Adding e-Buses To Fleet

Last week, Lieutenant Governor said that the Government was committed to provide quality transport facilities to the public in J&K and said that the “unprecedented augmentation” of the public transport system will boost revenue generation as more and more viable and lucrative routes will be included in the operational network of transportation.
He also took a ride in Olectra Greentech’s electric bus from Raj Bhavan till Trikuta Nagar, which is on a trial run in J&K to augment inter-city and intra-city transport facilities.
The Olectra K6 Electric Bus has seating capacity of 24 plus driver, and single charge range of 160 KM with 80% status of charge.
The bus has many other modern features like GPS, Public Announcement System, Air Conditioner, Smart Ticketing, 2 USB ports per seat, Emergency Stop etc.
Depending upon the trial outcome, the government will decide future course of action for inter-city and intra-city transport facilities and 150-200 e-Buses would be introduced in the transport sector soon in a phased manner.
Electric buses in India have mixed feedback on the technology. While some consider the e-bus rollout fruitful, others have faced challenges in smoothly operating them due to their limited driving range. Some experts say that the actual on-road performance of electric buses is substantially lower than the assured ranges indicated by electric bus. However, some governments have found that electric buses deployment more successful on low-frequency and less congested routes.
There are mainly four reasons to switch to electric buses –reduced pollutant emissions; lowered fiscal deficits due to oil; limited operating costs, and; decreased greenhouse effect. These are typical in Jammu and Kashmir but the switch to e-buses must be well calibrated. The government needs to carefully weigh up all options. There is no doubt that there is a need for augmenting the public transport but it must be more reliable. e-buses  seems future but all technical aspects need to be practically put to test before they are introduced on a large scale.
The introduction of electric buses in the fleet is a step toward ensuring a clean environment and securing a sustainable energy future.  Efforts to reduce the pollution are welcome and must be encouraged. However, dependability factors must be factored in as it will define the long run of the transport system in weather and road dependent J&K.

The guys played well and controlled the game after the first day, says Smith

Adelaide: Following Australia’s 275-run victory over England on Monday, stand-in skipper Steve Smith lavished praise on his side, saying the hosts played well and were in control of the game after the first day of second Ashes Test at the Adelaide Oval.

He added that his team was calm when the visitors showed resistance as they knew a couple of good balls would be enough to secure a win. Australia took the remaining six wickets on day five to seal a thumping win and go 2-0 up in the series.

“I wasn’t nervous. I think Jos (Buttler) played very well, and played over 200 balls, so it was good resistance along with Woakes and Robbo (Robinson). We wanted to stay calm because it would take a couple of good balls and a couple of wickets to get the win. I did enjoy captaincy and the guys played well and controlled the game after the first day,” said Smith in the post-match presentation ceremony.

Smith signalled out left-arm pacer Mitchell Starc for doing well in the Adelaide Test in the absence of frontline seamers Josh Hazlewood and Pat Cummins. “Davey (Warner) and Marnus’s partnership set it up, so we could control the game. A special mention to Starc, who has bowled as well as he’s bowled in a long time, and he led the attack really well. I think he summed it up quickly that it wasn’t swinging and he was just hitting a good length and attacking the batters.”

Smith revealed that they were trying to manage the bowling workload of all-rounder Cameron Green on day five. “The guys in there said Cam Green shouldn’t bowl at all today, because his workload needs to be managed. Ideally he shouldn’t have bowled today, but we needed him to bowl because of how good he has been.”

The 32-year-old signed off by saying that he doesn’t know whether Hazlewood has recovered from the side strain he sustained during the first Test at Brisbane and trusts opener Marcus Harris to do well in Melbourne. “I have no idea about Josh Hazlewood (availability for the next game), but Harris is batting well in the nets, so he needs to not overthink it and trust the process and he can turn it around.”

“The COVID protocols are level 4 or 3 right now, and thankfully we’ve been able to entertain people with cricket in this difficult period. We’ll go about our business as well as we can.”

Unnao rape victim road accident: Sengar, five others discharged

New Delhi: Expelled Uttar Pradesh BJP legislator Kuldeep Singh Sengar, along with five others, was on Monday discharged in the Unnao rape survivor’s rape accident case after a Delhi court found no evidence against him.

“No prima facie evidence on record to charge Kuldeep Singh Singer regarding a criminal conspiracy to extend threat to kill the victim or her members. No charges can be framed against him,” said Additional Chief Metropolitan Magistrate Ravindra Kumar Pandey in the order.

Apart from Sengar, his aides Gyanendra Singh, Komal Singh, Arun Singh, Rinku Singh, and Awdesh Singh were also discharged in the case.

However, accused Ashish Kumar Pal, Vinod Mishra, Haripal Singh and Naveen Singh were charged under Sections 506(ii) of IPC read with 34 of IPC.

The case pertains to an accident on July 28, 2019, when a truck had rammed into the vehicle in which the rape survivor, her lawyer, and two relatives were travelling to Rae Bareli. The rape survivor and the advocate sustained grievous injuries while the two others were killed on the spot.

An FIR had been filed against Sengar and nine others in relation to the accident.

Earlier, he had been convicted in the Unnao rape case, in December 2019 and was sentenced to imprisonment for the remainder of his life, besides getting a fine of Rs 25 lakh.

Sengar, a former BJP MLA from Unnao’s Bangarmau seat, was accused of rape charges in a case that created a political storm in 2017.

Also in March 2020, a special court sentenced Sengar, his brother Atul Singh and five others to 10 years’ imprisonment in two cases linked to the death of the Unnao rape survivor’s father in 2018.

Kuldeep Sengar was expelled from the BJP and disqualified as a member of the Assembly after the trial court convicted him.

Addresses IIT-BHU’s “Alumni Awards of Excellence 2021-22”

New Delhi: Lieutenant Governor, Manoj Sinha, addressed IIT-BHU’s “Alumni Awards of Excellence 2021-22” at an event organized in New Delhi where he stated that the proper skills and resources are imperative for building a civilized society.

On the occasion, the Lt Governor paid tributes and remembered Mahamana Pandit Madan Mohan Malaviya Ji and extended his best wishes to those who received the Alumni Award of Excellence.

The Lt Governor said that the credit for the country’s first industrial policy goes to Mahamana who had laid the foundation of technical education in India.

“After tireless efforts, Mahamana established the Banaras Engineering College (BENCO) in 1919. Today, that small engineering campus of BHU has grown into a prominent institution in the field of technical education from where thousands of famous personalities have completed their higher education and played an important role in the economic and educational progress of our country”, he added.

Speaking on the role of alumni of higher education institutions in the era of globalization, the Lt Governor said alumni are critical to the success of higher education institutions. They build and develop the institute’s brand, besides guiding new students, providing internships, and creating a host of career opportunities for our youths.

He said alumni, whether from the field of engineering or science, have a great responsibility to eliminate digital divide to bring villages and cities closer to each other. Alumni can contribute significantly in ending the inequality prevailing in the society, he added.

The Lt Governor underlined that the relationship between universities and students is a lifelong commitment and in this mutual relationship alumni are a resource that plays a more meaningful role with changing times.

The Lt Governor made special mention of the invaluable contribution of Dr Kota Harinarayana for making the country’s first indigenous Light Combat Aircraft-Tejas. He also lauded IIT-BHU’s electrical engineering alumnus, Irina Ghose, who is director at Microsoft, and Arun Bhandari for his work in education, healthcare, rural sports, and environment.

The Lt Governor expressed hope that every student who comes out of IIT-BHU will go ahead with the same dedication, enthusiasm and spirit with which Mahamana founded this institute for working towards raising the standard of living of crores of countrymen.

The Lt Governor said proper development of knowledge and skills along with resources is imperative for building a civilized society. The wealth of knowledge of former and present students can find solutions to all kinds of physical, cultural needs for establishing the welfare nation as envisioned by Mahamana.

The Lt Governor underlined the contribution of Mahamana to variety of fields including modern agriculture, advocating abolition of agriculture tax, promotion of railways and commerce, setting up shipbuilding, manufacturing units, besides promoting Commerce and Industries Department in all the provinces and mobilizing resources of modern India.

Referring to the recent decision of the Union cabinet in which the program for the development of semiconductor and display manufacturing ecosystem in the country has been approved with an incentive amount of Rs 2 lakh 30 thousand crore, the Lt Governor urged the students and alumni to actively participate in this campaign and help the government in making the country stronger with new innovations in the field of aerospace to IT-enabled services.

Govt moving ahead to provide equal opportunities: LG

Jammu: Lieutenant Governor Manoj Sinha Sunday dedicated this month’s episode of the ‘Awaam Ki Awaaz’ programme to the martyrs of 1971 War. He said that the government is moving ahead to provide equal opportunities to all.

“I pay homage to the brave hearts of Armed Forces whose tales of valor etched the saga of December 16 as a glorious chapter in the rich legacy of our nation”, said the Lt Governor.

During the radio programme, the Lt Governor voiced valuable insights received from the various corners for drafting development policies as per the needs of the people and passed directions to the concerned departments in this regard, thus making the governance process more inclusive, participatory and people-centric.

Addressing the people, the Lt Governor also shared a slew of measures recently taken by the UT Government for the growth and prosperity of J&K. He called upon the people to discharge their social & moral responsibilities and complement government’s efforts in taking J&K to new heights of development.

Following the ideals of former Prime Minister Atal Bihari Vajpayee, we are moving ahead to bring about meaningful and lasting change in the life of the people by connecting every citizen with the mainstream of development, observed the Lt Governor.

In the last two years, under the guidance of Prime Minister, Narendra Modi, we have tried to create a system that serves everyone with equal opportunities, the Lt Governor said.

It is our endeavor to mobilize all the resources to improve the standard of living in the areas which have been deprived of progress for decades, he added.

With innovations like the Walnut Cracking Machine, Thresher for Maize Extraction and Gas Cylinder Lifting Machine under his belt, people like Mushtaq Ahmad Dar of Dooru Anantnag are emerging as shining examples of innate ingenuity, dedication and doggedness, said the Lt Governor,

The Lt Governor mentioned about the young innovator Harmanjot Singh of Jammu and the first female hockey coach of the valley, Reebu Hassan who defied odds and emerged victorious.

Tangmarg-based skier Arif Khan will represent the country in the Beijing Winter Olympics to be held in February. The whole nation is proud of him, the Lt Governor said.

Responding to the suggestion received from Bandipore’s Aadil Naseer pertaining to a detailed roadmap for the development of Gurez, the Lt Governor said that the administration is fully committed to the cause of Gurez and has taken some path-breaking decisions in the last one year to promote its geographic and demographic potential.

While mentioning a suggestion of Risheesh Khajuria of Jammu that discusses the need for the establishment of a Centralized Control Room in the capital municipalities, the Lt Governor observed that the administration has been instructed to work on replicating the Ahmedabad model of Integrated Command & Control Centre for our two capital cities.

Responding to the insight received from Chandra Bhushan, a resident of Udhampur, pertaining to maximising the use of tools of knowledge-technology era to bridge the gap between towns & villages and promoting the concept of Cillage, the Lt Governor said that the government has set the goal of empowering rural areas by making a science & technology-based and environment-friendly action plan for sustainable techno-economic development of the villages of J&K.

Referring to Amir Basher Wani’s letter on the state of horticulture graduates, the Lt Governor asserted that regardless of the legacy of the logjams that the present dispensation has inherited, “we are committed to the overall development of the sector and fast and transparent recruitment drives.”

On Mahreen Altaf’s suggestion on the need to introduce an e-office module in the field and district offices, the Lt Governor said that the valuable suggestion bodes well with the government’s commitment to the practices of good governance.

While responding to a suggestion, the Lt Governor highlighted various measures being undertaken by the government for improving the standard of living of common citizens in Jammu city. As many as 39 important projects have been completed under Smart City at a cost of Rs. 673 crore and work on 45 other projects are going on at a fast pace, he informed.

The Lt Governor extended his heartfelt tributes to the Chief of Defence Staff, General Bipin Rawat, his wife, and all the officers and jawans who lost their lives in a tragic Chopper crash.

He also paid homage to the brave hearts of the Police Force who were martyred in the militant attack on J&K Police bus in Srinagar. I want to assure the fellow countrymen that the sacrifice of our brave police personnel will not go in vain, added the Lt Governor.

 

J&K to implement Real-Time Land Information System

DCs asked to collect Aadhar, mobile numbers of land holders

Srinagar: The administration of Jammu & Kashmir Union Territory is in the process of implementation of Real-Time Land Information System (RTLIS).

Documents in possession of The Precious Kashmir reveal that J&K government has set the ball rolling for implementation of RTLIS, which will provide landholders information about the changes made in their land records on real-time basis.

To begin with, the government has directed all deputy commissioners to collect Aadhar and mobile numbers of land owners for operatilisation of RTLIS.

“For operatilisation of Real Time Land Information System, seeding of Aadhar and mobile numbers in the land records is a prerequisite. It is hereby enjoined upon the deputy commissioners to immediately collect the Aadhar(with consent) and mobile numbers of land owners, so that the changes in land records, entries made, updation done is made known to the landholders on real-time basis,” reads a circular issued by the Revenue department.

The deputy commissioners have also been directed to sensitize masses about the initiative through a special campaign.

“ The deputy commissioners shall collect the information Patwar Halqa wise in a mission mode through a special campaign- Patwar Halqa Awareness Cum Collection Campaign(PHACCC), wherein, besides, sensitizing the citizens about the benefits of the initiative shall also collect the mobile numbers and Aadhar of landholders( with consent),” it states.

The PHACCC shall be immediately launched by the deputy commissioners in collaboration with line departments and Panchayat Raj Institutions(PRIs) with maximum use of Information Education & Communication(IEC) tools, print and electronic and social media.

The Revenue department has directed both divisional commissioners to monitor the progress made by districts of weekly basis and apprise the same to it.

The deputy commissioners have also been directed to file consolidated information of their districts to the administrative department by or before January 10, 2022.

Pulwama: 3 years on, construction of proposed maternity hospital yet to commence

Pulwama: Despite passing three years since the government identified land in Pulwama for construction of 100-bed maternity hospital, the authorities have miserably failed to start the construction work at the proposed, thus leaving the local populace to lurch at large.

An official told Precious Kashmir three years ago, 112 kanals of land was identified at Sirnoo Pulwama for construction of the maternity hospital to address the growing health issues of women in South Kashmir particularly from Pulwama and Shopian, however, the construction has not started yet.

He said that it was long demand of the people from Pulwama and Shopian to mitigate the referrals to Srinagar hospitals or MCH Anantnag to large extent, but it seems that project has been abandoned.

The official added that if the project will come up here, it would definitely decrease the flow of patients at Lal Ded hospital in Srinagar and people from Pulwama and Shopian districts would get facilities at the doorstep.

Locals from Pulwama town said that they went from pillar to post for approval of the maternity hospital in the area but after elapsing of over three years, the project is nowhere in sight.

They said that after repeated representations to the authorities, the site of around 112 kanals was identified in Sirnoo Pulwama with assurances that very soon work on 100-bed hospital will start but nothing has been done as of now.

They said that if this facility will come up, it will save both time and money of the locals as the absence of maternity hospital in the area is forcing them to take patients either to Srinagar or private clinics.

They urged higher ups to look into the matter at an earliest and start work so that the locals could heave a sigh of relief.

Dr Mir Mushtaq, Spokesperson of Directorate of Health Services Kashmir, said that the proposal has been already forwarded to higher ups; however, the project hasn’t got administrative approval yet.

He said that it is under the active consideration of the government and hopefully it will be approved soon.

 

LeT militant killed in Harwan encounter: Police 

Srinagar: Jammu and Kashmir Police on Sunday said that a Lashker-e-Toiba militant was killed in an encounter in the outskirts of Srinagar on Sunday.

“Based on specific input generated by Srinagar Police regarding presence of a (militant) in Theed Harwan area of Srinagar, a joint cordon and search operation was launched by Police, CRPF and Army in the area,” a police spokesman said.

During the search operation, he said, as the presence of the trapped militant was ascertained, he was given ample opportunities to surrender. However, he denied the surrender opportunities and fired indiscriminately upon the joint search party which was retaliated leading to an encounter, he said.

In the ensuing encounter, the militant was killed and his body was retrieved from the site of encounter. He has been identified as Safiulla alias Abu Khalid alias Shawaz resident of Karachi Pakistan, he said.

“As per police records, Saifulla was a categorized militant linked with LeT. He had infiltrated in year 2016 via Bandipora Sector and later on sneaked into District Srinagar on the directions of Pak based Commanders of LeT outfit for intensifying (militant) related activities in District Pulwama/Srinagar/Ganderbal/Budgam. It is pertinent to mention that the killed terrorist Saifulla was working as Group Commander of proscribed terror outfit LeT in District Srinagar as he was operating earlier in District Srinagar and was familiar with the topography of District Srinagar/Pulwama and its outskirts.” He has also been involved in receiving new groups of foreign militants after infiltration, the spokesman said.

“As per police records, the killed (militant) had a history of cases and was wanted by law for his complicity in cases which include attacks on Police/SFs and civilian killings.”

He along with his associates was involved in attack on Army Convoy on NHW Bemina Bye-pass Srinagar near JVC Hospital Srinagar on 01/04/2017, resulting in injuries to 03 Army Jawans, the spokesman said. “He was also mastermind behind the attack carried out by his associates at Lawaypora Srinagar in which 02 SF personnel were killed and 01 AK-47 rifle was also snatched. He was involved in an attack on police party of PS Bandipora at Gulshan Chowk Bandipora in which 02 police personnel were killed. Besides, attacks on Police/SF he was also involved in civilian killings which include killing of BJP President Waseem Bari, his brother and father on 08 July 2020.”

“Moreover, he was also mastermind behind the revival of militant folds by luring the gullible youth and a number of fresh recruitment of local youth into militant ranks,” the spokesman said, adding, “ He was also instrumental in reactivation of hard core (militant) associates of LeT outfit in the areas of District Srinagar and District Pulwama/police district Awantipora.”

“IGP Kashmir congratulated the joint team for conducting successful operation without any collateral damage. He further said that with the elimination of Saifulla, 03 Pakistani militants have been killed so far in Srinagar City within almost a month who were involved in several cases including attacks on Police/SFs and civilian killings which clearly shows that Pakistan is hell-bent to disturb the peace in Kashmir valley especially in Srinagar City.”

Meanwhile, Police and 1 RR arrested a militant associate identified as Feroz Ahmad Zargar alias Kamraan of Gratbal Quimoh Kulgam and recovered one Chinese Pistol alongwith Magazine and other ammunition from his possession, the spokesman said.

“Police have registered cases under relevant sections of law regarding both the incidents and investigations have been initiated. However, people are requested to cooperate with Police till the area at encounter site is completely sanitized and cleared of all the explosive materials, if any.”

Police follower shot at in Pulwama

Srinagar: A police follower was shot at and injured by militants in south Kashmir’s Pulwama district on Sunday evening.

A police officer said that the follower identified as Mushtaq Ahmad Wagay son of Ghulam Mohammad was fired upon by the militants near his native village—Bandzoo. The follower with bullet injuries in legs was shifted to District Hospital Pulwama where his condition is stated to be “stable”.

A police officer confirmed the attack on the police follower and said that a case has been registered.

“Police has registered a case in this regard under relevant sections of law,” a police spokesman said, “Investigation is in progress and officers continue to work to establish the circumstances which lead to this incident. Area has been cordoned off and search in the area is going on.” (Agencies)

Espionage racket busted in Rajouri, 2 held

Jammu: Jammu and Kashmir Police, along with the Army, have jointly busted espionage racket by arresting two persons, including an Army porter, in Rajouri District.

Police on Sunday said that two persons have been arrested for allegedly sharing secret information of vital security establishments.

“The arrested persons are from the same family and residents of Nowshera,” they said, adding that one of them is a porter with the Army.

The accused have been identified as Nazir Hussain, resident of Darhal, Nowshera and Mohd Mukhtar, resident of Lam, Nowshera.

Police said the joint team of the Army and police acted on specific inputs and intercepted them.

“It was found that they were in touch with some handlers sitting across the border and were sharing videos and other information of security establishments of the bordering belt area,” the police said.

The police, in a statement, said the accused had shot a video on their mobile inside the premises of Army area (erstwhile Tactical Headquarters of Rashtriya Rifles).

“We have registered a case and started investigation because more arrests in this regard cannot be ruled out,” police added. (UNI)
