Strategic Poonch-Uri road: Preparation of DPR in progress; Alignment options submitted by consultant

Srinagar: The preparation of detailed project report (DPR) for strategically-important Poonch-Uri road is in progress and it is scheduled to be completed in April.

Documents accessed by The Precious Kashmir show that preparation of DPR for the ambitious project is in progress. The deadline for completion of DPR is April 11, 2022.

The prestigious project is part of the Prime Minister’s Development Project (PMDP) for Jammu and Kashmir. Out of Rs 80000 crore package, Rs 42611 crore have been kept for road and highway projects.

The documents also reveal that the consultant has submitted alignment options of the road to the Border Roads Organization (BRO).

The documents further reveal that comments of Army formation have been sought for assessing operational requirements for the project

The project of direct connectivity between Uri  in north Kashmir and Poonch area in Jammu province has been mooted keeping in view the “importance of both these places from security point of view.”

Before 1947, a road connecting Uri and Poonch passed through Haji Pir Pass which now falls in Pakistan- Occupied Kashmir. The Pass reducing the distance of 600-650 km between Uri and Poonch was captured by Indian forces during the 1965 War.  However, Pakistan regained possession of the Pass as a result of the Tashkent agreement, under which India and Pakistani forces retreated to their earlier positions.

MHA approves Rs 1,887 cr for disaster relief in five states

New Delhi: The Ministry of Home Affairs on Wednesday approved Rs 1,887 crore for disaster relief in five states.
A committee under the chairmanship of Union Home Minister Amit Shah approved the additional Central assistance under the National Disaster Response Fund (NDRF) to five States, which were affected by floods/landslides/hailstorms in 2021.
Accordingly, the committee approved additional Central assistance to Bihar (Rs 1,038.96 crore), Himachal Pradesh (Rs 21.37 crore), Rajasthan (Rs 292.51 crore), Sikkim (Rs 59.35 crore), and West Bengal (Rs 475.04 crore).
This additional assistance is over and above the funds released by the Centre to the states under the State Disaster Response Fund (SDRF). In the 2021-22 fiscal, the Central government released Rs 17,747.20 crore to 28 states for SDRF, and Rs 6,197.98 crore to nine States from the NDRF.

Bangalore win low-scoring thriller by three wickets against Kolkata

Mumbai: In a see-saw, low-scoring thriller in IPL 2022, where bowlers called the shots, Royal Challengers Bangalore defeated Kolkata Knight Riders by three wickets at DY Patil Stadium on Wednesday.

After bowling out Kolkata for just 128, Bangalore lost their first three batters in power-play. But critical knocks from Sherfane Rutherford (28), David Willey (18), Shahbaz Ahmed (27), Dinesh Karthik (14 not out) and Harshal Patel (10 not out) took Bangalore home with four balls remaining.

Kolkata drew first blood on just the third ball as Umesh Yadav cramped Anuj Rawat for room, leaving the youngster to poke at it and the edge was snapped by the keeper flying to his left. Virat Kohli hit Yadav for sweetly-timed boundaries through cover point and mid-wicket to get going.

Faf du Plessis slammed Tim Southee over cover. But on the very next ball, du Plessis closed the bat face too early and the leading edge flew to point. Kolkata’s roaring start continued as Kohli flirted with a ball outside the off-stump off Yadav and nicked behind to keeper.

Rutherford and Willey revived Bangalore’s chase after the early strikes. The duo absorbed the pressure and got boundaries when the ball was there to be hit. The 45-run partnership off 53 balls ended when Willey chipped straight to mid-wicket off Narine.

Rutherford got a boundary off Chakravarthy while Ahmed smacked Andre Russell with sixes over deep mid-wicket and deep square leg. Ahmed danced down the pitch to hit Chakravarthy over deep mid-wicket. But on the very next ball, Chakravarthy had the last laugh as Ahmed was beaten by flight and turn to be stumped by the keeper.

Rutherford’s innings ended when Sheldon Jackson grabbed the inside edge by diving to his right and grabbing it with his right hand off Southee’s bowling. Wanindu Hasaranga hit a boundary but miscued loft on the next ball to mid-off.

Patel scooped a boundary off Venkatesh Iyer and whipped past long-on while Karthik, who survived a run-out chance, pulled Russell over deep square leg and finished off the chase with a gorgeous straight drive to open Bangalore’s account in the points table.

Earlier, Kolkata’s batting order were the masters of their own downfall. In a quest to hit hard against anything coming their way, they fell while attempting to play extravagant strokes instead of adjusting to the match situation.

Bangalore’s seamers found the perfect length on a tacky pitch: just short of a good length with extra bounce coming to the fore. Kolkata lost openers Venkatesh Iyer and Ajinkya Rahane in power-play. While Iyer tried to nudge a short of length delivery from Akash Deep to the leg-side, only for the top-edge to be pouched by the bowler running to his left, Rahane mistimed the pull on a short ball from Mohammed Siraj straight to deep square leg.

Deep’s pacy short ball, with some away nip, claimed Nitish Rana as a miscued heave over leg-side was snapped by Willey running back from backward square leg and making a slide to complete the catch in the final over of power-play. Kolkata’s troubles increased as Shreyas Iyer holed out to long-on off Hasaranga. Sunil Narine produced some fireworks by smacking Deep for a four over mid-off and six over keeper’s head.

But an ugly hook to a straight ball saw Narine miscue to backward point off Hasaranga in the ninth over. On the very next ball, Hasaranga castled Sheldon Jackson with a beautiful googly. Russell, though, had other plans. He began by slog-sweeping Hasaranga over deep mid-wicket.

Patel struck on the fourth ball of his night, forcing Sam Billings to hit his slower short of length ball straight to long-on. Russell then punished Ahmed with sixes over deep mid-wicket and long-off.

But Patel frustrated Russell with four dot balls and on the fifth ball, the pacer had his man as the big-hitting right-hander tried to hit a short ball outside off-stump through off-side, but got an edge behind to Karthik.

Hasaranga scalped his fourth wicket as Southee holed out to long-on. Yadav and Chakravarthy got a couple of boundaries to take Kolkata past 120. Yadav smacked Deep for a six and four before the pacer ended the 27-run stand by uprooting his leg-stump with a yorker.

Excess Social Media, Smartphone Use

A study published in Nature Communications a few days ago found that adolescents feel worse about their lives the more they use social media.

The more time girls aged between 11 and 13 spend on social media, the less likely they are to be satisfied with life a year later, the UK study revealed.

It also shows the same pattern for boys aged 14 to 15, and 19-year-old boys and girls. Researchers say their work cannot predict which individuals are most at risk. And they say many other factors – such as the exact nature of social media content and the people they are interacting with online – will have an impact on teenage well-being too.

They accept for a very few people, social media will have an overall positive impact, allowing them to connect with friends and find valuable support.

Together with the increase in smartphones and the internet in recent years, there is a rise in reports that teenagers struggle with issues of mental health and concentration on studies.

These are issues that need the intervention of all sections of society including parents, teachers, academia, and others. Understanding the true extent and the mechanics of the problem is also important.

There are numerous benefits of phones including Smartphones. Literally they bring the world to the hands of the user. In contemporary times, survival without a smartphone seems improbable. The Covid-19 pandemic made smartphones even more essential than they were before. The smartphone enabled a range of tasks by minimizing human contact in the contagious times.

At the same time, the Smartphone’s have emerged as one of the biggest threats to privacy, tracking and disclosing personal data to technological giants, which always want to cash in on the information for earnings. Smart phones use more battery and sometimes people are unable to use their phones to make calls during emergencies, thereby defeating the original purpose of mobile phones.

It seems time to reflect on the excess use of smart phones. While the use of smart phones cannot be altogether discarded, people need to put some resistance which needs to be increased with time so that ill effects can be minimized. The parents need to curb use of the Smartphone by wards. Abrupt stoppage may not be a way forward but reducing time gradually needs to be worked out to lower the screen time and prevent bad effects on numerous counts.

TB free J&K: 4 Kashmir districts receive Gold, Bronze medals

Srinagar: At least three districts from Jammu and Kashmir have received Gold medal in the efforts towards elimination of Tuberculosis (TB) while one district has got the bronze certification.

According to official documents, all the four districts belong to Kashmir division. The districts of Anantnag, Pulwama and Kupwara have been granted Gold for its fight towards elimination of tuberculosis while Baramulla has achieved a medal in bronze category.

It may be said that Kupwara and Baramulla are listed as Aspirational districts while Pulwama and Anantnag are non-aspirational districts categorised by NITI Aayog.

The Jammu and Kashmir government has pacified the screening of people suspicious or at risk of contracting the TB infection.

The doctors at the hospitals have been asked to prescribe sputum examinations of all the patients at OPDs whom they think are at risk of contracting the TB infection.

“It is estimated that the sputum tests should be at least conducted on 50,000 people in a year so that we bring an end to tuberculosis and make these districts TB free,” said a senior district level Tuberculosis officer.

“Sputum examinations are must if we want to detect TB cases and treat them on time. It can help us to decrease rate of TB cases in near future,” said a doctor who wanted to not to be named.

According to official sources, the Central TB Division has come up with new guidelines where in all the primary contacts of Active TB cases have to be tested for latent TB infection and in case found infection positive, they have to be put on Treaty Preventive Therapy (TPT).

The Latent TB Infection screening has already started in the districts of Anantnag, Kulgam, Srinagar, Ganderbal, Baramulla and Kupwara, official sources added.

MHA seeks details of officers posted in J&K, Ladakh

Srinagar: The Government of India has asked Jammu and Kashmir administration to submit details about the latest incumbency position of officers posted against sanctioned cadre posts of Indian Administrative Service (IAS) and Indian Police Service (IPS) in the Union Territories of Jammu & Kashmir and Ladakh.

In a letter to J&K Chief Secretary, a copy of which is in possession of The Precious Kashmir, the MHA’s Union Territories division has written that the latest incumbency position of officers posted in the UT of J&K and UT of Ladakh is not available with it.

“It is, therefore, requested that the latest incumbency position of officers posted against sanctioned cadre posts of IAS/IPS in the UT of J&K and Ladakh may please be furnished to this Ministry at the earliest in the format enclosed herewith,” reads the communication.

As per format annexed with the letter, the J&K government has been asked to furnish details like name and batch of officer, cadre, pay level, present rank, present place of posting, date of appointment to the present posting and contact details (mobile number and email-id).

It is worthwhile to mention that the Government of India promulgated an ordinance in January 2021 to merge J&K cadre with AGMUT cadre.

In March this year, the Centre allocated 193 posts of IAS, IPS and Indian Forest Service of AGMUT cadre to the Union Territory of Jammu and Kashmir.

Jammu: Lieutenant Governor Manoj Sinha Tuesday addressed 20,000 PRI members from across the UT during a Virtual PRI Conference organized by the Department of Rural Development and Panchayati Raj in collaboration with IMPARD, J&K at the Civil Secretariat.

Speaking on the occasion, the Lt Governor termed the Panchayati Raj Institutions (PRIs) as the foundation of Rural construction and development programmes.

In governance, from policy to service delivery, PRIs act as the living cell of the system. By strengthening the PRIs, we are empowering a more effective system to truly realize the vision of Gram Swaraj, the Lt Governor said.

Expressing gratitude towards Prime Minister Narendra Modi for establishing a three-tier Panchayati Raj system in J&K, the Lt Governor said that under the guidance of PM, we have been strengthening the roots of PRIs to build an inclusive society.

“Our effort is to remove the gap between rural and urban, so that prosperity reaches the home and heart of every citizen of J&K”, the Lt Governor added.

While appreciating the initiative taken to bring the PRIs on a common platform, the Lt Governor said that the unprecedented participation of PRI representatives reflects the untiring efforts of the government to make Panchayati Raj Institutions more empowered, participatory and vibrant.

The Lt Governor observed that the effective devolution of three Fs- funds, functions and functionaries has established the centrality of Panchayats in governance and implementation of public welfare schemes.

It will bring effective social and economic empowerment, besides ensuring that the benefits of rapid economic growth actually reach the last person in the queue, he further added.

A historical decision was taken to involve PRIs to formulate District Capex Budget to effectively plan and carry out development works. Funds are also being provided to the PRIs to evolve their development schemes as per the needs of local population, observed the Lt Governor.

 Virtual PRI Conference 

The Lt Governor said that special efforts are being made to ensure smooth functioning of offices of PRIs. Recently, 1889 Panchayat Accounts Assistants have also been recruited.

“On average, about Rs 1.47 crore has been given to each panchayat for developmental works, besides in this year’s record budget of Rs 1.13 lakh crores for J&K, an amount of Rs 1000 crore has been allocated to all panchayats, Rs 200 crore for Development Fund for 20 District Development Councils (Rs 10 crore for each DDC) and Rs 71.25 crore for Block Development Councils (Rs 25 lakh each). Apart from this, Rs 313 crore has also been given to local bodies and about Rs 1727 crore has been given to all panchayats under MGNREGA, 14th Finance Commission, Mid Day Meal and Integrated Child Development Scheme”, he added.

The Lt Governor called for invoking a renewed sense of Jan Bhagidari in the socio-economic development process to make villages of J&K AatmaNirbhar.

A vibrant and productive agrarian economy is the foundation of high and sustained economic growth. As a watchdog of developmental activities, PRIs can help in making the governance more transparent and accountable to the citizens, the Lt Governor added.

The Lt Governor also laid stress on continuous capacity building of the elected members and termed it a key aspect of better service delivery at the grass root level.

‘Capacity building of elected PRIs will yield productive capacities of agriculture, rural employment, access to basic services like education, health, nutrition, safe drinking water supply, swachhata, social security & transforming rural J&K a business hub’, said the Lt Governor.

He further advised the District Administrations, DDCs, and Panchayats to replicate the best practices of others and make concerted efforts to meet the aspirations of people.

On the occasion, a 100 point programme was also finalized for Gram Swaraj Month which will mainly focus on Rural Infrastructure, Good Governance, Livelihood generation, Financial Inclusion, Youth Empowerment, Environment Protection and Women Empowerment.

Dr Arun Kumar Mehta, Chief Secretary said that the Sarpanches, Panches are the foremost priority of the administration. He hoped that the UT of J&K will lead by example for other UTs/ States in the Panchayati Raj system in the coming months.

Mandeep Kaur, Administrative Secretary, Department of Rural Development and Panchayati Raj highlighted the reforms being undertaken by the department to change the rural landscape of J&K.

She also gave a detailed briefing on the capacity building and training programmes of PRIs, 100 point programme for Gram Swaraj Month, measures taken to ensure proper fund utilization etc.

Saurabh Bhagat, Director General, Institute of Management, Public Administration and Rural Development J&K delivered the welcome address, Dr Ruchi Gupta conducted the proceedings, while Prof Reva Sharma, Director Training IMPARD presented the Vote of Thanks.

DDC Chairpersons, Sarpanches, and other PRI members shared the development transformation taking place in their respective areas.

On the occasion, the Lt Governor released a Coffee Table Book on IWMP sector achievements of District Udhampur. PRI members, officials of UT Administration took pledge to ‘Save Water’ and a success story of pilot project on Rooftop Rainwater harvesting in District Udhampur was also showcased. The Lt Governor complimented the District Administration Udhampur for the good work done under IWMP.

4 crore fake ration cards axed: PM

New Delhi: Launching a scathing attack on the previous Congress-led government, Prime Minister Narendra Modi on Tuesday said his government has weeded out over four crore fake ration cards since 2014 to prevent theft of food grains meant for the poor.

“The government has removed over four crore fake ration cards which were in use during ‘their’ government. They made four crore fake ration cards to loot the ration of the poor. The money used to move to their black accounts,” he said.

The Prime Minister was virtually addressing a gathering as he inaugurated Grih Pravesham of about 5.21 lakh beneficiaries of Pradhan Mantri Awaas Yojana – Gramin in Madhya Pradesh.

“Some parties raised slogans to eradicate poverty (garibi hatao). But they couldn’t do the kind of work required to empower the poor,” he said. “When the efforts of a honest government and aspirations of common man combine, it translates into limitless progress.”

The Prime Minister said the campaign to give our pucca house to the poor was not just a scheme but a commitment to give courage to the poor to come out of poverty.

He said that when the poor people have a roof over their head, they can focus on educating their children. Modi said that despite the pandemic, the government has ensured that the construction of pucca houses continued without any hindrance.

“These houses are special because they include amenities like gas connection under Ujjwala Yojna, LED bulb connection under Ujala Yojna, toilets under Swachh Bharat Abhiyan and water supply under the Har Ghar Jal Yojna,” he said.

Highlighting the steps taken by the government to empower women, the Prime Minister said that women have been provided ownership rights to two crore houses built under the scheme.

“This ownership has also strengthened the participation of women in other economic decisions of the household.” The Prime Minister listed out a number of government measures for the rural households.

“To solve the problems faced by women, we have also taken the initiative to provide water to every household. In the last 2.5 years, more than 6 crore families have got drinking water connections across the country. We are very close to supplying water through a pipeline to 50 lakh rural families in Madhya Pradesh in comparison to 13 lakh families before,” he said.

The Prime Minister also mentioned a recent decision by the Union Cabinet extending the Pradhan Mantri Garib Anna Yojna for another six months “to ensure that poverty stricken families can continue to afford food and ration.”

He said that during the Pandemic, the government has spent Rs 2.6 lakh crore to provide free ration to the needy and in the next 6 months Rs 80,000 crore would be additionally spent on them. “We should take a pledge to build 75 Amrit Sarovar with the help of MNREGA scheme under the Azadi Ka Amrit Mahotsav to benefit Mother Earth. These lakes will be a huge gift by humanity to our coming generations to face water scarcity.” (UNI)

Srinagar Airport witnesses busiest day

90 flights operate, 15014 passengers commute

Srinagar: The officials at the Srinagar International Airport said on Tuesday that March 28 was the busiest day in the history of the airport as 90 flights with 15,014 passengers were handled.

“90 flights operated yesterday at the Srinagar International Airport with a passenger load of 15,014 which is the highest ever handled at this airport.

“Last time the highest figure was 13,700 passengers a day. Yesterday there were 45 arriving flights carrying 7,824 passengers and 45 departing flights with 7,190 passengers. We hope to register higher figures during the coming months since it is just the beginning of the tourist season in Kashmir.”

The airport officials said that the challenge has been to thwart congestion. “Our concern is to ensure there is no congestion at the airport. We are upgrading the infrastructure and placing help desks at several places to ensure each passenger is facilitated.”

As the rush of passengers is ever increasing, the airport is soon to get a new building. “A new building is also coming up to accommodate more passengers. That will help address the issue of congestion. At present, we are ensuring that there is no congestion at the airport and for that a series of steps have been taken,” Director of the airport said. After Art 370 repeal, 34 outsiders bought properties in J&K: Centre

New Delhi: A total of 34 people from outside Jammu and Kashmir have bought properties in the Union Territory after the abrogation of Article 370, said Union Minister of State (MoS) for Home Affairs Nityanand Rai on Tuesday in the Lok Sabha.

Responding to a query of Bahujan Samaj Party (BSP) leader Hazi Fazlur Rehman on whether the Minister of Home Affairs ‘be pleased to state the number of people from outside the Union Territory (UT) of Jammu and Kashmir who have bought property in the UT after the abrogation of Article 370, the MoS in a written reply said that 34 persons have so far bought properties in the UT.

“As per the information provided by the government of Jammu and Kashmir, 34 persons from outside the Jammu and Kashmir have bought properties in UT of J-K after the abrogation of Article 370,” said Minister Rai.

On the question of the areas where the said properties have been bought, MoS Home Affairs said, “The properties are located in Jammu, Reasi, Udhampur and Ganderbal districts.”

After the abrogation of Article 370, the Union government changed the laws for the procurement of land and properties in J&K and Ladakh and new land procurement laws were formed thereafter. (IANS)
