JKBOSE issues exam form-filling-date for class 10th

Srinagar, Sept 3:  The Jammu and Kashmir board of School Education (JKBOSE) on Thursday issued guidelines concerning the schedule for the submission of online admission forms for the class 10th examination annual regular 2020, online mode.

“The schedule is hereby notified for the information and follow up action of all the heads of private, government academic high, higher secondary institutions of Kashmir division including district Kargil and all other stakeholders for submission of online admission forms concerning the eligible or on-roll students of Kashmir division, district Kargil, of Secondary  School examination class 10th session annual 2020,” the spokesperson of the board said in an order.

Giving description of the fee structure, the board in an order mentioned that normal prescribed fee for the candidate is 840 and with additional subjects 1010, is the fee, set by JKBOSE.

The date for the opening of the link has been set on September 10, 2020 and last date for the submission forms is September 30, 2020.

The board has set last date for late fee for first count up to October 12, 2020, with late fee of 640.

Meanwhile, the board has said that in case any student does not have access to Internet or face any issue in submitting the form, it shall be the responsibility of the concerned school to submit the student’s form and help him in dealing with the problems.

Pertinently, the administration of Jammu and Kashmir has asked parents ‘not to pay any capitation charges’ or what is locally knows as admission fees, while admitting their kids in a private institution.

 

Advisor Khan for alternative activities under JKWDC for productive employment opportunities for women

Srinagar, Sept 3: Advisor to Lieutenant Governor, Farooq Khan Thursday underscored the need for coming up with alternative activities under J&K Women Development Corporation (JKWDC) so that sufficient and productive employment opportunities for women would be created across Jammu and Kashmir.
“The Corporation should come up with ideas for alternate activities so that ample and sufficient employment would be created for J&K women in order to enable them to live a dignified and honorable life,” Advisor Khan said.
The Advisor, who is also the Chairman of Jammu and Kashmir Women’s Development Corporation (JKWDC), was speaking at the 25th Board of Directors meeting of the Corporation here today.
On the onset, MD WDC informed that the Corporation is implementing a number of Developmental Schemes for socio-economic uplift of women with special focus on those of underprivileged segments and also for the qualified women entrepreneurs.
She also briefed the meeting about the details of the schemes being implemented by the Corporation for the economic empowerment of socially and economically backward women.
The Board was apprised that WDC has disbursed an amount of Rs 216.73 crore and covered 17,294 beneficiaries under various Centrally and State Sponsored Schemes.
It was given out that the Corporation as a Vocational Training Provider imparted training to 7337 beneficiaries under various trades and disbursed an amount of Rs 6.96 crore in favour of the SHGs framed during training under Micro Finance Schemes of Govt of India and in order to provide market to such beneficiaries/SHGs .
The WDC has conducted 43 exhibitions at J&K and National level and has also participated in many international exhibitions, the meeting was told.
Speaking on the occasion, Advisor Khan lauded role of the Corporation towards promoting interests of women folk in the J&K and hoped that more socio-economically backward women would be aided under income generating schemes and programmes.
He emphasised upon the Corporation to give priority to remote and uncovered areas so that women living there can be benefited by the schemes of the WDC.
On the occasion, the Advisor and other Board of Directors also released a catalogue prepared by WDC depicting the end products prepared by the beneficiaries and SHG associated with the WDC.

 

 

Work on Rs 1600 Cr dredging project of Jehlum to start soon: CE

Srinagar, Sep 03: The authorities are all set to start phase-two of dredging of river Jhelum in a bid to ward of flood threat and expand the carrying capacity of the main flood spill channels.
“Phase two of the dredging will start from Baramulla to downstream and other flood spill channels in Srinagar and in between soon,” Chief engineer irrigation and flood control department Kashmir said.
He said work will soon start on the dredging of the Main River and its arteries across Kashmir including Srinagar. “The expert agency is all set to resume its work soon”.
Sources said the dredging process got hit after outbreak of Covid-19 pandemic.
The need for jhelum dredging was felt owing to the flood threat as last winter Kashmir received record snowfall and due to the rising temperatures snow has started melting at a great pace.
Pertinently, J&K government planned to complete dredging and de-silting of River Jhelum by March 2019. However, the deadline could not be met owing to varied reasons.
Now the officials claim that Phase one stands completed, phase two of dredging and de-silting is all set to start in a week or so.
Pertinently, phase 1 cost was Rs 399.29 cr and it was done under flood recovery project taken up under Prime Ministers Development Package (PMDP).
With regard to dredging of River Jhelum in various stretches, Rs 73 crore were spent on flood protection works on River Jehlum and vulnerable spots from Khannabal to Baramulla and Rs 20.96 crore were spent on other project sub-heads.
Under phase-I, works pertaining to flood protection, anti-erosion, widening of the river, raising of embankments, re-sectioning, de-silting and dredging of the river under the flood management plan, were taken up, sources said.
“Second phase of dredging amounting to Rs 1600 Cr will start very soon for which survey is under process through web cost sponsored by the government,” sources said.(KINS)

SDFCO tightens noose against illegal drug peddlers in Kashmir

Srinagar, Sept 3: The State Drugs and Food Control Organization (SDFCO), tightening noose over unlicensed and illegal drug peddlers operating in the Valley besides intensified surprise inspections of several transport agencies here, an official spokesman said on Thursday evening.
He said in this regard, the enforcement staff of Drug & Food Control Organization (DFCO) with an aim to check growing instances of drug peddling in the Valley, conducted exhaustive inspection of several areas in Srinagar city.
He said the transport owners were served notices under the provisions of Drugs & Cosmetics Act, 1940 commanding that “No consignment of drugs being transported into the Union Territory of J&K from outside shall be released in favor of consignees for the next 10 days from the date of issuance of notice without prior clearance of the concerned Drug Control Officer”.
In pursuance to the notice, a transport agency located at Parimpora Srinagar informed the concerned Drug Control Officer that a consignment of drugs booked in the name of M/s AI Enterprises Srinagar as sought permission to release the same in favor of the consignee. The concerned officer along with other team members reached the godown and found that the consignment contained Codisan Cough Syrup and Maxcoff Cough Syrup manufactured by M/s Three B Healthcare Limited, Rampura Road, Paonta Sahib, District Sirmour HP-173025.
After on spot enquiry regarding the particulars of the consignment, it was observed that the said person had managed to get the consignment booked by resorting to impersonation and fraud. All related evidences and documents were obtained and preserved for initiating further action in the matter.
Accordingly, the accused namely Adil Farooq Rah has been taken into custody for conducting further investigation.
The inspection team, headed by Deputy Drugs Controller, Kashmir, Irfana Ahmad, was comprised of Drug Control Officers including Sajad Ahmad, Shabir Ahmad Pandit, Shahnawaz Ahmad, Rumeesa Mohammad and Humaria Shawl besides Assistant Controller Drugs, Mohammad Younis.
Deputy Drugs Controller, Kashmir has lauded the role of transport agencies and said that in absence of their unconditional support, it was difficult to get hold of such peddlers, who are operating presumably by raising fake regulatory clearances related to Pharma trade.
Meanwhile, State Drugs Controller of J&K, Lotika Khajuria, has taken up the matter with the respective State Drugs Controller where the manufacturing units whose products have been confiscated in the raid are located. She emphasized that the stakeholders have to work in tandem to unlock the nexus of nefarious persons who are engaged in such heinous crimes.
She further said that the drug intoxication has a potential to spoil the social fabric of the society and weaken the mindset of future generations. She has appealed the public to provide support to the department by reporting any instance of drug abuse to their nearest Drug Control Officer or alternatively lodge such complaints directly to the grievance cell of the department at [email protected].

 

Air Chief visits frontline air bases in Eastern Air Command

Srinagar, Sep 3: Air Chief Marshal RKS Bhadauria, Chief of the Air Staff (CAS) visited frontline air bases in Eastern Air Command (EAC).
According to news agency KINS on arrival at the bases in Eastern Air Command the CAS was received by respective Air Officers Commanding who apprised him of the readiness state and operational preparedness of the combat units under their command.
The CAS also met and interacted with air warriors serving in these units during the course of his visit.
He lauded the focussed efforts by the station personnel towards maintaining proficiency in all roles envisaged and urged them to continue performing their duty with due diligence.(KINS)

182 cases registered under POCSO in 2019

Srinagar, Sept 3: As many as 182 cases were registered under the Protection of Children from Sexual Offences Act (POCSO) in Jammu & Kashmir during 2019, official details revealed.
A document reveals that 182 cases were registered under the law last year in Jammu and Kashmir.
These details were submitted by an official of Home department to a team of National Commission for Protection of Child Rights (NCPCR) which visited J&K on March 11-12.
“Representative from Department of Home stated that during the year 2019, a total of 182 cases related to POCSO were registered in the UT which included seven from previous years,” reads the report.
According to the report, charge-sheet was prepared in 129 cases and 42 were under investigation.
“11 cases were not covered under POCSO and accused were acquitted in 5 cases,” it further states.
In 2018, PDP-BJP government enacted The Jammu and Kashmir Protection of Children from Sexual Violence. Ordinance to deal with sexual crimes against children.
The law was similar to POCSO (Protection of Children from Sexual Offences) which was applicable to other states and Union Territories.
From October 31, 2019, the central POCSO became applicable to Jammu & Kashmir and Ladakh Union Territories after BJP-led central government abrogated Article 370 and re-organised the erstwhile state.
The law was enacted to protect the children against offences like sexual abuse, sexual harassment and pornography—(KNO)

ACB registers case against then SDMs Vijaypur, NTs, others

Jammu, Sept 3: The Anti Corruption Bureau (ACB) has registered a case against then SDMs Vijaypur, Naib tehsildars and others in fraudulent mutation of land.
“A verification conducted by ACB revealed that as per Jamabandi of 1959-60, the land in Khewat No. 34 to 36 including khasra No. 126,129 and 131 of village Meen Charkan was under the ownership of Prithivi Singh, Sain Singh, Tarlok Singh and Sansar Singh S/o Jagtu Charak Bardwaj R/o Village Meen Charkan in equal shares. Sansar Singh died issueless in the year 1993 and during year 1998, the inheritance of Sansar Singh was attested vide mutation No. 772 dated 10.09.1998 in favour Soma Devi, widow of Sansar Singh. In the month of July 2016, power of attorneys were executed for land measuring 70.19 kanals each under the above mentioned khasra Nos. between Soma Devi and Raman Kumar and Subash Chander, Sunil Singh gave attorney to Rajnesh Puri which were later on revoked by Soma Devi, Subash Chander and Sunil Singh on 18.10.2016,” a spokesman of ACB said.
He said during process of acquisition of land under possession of Soma Devi for Industrial Growth by SIDCO, the then SDM Vijaypur/revenue officer/ officials of tehsil Bari Brahmana conspired a plan and by abuse of their official positions, acted arbitrarily in league with the property dealers to confer undue advantage upon illegal beneficiaries.
“SDM Vijaypur passed an order for revision on 22.08.2017 of Mutation No. 772. This mutation No. 772 was earlier attested in favour of Soma Devi. The then Patwari Halqa Smailpur, Girdawar Bari Brahmana, Naib Tehsildar Bari Brahmana and Tehsildar Bari Brahmana suo moto recommended for inclusion of Subash Chander and Sunil singh in the inheritance of Sansar Singh i.e. mutation No. 772. This was done inspite of report of Ex. Naib Tehsildar Bari Brahmana vide No. NT/BB/404 dated 09.09.2017 which clearly reflected that there is no need of review of Mutation No. 772 vide mutation No. 1442, inheritance of Tarlok Singh stands already attested in favour of Subash Chander and Sunil Singh” he said.
He said the payment was released in favour of Rajnesh Puri attorney holder in respect of two Fard Intikhabs pending decision on the reference filed by Soma Devi under section 18 and 31 of Land Acquisition Act before SDM Vijaypur, also issued Fard Intikhabs in favour Raman Kumar before final decision of the court on the cancellation of power of attorney executed between Soma Devi and Raman Kumar.
In this way the revenue officials have acted arbitrarily in favour of alleged illegal beneficiaries by ignoring all the above narrated facts under a well knit conspiracy with private persons and sold the property of Soma Devi by dint of inheritance Mutation @ 2 lac per kanal to SIDCO and conferred pecuniary benefit of Rs. 2.75 crores approximately,” the spokesman said adding further investigation is going on.

 

Trained tourist facilitators, landscapers, gardeners rendered jobless

Srinagar, Sept 3: Scores of youth, who were trained to become tourist facilitators, landscapers and gardeners in 2016, held a protest at press enclave, accusing the government of keeping them in dilemma.
“In 2016 when there was turmoil in the Valley after the killing of Burhan Wani, the then State administration announced fast track recruitment for local youth, but unfortunately it is 2020, and our issue is still pending,” said Shakeel Ahmad, a trainee.
Another member of the delegation said that around 3000 aspirants were trained under the “tourist facilitators scheme” at IHM, Rajbagh.
“We were promised that instant jobs will be provided after the completion of the training. Our files are complete with all the requirements but despite that nothing has been done so far,” he said.
He said that one day they are being told that the scheme was Kashmir centric and very few people were from Jammu division, that is why it has been kept pending and the other day authorities say the issue will be resolved soon.
“We request the government to come clear. Either provide jobs to us or tell us that you won’t be adjusted as we have already lost four years and we don’t want to lose more time.”
The delegation said that the then Chief Minister Mehbooba Mufti and later the Governor’s administration also promised that jobs will be provided, however, since then over four years have passed but nothing has been done so far.
They said that there are a lot of vacancies of tourist facilitators, landscapers and gardeners in the tourism department but due to unknown reasons authorities are delaying their recruitment process.
They appealed to the Lt Governor administration to look into the matter in order to “save the future” of trained aspirants. KNO)

 

Police trace 3 missing youth in Baramulla

 

Baramulla, Sept 3: Police traced three teenage boys before they could  join militancy in north Kashmir’s Baramulla district, official sources said.

They said a report was received by police station Sheeri, Baramulla, that three minors in the age group of 14 year to 15 years had gone missing on Wednesday.

On this information a case FIR no. 47/2020 under section 363 IPC (kidnapping) was registered, sources said.

However, being minors and sensitivity of the matter a Special Investigation Team (SIT) was constituted by Senior Superintendent of Police (SSP) Baramula headed by Deputy Superintendent of Police (DySP) headquarter to trace the missing boys.

They said  immediately investigation was initiated and after strenuous efforts of the team, utilising human as well as technical support, was able to trace these missing boys within 8 hours .

The boys, who were not identified,  were later handed over to their families after counseling by senior officers and  completing legal formalities.

 

 

 

Drug Menace: Cost Is Huge

The menace of drug addiction continues to be the biggest threat facing future generations of Jammu and Kashmir. It is a complex illness with far-reaching consequences for those who know, work with, and support the drug-addicted individual(s), the J&K High Court observed recently.

As a consequence, the families suffer due to the cultural and social factors of drug behavior.

A drug abuser drains family resources. The menace is associated with shrinking of responsibilities, sickness and dysfunctional relationships, distortion of interpersonal relationships, violence and death of a drug abuser.

While it may be true that the abuse is a global health and social problem with conditions and causes that vary locally, it remains a prominent issue of mortality across the world and consumes lives of millions of people.

The use of psychoactive substances among adolescents and young adults has become a subject of public concern worldwide for varied consequences.

In J&K’s context, as experts would say, the geographical location helps in the easy availability of drugs.  The overall crisis naturally play a role but other factors like peer pressure, unemployment, easy availability of the drugs and the fact that no one wants to talk about the issue, remains the area of concern.

The covid-19 crisis could become apposite to those dealing with illicit trade who only want and, are unfortunately getting, more people to become their prey.

The fiscal downturn caused by the pandemic may drive more people to substance abuse or leave them vulnerable to involvement in drug trafficking and related crimes.

Vulnerable and marginalized groups, youth, women and the poor have been harmed the most. Now facing more economic and allied crisis in generations, the administration cannot afford to ignore the dangers illicit drugs pose to public health and safety.

In words of the top court, common to J&K and Ladakh, strict ‘hard on crime’ attitude is needed against the instances of drug abuse J&K as its cost is enormous and multifaceted which poses severe threat to the very social fabric of the society.

There is a need to stop the supply, sale and purchase of drugs. Also crops locally grown ought to be completely destroyed. The cultivation of such crops need to be stopped and a strategy needed to be devised by which people of different age groups can be targeted and made aware of the consequences of the menace.
