2 Medical Superintendents attached, 2 Medical Officers suspended

Srinagar: Government on Wednesday attached Incharge Medical Superintendent District Hospital Kulgam and in-charge medical officer (BMO) Pampore besides suspended two medical officers for alleged dereliction of duties.

As per separate orders, Dr. Muzaffar Ahmed Zargar, Incharge Medical Superintendent District Hospital Kulgam, has been attached with Director Health Services Jammu over alleged dereliction of duties.

“In view of dereliction of duties, Dr. Muzaffar Ahmed Zargar, 1/C Medical Superintendent, District Hospital, Kulgam is hereby attached to the office of the Director, Health Services, Jammu with immediate effect,” reads an order by Vivek Bharadwaj (IAS) Additional Chief Secretary Health & Medical Education Department. “Consequent upon his attachment, the Director, Health Services, Kashmir shall assign the charge of the post of Medical Superintendent, District Hospital, Kulgam to senior most/eligible doctor immediately,” the order, a copy of which lies with GNS, adds.

Similarly, Dr. Asima Nazir, I/C Block Medical Officer, Pampore has been attached to the office of the Director, Health Services, Jammu with immediate effect. “Consequent upon her attachment, Director, Health Services, Kashmir shall assign the charge of the post of Block Medical Officer, Pampore to senior most/eligible doctor immediately.”

Also, Dr. Mehmood Hussain Bajar, Medical officer looking after the charge of Medical Superintendent, Government Medical College, Rajouri placed under suspension with immediate effect “in view of dereliction of duties and pending enquiry into his conduct.”

He has been suspended in terms of Rule 31 of Jammu & Kashmir Civil Services, (Classification, Control and Appeal) Rules, 1956. “During the period of suspension, the doctor shall remain attached in the office of the Director, Health Services, Jammu,” a separate order by the Additional Chief Secretary reads. “The Director, Health Services, Jammu shall assign the charge of the post of Medical Superintendent, Government Medical Colege, Rajouri to senior most/eligible doctor immediately.”

Meanwhile, Dr. Mushtaq Hussain Shah, Medical Officer looking after the charge of Medical Superintendent, District Hospital, Poonch has been placed under suspension with immediate effect in terms of Rule 31 of Jammu & Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. “During the period of suspension, the doctor shall remain attached with the Directorate of Health Services, Jammu,” a separate order reads, adding, “Consequent upon his suspension, the Director, Health Services, Jammu shall assign the charge of the post of Medical Superintendent, District Hospital, Poonch to senior most/eligible doctor immediately.”

3 SHOs transferred

Srinagar: In the interest of administration, police authorities on Wednesday transferred three inspector rank police officers in Srinagar.

Inspector , Gowhar Hussain has been transferred and posted as Station House Officer (SHO) Nishat. He was earlier posted at Police Station Shergari.

Inspector Mohammad Iqbal who was posted as SHO Nishat has been transferred and posted at Police Control Room Srinagar.

Inspector Tariq Ahmad who was posted at District Police Lines (DPL) Srinagar has been transferred and posted as SHO Shergari.

 

‘Shahpur Kandi dam project to be completed next year’

Jammu: The Shahpur Kandi dam project is expected to be completed by July 2023, said General Manager DAMS WR Department, Shahpur Kandi Township while briefing Principal Secretary, Irrigation and Flood Control (I&FC), Ashok Kumar Parmar during his visit to the site on Wednesday in Kathua district of Jammu and Kashmir.

“The 72 per cent of the works have been completed on the project and the project is expected to be completed by July 2023,” briefed the General Manager.

Parmar visited Shahpur Kandi dam project to take stock of ongoing works and held detailed deliberations with the stakeholders from Punjab and Kathua administration.

The Principal Secretary inspected the construction site of Shahpur Kandi project where he was briefed by the engineers from Punjab government about the progress made so far.

He also displayed the site plan exhibiting the proposed channelization of River Ravi towards Jammu and Kashmir.

Later, the Principal Secretary convened a meeting with the District Development Commission Chairperson, Kathua, Mahan Singh, Deputy Commissioner, Kathua, Rahul Yadav and other officials.

The meeting had detailed discussion on several issues pertaining to J&K UT including raising of crest level of head regulator of hydel channel and construction of head regulators for Ravi canal besides construction of balance portion of Ravi canal and fall at confluence point, construction of aqueduct on Sukhal Khad, construction of Syphon for Kashmir canal including shifting of alignment of Lakhanpur-Basohli road.

Principal Secretary instructed DC Kathua to resolve the issues of land acquisition and rehabilitation of land owners at the earliest so as to speed up completion of the project.

He also asked the MD Forest Development Corporation regarding cutting of trees in the catchment area of Ravi where the proposed canal is being constructed.

Parmar directed the Managing Director FDC Jammu to take up work on felling of trees so that construction of Ravi canal can be started at the earliest.

He asked the Chief Engineer PWD to speed up construction work on Noora Bridge which falls on the Lakhanpur-Basohli road ensuring its completion before July 2023.

He exhorted upon the executing agencies to remove bottlenecks, if any, in smooth execution of the project which has national importance.

DDC Chairperson also highlighted the pending issues of Dam ousters including early disbursal of pending payment of Rs 98 crore to the displaced families, maintenance of Thein to Satwain road patch falling within the jurisdiction of Ranjeet Sagar Dam authorities, employment to project affected families, relaxation in mining, posting of J&K employees in adjoining districts of the UT.

Later, the Principal Secretary visited the project site to assess the factual position of the project implementation besides inspecting the water recharging of Kathua canal.

Pertinently, Rs. 2715.70 crore Shahpur Kandi Dam Project would provide assured irrigation water of 1150 Cusecs to 32173 hectares of agricultural land falling in Kathua, Hiranagar, Samba and Vijaypur areas of Jammu and Kashmir.

Army’s Desert Corps organises webinar on J&K situation

Jaipur: In order to gain an insight into prevailing security situation in J&K, a webinar was conducted by the Indian Army’s Desert Corps under the aegis of Pune-based Southern Command.

The webinar, presided by Southern Command chief, Lt General J.S. Nain, and attended by about 1,100 officers from 32 different stations under Southern Command, focused on evolving social, political and economic contours in Kashmir post abrogation of Article 370 and the consequent paradigm shift in the global and national security scenario. It was followed by an interactive session on the future roadmap.

The panellists included Chinar Corps commander, Lt Gen D.P. Pandey, former Chinar Corps commander, Lt Gen K.J.S. Dhillon (retd), who was at the helm of affairs during the Pulwama incident, along with J&K’s former DGP Rajendra Kumar, and former High Commissioner to Pakistan, T.C.A. Raghavan.

Experts like journalists Aditya Raj Kaul, writer and activist Bashir Assad, Ayjaz Wani, Raja Muneeb, and IDSA’s Dr Ashok Behuria also shared their views and indicated a way forward.

Expressing their views on changing dynamics in Kashmir and its implications on the security situation, speakers also deliberated on the threat assessment in the global, national and regional perspective with likely effects on the prevailing situation in J&K. An in-depth assessment of the agitational dynamics and white-collar terrorism was presented in one of the sessions to enlighten the audience with the hidden agenda of the adversaries.

Lt Gen Nain, in his concluding remarks, reiterated the major takeaways from the webinar and impressed upon young officers to remain abreast of the situation prevalent in the country and understand the emerging dynamics of Kashmir on the geostrategic front.

He stressed upon the need felt to revamp the education system to ensure that the youth remain aligned to mainstream and the necessity of preventing narco-terrorism and guarding against infiltration in principal institutions. An audit of the infrastructure development and socio-economic impact may be considered to enable better policy making decisions, he said.

The Army Commander advised all stakeholders to be prepared to pre-emptively counter Pakistan’s strategic designs. India stands for peace and resolution of issues through diplomacy and dialogue, however the conditions should be right and cessation of the proxy war by Pakistan is a prerequisite for the same, he said.

Man killed, another injured as dispute turns violent in Pattan

Pattan: A person was killed and a woman injured in a scuffle in Pattan village of Baramulla district in north Kashmir.

Sources told CNS that two neighbours had assembled to sort out some dispute on the poplar tree, however it happened that during the course of meeting the parties started exchanging heated arguments”, a local source said adding the arguments only intensified with time, leading to a scuffle.

“During the scuffle, a 65-Year old Government Employee of Rakhs & Farm department identified as Sonaullah Dar son of Mohammad Ramzan Dar resident of  Gundibrahim Pattan was killed and another woman Injured ”, the source said.

“Both of them were evacuated to Trauma hospital, where a 65-year-old man was declared dead. The injured Lady was Shifted to Srinagar Hospital for further treatment.”

Official sources while confirming about the incident said that the body has been handed over to the family after completing medico-legal formalities.

Jammu:  Lieutenant Governor, Manoj Sinha today inaugurated Golf Training Academy for students of government schools at Jammu Tawi Golf Course.

Speaking on the occasion, the Lt Governor said that the UT administration is making efforts to make this game inclusive and accessible to common masses.

The Lt Governor said the administration has already established a Golf Academy at Kashmir Golf Course, Srinagar, to popularize golf among youth and students. And, now within a year, the first batch of 100 children is starting their basic training at Jammu Tawi Golf Course and after 15 days, Phase-2 of this training will commence. More students from government established schools in different districts would be provided golf training, he added.

Pertinently, the newly inaugurated Golf Academy at Jammu Tawi Golf Course aims to train the students & youth and to support them turn into professional golfers so that the youth of J&K is able to showcase their talent in the professional domain. The academy will run a program of continuous education for general public including kids, adults, and amateur golfers, besides certifying the individuals participating in the program. It will also be a training centre for the national and state-level players.

The Lt Governor observed that J&K is a powerhouse of sporting talent and the UT administration is committed to provide both opportunities and resources to advance coaching.

Underlining that the sport connects people in the society, the Lt Governor said that the Golf Academy started at Jammu Tawi Golf Course is a symbol of that spirit.

International level golf courses have been built all over Jammu and Kashmir. It is our endeavor that UT emerges as one of the top golfing destinations of the country in the coming days, the Lt Governor observed.

The Lt Governor further said that a Professional Golf Tour of India (PGTI) event was organized in Srinagar and now a similar tournament will now be held in Jammu. Further, the Sanasar Golf Course will also be revamped.

“Hon’ble Prime Minister has ended the decades-old practice of discrimination in J&K by establishing a citizen friendly, accountable and responsible governance system post August 2019. We are making relentless efforts to ensure every person in the society feels connected to the mainstream”, the Lt Governor added.

The Lt Governor said that in the last one year, appointments to 11,000 government posts have been made where youth, especially girls from common poor & marginalized households have secured government jobs on the basis of merit. He said that the new governance system believes in corruption-free, transparent, and inclusive growth.

Developing sports infrastructure, organizing sports events in every nook and corner of UT, arranging the best coaches, continuously monitoring and fully utilizing the existing assets are the broad strategies that the UT administration has been working on for the last one and a half years to completely transform the sporting ecosystem in the J&K, the Lt Governor said.

This year, 221 playfields will be constructed in all 20 districts, besides construction/upgradation of 157 sports courts will be completed, he further added.

On the occasion, the Lt Governor also distributed handbook on Basic Skills of Golf to the children.

Sarmad Hafeez, Secretary to the Government, Tourism department, in his welcome address gave details of the Golf Academy and its Courses opened for students from Government established Schools. He also highlighted different flagship projects for increasing the tourism potential of Jammu region.

R K Goyal, Additional Chief Secretary, Home Department; Dr. Raghav Langer, Divisional Commissioner, Jammu; Sheikh Fayaz Ahmad, Commissioner/Secretary Department of Floriculture, Parks, and Gardens, besides officials of Jammu Tawi Golf Course and students of various government schools were present.

 

Cyber Police save Rs 18 lakhs lost in cyber scam

Srinagar: Cyber Police Kashmir in its continuous endeavour to extend services to the general public saved Rs 18lacs which was lost in a fake investment scam, a police spokesman said on Wednesday.

“Cyber Police Station Kashmir Zone, Srinagar received a complaint from a resident of Bandipora stating therein that he had been duped/cheated for an amount of Rs 18lacs by the fraudsters in an online investment scam. The complainant received a link of a fake investment website on his cell number wherein he was promised to get double monetary benefits,” a statement said.

“The victim fell prey and accessed the website where he got himself registered on said website by opening an e-wallet. After registration, the victim was made to transfer the hefty amount of Rs 18lacs in the said wallet through various UPI transactions. The victim after depositing the said amount was unable to get benefits and was also not able to withdraw his own amount from the said wallet. The complainant tried hard to reach out on available contact details of said company but all in vain.”

Accordingly, the complainant approached Cyber Police Kashmir Zone Srinagar for redressal of his grievance. Subsequently, the matter was taken up with bank authorities to ascertain the details of UPI transactions. During analysis of transactions, it came to fore that the said amount has been transferred through payment gateways into their PayTm Nodal Accounts. The strenuous and timely intervention by the team of Cyber Police Kashmir Zone Srinagar, the payment of ₹18lacs was put on hold and later on refunded the whole amount into the complainant’s bank account, spokesman said.

Pertinently, it is a new trend for online influencers to convince gullible citizens about “double money return” schemes and make people feel bad about missing the “opportunity” of investing in instruments like crypto-currency, binary trading, crypto mining, online betting and gaming.

 

 J&K Reports 11 new Covid cases

Srinagar, Apr6 : Jammu and Kashmir reported 11 fresh Covid-19 cases while there was no death due to the virus in the last 24 hours, officials said on Wednesday.

They said that the there was no fresh case from Jammu while all 11 were from Kashmir Valley, take the overall tally to 453839—166273 in Jammu and 287566 in Kashmir.

Giving district wise details, the officials told GNS that Srinagar reported 9 cases, Baramulla 0, Budgam 1, Pulwama 0, Kupwara 1, Anantnag 0, Bandipora 0, Ganderbal 0, Kulgam 0, Shopian 0, Jammu 0, Udhampur 0, Rajouri 0, Doda 0, Kathua 0, Samba 0, Kishtwar 0, Poonch 0, Ramban 0 and Reasi 0.

There was no death reported in the last 24 hours, they said. So far 4750 persons have succumbed to the virus—2327 in Jammu and 2423 in Kashmir.

Besides, they said, three Covid-19 patients recovered during the time and none was from Jammu and all were from the Valley. So far 448921 people have recovered, leaving the active case tally at 167— 15 in Jammu and 152 in Kashmir.

The officials told GNS there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 15513 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

Police bust fake Vaishno Devi online helicopter ticket booking fraud

Jammu: Police on Wednesday claimed to have busted a fake Vaishno Devi online helicopter ticket booking fraud by arresting three persons from Bihar.

Senior Superintendent of Police, Reasi, Amit Gupta said that a case was registered at Police Station Katra on the basis of complaints regarding fake online helicopter ticket booking fraud for Mata Vaishno Devi pilgrimage.

After registration of cases, special teams were framed under the supervision of Amit Bhasin, SP Katra and were dispatched to various parts of the country for the arrest of the accused persons involved in the commission of crime, he said.

The officer added that a team headed by Kuljeet Singh, SDPO Katra, zeroed in on some places in Bihar State and subsequently raided at various locations and succeeded in nabbing three fraudsters from Bahadurpur area in District Khagaria, Bihar.

The arrested fraudsters were identified as Ashok Mistri, Santosh Kumar and Lakhpati Paswan while incriminating material was also seized in their possession.

All the accused persons were brought to Katra after obtaining transit remand from competent court and during the investigation, 40 fake websites were identified and got blocked, which were involved in selling of fake helicopter tickets to Shri Mata Vaishno Devi pilgrims.

The SSP has advised all the pilgrims to use only the official website of the SMVD Shrine Board for booking services such as helicopter tickets and not to fall prey to the fraudulent advertisements issued by unauthorized websites offering confirmed Helicopter tickets, sale of Prasad etc.

 Names of beneficiaries publicized to bring transparency: SWD

Srinagar: Social Welfare Department has rebutted the reports that the department is defacing the graveyard walls and shaming the beneficiaries of various schemes by publicising their names.

A statement issued by SWD said that the aim of publicising the names of beneficiaries is to give wide publicity and to bring transparency in the working of the department.

“Publicising the names of beneficiaries is meant to identify and ensure that no undeserving person is taking undue benefit of any scheme at the cost of deserving ones. The detail of the beneficiaries of various schemes is also available on the official website of the department,” the statement said.

With regard to the defacement of the graveyard walls, the statement said that the department has directed the field functionaries to paint these lists on government properties only.

“Field functionaries are being sensitised to take utmost care while publicising the names of beneficiars. The reports regarding defacement and shaming of beneficiaries is vehemently rebutted,” the statement added.
