HC seeks details Of unauthorized occupation of land in Pahalgam

Srinagar, Aug 16: Jammu and Kashmir High Court has directed authorities to place before it details of the government and forest land in Pahalgam and its authorized occupation by August 25.

Hearing a Public Interest Litigation, a division bench of Chief Justice Gita Mittal and Justice Puneet Gupta said that the court has passed series of orders in the Public Interest Litigation petition filed by an NGO Pahalgam Peoples Welfare Organization, seeking protection to the fragile ecology of Pahalgam.

“In furtherance to the earlier orders, the Pahalgam Development Authority and the Forest Department shall place on record the complete details of Government land in Pahalgam, Forest land in Pahalgam Development Authority respectively.”

The PDA, the court said, shall also place on record in a tabulation the details of leases granted in Pahalgam, Dates of all leases; Extent of land granted in Pahalgam / property leased; whether the lease is subsisting? If expired, the date of expiry; Date of renewal, if at all; Basis and amount of lease / licence fee (monthly / yearly); Date upto which the payment has been made and arrears, if any; and details of notice(s), if any, issued to the lessee(s).

“We would also like to be apprised about the details of unauthorized occupant(s) and encroachment of the Government land and the Forest land in Pahalgam. In case any legal action has been taken, details of the same shall also be placed on record,” the court said as per Global News Service, adding, “The above details shall be filed in tabulations under the signature of the Chief Executive Officer, Pahalgam Development Authority, who shall certify that the same is true and correct.”

In addition, the court directed the Deputy Commissioner, Anantnag, to cause a verification undertaken of Pahalgam and submit case-wise full details of the encroachments in the area.

“This report shall be filed before the 25th of August, 2020 after giving advance copy to the Registrar Judicial of this Court,” the division bench said, adding, “Let the Deputy Commissioner, Anantnag, submit a report giving a list setting out the details of the panchayats/local authorities in which the Solid Waste Management Bye Laws have been notified.” (GNS)

 

GoI to assist JK to establish Grievance Portal: Jitendra

New Delhi, Aug 16: Senior BJP leader and Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh has announced that Government of India (GoI) will assist Jammu and Kashmir to establish Grievance Portal in each of its 20 districts.
In a significant drive to strengthen the ongoing good governance initiatives , Singh and Lieutenant Governor of Jammu and Kashmir Manoj Sinha held a telephonic discussion on the plan for next phase of expansion of the online Public Grievance Redressal portal.
After the discussion, Dr Singh convened a meeting of senior officers dealing with Public Grievances. In the meeting, a plan was finalised to extend and establish the Portal in each of District Headquarters in Jammu and Kashmir for addressing the grievances of citizens and for providing services at their doorstep.
To implement this initiative, it has been decided that Department of Administrative Reforms and Public Grievances ( DARPG) will further enhance the ongoing collaboration with the Jammu and Kashmir Government to revamp the “Awaaz e-Awam” Portal with mapping of last mile grievance officers for improved quality of grievance redressal and reduced timelines in disposal of cases.
The Union Minister also said that in pursuance of this endeavour, a team of officials from DARPG would be constituted to work with Jammu and Kashmir Government in the coming days.
This initiative is a continuation of a series of sustained efforts by the Central Government to create a transparent, accountable and citizen-friendly effective administration in the region.

Canal breach:  Water enters into Ganderbal health centre

Ganderbal, Aug 16:  The patients at a health centre here in Central Kashmir’s Ganderbal district were caught by surprise in the wee hours of Sunday, when a water canal breached inundating it.

Sources said the embankment of water canal namely Padshah Canal suddenly developed cracks from the back side of Primary Health Centre in Wayil area of Ganderbal with the result the canal water entered into the said health center causing great inconveniences to the patients and the attendants including the staff.

“Water entered into this health centre causing great inconvenience to all present here. What could have been the situation had it taken place at midnight?” an attendant said adding that the district administration is yet to take any measure to get the breach fixed to save the government property from getting damaged and to redress the difficulties of the patients.

Locals demanded action against those who were assigned the job to repair the embankments of this canal after 2014 floods.

As a precautionary measure some officials rushed to the village to review the situation. The reason for the breach was not known.

Deputy Commissioner, Ganderbal, Shafkat Iqbal said the men and machinery have been pressed into service to fix the problem. “Executive Engineer is on the spot to fix the breach,” he added. (KNT)

Yatra to Vaishno Devi resumes, SOPs in place

Jammu, Aug 16: The much-awaited pilgrimage to Shri Mata Vaishno Devi Cave Shrine on Sunday resumed in Trikuta Hills of mountainous Reasi district of Jammu and Kashmir.
The yatra was suspended on March 18 this year in view of corona pandemic.
However, Vaishno Devi Shrine Board have also issued guidelines and SOPs for the pilgrims to be followed during the yatra.
“The pilgrimage has resumed this morning,” Ramesh Kumar, Chief Executive Officer (CEO), Shrine Board, told UNI.
He said that confirmed figure of registered yatries (pilgrims) on website can be known in the evening but initially 100-150 pilgrims reached Bhawan on first day of the yatra resumption.
The Shrine Board as per SOPs have also put cap on 2000 pilgrims per day for a week and registration will be available on official website www.maavaishnodevi.org.
As per the guidelines, the CEO said that only those pilgrims who have registered Online will be allowed and persons above 60 years of age, person with co-morbidity, pregnant women and children below the age of 10 years are not allowed for the yatra.
“It is mandatory for the pilgrims to use “Arogya Setu Application’ on their Mobile
Phones and only Asymptomatic pilgrims will be allowed to undertake the yatra,” he said, adding that use of face mask/covers are mandatory while compulsory Covid-19 Antigen testing for the pilgrims coming from outside Jammu and Kashmir.
The CEO further added that the pilgrims from Containment Zones shall also undergo Covid-19 Testing and allowed to proceed only if the results are negative and pilgrims should wash their hands and feet frequently with soap and water and before entering the Sanctum Sanctorum.
“Pilgrims are required to maintain physical distancing of six feet at all times. Touching of Statues/ldols is not allowed and no mats/blankets will be provided,” said Kumar.
He said that face masks/covers, gloves shall be properly disposed off by the pilgrims at the assigned/designated dustbins, spitting is strictly prohibited, pilgrims shall furnish their contactable details wherever asked by the officials on duty.
“Pilgrims are advised not to stay at Bhawan after Darshans,” he added.

JKPM rejects resignation of Shah Faesal, Javid Mustafa

Srinagar, Aug 16: Jammu and Kashmir Peoples movement (JKPM) has rejected the unilateral resignations of Dr. Shah Faesal and Javed Mustafa Mir from the party Presidentship and chairmanship respectively in a meeting on Sunday.
Shah Faesal, the 37 year-old bureaucrat-turned politician on August 9 removed the party tag from his bio on twitter, giving rise to speculation that he could rejoin the administration back or pursue higher studies. Faesal founded a new political party aiming at an alternate front for greener politics in March 2019.
JKPM in a statement issued said, “The council has met for the first time after the media reported about the resignation of Dr. Shah Faesal and Javed Mustafa Mir from the Party positions and unanimously rejected their unilateral resignations.”
The statement reads that the executive council has not received any formal resignation letters as per the constitution of the party from the said leaders and therefore they continue to be in the party positions they enjoyed before.
The newly elected working president of the Peoples Movement, Dr. Mohammad Hussain Paddar said, “The council members tried to reach them but failed as they were in home detention.” In response to the question what is the future course of action of the Peoples Movement, he said, “The party leaders, workers and the supporters of the party appeal Dr. Shah Faesal and Javed Mustafa Mir to rethink their decisions and only after their decisions the party will chalk up a future course of action”.
In the statement, Peoples Movement said that when Dr. Shah Faesal and Javed Mustafa Mir have not tendered any formal resignation to the state executive council, how come the party will take a call on matters that did not happen in reality.
However, soon after Shah Faesal dropped JKPM President tag from his bio on social media, a statement was issued by the Peoples Movement that reads that after Faesal had stepped down as party president and vice president Feroze Peerzada had been appointed to replace him.
Taking strong resentment to the statement issued by the Feroz Peerzada in his personal capacity that the party had accepted the resignation of President Dr. Shah Faesal and Chairman Javed Mustafa Mir, a former minister who left the People’s Democratic Party to join Faesal’s group, rejected the statements as “baseless, unfounded, imaginary and never reached” at by the executive council.
According to the statement, the executive council of JKPM has met for the first time since the media reported Shah Faesal has ended political gig and resigned from the party presidentship. The statement reads, “An urgent meeting of the state executive council of Jammu and Kashmir Peoples Movement (JKPM) to deliberate on the resignations of the party Patron, Dr. Shah Faesal and Party Chairman, Javed Mustafa Mir.”
In the statement, the Peoples Movement while laying stress on the genesis of the party says, “JKPM was born for fair, transparent, progressive politics and development of Jammu and Kashmir and the country and Dr. Shah Faesal and Javed Mustafa Mir are the lighting conductors of that vision and mission. JKPM will work for the democracy of the country and the rights of the people of Jammu and Kashmir.”
The executive council has also set-up a temporary hierarchy in an effort to ward off the confusion and protests in the party cadre and across Jammu and Kashmir.
According to the JKPM statement, the executive council meet was attended by 12 members out of 15 members of the council and appointed Dr. Mohammad Hussain Paddar as the working president, Mohammad Ramzan, former secretary J&K assembly as vice-president, Ashok Kumar Karhalu as vice-president, Dr. Ghulam Mustafa Khan as general secretary and chief spokesperson, Rohit Sharma as secretary, Advocate Nazim Qazi as secretary, Umar Rather as secretary, Mir Mudasir as treasurer, Javed Ahmad Khan as joint secretary, Riyaz Majid as executive member, Feroz Wani as executive member, Parvaiz Qadir as executive member, Iqbal Bhat as executive member, Javed Neelora as executive member Ayaz as executive member, and Mir Azad as executive member.(KNS)

 

Missing Srinagar man still untraceable

Srinagar, Aug 16: Srinagar man is untraceable from past month. The man vanished after coming out from his home for a morning walk on 24 July last month.
The family members of the missing man identified as Ghulam Rasool Wani, a resident of Khushipora HMT staged a protest in their area, urging police to help them in tracing him.
The protesting family members said that Wani is a driver by profession who was fond of jogging. “He left the house on that fateful day and never returned. All our efforts to trace him have proved futile. We have even lodged a missing report at police station Parimpora,” they said.
His relatives said they are worried over his fate and desperate to get some clues about him.
Seeking help from authorities, they said that if any agency, individual or individuals have picked Wani, they should release him as he is innocent and has never indulged in any act that is subversive or annoying to anyone. (KNT)

 

Advisory Council in J&K: Talks going on, says top BJP leader

Srinagar, Aug 15: The Political Advisory Council is likely to be constituted in Jammu and Kashmir in coming days and the deliberations in this regard are going on, sources told Precious Kashmir on Saturday.
They said that many politicians would be inducted in the council, which would be headed by the former minister and president of newly formed Jammu Kashmir Apni Party (JKAP) Syed Altaf Bukhari.
However, senior JKAP leader, Ghulam Hassan Mir, said, “We have no information about the formation of the government or advisory council in Jammu and Kashmir. We came to know about it through media circles.”
In the meantime the names of some of the leaders who would likely be inducted in the council are also being circulated on social media platforms.
Talking to ‘The Precious Kashmir’, former Deputy Chief Minister of J&K and senior Bharatiya Janata Party (BJP) leader, Kavinder Gupta, said that the talks are going on. “Yes, the deliberations are on and let’s see what decision will be taken,” he said when asked about the possibility of formation of an Advisory Council in the Union Territory.
Nonetheless, he didn’t share any further details about the formation of the Advisory Council.
Another political leader, who wished not to be named, said that the deliberations in this regard were going on since long, but the delay in announcing the formation of Advisory Council occurred due to the ongoing COVID-19 pandemic.
“It would probably take a month or two more to announce the formation of an Advisory Council in Jammu and Kashmir,” he added.
The Union Territory of Jammu and Kashmir sans a political government since August 2018. On August 05, 2019, Jammu and Kashmir was declared Union Territory and was also bifurcated into two UTs including J&K and Ladakh.
Jammu and Kashmir is currently ruled by the Lieutenant Governor Manoj Sinha led administration.
Notably, Prime Minister Narendra Modi on Saturday announced that assembly elections in Jammu and Kashmir would be held only after the delimitation process will be completed for which the commission has already been setup.

Pitches for ‘Atmanirbhar Bharat’

New Delhi, Aug 15: Prime Minister Narendra Modi on Saturday said that the delimitation process in Jammu and Kashmir is under progress and when it will be over, the election will be held.

He indicated the revival of the electoral process in his Independence Day address after hoisting tricolor at the Red Fort.

“Delimitation process is underway in Jammu and Kashmir. Once it is completed, election will be held in the Union Territory. Jammu and Kashmir will have its own Chief Minister and Ministers. We are committed to this,” PM said.

“The true strength of democracy is in local units. It is a matter of pride for all of us that the public representatives of local units in Jammu and Kashmir are pursuing a new era of development with activism and sensitivity,” he further said adding that “Ladakh’s long-pending demand to be granted the status of a Union Territory has also been met.

“Ladakh is on the path to progress, a new central university is coming up, an 7500 MW solar park is coming up and just as Sikkim has become an organic state, Ladakh should aim for that as well, PM Modi said.

On August 5 last year, the Centre abrogated the Article 370 and divided the erstwhile State of Jammu and Kashmir into two Union Territories – Jammu and Kashmir and Ladakh.

 

Making a strong pitch for ‘Atmanirbhar Bharat ‘, Prime Minister Narendra Modi on Saturday said that Coronavirus pandemic cannot beat India’s resolve for ‘Atmanirbhar Bharat ‘.

Addressing the Nation from the ramparts of Red Fort on the occasion of the 74th Independence Day, in his seventh consecutive Independence day address, the PM gave a call for ‘Make in India ‘ and ‘Make for world’ for an ‘Atmanirbhar Bharat ‘ .

In an apparent reference to Pakistan and China, the PM asserted that Indian soldiers have given a befitting reply to anyone who dared ‘from LOC to LAC’.

Lauding the contribution of Corona warriors during the Covid pandemic, the PM expressed confidence of the country tiding over the challenge posed by the pandemic , saying that three probable candidates for Corona vaccine are at different stages of testing in India.

‘In this extraordinary time of Corona our doctors, nurses, paramedical staff, ambulance personnel, sweepers, policemen, servicemen and many other people are working continuously round the clock, with the spirit of Seva Parmo Dharma,” the PM said.

He also voiced commitment of the government to hold Assembly elections in Jammu and Kashmir once the delimitation exercise is complete.

In his address, the PM also listed out a number of reform measures undertaken by his government which has resulted in a record Foreign Direct Investment (FDI) in the country last year.

PM Modi launched a National Digital Health Mission and said it will usher in a revolution in India’s health sector.

On Ram temple, he said that the conduct of people of the country has been exemplary and is an inspiration for the future.

Expressing his government’s commitment to welfare of women, the PM said that his government will soon reconsider and determine the right age of marriage for women in India.

Stressing on the importance of cyber security, PM Modi announced that India will soon introduce a new cyber security policy.

PM Modi also talked about his aim to turn India into a 5-trillion Dollars economy within five years and announced the creation of a new post of chief of defence staff to ensure better coordination of the Army, Navy and Air Force, along the lines of western military forces.

 

 

 

PM Modi said India is connecting its relations with its neighbours, whether they are connected to it on land or from the sea, with the partnership of security, development and trust.

Making a strong pitch for ‘Atmanirbhar Bharat ‘, the Prime Minister said that it was not just a word but should be a “mantra” for the people.

‘In the midst of the Corona pandemic, 130 crore Indians have pledged to build a AatmaNirbhar Bharat. It is the demand of the time that India’s contribution to the world increases; for this, India must become ‘Aatma Nirbhar’.

‘Atmanirbhar Bharat has not only became a word, but a mantra for all Indians. I am confident that India will realize this dream. I am confident of the abilities, confidence and potential of my fellow Indians. Once we decide to do something, we do not rest till we achieve that goal,” the PM said.

‘Becoming self-reliant is essential. A self reliant India is a confident India,” the PM said.

 

PM Modi’s speech telecasted on big screens in Srinagar

Srinagar, Aug 15: In a first, the Independence Day speech of Prime Minister Narandra Modi was on Saturday morning telecasted on big screens installed at many places in the summer capital, Srinagar.
A big screen and speakers were put up at Jahangir Chowk, less than a km from Lal Chowk — the nerve centre of the summer capital of the Union Territory of J&K — where PM Modi’s ID speech was played live.
The PM in his speech from Red Fort said that delimitation is under process and once it is completed, Assembly elections will happen soon after.
Similarly, LED screens were put up at TRC crossing and some other vital places in the summer capital, Srinagar.
Meanwhile, the main ID function in J&K was held in this summer capital at S K Cricket Stadium amid unprecedented security arrangements. The security was further beefed up after two policemen were killed and another was injured in a militant attack in Srinagar outskirts on Friday.
Mobile internet services of all cellular companies were restored in the valley after remaining suspended for about five hours as a precautionary measure on the 74th Independence Day.

 

Will intensify dialogue process with J&K people in coming days: LG Sinha

 

Srinagar, Aug 15: Asserting that the government and the administration is with all those who want to strengthen democracy in J&K, Lieutenant Governor Manoj Sinha on Sunday said that the dialogue process will be intensified with all the people of the Union Territory in coming days.
However, he didn’t elaborate further on the subject.
Sinha made these remarks during his Independence Day speech at S K Cricket Stadium in Srinagar, where the main function was held in the Union Territory under unprecedented security arrangements on Saturday.
“Our government and administration is with all those who want to strengthen democracy in J&K. We want to intensify the dialogue process with all the people in the coming days,” Mr Sinha said.
Referring to the abrogation of Article 370 and Article 35 A, Sinha said that a new era of normalcy and development has dawned due to the constitutional change enacted in 2019.
During his speech, the LG said that Jammu and Kashmir has offered an invaluable contribution to nurture and ensure a cultural harmony and peaceful co-existence between Hinduism and Sufi Islam. “The traditional cultural harmony of Jammu and Kashmir has ensured the peaceful co-existence of Hindus and Muslims, mutual respect for their places of worship, and offered a new paradigm of the protection of not just cultural mores, but also religious rituals,” he added.
He said countless freedom fighters offered the ultimate sacrifice to liberate India from the yoke of foreign tyranny. “This auspicious day offers us an occasion to commemorate their struggle and sacrifice, while offering our sincere tribute and gratitude for their contribution. Moreover, this day inspires us to renew our resolve to preserve and protect the independence and integrity of our country. On this day, we must reflect on the task, which we have undertaken for the evolution of a poverty free, disease free and illiteracy free society,” he said.
Sinha said Jammu and Kashmir has always been an integral part of the existence of India in each and every respect – culturally, politically, socially, and spiritually. “Jammu and Kashmir has a time honoured tradition of assimilating and embracing every religion and tradition right from Kalhan’s Rajtarangini to Shankaracharya’s Advaita, Sufi Islam to the Buddhist philosophy of Mahayana. And this peaceful and syncretic co-existence is reflected in the lives of the inhabitants of this land,” he said.
Referring to former Prime Minister Atal Bihari Vajpayee’s doctrine of Insaniyat, Jamhooriyat and Kashmiriyat, he said humanity conceded defeat to terrorism for decades in Kashmir, democracy suffered at the hands of vested interests, and Kashmiriyat was massacred to appease the hatred that ensued. It is a matter of great sorrow that the legacy of cultural syncretism has been eclipsed by the vicious story of sectarianism,” he said.

 

He said after the constitutional change enacted in 2019, the central government took not one or two, but historic 50 decisions to transform the face of the region. “A new era of normalcy and development has dawned due to the changes effected in the last year; a new journey has been undertaken. To ensure that this journey allows us to reach our destination quickly, the government has earmarked five targets to be achieved. Firstly, we wish to put in place a just and transparent system of governance, which will be dedicated to empowering the marginalized and weaker sections of society. Secondly, we want to establish a thriving grassroot level democracy. Thirdly, we wish to ensure maximum welfare by ensuring that every person benefits from government schemes. Fourthly, we are committed to accelerate the development of Jammu and Kashmir. Lastly, Economic development, creation of employment opportunities and livelihood will be our primary priority,” he said.
He said the greatest power with the youth is the power of transformative imagination. “It is your greatest strength. Change is the only constant – we often hear this saying, and no one can deny the veracity of this truth. But I believe that there is another allied truth to this transformation that we all accept. This truth is that throughout history, youth-power has been the harbinger of all transformations,” he said.
“We often hear that the youth and student life can only be experienced just once, and vanishes in the twinkling of an eye. But I believe that if the youth make optimum use of their youthful years, then this short time is sufficient to effect the greatest transformation,” he said.
The LG said youth and student life are defined through activism. “My own student life can be defined by my engagement with activism. I have been a student leader, and was active in student politics. Activism is not a bad thing, but to choose the correct option is of utmost significance. Your activism should be directed at development of the nation, as this country belongs to none other than you, and you are its future leaders,” he said.
