No Fight Against Fake Drugs

Questions of drug safety have dominated media headlines and public discussion for quite some time in Jammu and Kashmir over the years. Precisely, the discussions have centered on spurious drugs which can have harmful side-effects and can even kill. Malpractice by different sections of the healthcare departments in J&K came to the fore as also that of various players of pharmaceutical trade. Of late, the issue has not hogged headlines or public discussions but it does not mean the issue has disappeared or problems associated with it have been perpetually addressed.

Recently, the National Human Rights Commission (NHRC) issued notices to J&K government and the Union ministry of health and family welfare on a complaint related to the deaths of 11 infants due to consumption of a “spurious cough syrup” in Ramnagar tehsil of Udhampur district in January this year.

The action had been sought against delinquent government officials besides compensation to the families who lost their loved ones.

Soon after the tragedy, a high-level team of experts from the Union health and family welfare ministry had visited the area and confirmed that the children died after consuming syrup procured from a local chemist and manufactured by a pharmaceutical company in Himachal Pradesh.

In a report dated March 2, the Regional Drugs Testing Laboratory (RDTL) said the samples of the syrup were “not of standard quality” as defined in the Drugs and Cosmetics Act.

A case was registered and like past similar incidents, the required action is still awaited. In fact, there have been far fewer cases brought to fore by the concerned department which actually results in inadequate numbers to measure the actual problem of spurious and non-standard quality drugs in the Jammu and Kashmir.

Under the Drugs and Cosmetics (Amendment) Act 2008, any drug is deemed to be adulterated or spurious when used by any person for or in the diagnosis, treatment, mitigation or prevention of any disease or disorder is likely to cause his death or is likely to cause such harm on his body.

A Parliamentary Committee last year had strongly recommended that the government take adequate measures to considerably increase the number of samples of drugs to be tested so as to instil fear in those who indulges in sale and distribution of spurious or non-standard quality drugs. The government must work seriously even if being bound by it. The doctors shall also not commit the crime of promoting drugs that can kill or harm the patient.

 

Congress, other parties to oppose 4 legislations Govt proposes to bring in Parliament

New Delhi, Sept 13: The Congress and other opposition parties will oppose four of the 11 legislations the government proposes to bring in the monsoon session of Parliament in place of ordinances issued earlier and expect Prime Minister Narendra Modi to reply to their concerns.

Party leader Jairam Ramesh on Sunday said the Congress is in touch with other like-minded parties and has decided to strongly oppose the three agriculture-related legislations and the amendment to the Banking Regulation Act in both houses of Parliament.

The monsoon session of Parliament starts on Monday amid unprecedented measures in the wake of the COVID-19 pandemic.

Like-minded opposition parties have decided to evolve a joint strategy to take on the government on key issues before the country, including the handling of the pandemic, the state of the economy and the Chinese aggression at the border in Ladakh.

Addressing a virtual press conference, Ramesh said, “We want a discussion in the Lok Sabha and the Rajya Sabha on the situation at the border with China, the state of the economy, the closure of businesses and the state of the MSME industry, the handling of the COVID-19 pandemic and other issues like airport privatisation, the draft EIA notification.”

“We hope the Opposition would get an opportunity to speak and serious national issues would be discussed. We expect the prime minister to be present in the Lok Sabha and the Rajya Sabha and give a reply to the questions raised by us. The prime minister does not come and we want that he should be present in both the Lok Sabha and the Rajya Sabha,” he added.

Asked about when the opposition parties would meet to come up with the joint strategy, Ramesh said the leaders of various like-minded parties have been meeting virtually and it is being worked out.

“Congress leaders Ghulam Nabi Azad, Anand Sharma, KC Venugopal and myself have been talking to all like-minded opposition parties. We are in constant touch with them. We have discussed various issues to be raised and the stands to be adopted on the ordinances,” he added.

The former Union minister said the like-minded parties are opposed to four ordinances that the government had brought earlier and will now bring legislations to replace those.

He said the four ordinances — three related to the farm sector and the amendment to the Banking Regulation Act — take away the rights of the states and lead to further centralisation of power.

“There is a common ground that we should oppose these ordinances,” Ramesh said.

 

 

 

Burglars break donation box of Dastgeer sahib shrine, loot cash

Srinagar, Sept 13: Burglars break donation box of the shrine of Hazrat Gousul-Ul-Azam Dastigeer Sahib at Khanyar in the down town Srinagar to loot cash, official sources said on Sunday.

Police has collected CCTV footage of the area and also pressed into service sniffer dogs and forensic experts on the job.

Sources said some burglars had broke iron chest (donation) box of Hazrat Sheikh Abdul Qadeer Jeelani popularly known as Dastigeer Sahib during the intervening night. This morning the donation box near the main entrance of the shrine was seen broken.

Police guards are posted at the shrine which was gutted in a mysterious fire in June 2012.

Sources said the donation box was found broken this morning. However, there was still cash in the box, they said adding it was not immediately clear if any cash has been looted.

A case was registered in the nearby police station Khanayar. Later police collected CCTV footage of the area, they said.

According to Management of the shrine, cash is collected from the donation box every fortnight.

A CCTV footage of the area show a youth wearing under shirt breaking the box with the help of iron rod.

Burglars looted cash and other valuables from a shrine and Jamia masjid in the central Kashmir district of Ganderbal recently.

A police spokesman this afternoon sought help from the general public to identify a suspect persons involved in the theft case at Dastigeer Sahib shrine at Khanyar.

He said a Special Investigation Team (SIT) has been constituted to investigate the case.

He said on September 13 Police Station Khanyar received an information from Intizamiya (management) Committee of Dastageer Sahab Shrine Khanyar that during intervening night some unkown thieves have attempted to break the donation box for taking away some cash from the box.

Accordingly, a case FIR No. 66/2020 under relevant sections of law has been registered in Police Station Khanyar and investigation taken up.

He said a SIT has been formed by SDPO Khanyar to investigate this case and the investigating team immediately collected the CCTV footage and obtained the photographs of one suspect in the case to nap the accused.

The general public especially the residents in vicinity of the Dastageer Sahab are requested to share any information/clue regarding the case or about the identity of the suspect to Police Station Khanyar.

He said the name of the person providing any clue or information regarding the suspected thief will be kept confidential.

 

 

After being dropped as AICC general secy, Azad may return to J&K politics

 

Srinagar, Sep 13: Senior Congress leader and former J&K chief minister Ghulam Nabi Azad being dropped from the list of general secretaries of the All India Congress Committee (AICC) is a strong message for the party leaders that dissent is not acceptable.
Azad, Ambika Soni and other AICC general secretaries who were dropped recently were signatories to a letter which was sent to the Congress high command to seek change in leadership of the party.
It’s in place to mention here that soon after these leaders sent the letter the meeting of Congress Working Committee held in New Delhi witnessed heated exchanges following which Azad had offered to resign from the party as well the party post.
An analyst while talking to Precious Kashmir said, “The recent decision of the Congress high command to sideline the old horses has driven home a point that the leadership won’t change. Sonia Gandhi will continue to be the interim president so that way could be paved for Rahul Gandhi to take over the reins of the grand old party again.”
An observer said that in the recent past Azad had dropped many hints about him planning to return to J&K politics but after losing the all important post of the AICC general secretary he may not find it that easy to make a comeback. “His loyalists have turned silent and there were reports that some of his close aides have asked Azad to float his own political party in Jammu and Kashmir,” the observer added.
He said, “Azad has spent all his life in Congress. It may not be that easy for him to say goodbye to the party. Shifting to J&K as a Congress leader is a better choice than floating his own party,” the observer added.
A politician said, “Returning to J&K politics at this point of time is not a viable option for a seasoned leader like Ghulam Nabi Azad. The J&K is no more a State now. It has been turned into a Union Territory and its being directly controlled by the Centre. The regional leaders, who dominated the political scene for the past seventy years, are struggling to make their presence felt. They have dropped enough hints that they won’t contest the assembly elections till J&K’s statehood is restored.”
“If Azad decides to return to J&K politics it will be big mistake on his part. He can think about this option after J&K’s statehood is restored. Till then he will have to accept any role which the Congress assigns him,” the politician added.

COVID claims 14 more lives, J&K records 1686 new cases

Srinagar, Sep 13: Jammu and Kashmir reported 14 more COVID-19 related deaths in last 24 hours, while 1686 more people tested positive for the deadly virus in the Union Territory, officials said on Sunday.
With the fresh casualties the death toll in J&K has mounted to 880 and the total number of people who have tested positive for COVID-19 till date stands at 54096.
Officials told GNS that eight people died in Jammu and six in Kashmir.
Deaths in Valley include a 70-year-old man from Mabalnar Tangmarg, 71-year-old man from Nowgam Bonpora, 65-year-old man from Indra Nagar Srinagar, 60-year-old man from Nowgam, a 70-year-old woman from Shangus Anantnag, a 70-year-old from Wanihama Check.
They said that while the man from Baramulla died at SKIMS Soura, three Srinagar residents succumbed at SMHS hospital here while sexagenarian woman from Anantnag died at GMC Anantnag and Budgam septuagenarian at home.
The victims from Jammu include a 74-year-old man from Talab Tillo Jammu, A female from same area, a man from Shastri Nagar Jammu. The other deaths were reported Rajouri (3) and one each from Kathua and Kishtwar, they added.
With these deaths, officials said, 880 people have died due to the virus in Jammu and Kashmir so far. Among them, they said, 727 were from the Valley while 151 others were from Jammu division.
Srinagar district with 251 deaths tops the list followed by Baramulla (113), Budgam (71), Pulwama (60), Anantnag (53), Kupwara (56), Jammu (88), Kulgam (40), Shopian (29), Bandipora (28), Ganderbal (25), Rajouri (18), Kathua (12), Doda (9), Samba (8), Poonch (6), Udhampur (4), Reasi (3), Kishtwar (2), and Ramban (1).

1686 cases reported in J&K, tally at 54096
Meanwhile, Jammu and Kashmir reported 1686 coronavirus cases in the past 24 hours, taking its count to 54096, official said on Sunday.
It is second highest day spike in the COVID-19 cases in J&K. Also, it is for the eleventh consecutive day that daily caseload has exceeded one thousand.
With 116 travelers among them, official sources told GNS 875 cases were from Jammu and 811 from Kashmir Valley including 21 cases from army, 11 from CRPF and eight from BSF.
Giving breakup of the cases, they said Srinagar reported 185, Budgam 158, Baramulla 79, Pulwama 44, Anantnag 47, Kupwara 62, Bandipora 128, Kulgam 22, Ganderbal 78, Shopian 8, Jammu 405, Udhampur 56, Rajouri 70, Kathua 48, Samba 29, Poonch 79, Ramban 31, Doda 94, Reasi 18 and Kishtwar 45.
A number of these cases were confirmed at CD and SKIMS diagnostic laboratories.

COVID-19: India records 94,372 cases, 1114 die

New Delhi, Sep 13: The country continued to record high number of COVID-19 cases, with 94,372 counted and some 1,114 patients dying in the past 24 hours, according to the official data released on Sunday.
Sunday was also the fourth straight day, when more than 90,000 cases were registered. Except India, no country has come even close to this spike.

With the new additions, the case tally of the second-most infected country has surged to 47,54,356, while the death toll reached 78,586.
As per an update from the Union Health Ministry, the active cases now stand at 9,73,175, which is 20.47 per cent of the total cases registered. The recovery rate clocked is 77.88 per cent, while the death rate stands at 1.65 per cent.

Look for early signs: New protocols for patients recovering from COVID-19

New Delhi, Sep 13: Amid a massive surge in coronavirus cases across India, the government today released a set of fresh protocols for patients recovering from the highly contagious disease. After acute COVID-19 illness, the patients who have recovered may continue to report symptoms such as fatigue, body ache, cough, sore throat and difficulty in breathing, the Union Health Ministry said.
The recovery period is likely to be longer for patients who suffered from severe COVID-19 symptoms and those with any pre-existing health conditions. In a set of fresh guidelines, the Health Ministry has recommended physical exercise and taking prescribed immunity boosting medicines after recovery. “One should constantly monitor their health and look for early signs like a drop in oxygen level or unexplained chest pain,” according to the new guidelines.
“Continue COVID appropriate behaviour (use of mask, hand and respiratory hygiene, physical distancing). Drink adequate amount of warm water,” the Health Ministry has said.
“Look for early warning signs like high grade fever, breathlessness, unexplained chest pain, new onset of confusion, focal weakness,” it has underlined.
The Health Ministry has also asked the recovered patients to “share their positive experiences with their friends and relatives using social media, community leaders, opinion leaders, religious leaders for creating awareness, dispelling myths and stigma”.
“Take support of community based self-help groups, civil society
organizations, and qualified professionals for recovery and rehabilitation process (medical, social, occupational, livelihood),” it said.
The patients, who had undergone home isolation, “if they complain of persisting symptoms, will visit the nearest health facility”, the government has stressed. “Severe cases requiring critical care support will require more stringent follow up,” it highlighted. (NDTV)

Likewise, the IIT Kharagpur has deviced e-classroom low bandwidth software Deekshak for educational institutions, by which a teacher could concentrate on the screen with the teaching materials while being able to view queries on a live chat box where each student can send in their queries.
Students also have access to a doubt box where they can click to “raise their hands” and wait for the teacher to address it, as is done in a physical classroom.
Teachers can also share documents with the students through the platform and even update notes on the documents in real-time.
All these were discussed today in a webinar organised jointly by the Press Information Bureau and Regional Outreach Bureau, Chuchura as a part of Prime Minister Narendra modi’s vision of Atmanirbhar Bharat.

Professor Tewari also delineated the institution’s invention of a novel portable rapid diagnostic device to detect Covid-19 infection at an affordable cost for the marginal people of this country.
According to Professor Dr Hirani, CSIR-CMERI Durgapur has not come up with low-cost but high efficiency three-layered facemask, but also road sanitising tractor, mechanical ventilator, soap, sanitizer and dispenser, hospital assistive robot, solar-based IntelliMAST, 360 degree car flusher and dry fogging shoe disinfector, but of late it has developed mechanised sewage cleaning system for mechanical scavenging instead of the manual one to maintain the optimum high standards as well as to help contain the contamination chain through waste water.
Ramachandran presented their technological interventions and contributions relating to the online ticketing and entry system, alcohol-free and Ayurvedic entry tunnel, touchfree operation of exhibits, UV based product sanitizer, virtual tour and classes, image processing for crowd control, human motion-based sanitizer dispenser and the like.
Miss Bose, apart from face mask-cum virus destroyer, showcased her innovations like homemade transparent face shields, distance arrester for police, ear pressure reduction tool due to the use of masks and many others.
Dr Neogi, made his presentation relating to dew of his innovations developed by his team to deal with the pandemic like Corona evading gloves capable of automatic sanitization with alcohol, currency and coin disinfector, raincoat turned PPE kit and his idea on waste to mask.
The Additional Director General (M & C), Ministry of Information and Broadcasting, Jane Namchu was also present in the webinar.

Expect COVID-19 vaccine by early next year: Vardhan

New Delhi, Sept 13: A COVID-19 vaccine is likely to be available by early next year and the government is considering its emergency authorisation for high-risk settings, Union Minister Harsh Vardhan Sunday said, asserting he will take the first dosage if there is any concern over its safety.
According to a Health Ministry statement, he said while no date has been fixed for the launch of a vaccine, it may be ready by the first quarter of 2021, and made available first to those who need it the most, irrespective of their paying capacity. The minister made these remarks during interaction with his social media followers on the ‘Sunday Samvad’ platform.
He covered a multitude of queries concerning not only the current COVID-19 situation, but also the government’s approach to it, the changes expected in the post COVID world and the steps taken by the Modi dispensation.
Vardhan stated the government is taking full precautions in human trials of vaccines and the National Expert Group on Vaccine Administration for COVID-19 under the Chairmanship of Dr V K Paul, Member (Health), NITI Aayog, is drawing up a detailed strategy on how to immunize the majority of the population.
“Issues like vaccine security, cost, equity, cold-chain requirements, production timelines etc., are also been discussed intensely,” he stated.
Further, he said the government is considering emergency authorisation of COVID-19 vaccination especially for senior citizens and people working in high-risk settings.
“This shall be done after a consensus has been reached,” he was quoted as saying the statement.
To allay any fear regarding the safety aspect of vaccines, he said he would be happy to take the first dosage “if people have a trust deficit”.
On vaccine candidates and their development in the country, he said India is actively partnering with Coalition for Epidemic Preparedness Innovations (CEPI) and trials of several vaccines at different phases are underway at laboratories (private or public) and hospitals.
The Department of Biotechnology and the Indian Council of Medical Research have been proactive in responding to the emerging situation, he said.
It is hoped that a consensus will emerge in the next few months over the desired level of protective herd immunity in any community, he said.
The minister, however, also noted that a safe and effective vaccine will help in establishing immunity to COVID-19 at a much faster pace as compared to the natural infection, the statement said.

China stand-off: Govt likely to make statement in Parliament

New Delhi, Sep 13: The government is likely to make a statement in parliament on the India-China stand-off, sources have said ahead of Monday’s monsoon session.
They said that the matter was raised at the parliament’s Business Advisory Committee meeting on Sunday, which was meant to discuss and slot agenda for business for the coming session.
Asked whether a statement will be made on the India-China stand-off, Parliamentary Affairs Minister Pralhad Joshi said, “On Tuesday we will have a leaders’ meeting and keeping in mind the sensitivities of the situation, and the strategic points in mind, the government will take a decision and we will brief the leaders in the meeting”.
“We have said that the government is ready for discussion whatever the issue may be,” said Joshi.
The government has been under consistent attack from Congress leaders, spearheaded by Rahul Gandhi, over the stand-off with China at the Line of Actual Control or LAC, the de facto border between the two nations.

The transgressions by soldiers of the People’s Liberation Army at Pangong Lake and several other areas have been escalating. On June 15, 20 Indian soldiers were killed in the line of duty in Ladakh – a first in more than four decades.
Twice over the last two weeks, Chinese troops had engaged in provocative action in the south bank of the glacial Pangong Lake.
But India was able to “prevent these attempts to unilaterally alter the status quo” at the LAC, the Foreign Ministry had said, underscoring that there were no physical clashes.
The last action on August 31 was a daytime operation during which Indian soldiers were surrounded by Chinese soldiers, who were trying to regain the heights that are being dominated by the Indian Army.

Given the circumstances, the government would have found it difficult to avoid a discussion on the issue, sources said.
