Over 43% gazetted posts lying vacant at DIC Kashmir, reveals RTI

 

‘190 non-gaztetted, Class-IV posts also unoccupied’

Srinagar, Sep 19: The government has kept over 43 per cent gazetted sanctioned posts in the Directorate of Industries and Commerce, Kashmir (DIC) vacant, a reply filed by the department to a RTI has revealed.
According to the reply at least 35 gazetted posts and nearly 200 non-gazetted and Class IV posts are lying vacant.

The RTI reply by the directorate comes at a time when the unemployment rate is swelling in Jammu and Kashmir and the administration has promised jobs to the youth in the newly carved Union Territory.

In a reply to RTI filed by Rajeshwar Singh, an RTI activist,  the DIC said that there are 35 sanctioned gazetted posts and 190 non-gazetted and Class IV posts lying vacant in the directorate.

The Public Information Officer (PIO) of Directorate of Industries and Commerce, Kashmir has said in a reply that one post of Joint Director, three posts of General Manager DIC, one post of Administrative Officer is lying vacant in the directorate.

 

He further stated that 12 and 13 posts of Functional Manager and Project Manager respectively are also lying vacant in the DIC, adding that four posts of Assistant Director (P&S) and one post of Manager IE Barzulla are also lying vacant.

According to RTI, there are 80 gazetted posts in the DIC while 35 among them are vacant and only 45 among them are occupied, which indicates that 43.7%  gazetted posts are lying vacant in the department.

Besides, the PIO DIC in a detailed reply to RTI stated that 190 posts of non-gazetted and Class IV are also lying vacant there. The posts include Ind Promotion Officer, Block Investigator, Assistant Extension Officer, Manager IEs, Section Officer (SO), Head assistant, Senior Assistant, Junior Assistant, Junior Stenographer, Godown Assistant, data Entry Operator, Statistical Officer, Statistical Assistant, Accountant, Accounts Assistant, Loan Supervisor, Godown Supervisor, Knitting Instructor, Leather Technician, Calico Instructor, Craftsman Leather, Assistant Craftsman, Driver, Wireman, Jamadar and others.

According to RTI, a copy of which lies with ‘Precious Kashmir’, at present there are 16 officials who are working on Incharge or officiating capacity in various ministerial category of posts pending confirmation by the DPCs.

Meanwhile, Rajeshwar Singh, who had filed the RTI to seek details, said that the Lieutenant Governor Manoj Sinha recently reviewed the functioning of Industries and Commerce department, but it seems that he has not been provided up-to-date information about the department as no action or statement has been made about the vacant posts.

 

“After Lt Governor reviews functioning of the department, serious measures should have been taken on priority to fill the vacant posts, but unfortunately no visible step in this regard has been taken,” he said, adding that what is the fun of reviewing the functioning of the department when even the vacant posts are not being filled on time.

“Without manpower, how can anyone expect that the department can function smoothly as per the expectations,” Singh said.
