 was illogically extended up to 2001, although an effort for the preparation of a second Master Plan was also made through National Institute of Urban Affairs in the mid-1980s,” it reads.

The documents read that the Master Plan 1971-91 was more succinct and elaborate in understanding the city of Srinagar in comparison to the Master Plan 2000-21.

“However both the Master Plans failed to give Srinagar a safe direction.”

The documents read that the failure may also be attributed to archaic institutional structure of urban local bodies including Srinagar Municipal Corporation (SMC) and the Srinagar Development Authority (SDA), concerned departments etcetera entrusted with the implementation of the master plans.

According to the documents, the Master Plan Srinagar 1971-91—first master plan acknowledged the existence of flood absorption basins and water bodies in its east, west and south and the constraints of seismography in the southwest direction.

“The master plan covered an area of 236 square kilometers including 62 rural settlements with a projected population of 8.66 lakh’s,” it reads.

Similarly, the Master Plan-1991 recommended the creation of three number artificial lakes of 11, 22 and 12 acres each. Water of these lakes was proposed to be connected with the covered or open drains proposed to run parallel to right bank of flood supplementary channel up to Parimpora and it was provided either to be connected with the treatment plant or pumped into the Parimpora Nallah as may be economical.
