CS sets target of 2 lakh jobs in next 18 months

Jammu, Jan 18: Chief Secretary, Dr. Arun Kumar Mehta Tuesday chaired a meeting to review the functioning of the Industries and Commerce Department, Jammu and Kashmir.

Principal Secretary, Industries & Commerce Department, Directors, Industries & Commerce, Kashmir/Jammu, Managing Director, SIDCO/SICOP, Managing Director, J&K Trade Promotion Organization along with the concerned officers participated in the meeting.

It was informed that under the new land allotment policy, the Industries Department has so far received 4,114 online applications for land allotment, pledging a proposed investment of Rs. 44,327 crores with an estimated employment generation potential of 1,84,100 engagements.

It was further informed that all these applications are being processed under the single window system wherein land is being allotted through a transparent mechanism giving due weightage to the proposed investment per Kanal, proposed direct employment per Kanal, category of industry, environmental impact assessment, and others. To maintain transparency in the allotment process, the finalized list of allottees along with application and selection details is shared on the Department’s official website and objections are called before official allotment.

The Chief Secretary directed completion of the allotment process in favour of eligible applicants and ensure generation of approximately 2 lakh employment in 18 months, besides submitting a consolidated report on applications processed, and time taken in their processing- land allotment- and establishing the industrial unit along with the respective employment generation potential.

Dr. Mehta further impressed upon the Department to integrate the single window system with the rapid assessment system to enable the applicant to share feedback with the Department.

He also directed the completion of end-to-end digitization of all services identified under (EoDB) by the end of this month by focussing on the remaining services of a handful of departments.

Moreover, the Industries & Commerce Department was asked to develop handicraft and handloom haats in all district headquarters to provide readymade market to the local products. The Department was further asked to expedite identifying one product per district that can be taken up for large-scale export to national and international markets.

To boost the handicrafts and handlooms of Jammu and Kashmir, Dr. Mehta stressed the linkage of the local market with the e-commerce platforms after suitable certification of product quality. Besides, he also emphasized the importance of GI tag of local products and quality testing thereafter to gain consumers’ confidence in the quality of products from Jammu and Kashmir.

It was informed that during the recently held Dubai Expo 2022, the Government of Jammu and Kashmir has signed MoUs with various entities to bring in an investment of approximately Rs. 3,000 crore which includes industrial giants like Emaar, Lulu, Matu Investments, Al Maya Group, Noon e-commerce, among others.

During 2021-22, the Industries & Commerce Department has sanctioned 1392 cases under PMEGP with a subsidy amount of Rs. 19.34 crore, sponsored 2810 cases under Credit Card for Artisans with sanctioned amount of Rs. 1.89 crore, established 26 Karkhandars and organized 20 exhibitions for the promotion of J&K’s Industries & Commerce.

Further, to change the industrial landscape of the Union territory, the Department has also notified New Central Sector Scheme for Industrial Development, J&K Industrial Policy 2021-30, J&K Industrial Land Allotment Policy 2021-30, J&K Private Industrial Estate Development Policy 2021-30, J&K Wool Processing, Handicrafts & Handloom Policy 2020, and Karkhandar Scheme for artisans.

Reach out to voters with Govt schemes: PM to party workers

Varanasi: Prime Minister Narendra Modi on Tuesday asked party workers in Varanasi to reach out to people with government schemes, specially farmers, as he interacted with party members from his Lok Sabha constituency.

Interacting with party workers through the Namo App, Modi also asked them to collect micro donations at every booth, and called for a competition among booths for collecting maximum donations. He added that the aim was not to collect money, but to get support from the people.

Interacting with the workers, he discussed infrastructure development in Varanasi, including the Kashi Vishwanath Corridor, and also other local issues like traffic.

As UP goes to polls, Modi reaffirmed BJP’s commitment towards development, and also discussed issues like women empowerment, and healthcare development.

The Prime Minister asked party workers to expand the reach of the government’s welfare schemes to farmers. He also asked party workers to reach out to farmers and inform them about steps taken by the Modi government.

Modi also talked about the several schemes which he said were benefiting the people of Varanasi.

The Prime Minister, who is an MP from Varanasi, also mentioned a section in the Namo App called ‘Kamal Pushp’, where prominent workers of the BJP, including those from Jan Sangh era, are listed.

“The NaMo App has a very interesting section known as ‘Kamal Pushp’ that gives you the opportunity to share and know about inspiring party karyakartas,” he said.

The interaction comes ahead of elections to the 403-member Assembly in Uttar Pradesh which will be held in seven phases from February 10 onwards. This was Modi’s first public appearance here after the elections were announced. (UNI)

Inaccurate COVID vaccination certificates: Health Deptt starts drive to identify cases

Jammu: Jammu & Kashmir Health Department has started a special drive to identify people who have received the COVID vaccination certificate despite being administered with only one dose. In each case, authorities are collecting inputs from such beneficiaries and ensuring actual administration of vaccines to each at the earliest. At the same time, the Department has issued strict and necessary instructions in this manner to avoid such incidents in future.

During campaign mode of covid vaccination such isolated incidents of unintentional wrong entries have happened because of the sudden increase in data uploads into the Cowin portal and unintentional mistakes by support staff. It may be mentioned that Jammu and Kashmir has administered close to 2 crore doses and is the forerunner in the country in vaccinating its eligible population. Such cases constitute a microscopic minority, maybe in single digits.

In a recent incident, it was noticed that two beneficiaries aged 51 and 49, belonging to Block Sogam, District Kupwara, were inadvertently marked as vaccinated with second dose as of 11th September 2021, while actually they were yet to receive their second dose physically. Upon identification of the cases, immediate arrangements to administer missed vaccine doses at the beneficiaries’ home were made.

India to host 5 BRICS S&T events through 2022

New Delhi: Even as India has successfully handed over the BRICS Chair to China from January 2022, it will be hosting five international events through the year, it was decided at the 15th meeting of the BRICS Science Technology Innovation (STI) Steering Committee.

BRICS STI is a forum for the scientific community from Brazil, Russia, India, China and South Africa to discuss and deliberate on topics of common interest in the field of science and technology.

The calendar of BRICS STI activities and expected deliverables were discussed at the meeting organised virtually on Monday, a release from the Ministry of Science & Technology said on Tuesday.

The five high-level events that India will host are: BRICS Startups Forum’s Working Groups meeting on Energy; Biotechnology & Biomedicine; ICT & High-Performance Computing and the STIEP (Science, Technology, Innovation and Entrepreneurship Partnership) Working Group Meeting, which will also witness the launch of BRICS innovation launchpad as a microsite (Knowledge Hub).

The BRICS STI Steering Committee meeting was attended by representatives from BRICS scientific ministries and foreign missions. The Indian delegation was led by Sanjeev Kumar Varshney, Advisor and Head, International Cooperation, Department of Science and Technology, the release said.

The Chinese side presented a broad outline of activities to be carried out during the entire year, which would mainly include thematic meetings, BRICS Young Scientist Conclave, senior official and ministerial-level meetings.

A total of 25 events have been planned, of which India will host five. The Department of Promotion of Industry and Internal Trade (DPIIT) is the main executing agency for the BRICS Startups Forum and creation of innovation Knowledge Hub.

The BRICS Young Scientist Conclave will be held in September 2022 in a virtual format, and thematic focus areas will possibly be carbon peak neutralisation, biomedicine, artificial intelligence, material science and modern agriculture.

China has proposed to host the 10th BRICS S&T ministerial-level meeting and the Senior Official Meeting in September 2022. On the sidelines of the ministerial meeting, an exhibition will be organised to showcase the outcomes of successful projects supported under the BRICS Framework Programme (2015-2022). (IANS)

IED blast in Kulgam, suspicious bag found in Sgr

Srinagar: A low intensity Improvised Explosive Device (IED) blast took place in south Kashmir on Tuesday evening, official sources said.

They said an IED planted under a bridge at Quimoh went off without causing any damage or injuries to anyone. “The IED was intended to target forces,” they said.

Top security officials rushed to the blast spot.

Earlier in the day a suspicious bag was found here on Tuesday creating a bomb scare but it contained nothing dangerous.

Officials said the bag was discovered near Qamarwari locality, which was sealed off. A bomb disposal squad was called to check it.

“Nothing objectionable was found in the bag,” said an official.

Four days ago, a grenade was found in a suspicious bag in downtown Srinagar and was defused. (UNI)

Kashmir parts receive light rains, snowfall

Srinagar: Kashmir Valley including Srinagar received light rains while some plains and higher reaches had light to moderate snowfall since overnight, officials said on Tuesday.

Amid cloud cover, the night mercury increased across J&K and Ladakh with only three weather stations set up by the meteorological department here recording below sub-zero temperature.

A meteorological department official said that Srinagar received 0.2mm of rain in last 24 hours till 0830 hours while the summer capital of the J&K recorded a low of 1.1°C against last night’s 1.0°C.

Kashmir is presently under the grip of 40-day long harshest period of winter, known locally as ‘Chillai Kalan, which started from December 21. It is followed by a 20-day long ‘Chillai Khurd’ and a 10-day-long ‘Chilla Bachha’.

Gulmarg had about 4 cms of fresh snowfall during the time and recorded a low of minus 6.0°C against minus 4.6°C on previous night, he said. The temperature was 1.7°C above normal for this time of the year in the famous resort in north Kashmir’s Baramulla district.

Pahalgam, the famous resort in south Kashmir, had 1.9 cms of fresh snowfall and recorded a low of minus 0.7°C against minus 3.6°C last night, he said.

Qazigund, the gateway town of Kashmir, received 0.6mm of rainfall and recorded a low of 0.2°C against minus 1.0°C on the previous night, he said.

Kokernag, also in south Kashmir, received 0.6mm of rainfall and recorded a low of minus 0.2°C against minus 2.0°C on the previous night, the official said.

Kupwara town in north Kashmir received 5.4cms of fresh snowfall while as it recorded a minimum of 0.2°C against 0.5°C on the previous night, the official said.

Jammu recorded a low of 9.3°C against previous night’s 9.0°C which is 2.2°C above normal for the J&K’s winter capital during this time of the year, he said.

Banihal recorded a low of 0.4°C, Katra 6.2°C and Bhaderwah saw a minimum of 0.9°C, the official said.

Ladakh’s Leh recorded a low of minus 11.0°C against last night’s minus 13.1°C while mercury at automatic station in Kargil settled at minus 12.3°C. Drass, the second coldest place in the world after Siberia, recorded a low of minus 16.1°C against last night’s minus 16.2°C, official said.

For next 24 hours, the weatherman has forecast isolated very light rain or snow over Jammu and Kashmir with “mist/fog over the plains of Jammu division.”

The weatherman has said that there was no forecast of any major rain or snow till the end of January in J&K.

“There will fairly widespread light to moderate rain/snow on January 19th,” the official added. (GNS)

One-way traffic on Sgr-Jmu highway to continue: Officials

Srinagar: Jammu-Srinagar highway, the only surface link connecting Kashmir Valley with the outside world, shall remain open for only one-way traffic on Wednesday, officials said here.

“On (Wednesday), subject to fair weather and better road condition LMVs(Passenger)/private cars shall be allowed from Jammu towards Srinagar (strictly one way) on Jammu-Srinagar highway,” a traffic department official said. TCU Srinagar shall liaise with TCU Ramban before releasing the traffic, he said.

He said cut off for LMVs and private cars from Nagrota (Jammu) is 0800 hours to 1200 hours  and from Jakheni (Udhampur) at 900 hours to 1300 hours. “No Vehicle shall be allowed before and after cut off timings,” he said.

Regarding HMVs and load carriers, he said, they shall be allowed to move from Jakheni (Udhampur) towards Srinagar after the tail of up LMVs cross Jakheni (Udhampur).

Meanwhile, Mughal Road, connecting Shopian with Poonch and Rajouri districts, remained closed for vehicular movement in view of snow accumulation at Peer Ki Gali.

Also,Srinagar-Sonamarg-Gumri road remained shut for vehicular movement in view of snow accumulation on Zoji la axis and has been closed till further orders. Kishtwar-Sinthan road also remained closed in view of snow accumulation, the traffic department official said.

New Covid variant mild, of 150 beds, 6 occupied at GMC Anantnag

Anantnag: With third Covid wave hitting Kashmir, health authorities in Anantnag district have designated three hospitals to deal with any possible crisis.

Though the new variant, according to doctors, has been very mild so far but to deal with any challenge in coming days, the Health Department has installed 2145 beds at different hospitals for the purpose. Hundreds of doctors and para-medics have been deputed for Covid duty across the district.

Anantnag district, one of the largest districts, both in terms of area and population has around 900 active Covid cases, most of them in home isolation.

Besides Government Medical College Anantnag, Trauma Hospital Bijbehara and Nursing College Mattan have been designated as Covid hospitals in the district.

Chief Medical Officer, Anantnag , Dr Mukhtar said that a total of 2145 beds have been kept available for Covid management across the district.

“The department has also installed 5 oxygen plants at different healthcare facilities. Besides, we have designated a portion of a trauma hospital to handle Covid positive pregnant women. We have in the last few days conducted surgeries on at least six Covid positive pregnant women,” the CMO said.

Besides GMC Anantnag also has designated separate Covid wards with at least 150 beds.

“Out of 150 beds 42 beds have high flow oxygen supply while the rest are supplied with low flow oxygen. But we can enhance the high flow bed strength if need arises,” GMC Anantnag principal told Precious Kashmir.

The hospital which was declared as tertiary care Covid facility during the second wave has four oxygen plants with 4300 liter capacity.

He said that since the new variant has been mild so far, people getting infected do need hospitalisation. “Out of 150 beds only six are occupied at GMC. Most of the positive cases manage it at home unlike previous waves whenever almost every one needed to be put on oxygen. But the new variant can change its behaviour and we are ready to deal with any possible crisis,” the principal said.

He said that 120 doctors, 70 paramedics have been deputed for Covid duty at GMC hospital.

The CMO said that only 14 patients, including the ones admitted at GMC Anantnag have been hospitalized in the district so far.

 

Rajouri: Sarpanch spends his own money to repair road

Rajouri (Budhal): Disappointed over the government’s lackadaisical attitude towards the sufferings of people, a local Sarpanch from Kewal Panchayat Halqa here has come forward to help the people and started renovation of the damaged road on his own.

The development comes at a time when the government claims to reach out to the people at the grass roots level to mitigate their sufferings.

However, as per the locals, the situation is contrary on the ground as from the last over one month, the road from Tran to Phagoli remained unrepaired at Mohra Bijji and despite several requests to district administration Rajouri, the concerned department and authorities at the helm of affairs failed to take any appropriate action.

Locals said that Sarpanch Panchayat Halqa Kewal, Muhammad Farooq Inqalabi started the renovation work of the road on his own by pressing JCB machines and labourers after the people faced hardships due to the damaged road.

Talking to media persons, Inqalabi said that it is a matter of great disappointment that on one hand the government and concerned department are drawing huge bills for restoration, renovation and repair works but on the ground the situation is totally pathetic and the poor public have to suffer a lot due to the negligent attitude of officers and government apathy.

Inqalabi further demanded Lieutenant Governor Manoj Sinha to probe the utilization of funds, meant for repair and restoration works under various schemes especially SDRF and others.

The general public of the adjoining hamlets of panchayat halqa have appreciated the gesture of local Sarpanch and said that he always come forward to help them and spend funds every year for the renovation of this road as the administration don’t bother to pay heed towards the sufferings of poor people.

Iranian Apple Imports

The import of apples, apparently unregulated, from Iran is causing heavy losses to farmers in J&K and Himachal Pradesh.

The Apple growers in Jammu and Kashmir have been seeking intervention to prevent the huge losses incurred due to the Iranian imports.

Recently, Kashmir Valley Fruit Growers and Dealers Association and New Kashmir Fruit Association traders outside Kashmir have imported huge quantities of apples from Iran at cheap rates due to the sanctions on Tehran.

While Iranian apples are selling cheap, as per the Traders, they cannot match the quality of Kashmiri apples

As a consequence, apples are fetching less than half the market price.  The traders say have met Union agriculture minister, have send letter to the Prime Minister, L-G office, but to no avail.

J&K is the biggest producer of apples in this part of the globe, followed by Himachal Pradesh and Uttarakhand. It ensures livelihoods of lakhs of people who are directly or indirectly depend on the apple cultivation.

With the cheaper Iranian variety flooding the Indian market, local apple growers in Kashmir are struggling to compete in view of rampant under-invoicing of the imports. Most of the orchardists are demanding a blanket ban on these imports, while others are seeking the imposition of 100 per cent duty.

Not only imports, the growers are also apprehensive that Iranian apples may trigger pest infestation.

Apple is a popular fruit that remains in demand throughout the year. While indigenous apple industry is grappling to stay afloat, there is need to support it to sustain various odds.

In the spring of 2020 due to the covid-19 pandemic lockdown fruit growers couldn’t visit their orchards to spray pesticides. This, according to them, led to scab diseases affecting around 60 per cent of the crop.

And now Kashmir’s apple industry is facing another challenge due to the unregulated import of Iranian apples.

Thousands of growers had stored their produce in cold storage to send it to outside markets in March and April. However, due to the unregulated import of Iranian apples, there are no buyers of Kashmiri apples.

As per officials this year the valley saw 21.50 lakh MT apple production and still 1.87 lakh MT are still in the cold stores.

The government should intervene to regulate the import of apples after making an accurate assessment of the demand-supply gap.
