Delimitation Commission to visit JK soon

Srinagar, Sep 14: A first visit of the Delimitation Commission to Jammu and Kashmir Union is to take place soon to set the ball rolling for the much awaited exercise so that polls can be held in Union Territory.

The Delimitation Commission was set up to ‘redraw’ J&K’s assembly constituencies.

Sources said the commission has completed data collection and is now preparing a framework to carve out assembly constituencies.

They said after completing its report, the commission will visit J&K to seek views of political parties and people (on it).

Sources said the first visit of the commission will discuss how to ensure equal distribution of assembly seats among the two regions.

As per the reorganisation act of J&K 2019, Ladakh UT will have no Assembly while J&K UT will have an Assembly after elections but prior to elections delimitation exercise was a must.

National Conference’s three MPs who were nominated as the members of the delimitation commission, had dragged their feet and decided to stay away from the exercise on the pretext that taking part in the process will amount to accepting all developments that unfolded post August 5 last year.

Sources said it will be interesting to see if the Government of India in consultation with the Election Commission of India will add more members for the commission to make it vibrant and transparent.

On March 7, Government of India announced a delimitation commission for J&K, Assam, Aurunachal Pradesh and Manipur. From BJP MoS in Prime Minister’s Office Dr Jitendera Singh and MP Jugal Kishore were announced as members while as from NC Dr Farooq Abdullah, Muhammad Akbar Lone and Justice (Retd) Hasnain Masoodi were also nominated as members.

Top BJP leaders that include party’s J&K Affairs Incharge and national vice president Avinash Rai Khanna and BJP General Secretary (Organisation) Ashok Koul said they would like the delimitation commission to keep the population, topography, geography and area in mind while making recommendations. “Our motive is to end regional balance,” they had said. LG for seeking students’ feedback for bringing improvement in curriculum

Srinagar, Sept 14: Lieutenant Governor, Manoj Sinha chaired the 16th Board of Governors meeting of J&K Sainik School, Manasbal at the Raj Bhavan here Monday.
The Lt Governor took stock of the functioning of J&K Sainik School, Manasbal and appreciated the role being played by them in imparting quality education. He also directed the board to encourage more and more students to join the Armed Forces in addition to other civilian disciplines. He also congratulated the school for substantial improvement in the academic results over the past 4 years and producing a number of successful candidates who have excelled at national and international platforms.
During the meeting, the Lt Governor called all stakeholders for devising an institutional mechanism for sustained handholding of students and for incorporating novel methods for imparting education taking benefit of the information technology. He also encouraged to seek students’ feedback for bringing improvements in the curriculum and teaching methodology.
Terming education as the catalysing force behind every positive change in the society, the Lt Governor said that education transforms humans into assets for the society. He also hailed the New Education Policy and said that it would empower the youth for nation-building.
The Lt Governor impressed upon the school administration to take the school at par with the best schools of the country for which the government would continue to provide all necessary support. He also appreciated the exceptional results shown by the students in board exams during the past couple of years.
Principal of the School, N. A. Dar also informed the Lt Governor that the entrance exam for class 6 and class 9 for session 2020 have been postponed due to Covid-19 and shall be conducted in the first week of October 2020.

Only PM Modi can fulfill aspirations of Ladakh: Rijiju

Ladakh, Sept 14: Amid the growing demand for the 6th schedule in newly carved out Union Territory of Ladakh, the union minister of youth affairs and sports Kiren Rijiju Monday said that only Prime Minister Narendra Modi can fulfil the aspirations of Ladakhi.
A year after the abrogation of article 370 and 35A, the people in Ladakh have been demanding constitutional safeguards for the region under 6th schedule to protect land, identity, mass migration, jobs and keep everything available exclusively for the permanent residents of Ladakh.
Rijiju said that only the Prime Minister Narendra Modi can fulfill the aspiration of Ladakhi people and the central government looks at Ladakh in a very different manner.
He said the situation in Ladakh is quite different from other parts of the country and the central government in Delhi is also looking to it in a very different way.
Referring to Punjab, Delhi and UP, he said “We can’t look at Ladakh in the same way and there won’t be solutions to the problems it is facing,” he said.
He said he has been repeatedly saying that only the Prime Minister has the leadership qualities to protect Ladakh and fulfill the aspiration of Ladkahi people.
“The sports activities here are a result of Prime Minister’s thinking. The people here have been demanding their own houses for long now since the region has its separate past and identity and considering the same it was the PM Modi who turned the entire region into a union territory with that it became a totally new house,” he said.
He said that when a new house is prepared everything has to be done from the very beginning and afresh.
The minister said that under the leadership of PM Modi the government is inculcating a sports culture in the country which in turn keeps the people healthy and fit.
He also said that a good sports culture must be created here. “If we manage to engage youth in sports activities they can also take it forward as a career. Sports hostel will be made for the sports people and outside participants will also come and a sort of exchange will happen with that Ladakh will be on a sports map while there is a lot to do yet,” he said.
Rijiju laid the foundation of synthetic track and Astro Turf for football at Leh and for the gymnasium in the presence Lt. Governor, RK Mathur and other officials. (KNO)

 

Brother of soldier goes missing in Pulwama

Pulwama, Sept 14: Family members of a youth who went missing last week from Tumluhal village of south Kashmir’s Pulwama district, on Monday appealed to him to return back.
A first semester student of GDC Pulwama, Junaid Rashid Wani (20) son of Abdul Rashid Wani, a resident of Tumluhal Village in Lassipora area of Pulwama district went missing seven days ago, according to his family.
His father, Abdul Rashid said they were preparing for the engagement of their other son who is an army soldier and Junaid went to bring fodder for animals, however, he didn’t return.
“We tried to contact him but his phone came repeatedly off, after which we called all relatives and his friends but couldn’t find him,” he said.
He said that on September 10 they lodged his missing report at police station Lassipora.
Meanwhile, his parents and other family members appealed to all organizations including militants and forces that if he is with anyone, “kindly return him back.”
A senior police officer while confirming his missing report said that all angles are being checked and efforts are on to trace him and bring him back.
Pertinently, brother of another army man namely Yasir Ahmed Wani son of Abdul Rahman Wani from Wangund area of Dooru also went missing a few days ago, who later announced his joining militant ranks through an unverified audio—(KNO)

 

Fire damages hospital building in Baramulla

 

Baramulla, Sept 14:  Fire broke out at District Hospital (DH) Baramulla in north Kashmir this afternoon damaging one of the block, official sources said.

They said panic gripped in patients and their attendants in the DH when fire broke out in one of the block this afternoon. Patients in the nearby block were evacuated to safe place.

Fire tenders were rushed from different parts of the town to control the leaping flames.

They said fire was later brought under control before spreading to other blocks. No one was injured and all patients and their attendants are safe, they added.

The cause of fire was not known, they said adding police has registered a case and initiated proceedings.

Over 10 quintals of milk destroyed in Srinagar

Srinagar, Sept 14:  The Food Safety Department Monday conducted a drive to check quality of milk being supplied to consumers of district Srinagar.

On the directions of Commissioner Food and Drugs Administration Shakeel-ul- Rehman, 80 samples were lifted for analytical purpose and 10 quintals of adulterated milk tested by virtue of mobile food testing van was destroyed on spot during the drive.

Further the containers found unfit for use were also destroyed and the milk men who bring fresh milk to Srinagar city were directed to maintain a high standard of hygiene.

They were directed to ferry pure milk in food grade containers otherwise stern action under the relevant provisions of law shall be initiated against them.

Meanwhile, the milkmen were directed to register themselves under the Food Safety & Standards Act immediately to streamline the process of supply of fresh milk.

In case of any complaints, the consumers were asked to file the same on Phone number 0194-2495191.

Pulwama, Sept 14: As part of Public outreach program initiated by the J&K Administration under the Jan Abhiyan, Advisor to Lieutenant Governor, Baseer Ahmad Khan Monday visited Tral and met several public deputations and individuals, who apprised him of their grievances and developmental demands of their respective areas.
Deputy Commissioner Pulwama, Dr Raghav Langer, Director RDD, SSP Awantipora, District Officers and other concerned functionaries were present on the occasion.
Around 12 deputations met the Advisor and projected their issues and demands. They sought up-gradation of civic amenities, Health, Education, Road connectivity, Drinking water, Power supply and adequate staff in schools and hospitals in their respective areas.
A Delegation led by BDC Tral raised the issue of strengthening of Panchayats, security Concerns, residential accommodation, provision of vehicles for mobility besides sought improvement of power scenario and potable water Supply in Tral. He also demanded construction of Attendant Sarai near Sub District Hospital Tral and development of Tourist places like Shikargah, Pastoona, Naristan and Kali Mandi. He raised the issue of shortage of staff in various health institutions besides rehabilitation of shopkeepers near Bus Adda Tral
The representatives of various political parties demanded special package for unemployed youth, introduction of PG courses in GDC Pulwama, beautification and development of Pulwama town, Development of Bus Adda and widening of main road from Awantipora to Pulwama.
Similarly, a delegation of Panches and Sarpanches interacted with Baseer Khan and briefed him about the issues pertaining to Panchayats. They demanded further empowerment of Panchayats and enhancement of honorarium of PRI representatives besides up-grading of road connectivity, water supply and power scenario in their areas.
President Municipal Committee Tral, leading a deputation of elected ULB members, demanded conservation of springs and other water bodies, construction of Marriage Hall and Abattoir at Tral. He also demanded construction of Attendant Sarai near Sub District Hospital Tral besides development of Tourist places like Shikargah, Pastoona, Naristan and Kali Mandir. He demanded rationalization of PM – Kisan scheme, additional water harvesting tanks, and paddy thrushers, and demanded regular weeding out and publishing of pensioners list in social welfare department.
A delegation of Fruit Growers demanded subsidy on Anti-Hail Net to protect the fruits from hailstorms, and subsidy on bore wells for perennial irrigation facility. They hailed District Administration’s swift compliance of LG’s directions in submitting proposals for setting up of Fruit Mandi at Tral .
Representatives of Gujjar and Bakerwal community demanded construction of Gujjar and Bakerwal hostel and schools for Tribal students, Construction of Pastuna-Wahab Sahib Road, inclusion of Gujar Bakerwals in BPL category besides motorable roads to far flung areas.
Rehabilitation of shopkeepers in Tral bus stand, renovation of temples, public library and board Office besides a horticulture nursery and jogging park in Tral was demanded by a deputation of Civil Society Tral.
A deputation of Persons with disabilities demanded enhancement of monthly pension and inclusive education for disabled .
A Sikh community deputation demanded construction of Boundary Wall of Gurdwara at Tral, Sikh Sarai, Blood Storage Unit, a Public Library and fencing of Gurdwara at Awantipora.
Advisor gave patient hearing to all the delegations and assured that the Govt is serious about resolving all the public issues in a time bound manner. He said that strengthening of local bodies is priority of the Govt, besides effective measures have been taken to review the security and accommodation issues. He said that the BDCs have an important role to connect people with the government and asked them to spread the awareness regarding the COVID mitigation and following of SOPs issued by the government.

Govt initiates inquiry against DTO Rajouri for shortfall of stamp papers

Srinagar, Sept 14:  Showing zero tolerance towards the corruption and mismanagement of affairs government Monday ordered an inquiry into the unaccounted missing of stamp papers in the District Treasury, Rajouri

Earlier an inspection of district treasury, Rajouri was conducted on 07/09/2020 by the Deputy Commissioner of Stamps, Jammu to ascertain the stock of stamps available in the treasury. The inspection report has reveals that the account of sale of stamp papers has not been maintained properly by the officials there.

As per the report the treasury was found falling short of Stamp Papers worth Rs. 50,99,019 upon physical verification of stock and records during the inspection. The mismanagement and dereliction of duty by the staff at treasury office Rajouri has resulted in loss to the state exchequer, the report reveals.

Taking cognizance of the matter government has placed Choudhary Imran Mehmood, District Treasury Officer, Rajouri and Arif Baigh, Cashier under suspension with immediate effect and regular departmental enquiry has also been initiated to fix the responsibility and bring all those responsible to the book.

 

3-day national webinar on NEP-2020 begins in CUK

Ganderbal, Sept 14:  Three-day national webinar on “Perspectives of National Education Policy 2020 With Special Reference To School Education, Teacher Education And Higher Education” organized by the School of Education (SoE), Central University of Kashmir (CUK) in association with Indian School Psychological Association (InSPA) began in the varsity’s Green Campus here on Monday.

Welcoming the guests, Dean, SoE, Dr. Syed Zahoor Ahmad Geelani, highlighted the importance of National Education Policy and emphasized that the policy should be implemented in letter and spirit.

In his opening remarks, Registrar, Prof. M Afzal Zargar highlighted positive aspects of National Educational Policy 2020 like change in the GDP which is recommended to be 6 per cent.

Former Vice Chancellor, University of Kashmir, Pondicherry University and SAR University, Prof Jalees Ahmad Khan Tareen, in his keynote address remarked that this document (NEP-2020) will prepare Indian youth for global market. He also highlighted few grey areas of the document viz. lack of provision for critical mass, diversity of teachers and students, recruitment of teachers across the country and globe, liberalization of thought, scientific temper and many more.

In his presidential address, CUK Vice Chancellor, Prof. Mehraj ud Din Mir, highlighted that the education system of the country has witnessed tremendous changes that took place from Radhakrishan Commission to National Policy on Education 1986 to National Education Policy 2020. Prof. Mir stressed that these far-reaching changes like service conditioning of teachers, professional development, career advancement schemes took place only to improve education system of the country.

Advisor Sharma convenes public hearing in Srinagar; meets 55 delegations

Issues on spot directions to Deptts for time-bound solution of grievances

Srinagar, Sept 14:  Advisor to Lieutenant Governor, KK Sharma Monday interacted with scores of deputation, delegations, individuals and listened to their grievances and issues here at Grievance Cell Church Lane Srinagar.

As many as, 55 public deputations and individuals hailing from different areas of Jammu and Kashmir apprised the Advisor of their grievances and sought his intervention for early redressal of the same.

The deputations who called on Advisor projected several issues like Horticulture development, facilities for young and aspiring entrepreneurs, continuation of engagement  of college and 10+2 lecturers etc.

The Self Help Group Engineers Association sought amendment in the recent GAD order while the Kashmir Traders and Manufacturers Federation demanded compensation for losses besides initiatives for revival of business activities.

Similarly, faculty of Institute of Music and Fine arts, Kashmir University projected their service issues while Jammu and Kashmir Sericulture Farmers and Rearers Association highlighted issues of their interest.

Ex Employees of JK Agro Industries sought purview of VRS/GHS scheme, Auqaf Committee Brath demanded upgradation of basic facilities while Parents Association Of Privately Administered schools and JK Patwar Association projected their issues and concerns.

Advisor said that present dispensation has put in place a prompt public grievances redressal mechanism to facilitate the people with speedy disposal of their issues and concerns. He said that JKIGRAMS and District level toll free call centers have been recently launched for making the Grievance redressal more efficient and also broadening its reach by taking it to grass root level.

Regarding some of the projected issues, Advisor issued on the spot directions to the concerned departments for time-bound solution of the same.

The public interaction programme was attended by senior officers of different departments.
