Advisor Khan expresses grief over loss of lives in Talab Tillo fire incident

JAMMU, FEBRUARY 13: Advisor to Lieutenant Governor, Farooq Khan has expressed grief over the loss of lives of Fire Fighters during a rescue operation in Talab Tillo area of Jammu on Wednesday.

In his condolence message, the Advisor has extended his heartfelt condolences to the bereaved families, while praying for peace to the departed souls.

He also prayed for the speedy recovery of the injured Fire Fighters and also lauded their role and said fire fighters always remain on the forefront during rescue operations.

CoE discusses modalities regarding declaration of Dal Lake, its surroundings as Eco Sensitive Zone

JAMMU, FEBRUARY 13: A meeting of Committee of Expert (CoE) was held today to review and discuss the draft notification for declaring Dal Lake and its surroundings as Eco Sensitive Zone.

The Committee of Expert (CoE) on Dal and Nageen Lake comprising Former Additional Chief Secretary, Government of Kerala, Dr Nivedita P Haran, MD Delhi Metro Rail Corporation Ltd, Dr Mangu Singh, Advocate M.C. Mehta, Environmentalist New Delhi, Consultant, and Former MD, Delhi Metro Rail Corporation, Dr E Sreedharan,  Principal Secretary, Housing & Urban Development Department, Dheeraj Gupta,  VC Lakes & Water Ways Development Authority, Tufail Matto, Chief Conservator of Forests, Farooq Gillani, Commissioner, SMC, Gazanfar Ali, Director Tourism, Asgar Ali,  Chief Town Planner, Kashmir Fayaz Khan and other senior officers of concerned department attended the meeting.

The draft proposal was discussed threadbare in the meeting. It was decided that in order to notify the proposal expeditiously for securing the Lake as an Eco-Sensitive Zone and the draft proposal and the recommendations of the CoE regarding regulating the activities within 200 mts of periphery of Lake, the CoE on Dal and Nageen Lake shall submit the final proposal to HUDD by 20th February, 2020 so that the same could be finalized and sent to Government of India by 29th February, 2020.

Dr Kotwal, M Raju listen to people’s grievances at Jammu

JAMMU, FEBRUARY 13: Principal Secretary, Revenue, Dr Pawan Kotwal and Secretary Power Development Department, M Raju today listened to people’s issues during a daylong grievance redressal programme here at PWD Guest House in Gandhi Nagar.

Around 60 deputations from across Jammu and Kashmir met with the administrative secretaries and highlighted the problems being faced by them in day to day life.

The visiting deputation and individuals sought speedy redress of their grievances.

A deputation of private workers, under the banner of Bhartiya Mazdoor Sangh, demanded early disbursement of dues as provided under Gratuity and Workman compensation Act.

They sought strict instructions to the collectors (Recovery Tehsildars) particularly Tehsildar Jammu and Vijaypur for initiating recovery proceeding as per the order passed by the Labour Department.

A deputation of Sanasar Welfare and Development Group (SWDG) demanded funds for strengthening the Niabat infrastructure, staff quarters in Sanasar.    The deputation requested the Principal Secretary Revenue to solve the issue on priority basis.

An individual from Arnia, Bishnah complained that his land has been grabbed by an influential person of the area and sought necessary action in this regard.

A number of individuals also met with the Administrative Secretaries and put forth their issues seeking provision for electric connection to borewells, installation of electric poles and transformers, repair of Dharmood Grid Station and Sanasar HT Line Ramban and early disposal of compassionate appointment cases.

Principal Secretary Revenue, Pawan Kotwal said that the government   is keen to mitigate people’s issues regarding revenue and asked the people to coordinate with the government to save the state land from encroachers.

Secretary, Power Development Department, M Raju appealed to the people to deposit their Power dues in the stipulated time frame so that uninterrupted power supply is provided to them by the department.

Sub-Divisional Magistrate Khour, Anil Singh Thakur and other senior officers of Revenue and Power Development Department were also present in the programme.

 

Students suffer in absence of internet facilities

Kupwara, Feb 13: The absence of internet services at the Government Degree College (GDC) Sogam in north Kashmir’s Kupwara district has left hundreds of students to face hardships, alleging that they are being forced to travel miles to access the internet.
According to wire service—Kashmir News Observer (KNO), the students expressed resentment against the Kashmir University authorities for failing to make internet facilities available for the students in the college.
They said that the students who recently passed class 12th examinations are being forced to travel to Sopore College to avail the internet facilities to submit admission forms, therefore leaving with to lurch at large.
Zeenat Khan, a student told KNO that hundreds of students are facing hardships in submitting their admission forms due to the lack of internet facilities available for them.
They later appealed the concerned authorities to look into the matter at an earliest so that they can submit the forms well on time. (KNO)

He said at present when every tweet, every blog, and every social media message has enabled Lacs of people to attain status of being citizen journalists, extraordinary caution is required to be taken to communicate any opinion.

He said time has come that we all should adopt one common minimum programme at society level, based on human love and mutual respectability. Let this Global Media Summit become launching platform for imbibing the spirit of love and mutual cohesiveness.
He said there are no two opinions that captivating beauty of Kashmir, unique in world, has elevated to supreme heights of being spiritual paradise on earth where tranquillity should be permanent feature.

Two months on, district hospital Bandipora without Medical Superintendent

Bandipora, Feb 13: Even after the passing of two months, the district hospital Bandipora has been functioning without a medical superintendent after the transfer of former MS from the district in December last year.
According to wire service—Kashmir News Observer (KNO), the medical superintendent who was posted at district hospital Bandipora was transferred on December 10 last year but since then new MS has not been posted in the hospital.Official sources told KNO the functioning of the hospital has been badly affected due to the non-availability of MS in the hospital for the past more than two months.They said that the charge has been given to chief medical officer Bandipora and he has to look after two posts at the time which affects the smooth functioning of the hospital as well as his own office.
“It has been more than two months now that the MS was transferred and a new one is yet to be appointed. The functioning of the hospital has been badly affected as no official work is carried out smoothly without the post of MS. Even though the higher-ups have been intimated several times but posted is yet to be filled,” said a health official posted at DH Bandipora.Likewise, the main health block of Bandipora is also functioning with the block medical officer after he was transferred on January 31 this year.
Even though the new BMO was posted for Bandipora block after the transfer of BMO Bandipora, Dr. Ashfaq, following the allegations of misconduct and unruly behavior with one of his subordinate employees.
He was transferred and demoted to the position of Medical Officer days after assaulting a para-medical employee in his office chamber.
Officials told that the day BMO was transferred, new BMO was posted for Bandipora block but to date, he has not joined his place of posting and the block is functioning without BMO which has badly affected its smooth functioning.Pertinently, district Bandipora is also without district health officer (DHO) and district immunization officer (DIO). Officials told KNO after the superannuation of earlier DHO in December last year, authorities are yet to fill the vacancy.A senior official of the health department posted in Bandipora told KNO that they have many times sent the reminders to higher-ups to fill up these vacancies but to date, they are lying vacant which has marred the smooth functioning of the health sector in the district. Detention of Omar Abdullah gross violation of rights: Justice Katju

Srinagar, 13 Feb : Retired Justice Katju while demanding the release of Kashmir political leaders including Muhammad Yasin Malik, has said that Omar Abdullah, former chief minister of Jammu and Kashmir has been in detention since August 5, 2019, under the Public Safety Act.

I submit that every moment of his detention, as well as the detention of other Kashmiri leaders such as Farooq Abdullah and Mehbooba Mufti, has been a gross violation of the right to liberty enshrined in Article 21 of the Constitution of India. He said the allegations against Omar are totally frivolous. In a three-page dossier served on him, it is said he made statements to the Kashmiri public against the dilution of Articles 35A and 370.

It is also alleged that “his capacity to influence people for any cause could be gauged from the fact that he was able to convince the electorate to come out and vote even during peak militancy and poll boycotts”.

“All this is ipse dixit (a dogmatic and unproven statement) and is hardly a valid ground for detaining him. There is no allegation that Omar Abdullah ever gave a call for violence or organized violence. In fact, his entire political record shows that he has always abided by India’s Constitution. Criticizing the government is no crime, as it is a democratic right protected by the freedom of speech in Article 19(1)(a) of the Constitution. This was laid down by the constitution bench decision of the Supreme Court in Romesh Thappar vs State of Madras in 1950 and several other decisions of the court thereafter.”

“As held in the historic decision of the US Supreme Court in Brandenburg vs Ohio (1969), which still holds the field, free speech can only be prohibited by the state when “it is directed to incite or produce imminent lawless action”. This decision of the US Supreme Court has been followed in two decisions of the Indian Supreme Court, Arup Bhuyan vs State of Assam and Sri Indra Das vs the State of Assam, both delivered in 2011.

Hence, it is the law of the land in India too. There is no allegation that Omar said anything to incite or produce imminent lawless action.

In Ghani vs Jones (1970), Lord Denning observed that “a man’s liberty of movement is regarded so highly by the laws of England that it is not to be hindered or prevented except on the surest grounds”.

Dr Jitendra takes stock of works at AIIMS site

Div Com commissions steel-bridge at Karipora, Budgam

BUDGAM, FEBRUARY 13: Divisional Commissioner Kashmir, Baseer Ahmad Khan in presence of District Development Commissioner, Budgam, Tariq Hussain Ganaie commissioned steel bridge, which came up at Rs. 215.75 lakh at Karipor, here today.
ADC Budgam, Executive Engineer R&B, Tehsildar Budgam and other officers were present on the occasion.
On the occasion, Divisional Commissioner was informed that the project which includes construction of 1.10 kilometer road stretch, connecting Railway Station Budgam was completed under languishing project scheme by R&B.
The Div Com said that the project is of prime importance as it connects various government offices including DC and SP offices and will help in smooth traffic flow across the town.
He said that approach road also serves as the shortest route to villages including Mirgund, Pallar, Waterwani, Dadina, Nasrullahpora, Sholipora up to Beerwah towards Railway Station Budgam.
Later, the Divisional Commissioner also reviewed JalJeevan Mission (JJM) scheme in Budgam.

Refresher Course on Human Rights concludes at UGC-HRDC, KU

Srinagar, Feb 13: A two-week long interdisciplinary Refresher Course on Human Rights concluded at UGC-HRDC, University of Kashmir which was attended by a total of 40 Assistant Professors of various colleges and universities of the Kashmir valley.According to the organizers the main aim and objectives of the course were to acquaint the participants with concepts related to the history and evolution of human rights, principles of human rights, significance, enforcement and protection of human rights in the context of the national and international law, human rights of the women, transgender, children, physically or mentally disabled, underprivileged, marginalized, poor sections of the society and to enhance their understanding about the inter-linkages of human rights with our education, environment, healthcare, culture, economy, polity and society they said in a statement to KNS.
While speaking at the valedictory function of the course acting Vice-Chancellor of the University of Kashmir, Prof. Nilofer Khan who was also the Chief Guest on the occasion stated that there is need to encourage the participants to incorporate compliance with human rights in the teaching-learning process and pedagogy by any or all possible means.
She said that such courses are helpful in addressing the attitude, beliefs, mindset, thinking and outlook of the participants in visualizing the issue of human rights in its right perspective.Vice-Chancellor of the Central University of Kashmir, Prof. Mehraj-ud-Din Mir who was the Guest of Honour at this occasion spoke at length about the importance of human rights in the contemporary world at the national and international level and narrated several case studies to make his point.
