J&K Addl CS Health announces 11 mobile health units for remote districts

Jammu: Additional Chief Secretary, Health and Medical Education, Vivek Bhardwaj on Wednesday announced 11 mobile units for hilly districts of Jammu and Kashmir.

He was chairing a meeting of Deputy Commissioners, Principals of Government Medical Colleges, Director Health Services and Chief Medical Officers of all the districts regarding monitoring and strategizing various healthcare initiatives under ‘Ayushman Bharat scheme’.

On the occasion, District Hospital Udhampur was rewarded with a cash prize of Rs. 50 lakh under Kaya Kalp rewards for the financial year 21-22 while District Hospital Reasi stood second in the category.

Besides, awards under various categories were also given to Community Health Centre Pattan and Community Health Centre Ram Nagar among various other Community Health Centres and Primary Health Centres.

The winners were also asked to apply for NQAS certification.

Additional Chief Secretary sought a progress report regarding implementation of Ayushmann Bharat Digital Mission.

He also assessed progress on BIS registration of Ayushman Bharat Golden Cards.

Bhardwaj took note of dismal progress on IPD conversion under Ayushman Bharat scheme and asked for initiating disciplinary action against the erring officers with strict directions for achieving 75 percent targets within the next 15 days.

He issued similar directions for GMCs and tertiary care hospitals. He asked the officers to streamline the Mera Aspatal Patient Feedback System.

He directed all the DDCs to ensure completion of pediatric and maternal ICUs in all districts before the end of April.

District Development Commissioners were directed to ensure internet connectivity, appropriate repairs and diagnostic facilities in view of the third anniversary of e-Sanjeevani tele-consultation which falls on April 14 this year.

Vivek Bhardwaj had a detailed discussion with District Development Commissioners regarding Emergency First Responder Training to Panchayat Youth Club members under Mission Youth.

 

After rise in attacks, J&K admin asks biz units to install CCTVs to monitor suspicious activities

Srinagar: After a spate of attacks on elected public representatives, security forces and non-local labourers, the Jammu and Kashmir Government has taken a slew of measures. The shopkeepers and business unit owners have been ordered to install Close Circuit Televisions (CCTVs) to monitor suspicious moments of people.

Official sources told Precious Kashmir that the Deputy Commissioners of Anantnag, Srinagar and other districts have issued orders wherein the Financial and Business Units have been told to install CCTVs without any delay.

The Deputy Commissioners of Srinagar, Anantnag and some other districts of the Kashmir Valley have directed the business units to install the CCTVs within 14 days, a senior official said.

District Magistrate Srinagar Aijaz Asad has asked all Financial and Business Units to install CCTVs and inform the Station House Officer (SHO) of the nearest police station if any suspicious movement or activity is observed.

The order came into force from April 5 and shall remain valid for 60 days, “unless withdrawn earlier, and subject to further extension or modification”, the communique reads.

Officials said the selective targeting of civilians in Jammu and Kashmir requires several measures, including the use of appropriate technologies, to safeguard the “life and property”.

“Any contravention of this order shall attract legal consequences,” reads the order. It said a person can be punished with simple imprisonment for a term which may extend to one month or with fine which may extend to 200 rupees or with both.

The order covers banking and financial as well as business establishments like banks/ATMs, jewellery shops, petrol pumps, shopping malls, restaurants, hotels, cinema halls, wine and beer shops, eating joints, ready-made garment shops, showrooms, small markets, educational institutions, places of worship, bus stands, railway stations, airports, hospitals and offices where transactions are held in cash or are frequented by many people.

 

On BJP’s foundation day, Nadda interacts with foreign envoys

New Delhi: BJP chief J.P. Nadda on Wednesday interacted with foreign envoys of BIMSTEC nations and European countries on the occasion of the party’s foundation day.

Envoys from France, the European Union (EU) delegation, Portugal, Switzerland, Poland, Romania, Slovakia, Italy, Hungary, Vietnam, Norway, and the High Commissioners of Bangladesh, and Singapore were present during the interaction.

Nadda’s interaction was held under a new initiative ‘Know BJP’ launched for the foreign audience by the party on its 42nd foundation day on Wednesday.

After interacting with the foreign envoy, Nadda tweeted: “Had the privilege to interact and be in the company of ambassadors from 13 countries, as part of our initiative ‘Know BJP’ at the BJP HQ. We aim to share information about our party and its history to people across the globe through many such exercises like this in the future.”

A documentary depicting the journey of Jan Sangh and Bharatiya Janata Party (BJP) was also shown to foreign envoys.

Sources said a special coffee-table book ‘Nation First’ was also presented to the guests.

External Affairs Minister S. Jaishankar, BJP Vice President Baijayant Jay Panda, in-charge of party foreign affairs department Vijay Chauthaiwale, national spokespersons Sudhanshu Trivedi and Mmhonlumo Kikon and other leaders were present during the interaction.

Nadda briefed about the history, struggles, successes, ideology and contribution of the BJP and its governments in national development.

The BJP chief also answered the queries of the foreign envoys.

The interaction lasted for three hours with the Q&A session lasting for about one and a half hours.

After the interaction, they also took a tour of the BJP office. The BJP intends to continue such interactions with small groups of foreign diplomats in future too.

Exchanges of delegations with political parties of friendly countries are also being planned in due course of time.

CBI initiates preliminary inquiry against IOA chief Narinder Batra

New Delhi: The Central Bureau of Investigation (CBI) on Wednesday initiated a preliminary inquiry against Indian Olympic Association (IOA) President Narinder Dhruv Batra for alleged misappropriation of public funds.

As per sources, Batra allegedly misappropriated Rs 35 lakh of Hockey India (HI) for personal use. The central probe agency had received a complaint in this regard following which the preliminary inquiry was initiated.

The agency will now send a summon to the IOA chief to record his statement over the said allegations. If the CBI finds prima facie evidence in the matter, they can lodge an FIR to further probe the case.

Besides the IOA, Batra is also the head of the International Hockey Federation (FIH).

Popularizing Organic Farming

Natural and organic farming can effectively tackle the challenges posed by climate change and soil degradation, Lieutenant Governor correctly underlined earlier this week. He said that the government was addressing the concerns of small and marginal farmers and instead of narrow silos, agriculture and allied sector was being developed to ensure farm sustainability for the farmers.

Use of chemical fertilisers, pesticides and irrigation, is certainly not scientific agriculture practice even though it is in high use. There has been an overuse of fertilizers, pesticides and water, which is at the root of all problems. While organic farming has enormous potential, the knowledge about it is too little to realise the productivity potential of crop varieties, even high-yielding ones.

As per professionals organic food production is defined as cultivation without the application of chemical fertilizers and synthetic pesticides or genetically modified organisms, growth hormones, and antibiotics.

Recently, there has been increasing attention in general consumers regarding food quality and safety. Conventionally grown foods have enormous adverse health effects due to the presence of higher pesticide residue, more nitrate, heavy metals, hormones, antibiotic residue, and also genetically modified organisms. Furthermore, the conventionally grown foods are less nutritious and contain lesser amounts of protective antioxidants.

Government said that efforts to increase productivity through infusion of traditional knowledge, modern science and technology, providing improved marketing facilities and resolving several other issues like power, irrigation, cheaper credit and rural infrastructure are afoot.

Also the government said that renewed thrust is being given to organic farming to bring about a paradigm shift in agrarian policy, rural prosperity and improving the incomes and the quality of life of the farmers.

Greater diversification into high-value crops, value addition through agro-processing and market-linkages are claimed to be going on in the agriculture and horticulture sector.

The Lieutenant Governor rightly asked the Agriculture Universities of J&K to work on mission mode to connect more farmers with organic farming and horticulture. There is a need for the officials and agricultural scientists to consistently disseminate relevant and authentic information to the farmers regarding organic farming so that small and marginal farmers can also take advantage of it.

The popularity of organically grown foods is ever-increasing owing to nutritional and health benefits. This is where there is a need to work with pace in this regard. There is already indigenous skills and potentiality for growth in organic agriculture. Across India, presently there is rapid growth in organic agriculture and is considered one of the largest organic producers in the world. Therefore, organic farming has a great impact on health and there is a need for ensuring sustainable development.

Srinagar: In a first of its kind, a top business delegation from Jammu and Kashmir today met Prime Minister Narendra Modi at New Delhi where they presented a memorandum seeking intervention of the prime minister.

The high level delegation was led by senior BJP leader and Jammu and Kashmir Waqf Board board chairperson, Dr Darakshan Andrabi and the business tycoons who were part of the delegation included President, Kashmir Chamber of Commerce & Industry (Inc), Sheikh Ashiq Ahmad, chairman Hoteliers Club, Mushtaq Ahmad Chaya, President, chairman PHD Kashmir Chapter Baldev Singh Rana and Private Schools Coordination Committee President Showkat Chowdhary and few other business persons.

According to an official communication issued by the delegation, Sheikh Ashiq Ahmad, of  KCC&I  while giving an overview of the state of economy, presented a detailed memorandum to the Prime Minister.

Demand of Direct air connectivity to Jeddah/Dubai was made and revival of businesses was discussed in length and measures to encourage local industry/business so that people at large are engaged in business activities and will address the employment issue.

Three decades of turmoil and demand was made to settle the downgraded accounts for better tomorrow. Land related issues be it Roshni or lease land at Gulmarg & Pahalgam was also discussed

The Establishment of Model Carpet Village was discussed in length.

Showkat Chowdhary who represented Private Schools Coordination Committee (PSCC) sought the redressal of various issues private schools are confronting for their smooth functioning and demanded that the Education Act prevailing in neighbouring states like Uttar Pradesh be implemented in J&K also.

At the outset we would like to hail your efforts, leadership and continued dedication to the education sector. We assure you that our Committee, which is a conglomerate of over 1450 private stakeholders across JK, are ready to work with the government for this noble cause. Despite difficult times, the private schools have been making untiring efforts in imparting quality education to the students, the results of which are quite visible,” Chowdhary told the PM.

While seeking PMs intervention for the redressal of issues. The PSCC president highlighted that all private schools in the erstwhile state of J&K were regulated by the Education Act 2002. “In 2015 by the order of the High Court J&K a Fee Fixation Committee was formed to take decisions regarding all issues of private schools taking the stakeholders on board.

Wide order number 1 FFC of 2019 date 28-01-2019 the private schools were allowed to enhance the Fee at 6% Annually on the fee structure existing on 1-Aug-2018 as its basic fee slab and the annual charges were fixed at 6000/annum and it could also be raised by 6% only. In case any school, to meet its expenses viz a viz upgradation, it has to apply and seek permission from the FEE FIXATION COMMITTEE. It was not mandatory for the schools falling in the category of having FEE upto 1000/month.

“In 2020 after the status of J&K state was changed to UT, an amendment was made in this ACT revoking order number 1 FFC of 2019 date 28-01-2019. By the order Number 44 FFRC of 2021 the following amendments were made:

1. FFC (Fee Fixation Committee) was authorised to fix the monthly and annual Fee for all the private schools.

  1. Any school wanting to raise the FEE due to meet its expenses has to seek permission/ approval from the FFC, which seems rather impossible for 7500 existing private schools in the valley.
  2. In case there are two complaints against any school regarding FEE, that school could be taken over by the Department of Education.

Because of these changes no good brand of schools from outside UT J&K are ready to invest by opening its branch in UT J&K. We hope that our issues shall be given a sympathetic ear,” reads the statement.

Delimitation Panel to have final say, its orders can’t be challenged in courts

Srinagar: The Delimitation Commission is all set to issue final orders for determining boundaries of Assembly and Parliamentary segments of Jammu & Kashmir Union Territory.

The panel is expected to issue final delimitation orders anytime now as it concluded public sittings in Jammu & Kashmir on Tuesday. “The commission is expected to issue final orders soon. All the processes have been completed by the panel,” officials told The Precious Kashmir.

The commission held public sittings in Jammu and Srinagar respectively April 4 and 5 to hear objections/ suggestions filed by different parties over the draft delimitation report unveiled by it earlier for feedback.

According to officials, the panel’s orders order shall have the force of law and shall not be called in question in any court.

“Upon publication in the Gazette of India, every such order shall have the force of law and shall not be called in question in any court,” reads the law governing the delimitation process.

The delimitation commission was constituted on March 6, 2020 to redraw Assembly and Parliamentary segments of Jammu and Kashmir.  It was set-up under The Jammu and Kashmir Reorganisation Act-2019.

In its draft report, the commission headed by former Supreme Court Judge Justice(retd.) Ranjana Desai has proposed to add six new seats to Jammu region and only one to Kashmir.

Out of 90 Assembly segments of J&K UT, the commission has proposed to reserve 16 seats- seven for scheduled castes and nine for scheduled tribes.

Panel concludes 2-day J&K visit

Srinagar: The Delimitation Commission on Tuesday concluded its 2-day visit to J&K, in which it met 400 delegations, an official statement said.

“The Delimitation Commission of Jammu and Kashmir met with approximately 400 delegations from different parts of UT of J&K during its two day public sittings at Convention Centre, Jammu and SKICC, Srinagar,” it said.

According to the statement, in response to the draft delimitation proposal published in Gazette of India (extraordinary) and in the Union Territory of Jammu and Kashmir Gazette on March 14, around 400 suggestions/representations with 4,000 signatories were received by the commission till March 21.

“The Commission decided to provide personal hearing to all these delegations, both in Jammu as well as Srinagar so that the public can directly interact with the members of the Commission and present their suggestions before them.

“During the public sittings, the main points of all the representations were read out and the concerned delegations were given opportunity to highlight any additional points for the consideration of the Commission,” it said, adding that the general public, public representatives, social workers and members of political parties utilised this opportunity and highlighted their demands/suggestions/grievances before the commission which were duly noted.

“The Commission informed the participants that the Delimitation exercise of Jammu and Kashmir has been carried out by the commission in a record time of two years despite the prevalence of Covid-19 pandemic in the country.

“It further noted that the entire exercise has been carried out as per the provisions of the Delimitation Act 2002 and the J&K Reorganisation Act 2019, keeping in view population, public conveniences, communication facilities, geographical compactness of the areas as well as the existing administrative boundaries while delimiting the constituencies.”

The statement said that it was also mentioned that the Commission is mandated under the Jammu and Kashmir Reorganisation Act 2019 to increase the Assembly constituencies from existing 83 to 90.

It, for the first time in the history of Jammu and Kashmir, has proposed to reserve nine seats for the Scheduled Tribes and in addition to it, seven seats have been proposed to be reserved for Scheduled Castes.

“The members of the public largely appreciated the efforts of the Delimitation Commission and expressed their satisfaction on the entire exercise and termed it a fully democratic and transparent process which will benefit the people of Jammu and Kashmir.

“The Delimitation Commission assured the delegations who called on the Commission in Jammu as well as Srinagar that the commission shall consider their genuine suggestions/grievances sympathetically in accordance with the Delimitation Act.”

The Commission is headed by Chairperson, Justice (Retd.), Ranjana Prakash Desai with Chief Election Commissioner, Sushil Chandra and State Election Commissioner, K.K Sharma as its members.

The five members of Lok Sabha from J&K are its associate members.

JAMMU: Lieutenant Governor Manoj Sinha today addressed the first Zonal Convention on Natural Farming at SKUAST-Jammu.

The two-day convention on the theme “Natural Farming: A National Priority for Human Health and Ecological Restoration” will focus on the major thrust areas of environmental safety, public health and agricultural sustainability towards ensuring growth and prosperity of the farming community.

Speaking on the occasion, the Lt Governor congratulated AGRIVISION and SKUAST-Jammu for organizing the convention on the relevant topic of natural farming.

He said that such deliberations will help the policy makers, planners, and farmers to focus on increasing the sustainability of farm livelihoods, environmental safety, and human health.

The Lt Governor said that J&K UT is giving major impetus to natural and organic farming and has registered a record increase in terms of area covered under organic certification in a sustainable manner.

Today, J&K is amongst the major organic producing States/UTs in the country. We are methodically developing a robust ecosystem by extending financial assistance, technological and marketing support for better realization of prices to farmers, the Lt Governor added.

With the combination of market linkages, large scale mechanization, organic farming, and farmer-centric reforms, we have made significant achievements in increasing our farmers’ income, wherein J&K ranks third in the list of top five states in terms of relative income of farmers. Our agriculture sector is going to contribute substantially towards realizing the goal of a self-reliant India, the Lt Governor said.

The Lt Governor observed that in the long run, organic farming with technology based assistance will reduce the input cost and usher in rural prosperity.

“Natural & organic farming can effectively tackle the challenges posed by climate change and soil degradation. We are addressing the concerns of small and marginal farmers, and instead of narrow silos, agriculture & allied sector is being developed to ensure farm sustainability for the farmers”, the Lt Governor said.

Expressing gratitude to Hon’ble Prime Minister Shri Narendra Modi for making organic farming a mass movement, the Lt Governor urged the farming community to pay more attention to diversification along with shift to organic farming.

He stressed that this integrated approach in agriculture can only facilitate sustainability and growth, thereby achieving Gram Swaraj and Anna Swaraj.

The Lt Governor also underlined the importance of harnessing the full potential of organic farming, and utilizing local resources, besides developing the infrastructure keeping in mind the requirements of the national and international markets.

This year’s budget of the UT has a huge allocation of Rs 2835 crore for the agriculture sector and Rs 646 crore for the horticulture sector. For the development of the dairy and sheep sector, Rs 392 crore has been allocated to bring positive changes in the lives of the farming community, the Lt Governor observed.

The Lt Governor noted that collective efforts are being made to bring down the usage of fertilizers. Subsidy is being provided to the entrepreneurs under One District One Product, and dairy industry, besides nine lakh farmers will be provided with improved quality seeds. We also aim to add another two lakh metric tonnes into the food processing and storage capacity, he added.

On the occasion, the Lt Governor called upon the officials and agricultural scientists to consistently disseminate relevant and authentic information to the farmers regarding the organic farming so that small and marginal farmers can also take advantage of it.

Whilst the incentives of government facilitate move towards sustainability, our agricultural scientists must look forward to develop technologies that enhance productivity and at the same time maintain the fertility of land, besides focusing on increasing production of oilseeds, expansion of micro-irrigation facilities and use of high yielding seeds on priority basis, added the Lt Governor.

The Lt Governor further advised scientists to publish their research findings in vernacular languages making it easily accessible for the local farming community and maximum percolation of knowledge from universities to farms.

Earlier, the Lt Governor conferred Krishak Rattan and entrepreneurial awards to Padma Shri Bharat Bhushan Tyagi, Sh. Javed Ahmed, Sh. Sham Singh Chowdhary, Sh. Sanjay Kumar and Sh. Dinkar Kaushal for their contribution in natural farming. He also laid the foundation stone for the International Family Hostel at SKUAST and visited various stalls put up by the Starts-Ups.

Prof. J.P. Sharma, VC, SKUAST-Jammu in his address lauded the Lt Governor led government for promoting innovation, incubation, start up, national saffron mission, high density plantation, custom hiring, central machinery bank, value addition, processing, marketing and transportation of perishable agriculture produce at reasonable rates for hand holding and increasing income of the farmers of the UT.

It is time to take big steps, take agriculture out of labs, and associate it with nature, he added.

The VC also thanked the Lt Governor for new KVK’s, grant of new Faculties along with positions and infrastructural development of the Agrivarsity. He said that for the last one and a half years, the university has released 21 varieties of crops for the region.

Prof. Pradeep Kumar, Dean, School of Life Sciences, Central University, Dharamshala, H.P., in his address, highlighted the importance of organic and natural farming to meet the needs of the people.

Sh. A.K. Sood, CGM, NABARD, said that NABARD is consistently working in its endeavour to promote sustainability in agriculture through sustainable and equitable agriculture and rural development.

During the inaugural session, Souvenir of the convention; Postal Card of Jammu Basmati-118, besides two publications – “Jammu Khite Ch Rai Bai” and “Jewik Paristhhio me Sabzio me Fal Makhi Praband” were released by the dignitaries.

Earlier, Gajendra Singh, Former National Convenor Agrivision highlighted the initiatives taken by Agrivision to raise the voice for agricultural reforms and fostering links between agricultural students and farmers.

Dr. A.P. Singh, Organizing Secretary of the convention presented the welcome address, while proceedings were conducted by Deepak Pandey and vote of thanks was presented by Radhe Shyam Kumawat.

LG Sinha Releases Book titled “Dharamsthali”

Jammu: Lieutenant Governor Manoj Sinha today released a Book titled “Dharamsthali” edited by Mahant Rohit Shastri, here at Raj Bhavan.

The book is a collection of research oriented work on ancient temples situated across Jammu and Kashmir, written by Sanskrit scholars and young researchers. It provides detailed description and historic significance of the temples and religious sites of Jammu and Kashmir.

The Lt Governor congratulated the contributors of the book and the publishing team. He extended his best wishes to the president of Shri Kailakh Jyotish Avim Vedic Sansthan for publishing it.

The Lt Governor observed that the book will facilitate the pilgrims and tourists who visit J&K from across the country and the world.
