New traffic rules implemented in JK: IG Traffic

Srinagar, Oct 02: As the new traffic rules came into effect from October 01 in Jammu and Kashmir, the authorities in traffic police said that the new rules have already been implemented but would take time to implement it fully on the ground.
Pertinently, under the new traffic rules, no physical copies of documents like driving licence, registration certificate or insurance are required to be carried along if you show digitally prescribed form.
Inspector General of Police (Traffic), T Namgyal said that new rules have been implemented in Jammu and Kashmir as well, but it takes time to implement it fully on the ground as far as digital aspect is concerned.
“The law is implemented, but e-challaning and other things would take time,” he said. (KNO)

In Kulgam, an artist paints world’s smallest painting of Kabbah on ring stone and leaf

Kulgam, Oct 2: A youth from South Kashmir’s Kulgam district who is known for creative abstract painting and portraits and has won several awards so far is craving for a platform to keeping the momentum going to display his real talent and to teach others as well.
Mudasir Rehman Dar (26), a resident of Kulpora village in Kulgam district is a “god-gifted” talent and an artist who has won hearts of thousands of people through his art work as he has the ability to even paint world’s smallest painting of the Holy Kabbah on ring stone and a leaf.
Mudasir said since his childhood he was naturally attracted towards the art. “I used to make paintings with different messages. I usually tried to focus on social evils through my art work like drug addict, child labour and other social injustices besides ongoing conflict,” he said, adding that “this art work is giving me peace of mind.”
He said: “So far, I have won so many awards at national, state and district level besides dozens of certificates. However, I am still waiting for a platform where I can show my real talent.”
Mudasir said that he is getting appreciation because of the art at different mega stages but the support which “I need to continue my art work from government is nowhere in sight.”
In his message to the youth of J&K, Mudasir said that youth must not get involved in futile exercises but struggle hard and that they can achieve any goal of life. “Kashmiri youth are talent but they lack platforms where they can show their talent and government must look into it seriously,” he said—(KNO)

Safaikaramcharis of SMC without salaries

Srinagar, Oct 2: Scores of Safaikaramcharis in Srinagar Municipal Corporation are without salaries from past many months.
“We are without salaries for many months. In times of Covid-19, the Safaikaramcharis are working day and night. We are struggling to feed our families due to non payment of wages,” one of the Safaikaramcharis said.
“Our families are worried about our safety. We have to work round the clock but are not given protection equipment. There are always chances we may catch infection,” he lamented.
When contact, Commissioner SMC Gazanfar Ali said there are two types of Safaikarmcharis in the corporation.
“Let me explain, we have two type of safaikarmcahris, among those around 900 are dependent on the user charges we are collecting from the people. We had problems during the Covid pandemic but now things are getting normal and we are thinking that we will pay them through the bank,” he said and added that other safaikarmcharis who are under the budget have no problems.
The SMC is responsible for keeping Srinagar city clean and ensuring proper hygiene besides taking steps to ensure development on modern lines.

PRIs instrumental in accelerating pace of progress at grassroot level: Advisor Khan

Ganderbal, Oct 2: A multitude of development activities Friday marked beginning of third phase of ambitious ‘Back to Village’ (B2V3) programme in 42 panchayats of Ganderbal district.
Advisor to Lieutenant Governor, Farooq Ahmad Khan, conducted an exhaustive visit of Ganderbal district to oversee implementation of this pro-people initiative of the government.
Advisor visited Darand and Malchaibagh Panchayat halqas where he interacted with the people and assessed their development requirements and grievances as well.
The locals raised several demands regarding their day to day matters pertaining to inadequate water supply, macadamization and renovation of roads, up gradation of schools, better health services and related issues.
Interacting with the people, Khan said that the Back to Village programme has been launched with the purpose to reach out to the people at their doorsteps for listening to their grievances and development aspirations. He said that in coming days PRIs will be conferred more powers as they play major role in development of villages and are aware about the development needs at grass root level. “PRIs are instrumental in effectively accelerating the pace of progress at grass root level”, he asserted.
Deputy Commissioner Ganderbal, Shafqat Iqbal, Director Rural Development Kashmir, Qazi Sarwar, SSP Ganderbal, Khilal Poswal, ADC Ganderbal besides other district officers accompanied him.
Advisor sought status of works approved in B2V1, 14th FC Plan and tentative list of 15th FC Plan.
Advisor urged upon the people to participate in Gram Shabhas for projecting their demands and problems so that the same could be taken up with the concerned for redressal. He asked the visiting officers to discuss the 15th FC Plan with the people in Gram Sabhas and prioritize works as per their needs before finalizing the plan.
The Advisor also urged the people to strictly follow all the preventive protocols and SOPs regarding COVID pandemic like wearing face mask and maintaining social distancing to contain spread of this virus.

Army man commits suicide

Uri, Oct 2: A soldier shot himself dead in Uri Sector of North Kashmir’s Baramulla district on Friday.
Police sources said an rifleman identified as Raksheet Kumar son of Kuldeep Kumar shot himself dead by using his service rifle at Jack Post Uri.
The deceased was the resident of Ramgarh Samba district of Jammu region and was affiliated with 2 Jammu Kashmir Light Infantry.
A police official while confirming the incident said that the soldier died on spot. He said a case in this regard has been registered and investigation set into motion. (KNT)

12-year-old boy commits suicide in Bandipora

Bandipora, Oct 02:  A 12-year-old boy allegedly committed suicide by hanging himself at his home in Aloosa village of north Kashmir’s Bandipora district on Friday afternoon.

An official said 12-year-old boy of Aloosa village hanged himself at his home today afternoon.

He said soon after the incident, he was rushed to a nearby hospital by his family members, where doctors declared him dead on arrival. “Body of the deceased has been handed over to his family members for last rites after completing all legal formalities,” he added.

The official said that a case under relevant sections of law has been registered and further investigation has been taken up—(KNO)

LG administers Swachhta pledge to officers of Raj Bhavan, Sectt

Srinagar, Oct 2: To commemorate the 151st Birth Anniversary of Mahatma Gandhi, Lieutenant Governor, Manoj Sinha Friday administered the Swachhta Pledge to the Officers, Officials and Staff members of the Raj Bhavan and the Civil Secretariat.
Advisors to the Lt Governor; Chief Secretary; Financial Commissioners; Administrative Secretaries, Head of Departments, and other senior officers, officials, and staff members participated in the Swachhta Pledge taking ceremony at Raj Bhavan and Civil Secretariat.
The pledge is a resolve of the J&K Government to cherish and reinvigorate the ideals propounded by the Father of the Nation, one of which was his love and emphasis on cleanliness (Swachhta).
All the participants took a pledge to initiate the quest for cleanliness with themselves, their family, their locality and workplace, besides spreading the message of Swachh Bharat Mission.
It is a unique way of the Government to motivate and sensitize the people across the Union Territory (UT ) to remain committed towards cleanliness and devote time for this and discharge their duty to serve the county by keeping it neat and clean.
The J&K Government has decided to organize Swachhta Pledge ceremonies in all offices across the Union territory of Jammu and Kashmir on the occasion of Gandhi Jayanti. All the Administrative Secretaries, Heads of the Department and Deputy Commissioners were directed to organize pledge taking ceremonies in all the offices and institutions under their jurisdiction on the morning of October 20, 2020.

ACB produces chargesheet against Superintendent GST

Srinagar, Oct 2: The Anti Corruption Bureau, produced Charge Sheet (Challan) in case FIR No. 01 /2019  of P/S Srinagar, ACB before the Court of Special Judge Anti Corruption Srinagar against Parveen Kumar Loomba son of Jetinder R/O 225 Chandigrah ( Supt CGST) and Imtiyaz Ahmad Wani son of Ghulam Mohammad   R/O Ishbar Nishat (Multi tasking worker)

“The instant case was registered on a written complaint alleging therein that the complainant approached office of the Superintendent  GST Division-I,   Camp  Bishamber Nagar Srinagar for  issuance of No Objection Certificate in favour of his SSI unit  under the name and style of M/S Reliable Silks located at Choudhry Bagh  Raniwari, Srinagar. The officials Parveen Kumar Loomba, the then Superintendent CGST –Division 1st, Bishambar Nagar, Srinagar and  Imtiyaz Ahmad Wani Farash, Multitasking worker, CGST –Division1st, Bishambar Nagar, Srinagar, had demanded an amount of Rs.4000/- as bribe for the said purpose as per the complaint,” a spokesman of ACB said.

He said on receipt of this complaint, case FIR No. 01 of 2019 under section 5(2) P.C.Act Svt. 2006, 4-A Amendment Act 2014 was registered in PS ACB, Srinagar and investigation of the instant case was set into motion. A successful trap was laid and accused were caught red-handed along with recovery of tainted money of Rs. 4000/- from their possession.

Subsequently both the accused were arrested and after completion of all legal formalities, their immediate family members were informed of their  arrest, and an intimation was sent to their department also.

“Later on, the accused were admitted to interim bail by the High Court of J&K on January 15. The charge sheet has been produced before the Court of Special Judge Anti Corruption Srinagar yesterday after obtaining prosecution sanction from the concerned department,” the ACB spokesman said.

Srinagar, Oct 2: Police solved blind murder case in Srinagar in record time and arrested an accused person involved in the commission of crime.
:On 26-09-2020 Police Station Harwan received a complaint from one person namely Mohd Taj Awan son of Mohammad Younis Awan resident of Badwan Rajouri A/P Danihama near Chandpora Bridge Harwan alleging that his mother namely Subza Begum wife of Mohammed Younis Awan resident of Badwan Rajouri had left for grazing their goats at around 05.00 pm and on the same day some unknown person had hit her on the head causing injuries which subsequently led to her death,” a police spokesman said.
Accordingly, a case FIR No. 74/2020 under relevant sections of law was registered at Police Station Harwan and investigation was taken up.
“A team led by SHO Harwan under the supervision of SDPO Nehrupark immediately swung into action and started rounding up suspects and questioning witnesses in the instant case,” the spokesman said.
Based on statements of witnesses, questioning of suspects as well as technical evidences, officers apprehended one accused person identified as Ghulam Jeelani Bhat son of Ghulam Mohammad Bhat resident of Danihama Harwan involved in the commission of crime.
“During investigation, the disclosed that on 26/09/2020 in the evening hours he was infuriated by the presence of the deceased lady in his agricultural field grazing her goats there. In provocation, he had hit the deceased lady with a Lathi (Stick) in her head. Based on his disclosure, the weapon of offence (“Lathi”) was recovered near the scene of occurrence,” the spokesman said.
He said the accused has been arrested and a test identification parade carried out in presence of the Magistrate and independent witnesses.
“The test identification parade further corroborated with the disclosure made by the accused. Further investigation into the case is in progress,” added the spokesman.

Public Transport Getting Unsafe

When lockdown to prevent covid-19 spread was imposed in March, the shutdown of the public transport was central to it. Also, when restrictions were eased, the public transport resumption was not among the activities allowed immediately. The administration held many meetings with transporters, drivers, and others associated with the sector to educate them about dos and don’ts. Services of leading experts were utilized. The government was perfectly right in the endeavor.
Can COVID-19 spread through public transport systems? It was difficult to answer this question without data then and even today when relaxations are aplenty. Definitely, also, it cannot also be discarded as implausible. To shut down the public transport was commendable on part of the government before it could contribute to the spread at the beginning.  Many restrictions that were in place since the beginning of the pandemic are still intact to a large extent but could be continued now for various reasons. The decision to unlock public transport was to some extent inevitability. However as the things stand now, the easing of public transport restrictions is witness to violations of distancing norms.  Ensuring vehicles are sanitised is not to speak of also for varied reasons including funds because providing for such amenities will cost the government a significant amount of funds. Even the administration has been found wanting in ensuring the owners of the vehicles carry out the sanitization. However, the violations of social distancing and goby to wearing face coverings such as masks should not be allowed especially when the cases of covid-19 are spiking. The J&K already has surpassed 75000 infection tally and numbers are sprinting everyday especially in Jammu and Srinagar districts. Except for an odd day, there have been continuous cases in excess of one thousand since September 4.  While is true that cowering in fear of the virus can no longer be an option, as sustenance of everyday life will require the wheels of the economy to be set into motion, the government and people cannot take things for granted. The easing of activities has been considered an economic unlock rather than a clean chit from the pestilence. Both the government and the public must treat the transition in a manner that makes it risk-free for all. The ICMR recently pointed out the complacency of people concerning hygiene and flouting of advisories are partly responsible for the surge in the country. Advisories need to be taken seriously as nearly 1200 lives have been lost in J&K alone and one million across the globe.
