Army begins process to grant Permanent Commission to women officers

 

New Delhi, Sept 20:  The proceedings to screen women officers to grant them Permanent Commission (PC) has commenced at the Special No 5 Selection Board.

The specially constituted board that is headed by a Senior General Officer, and which includes a woman officer of the rank of Brigadier, started its screening process at the Army Headquarters on September 14.

In order to make the proceedings transparent, women officers have been permitted to witness the proceedings as observers, Indian Army spokesperson Col Aman Anand said.

Those women officers who qualify in the screening process will be granted Permanent Commission. This, however, will be subject to them clearing the medical requirements, he added.

In July, the government had issued a formal sanction letter for grant of PC to women officers in the Indian Army, paving the way for women officers to get larger roles in the organization.

The order specified the grant of PC to Short Service Commissioned (SSC) Women Officers in all ten streams of the Indian Army.

According to the Order, the ten streams include — Signals, and Intelligence Corps, Army Air Defence (AAD), Engineers, Army Service Corps (ASC), Army Ordnance Corps (AOC), Army Aviation, Electronics and Mechanical Engineers (EME). These are in addition to the existing streams of Judge and Advocate General (JAG) and Army Educational Corps (AEC).

 

 

Advisor Bhatnagar visits GMC Jammu; inspects Control Room, other facilities

Jammu, Sept 20: Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar Sunday visited Government Medical College here to took stock of medical facilities available there in view of ongoing pandemic COVID-19 besides inspected the facilities at recently established Control Room in Government Medical College, Jammu & reviewed its functioning.
The Advisor was accompanied by Financial Commissioner, Health & Medical Education, Atal Dulloo, Principal, GMC Jammu, Managing Director, J&K Medical Supplies Corporation Ltd., Medical Superintendent, Govt. Medical College & Hospital, Epidemiologist, I/C Control Room, XEN Mechanical and other Senior Officers.
Bhatnagar while reviewing the functioning of the Control Room met the COVID positive patients admitted in Government Medical College & its Associated Hospitals and enquired about their welfare and also took direct feedback from them regarding the facilities provided.
While inspecting the control room, he directed the officials to maintain proper record of the patients besides providing them all possible treatment and facilities. He asked the Medical Superintendent to ensure that specialist Doctors are deployed in the control room besides regular feedback should be obtained from admitted patients.
Bhatnagar later interacted with the faculty members and other senior officers of Health & Medical Education Department to ensure that the services being provided in the Govt. Medical College are up to public expectations and the concerns raised by general public are addressed.
He also interacted with on duty doctors in the COVID isolation areas to discuss the difficulties being faced by them during the treatment of the patients and issued on spot instructions to the Principal, GMC to ensure that sufficient medical staff is available there for managing the COVID patients in the Hospital.
During the visit, Advisor Bhatnagar also discussed in detail the issue of increasing the oxygen supported beds and other facilities with the officials. He was assured that additional 150 oxygen supported beds shall become operational in the hospital by tomorrow besides other facilities will be upgraded on time.
Pertinently, the control room was established with the objective to take feedback on the services being provided to the COVID patients including treatment facilities, boarding / lodging, sanitation etc.
On the sidelines of the visit Advisor Bhatnagar told media that there is no shortage of beds in Govt. Medical College & its Associated Hospitals.
He assured that the shortage of oxygen has been taken care of and it has been decided that the daily status of vacant beds and other steps taken by the authorities to improve the patients care shall be shared with the public through print & electronic media.
He also assured that asymptomatic patients being treated at home shall be provided with Pulse Oximeters for monitoring of Oxygen Saturation besides other medical facilities.

 

Downtown to get its first rigid concrete pavement road

Srinagar, Sept 20: The developmental activities in downtown Srinagar received a major impetus with the start of work on the upgradation of the Eastern Foreshore road by J&K ERA (Jammu and Kashmir Economic Reconstruction Agency).
Work on the vital road sub-project in Old City was today started with Dr. Syed Abid Rasheed Shah, Chief Executive Officer, J&KERA/JTFRP asking the female Assistant Executive Engineer, who is in charge of the sub-project to undertake ribbon cutting ceremony of the sub-project.
The ecologically sensitive Eastern Foreshore road is a vital road link connecting the uptown Srinagar with the Old City and is one of the most waterlogging prone roads in the old city owing to its close proximity to the Brari-Nambal,Lagoon. The upgradation of the road with the use of “Rigid Concrete Pavement Technology “would make it resilient to waterlogging and protect it from the vagaries of the nature especially the chilling cold weather which causes the extensive damage to the conventional flexible pavement roads thus leading to the high maintenance costs for upkeep of roads.
Abdul Wahid, Project Manager, J&K ERA, Kashmir informed the CEO,ERA/JTFRP that the sub-project involves the upgradation of 3.60 kms of the road (2.89 km of main road along with the 0.710 kms of link road) around the theBrari-Namballagoon in heart of the city with the use of the “Rigid Concrete Pavement technology”). He said that the vital road sub-project under JTFRP also involves the construction of 5420 meters of the requisite road drainage.
Wahid added that the road portion is being upgraded at an approximate cost of Rs17.27crores and will be strengthened with the layingof three layers comprising of GSB (Granular Sub Base), DLC (Dry Lean Concrete) and the final layer of PQC (Pavement Quality Concrete) The project has a timeline of 18 months.
Dr. Syed Abid Rasheed directed the engineers to expeditiously follow and try to resolve the impediments that may hamper the smooth execution of work on the sub-project. He also asked the contractor to work on the sub-project in a planned and scientific manner and make all efforts to complete the work ahead of the stipulated timeline. CEO ERA also had an interaction with the locals present on the occasion who expressed their gratitude to J&KERA for making use of the latest technology to upgrade the road which remains inundated during the rainy seasons, causing extensive damage to road.
J&K ERA is the first organisation in the valley to make use of “Rigid Concrete Pavement Technology” in the upgradation of various road sub-projects in the most waterlogging prone vital roads of the Srinagar city to make them flood resilient. The Rigid Concrete Pavement technologies being undertaken under the World Bank funded JhelumTawi Flood Recovery Project and it has the advantages of high resistance to water logging, low maintenance cost and longevity.
Besides benefiting the thousands of commuters travelling through this vital road daily, the road sub-project will benefit thousands of people living in the old city areas of Shamaswari, FatehKadal, HabbaKadal, Bishember Nagar, Munawarbad, Khayam, Baba Demb, Khanyaretc
This is the 3rd vital road water logging prone road in the city which is being upgraded under the World Bank funded JTFRP (Jhelum Tawi Flood Recovery Project) using the “ Rigid Concrete Pavement Technology” to make the flood vulnerable roads in the city flood resilient. Work on the other (2) rigid concrete pavement roads namely Humhama-Peerbaghand Civil-Secretariat-Rambaghroad is already underway in full swing.

Police arrest drug peddler in Srinagar

Srinagar, Sept 20: Acting tough against the drug dealings, Police in Srinagar have arrested a notorious drug peddler and recovered psychotropic substance from his possession.
“Officers at a checkpoint established at Tatoo Ground crossing intercepted one person riding on a Scooty bearing registration number JK01AM-0548. During checking, officers were able to recover psychotropic substances from his possession. He has been arrested and shifted to PS Batamaloo where he remains in custody. Vehicle used in the commission of crime have also been seized,” a police spokesman said.
Accordingly, a case FIR No.133/2020 under relevant sections of law has been registered in Police Station Batamaloo and investigation has been initiated.
Police urged community members to come forward with any information regarding drug peddlers in their neighbourhood. “Persons found indulging in drug peddling will be dealt as per law.”

COVID-19 claims  20 more lives, J&K Toll 989

Srinagar, Sept 19 : A 25-year-old youth was among 21 more people who succumbed to covid-19 in last 24 hours in Jammu and Kashmir, taking its fatality count to 989.
Official sources told GNS among the victims, seven were residents of Kashmir and 14 from Jammu division.
Among the fatalities from Jammu includes a 68-year-old woman from Gadigarh Jammu, a 57-year-old woman from Rehari Colony, a 55-year-old from Surankote Poonch, a 25-year-old youth from Ramgarh and a 60-year-old from Janipur, they said.
The victims, among others from Kashmir Valley include a 45-year-old man from Stadium Colony Baramulla who with was diagnosed with “T2DM, HTN and B/L CAP” by doctors at SMHS hospital where he succumbed a week after being admitted.
They said a 40-year-old man from Hawal Srinagar, admitted to SMHS hospital on September 10 and diagnosed with B/L CAP died today.
A 67-year-old woman from Kandiyal Gurez in Bandipora district died at SKIMS Bemina, one of the exclusive facilities for the management of the covid-19 patients in the Valley. She was admitted to the facility on September 15, they said.
A 60-year-old man from Anchidor Anantnag and a 67-year-old man from Bagwanpora Lal bazar died at CD hospital, also among the exclusive facilities for the management of the covid-19 patients in the Valley
With these deaths the toll due to the pestilence in Jammu and Kashmir has reached 989.

Conversion Of  Residential properties Into Commercial  

 

The illegal conversion of residential properties into commercial properties continues unabated in Jammu and Kashmir.

Such illegalities have a drastic and irreversible impact on the environment. It causes a lot of inconvenience to people residing in the neighbouring properties. Also, importantly too, it creates pressure on civic amenities including the water, electricity supplies, garbage disposal etc. Can administration allow its countenance? The answer cannot be in affirmative, more so as when the Jammu and Kashmir High Court has already directed the government to act against the illegal structures in Srinagar and Jammu as well as elsewhere in keeping with the notified Master Plan. The Master Plan (2015-2035) for Kashmir was prepared and a formal notification issued in the backdrop of orders of the high court and the then government in March 2014. The government had then formally enacted legislation— J&K Civic Laws (Special Provisions) Act, 2014— to protect, for one year, thousands of unauthorized constructions that exist in twin capital cities of Srinagar and Jammu besides Katra.

However, the provisions of the Act did not protect under-construction or the buildings and structures whose construction had not been completed on the date the Act came into force, March 5, 2014.

The law also did not also apply to the buildings and structures constructed on public land, road or other public utility and also to constructions not complying safety measures, if any issued by the government.

The legislation was enacted so that a comprehensive policy could be formulated to tackle the issue of the violations by the end of March 2015. The period was later extended.

A high-level committee was formed and it had recommended hefty penalty against the violators in lieu for regularization of the construction with minor deviation. In case of major violations, it had proposed that there should be no leniency. While Master Plan is already in place, there is need for the government to act and take to task those who resort to illegality as well as against the official who allowed such illegalities.  There is also the illegal conversion of agriculture land for commercial purposes in the urban areas which shall also be halted given the importance of food and dependence of people for varied reasons.  Appropriate steps, at the earliest, are needed to bring an end to the illegalities committed. Also, agricultural land to the extent possible shall need to be preserved.

 

‘Sacking teachers even after collecting fee not fair’

Srinagar, Sep 19: Educational institutions in Kashmir remaining closed for more than a year has led to many teachers in private schools losing their jobs, despite these establishments collecting fee from the parents even during the lockdown.
The J&K Government recently stated that it would seek “audited reports” on fee structure and student enrollment in private schools. The move came in the wake of complaints regarding non-payment of salaries to the teachers in these institutions and termination of their services.
It’s in place to mention here that there were reports that soon after the COVID-19 lockdown was imposed and the schools shifted to online mode they reduced their staff by 50% and the ones who were asked to take rest were left with nowhere to go.
A teacher, who lost his job during this period, while talking to Precious Kashmir said, “There are many people like me who were asked to sit at home. We had even offered to work on half salaries but the school managements refused.”
He said, “We have been struggling since August last year when J&K’s special status was abrogated and schools were closed. Our miseries started on that very day. The institutions we had served for so many years dumped us and left us in lurch.”
Another sacked teacher said, “The decision of the government to seek the audited report of the fee received by these schools is a welcome move. This will bring to fore the real face of these school managements who have used us and then dumped us.”
Media reports quoting Principal Secretary School Education Department (SED) Asgar Samoon said that complaints against private schools were pouring in frequently. “Even some of the schools have terminated their teaching staff without any notice despite the ongoing pandemic,” Samoon had said.
“The government will seek audited reports on fee structure, student enrollment and salaries paid to the teachers from August 2019 till date,” the Principal Secretary had said.
An owner of a private school said, “We have no objection in filing the audited reports of the fee we have received during all these months. Let everyone come to know how much fee the parents have paid and how much money we have earned.”
He said, “We have invested huge amounts in our institutions and returns have been zero. We are seeing our institutions crumbling. No one is looking at our losses. The managements of the private schools are being demonized for no reason.”

Over 43% gazetted posts lying vacant at DIC Kashmir, reveals RTI

Srinagar, Sep 19: The government has kept over 43 per cent gazetted sanctioned posts in the Directorate of Industries and Commerce, Kashmir (DIC) vacant, a reply filed by the department to a RTI has revealed.
According to the reply at least 35 gazetted posts and nearly 200 non-gazetted and Class IV posts are lying vacant.

The RTI reply by the directorate comes at a time when the unemployment rate is swelling in Jammu and Kashmir and the administration has promised jobs to the youth in the newly carved Union Territory.

In a reply to RTI filed by Rajeshwar Singh, an RTI activist,  the DIC said that there are 35 sanctioned gazetted posts and 190 non-gazetted and Class IV posts lying vacant in the directorate.

The Public Information Officer (PIO) of Directorate of Industries and Commerce, Kashmir has said in a reply that one post of Joint Director, three posts of General Manager DIC, one post of Administrative Officer is lying vacant in the directorate.

 

He further stated that 12 and 13 posts of Functional Manager and Project Manager respectively are also lying vacant in the DIC, adding that four posts of Assistant Director (P&S) and one post of Manager IE Barzulla are also lying vacant.

According to RTI, there are 80 gazetted posts in the DIC while 35 among them are vacant and only 45 among them are occupied, which indicates that 43.7%  gazetted posts are lying vacant in the department.

Besides, the PIO DIC in a detailed reply to RTI stated that 190 posts of non-gazetted and Class IV are also lying vacant there. The posts include Ind Promotion Officer, Block Investigator, Assistant Extension Officer, Manager IEs, Section Officer (SO), Head assistant, Senior Assistant, Junior Assistant, Junior Stenographer, Godown Assistant, data Entry Operator, Statistical Officer, Statistical Assistant, Accountant, Accounts Assistant, Loan Supervisor, Godown Supervisor, Knitting Instructor, Leather Technician, Calico Instructor, Craftsman Leather, Assistant Craftsman, Driver, Wireman, Jamadar and others.

According to RTI, a copy of which lies with ‘Precious Kashmir’, at present there are 16 officials who are working on Incharge or officiating capacity in various ministerial category of posts pending confirmation by the DPCs.

Meanwhile, Rajeshwar Singh, who had filed the RTI to seek details, said that the Lieutenant Governor Manoj Sinha recently reviewed the functioning of Industries and Commerce department, but it seems that he has not been provided up-to-date information about the department as no action or statement has been made about the vacant posts.

 

“After Lt Governor reviews functioning of the department, serious measures should have been taken on priority to fill the vacant posts, but unfortunately no visible step in this regard has been taken,” he said, adding that what is the fun of reviewing the functioning of the department when even the vacant posts are not being filled on time.

“Without manpower, how can anyone expect that the department can function smoothly as per the expectations,” Singh said.

 

 

July 18 Shopian encounter: Soldiers exceeded AFSPA powers, says Army

Srinagar, Sep 18: Army on Friday said that a high-level Court of Inquiry set up by it into the July 18 encounter at Amshipora Shopian has concluded, bringing out “certain prima facie evidence indicating that the powers vested under the AFSPA 1990 were exceeded during the operation.”
Also, Defence spokesman Colonel Rajesh Kalia said that inquiry has found that the “Do’s and Don’ts of Chief of Army Staff (COAS) as approved by the Supreme Court have been contravened”.

“Consequently, the competent disciplinary authority has directed to initiate disciplinary proceedings under the Army Act against those found prima-facie answerable,” the defence spokesman said in a statement.
“The evidence collected by the inquiry has prima-facie indicated that the three unidentified (militants) killed in Op Amshipora were Imtiyaz Ahmed, Abrar Ahmed and Mohammad Ibrar, who hailed from Rajouri,” he said, “Their DNA report is awaited. Their involvement with (militants) or related activities is under investigation by the police.”
He said Indian Army is committed to ethical conduct of operations. “Further updates on the case will be given periodically without affecting due process of the law of the land.”
On July 18, police in a statement had said that three militants were killed in gunfight with joint team of police, army and CRPF in Shopian district on an input by army.
“On a specific input by 62RR about presence of (militants) in village Amshipora area, an operation was launched by them in the area,” a police spokesperson had said.
During search, he had said, the militants fired upon Army and encounter started. “Later on police and CRPF also joined. During encounter three unidentified militants were killed,” he had said in the statement, adding, “Bodies of all the killed three (militants) were retrieved from the site of encounter.” However, he said, the identification and group affiliation of the slain was being ascertained.

“Incriminating materials including arms and ammunition were recovered from the site of encounter,” he had said. (GNS)

Srinagar, Sep 18: Jammu and Kashmir reported 14 more COVID-19 deaths in past 24 hours, while 1330 more people tested positive for the virus across the Union Territory on Friday.
Till date 968 people have died due to the pandemic and 61041 people have got infected , officials said.
They said that among the fatalities, ten were from Jammu and four from Kashmir including a 21-year-old youth from south Kashmir.

Regarding the youth, they said, he was a resident of Ladoo Kulgam and was admitted to SKIMS Soura on September 11 after he had fallen from height and turned out to be covid-19 positive later.

“He had cardiopulmonary arrest at 2 a.m.,” a doctor at SKIMS Soura told GNS.

A 56-year-old woman from Kaloosa Bandipora died at SKIMS Bemina where she was admitted on September 2, official sources said.

A 58-year-old man from Dalgate, they said, was brought to SMHS hospital where doctors declared him brought dead and on testing he turned out to be was covid-19 positive.

A 67-year-old man from Alochi Bagh Srinagar died, nearly a fortnight after he was admitted to CD hospital, one of the exclusive facilities for the management of the covid-19 patients in the Valley.

The deaths from Jammu among others include a 70-year-old from Arnia RS Pora, a 65-year-old man from Shatri Nagar Jammu, a 70-year-old woman from Janipur, a 70-year-old from Talab Tilloo, a 60-year-old Green enclave Rehordi Jammu, an 83-year-old from Gandhinagar, a 60-year-old from Bakshi Nagar, an 84-year-old man from Nai Basti Satwari and a 52-year-old from same area.

With these deaths 968 people have succumbed to the virus in J&K so far.

 

 

J&K records 1330 fresh cases, total mounts to 61041 

Meanwhile, Jammu and Kashmir reported 1330 fresh cases of novel coronavirus in last 24 hours, taking its tally past 60000 Mark.

With 70 travelers and two KAS officers among them, 672 cases are from Jammu Division and 658 from Kashmir Valley as overall count reached 61041. This is for the fifteenth day in a row that cases have exceeded to over a thousand daily.

Giving district wise breakup of the cases, official sources told GNS that Srinagar reported 237 cases, Budgam 62, Baramulla 64, Pulwama 41, Anantnag 60, Bandipora 65, Kupwara 52, Ganderbal 44, Kulgam 19, Shopian 14, Jammu 221, Rajouri 62, Udhampur      31, Kathua 42, Doda 86, Samba 53, Poonch 77, Ramban 47, Reasi 18 and Kishtwar 35.

A number of cases were confirmed at CD and SKIMS laboratories including 44 army soldiers, 12 paramilitary men, four persons from Air Force, as many pregnant woman and three doctors and as many minors.
