Pleasant Weather In Kashmir, Dry Spell To Continue

Srinagar: Sun greeted people on Friday in Kashmir valley, where mercury continued to surge during the past over a week, while deficit rainfall was recorded due to dry spell.

However, people at the world-famous ski resort of Gulmarg and famed health resort of Pahalgam witnessed sub-zero degree temperature during the night. The border town of Kargil on Srinagar-Leh national highway, which was closed for the past more than two months due to accumulation of snow, was coldest at minus 15.4 degree Celsius, followed by Leh at minus 8.3 degrees.

However, mercury was below minus 25 to 35 degrees at the Line of Control (LoC) in the Union Territory of Ladakh, where security forces remained on alert, to foil any 1990-like situation, when Pakistan intruders had occupied all heights in Kargil and Drass sectors. It took several months to kill or push back the intruders.

The dry spell will continue in the next week also, in the Union Territories of Jammu & Kashmir and Ladakh, a Met department spokesperson said here.

He said after recording the highest snowfall in the past three decades, the week from January 30 to February 5 witnessed deficit rainfall in the valley. Water level in rivers remained below normal, as snow on higher reaches was frozen and there was deficit rainfall, so far.

However,  experts said this will have no impact on irrigation and drinking water supply during summers, as enough snow has accumulated on mountains.

It was yet another sunny day in Kashmir, including this summer capital, where people were still wearing woollen and warm clothes, because of chilly winds in the morning and evening.

People were seen enjoying sunny weather at parks and gardens, including at Lal Chowk, the nerve centre of this summer capital.

The intensity of the heat was high, as compared to previous days, much to the delight of people.

The minimum temperature at Srinagar was recorded at 2.2 degrees, while it was 1.6 degrees, one degree and 0.9 degree at Kokernag, Kupwara and Qazigund, respectively.

Gulmarg, about 55 km from here in north Kashmir, was coldest in the valley at minus 5.6 degrees minimum temperature. The experts said this will help snow to melt slowly.

At Pahalgam, the minimum temperature was minus 2 degrees, a Met spokesperson said here.

Dal Lake In Kashmir To Get Eco-Sensitive Zone Tag Soon

Jammu: The Dal Lake and its surrounding areas in Srinagar will soon be declared an eco-sensitive zone, officials said on Friday.

The famous lake has shrunk to less than half its original size with its capacity down to 40 per cent due to pollution and encroachment, they said.

“The Committee of Experts (CoE) on Dal and Nageen lakes shall submit the final proposal to the Housing and Urban Development Department (HUDD) by 20th of February,” a senior official said.

He said the recommendations of the committee will be sent to the Centre by February 29.

It is expected that the Dal Lake and its surrounding areas will be declared as eco-sensitive zone (ESZ) by the first week of March, the official said.

In November, the Jammu and Kashmir administration had set up a 10-member committee to declare the Dal Lake and its surrounding areas an eco-sensitive zone, following concerns over its shrinking size.

The Committee of Experts (CoE) on Wednesday reviewed and discussed the draft notification for declaring the lake and its surroundings as ESZ, the officials said.

The CoE comprises former additional chief secretary, government of Kerala, Dr Nivedita P Haran; MD Delhi Metro Rail Corporation Ltd, Dr Mangu Singh; advocate M C Mehta; environmentalist, consultant, and former MD, Delhi Metro Rail Corporation, Dr E Sreedharan besides top officials from the J and K administration.

Pollution and encroachment have resulted in the Dal Lake shrinking from its original area of 22 square kilometers to about 10 square kilometers, according to an assessment by the Dredging Corporation of India (DCI) in 2017.

The DCI assessment also found that intense pollution by untreated sewage and solid wastes that flow into the lake, encroachments of water channels and clogging has diminished the circulation and inflows into the lake, leading to extensive growth of the weed water hyacinth which has emerged as a health hazard.

Further, it was found that the depth of the lake has reduced at many places due to siltation and encroachment, and that continuing night soil discharge from houseboats causes extreme pollution in the water body.

The officials said the J and K administration has sought the help of the Navy and other experts to tackle issues faced by the water body.

Dal Lake To Be Beautified Under Smart City Plan: Div Com

Srinagar: To restore the glory of world famous Dal Lake, the administration is taking up its beautification process under Smart City Plan. This was stated by the Divisional Commissioner Kashmir, Baseer Ahmad Khan here today during a meeting convened to review various issues pertaining to the Dal Lake. He said that Smart cards will be distributed among the Dal dwellers and directed the Deputy Commissioner Srinagar to submit a complete report in this regard to Div Com office immediately.

The Divisional Commissioner directed LAWDA to deploy men and machinery on western site of the Dal Lake and clear the portion of weeds by February 25 and asked the SMC to provide two tippers and loaders along with manpower to LAWDA within two days for loading of weeded material for dumping.

The Collector LAWDA was asked to complete the land acquisition process of Dole-Demb by March 31 and directed DC Srinagar and VC LAWDA to monitor the process on daily basis.

Div Com further asked the Srinagar District Administration and LAWDA to demarcate state, private and LAWDA land on Eastern Foreshore side and submit the report to the Divisional Commissioner’s office within three days.

The meeting was informed that 4792 families have been surveyed in 60 Hamlets by Revenue Department as per the list provided by LAWDA. Collector LAWDA was asked to complete the survey within one week.

Regarding Western Foreshore Road, the meeting was apprised that R&B Department has submitted DPR to Administrative Department for approval.

The Div Com asked the LAWDA to complete the alignment work within two days.

The meeting was informed that ongoing work of STP at LAM Nishat will be completed by August 2020.

Div Com stressed that DPR for the additional STPs in periphery of lake should be completed within 10 days and DC Srinagar was asked to monitor the process.

Chief Engineer, UEED was asked to submit the DPRs to the Divisional Commissioner, Kashmir’s office for Brarinambal.

Threadbare discussion was also held on mapping of encroachments, strengthening of enforcement wing, plantation drive, installationof dustbins, repair of walk ways and other issues pertaining to Dal Lake.

The Divisional Commissioner directed concerned officers to expedite work on the remaining matters in a time bound manner so that tangible results are achieved on ground.

Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary, VC LAWDA, Chief Engineer R&B, Chief Conservator Forests, Director Floriculture, SMC Commissioner, Collector LAWDA and other concerned were present in the meeting.

Sorry State of Education: One Teacher Each For 1200 Govt Primary Schools In J&K

Srinagar: Bellying the tall claims of government to revolutionize the education sector, around 1200 government primary schools in J&K are run by a single teacher each, depriving the students from having adequate staff in schools.

The disproportionate pupil teacher ratio at primary level has punctured the department claims of strengthening the education system at primary level.

As per the official documents, there are 13175 government primary schools functioning in J&K out of which 13 percent of primary schools are run by single teacher each which means 1200 schools are managed by just one teacher.

The single teacher schools exist in J&K even after the department merged over 2000 schools mostly primary level under the process of rationalization some five years ago.

An official said the MHRD has expressed serious concern over the issue and questioned the J&Ks education department over the disproportionate ratio in schools at primary level.’

“The department has been directed to take measures to rationalize the institutions properly in order to reduce the single treachery schools,” the official said.

The official said that the department has committed to the MHRD that it will rationalize teacher deployment in primary and upper primary schools, so that there is no single teacher school in J&K.

“All schools will have Pupil Teacher Ratio (PTR) as per norms under the RTE Act,” the official said. An official further said that most of the primary and middle schools particularly in rural areas are left teacher deficient as some teacher use their influence to manage their deputation in offices or in schools located in towns.

“This is the basic reason for existence of single teacher schools in J&K. Otherwise all primary and middle schools have specific sanctioned strength as per erstwhile SSA norms,” the official said.

Meanwhile, besides single teachers schools, around 1100 primary schools and 900 upper primary schools have adverse teacher pupil ratio in J&K state while as around 2100 schools are without subject specific teachers.

“The department has been advised to focus on completing the redeployment and rationalization of teachers in schools,” the official document reads as per KNO. Repeated attempts to reach out to Director School Education Kashmir Muhammad Younish Malik didn’t fructify. (KNO)

Terror Violence In JK Down By 60 pc Since Jan: Dgp Tells Minister

New Delhi: Terror-related violence in Jammu and Kashmir has come down by 60 per cent in less than one and a half months in the beginning of 2020, in comparison to the same period last year, officials said on Friday.

The information was conveyed by Director General of Police (DGP), Jammu and Kashmir, Dilbagh Singh who called on Union Minister Jitendra Singh here.

During the meeting, Singh briefed the minister about the current security scenario in the Union Territory.

The DGP informed the minister that terror-related violence in Jammu and Kashmir had come down by 60 per cent in less than one and a half months in 2020, as compared to the same period in 2019, the government officials said.

At the same time, there has been no major law and order or stone pelting incident at encounter sites or during burials of neutralised terrorists, the minister was informed.

Officials said a detailed presentation was made before the minister highlighting that up to February 13 in the current year, 24 militants have been neutralised, which includes 20 killed and four arrested.

This is in addition to the arrest of 12 terror operatives involved in grenade attacks in Srinagar and other areas, and the arrest of 43 over ground workers (OGWs) who were providing all kind of assistance and logistical support to various cadres of different terror outfits.

Of the 24 militants neutralised so far in 2020, the DGP’s report indicated that 10 militants were affiliated with the Jaish-e-Mohammad (JeM), three militants had recently infiltrated the UT and were neutralised at Ban Toll Plaza, Jammu and 11 were from Hizbul Mujahideen (HM) outfit.

The minister appreciated the performance of the security forces and close coordination between Jammu and Kashmir Police (JKP) and the paramilitary forces, saying it had become much more cohesive and effective after the imposition of Governor’s rule and creation of the Union Territory, officials said.

He also expressed satisfaction that in the last one and a half months, there has been no major law and order problem in the UT.

The DGP also informed the minister that the surveillance mechanism, both technical and human, had been further strengthened, the officials said.

As a result of this, he said, the return of seven youths from South Kashmir to their families was possible and they were thus prevented from joining the militant rank and file, according to the officials.

 

Panchayat polls: 97.60 per cent seats vacant in Kashmir alone

Srinagar: Of the total Panchayat constituencies going to polls next month in the Union Territory of J&K, 97. 60 percent are alone in Kashmir, official figures reveal.

12650 vacant Panchayat seats will go to polls in eight phases from March 05 to March 20.

This will be the first massive political exercise in Kashmir after abrogation of the Article 370 by the BJP-led Central government. The electoral exercise is being conducted at a time when top mainstream leaders including three ex- Chief Ministers Farooq Abdullah, Omar Abdullah and, Mehbooba Mufti are under detention. Peoples Conference chairman Sajad Gani Lone is also under house detention at Church Lane, Sonawar.

According to figures, 12344 vacant seats are in ten districts of Kashmir and 306 in 10 districts of Jammu region. As per figures available with the KNO, 793  such seats  are in Kupwara , 2311 in Baramulla,648 in Bandipora,   726 in Ganderbal, 164 in Srinagar, 2098 in Budgam, 1588 in Pulwama, 815 in Shopian, 1071 in Kulgam and 2130 in Anantnag.

These seats remained mostly vacant due to non-availability of candidates during the 2018 Panchayat polls conducted by Governor Satya Pal Malik-led administration.

National Conference and Peoples Democratic Party had boycotted the electoral exercise, citing “repeated assaults” by the Centre on Article 35A.

In Jammu region, 19 seats are vacant in Kishtwar, 33 in Doda, 29 in Ramban, 31 in Udhampur, 23 in Reasi, 38 in Kathua, 25 in Samba, 40 in Jammu, 42 in Rajouri and 26 in Poonch, the data reveals.

Lt Gen B S Raju To Take Over As GoC 15 Corps On March 1

Srinagar: Lieutenant General B S Raju is all set to take over the charge of General officer Commander (GoC) of Srinagar based army’s 15 Corps headquarters thereby relieving incumbent GoC Lieutenant General KJS Dhillon.

“Yes, Lt Gen BS Raju will take over as GoC 15 Corps on March 1,” sources in the army said.  Raju was GoC Victor Force earlier and was part of many operations against militants in South Kashmir.

KPC Restaurant Employee Found Dead

Srinagar:   A young boy who was working in a restaurant of Kashmir Press club Srinagar was found dead in a bathroom on Friday morning.

Reports reaching to Kashmir News service said that the boy who was working in KPC restaurant  as cook was found dead in bathroom by his co-workers, who informed the police.

The deceased was identified as Parvaiz Ahmad Ganie, a resident of Kalantra village of Baramulla.

Sources told Kashmir news service that the police have conducted all the legal formalities of deceased and later handed over body to his family members for last rites.

Drug peddler arrested in Anantnag

Anantnag: A drug peddler was arrested and huge quantity of contraband substance was recovered in this south Kashmir, a police spokesman said on Friday evening.

He said based on specific input about the drug dealing in Bijbehara area of Anantnag district,  Police raided a residential house belonging to Ishtiyaq Ahmad Najar at Bunpora area of Waghama, Bijbehara.

During the search of the house, Police have been able to recover about one quintal of Poppy Straw concealed in nylon sacks from the residential house.

The house owner was arrested and shifted to Police Station Bijbehara where he remains in custody.

Case FIR No. 11/2020 under relevant sections of law has been registered in Police Station Bijbehara and initiated investigation in the matter.

He said community members are requested to come forward with any information regarding drug peddlers in their neighbourhood. Persons found indulging in  drug peddling will be dealt as per law.

Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace as reiterated in our community meetings, he added.

42 days Yatra to begin on 23rd June, 2020

JAMMU, FEBRUARY 14: Lieutenant Governor, Girish Chandra Murmu, Chairman, Shri Amarnathji Shrine Board (SASB), presided over the 37th Board Meeting held here today at Raj Bhavan, Jammu. Those present at the meeting included Shri Rajeev Rai Bhatnagar, Advisor to the Lt Governor, Sh. BVR Subrahmanyam, Chief Secretary and Members of the Board including Swami Avdheshanand Giri Ji Maharaj; Shri D.C. Raina; Pt. Bhajan Sopori; Prof. Anita Billawaria; Dr. Sudershan Kumar; Dr. C.M. Seth and Prof. Vishwamurti Shastri. Shri Bipul Pathak, Chief Executive Officer; Sh. Anup Kumar Soni, Additional Chief Executive Officer; and other senior officers of the Shrine Board also attended the meeting.
Regarding the duration and date of commencement of the Yatra 2020, based on the approach set out by the Sri Sri Ravi Shankar Committee, which had been set up to advise regarding the duration and schedule of future Yatras, the Board, keeping in view the foremost concern of the safety and security of the pilgrims, decided that a 42-days Yatra would commence on 23rd June, 2020, an auspicious day of Jagan Nath Rath Yatra as per Hindu Calendar, and conclude on Shravan Purnima (Raksha Bandhan) on 3rd August, 2020.
The Board noted the steps taken by CEO for the registration of pilgrims through 442 designated branches of Punjab National Bank, Jammu and Kashmir Bank and YES Bank, located in 32 States and UTs, and directed him to take all the required steps to commence Advance Registration of pilgrims w.e.f. from 1st April 2020. Considering the success of Pilot Project of Online Registration of limited number of intending Yatris in 2019, the Board decided to increase the quota of Online Registration.
The Board further directed for wide publicity through the electronic and print media, informing the intending Yatris to timely secure the prescribed Compulsory Health Certificates issued by the Doctors/ Hospitals nominated by their home States or UTs and only thereafter proceed to seek Advance Registration from the nearest located designated Bank which would issue the pilgrim a Yatra Permit valid for the specified date and route. The Board also advised CEO to appeal to all the potential pilgrims to consult their doctors before embarking on the pilgrimage. The CEO shall also widely publicize that no person below the age of 13 years and above the age of 75 years shall be permitted to undertake the pilgrimage.
The Board directed the CEO to take timely steps for ensuring uninterrupted telecom connectivity in the Yatra area. Appreciating the important services rendered by the Langar Organizations, the Board looked forward to their continued support during the ensuing Yatra.
The Board directed the CEO to caution all potential pilgrims to particularly take into account the difficult climate and terrain in the high altitude region of the Yatra and prepare themselves fully before embarking on the pilgrimage. The Board also requested the intending pilgrims to make themselves physically fit for the arduous Yatra by taking regular walk and exercise. As in the past, the awareness campaign would be launched with the cooperation and support of the Ministry of Information and Broadcasting and all information relating to Yatra will be placed on the Board’s Website (www.Shriamarnathjishrine.com).
Noting the Chairman’s direction for sustained efforts being made to further improve the facilities to be provided to the pilgrims this year, the Board reviewed the Action Plan drawn up for the conduct of Yatra 2020, particularly the arrangements being made for providing medical care, sanitation facilities, installation of the railings at all vulnerable points along each of the two routes, measures being taken to preserve the environment of the Yatra area by ensuring removal of garbage in a scientific and environment friendly manner.
Instructions were also issued to ensure that the Yatra routes and camps remain plastic free and completely prohibited the entry of single use plastic.
