COVID-19: Trump, wife Melania test Positive

Washington: President Donald Trump and his wife Melania have contracted the coronavirus, he announced early Friday, after months in which he has played down a pandemic that has killed more than 205,000 Americans and sickened millions more.
Trump, 74, was diagnosed hours after it became publicly known that Hope Hicks, a top Trump aide who traveled with him on Air Force One and Marine One this week, tested positive on Thursday morning.
“Tonight, @FLOTUS and I tested positive for COVID-19,” the president tweeted just before 1 a.m. “We will begin our quarantine and recovery process immediately. We will get through this TOGETHER!”
The president’s physician, Sean Conley, wrote later that Trump and his wife “are both well at this time, and they plan to remain at home within the White House during their convalescence.”
An aide who saw Trump late Thursday said he seemed normal and did not show any symptoms, though he was aware of Hicks and her condition. Hicks is showing symptoms, officials said. Aides said all of his political events will be canceled for the foreseeable future.
After White House officials learned of Hicks’ symptoms, Trump and his entourage flew to New Jersey, where he attended a fundraiser and delivered a speech. Trump was in close contact with dozens of other people, including campaign supporters at a roundtable event.
Late Thursday, Trump tweeted that he and the first lady, who traveled with Hicks and the president on Tuesday, were in quarantine.

“Hope Hicks, who has been working so hard without even taking a small break, has just tested positive for Covid 19. Terrible! The First Lady and I are waiting for our test results. In the meantime, we will begin our quarantine process!” he said.
Trump’s early morning announcement was an extraordinary turn for the first family, coming little more than a month before election day and as Trump has escalated his campaign pace in an effort to catch Democratic nominee Joe Biden, who leads in national and key state polls. He trails largely, aides and voters say, due to his handling of the virus, which has dominated voters’ attention along with the economic collapse caused by pandemic shutdowns.
Even as the virus exploded around the nation, Trump has continued to hold large events featuring mostly maskless crowds of people who squeezed together to greet the president. Trump has regularly appeared in public and in private without a mask, and has mocked Biden for wearing one and for curbing his campaign events. Many of Trump’s aides also have eschewed masks, both in the West Wing presidential offices and on trips.
Hicks is among Trump’s closest staffers and regularly enters the Oval Office multiple times a day, meeting with White House and campaign aides.
She has been spotted on multiple occasions without a mask, along with other top aides. She tested positive after showing symptoms at a rally on Wednesday.
Hicks, 31, served as Trump’s 2016 campaign spokeswoman from the beginning of his candidacy and then as White House communications director before leaving in March 2018 for a job at Fox News. She returned to the White House in February in the role of counselor to the president.
Trump told Fox News’s Sean Hannity during a live interview Thursday night that he and the first lady were tested after they learned about Hicks and were awaiting the results.
“She tested positive and I just went out with a test . . . so whether we quarantine or whether we have it, I don’t know,” Trump said. “So I just went for a test and we’ll see what happens. Who knows? . . . We spend a lot of time with Hope, so we’ll see what happens.”
Trump later tweeted that he and the first lady “In the meantime . . . will begin our quarantine process.”
Trump suggested Hicks could have contracted it from members of the military or law enforcement.
“It is very, very hard when you are with people from the military, or from law enforcement, and they come over to you, and they want to hug you, and they want to kiss you because we really have done a good job for them,” the president said. “You get close, and things happen. I was surprised to hear with Hope, but she is a very warm person with them. She knows there’s a risk, but she is young.”
Hicks traveled with the president to Pennsylvania for a rally Saturday, to Cleveland for the first presidential debate Tuesday and to Minnesota for another campaign rally Wednesday.
She was photographed without a mask at the Pennsylvania rally clapping to the Village People’s “YMCA” with other Trump aides and in Cleveland on the tarmac deplaning Air Force One.
A person familiar with the situation said Hicks was quarantined on the plane trip back from Minnesota on Wednesday night after showing mild symptoms. She tested positive Thursday morning.
After Hicks’ diagnosis, White House spokesman said the president was taking the matter “seriously.”
“The President takes the health and safety of himself and everyone who works in support of him and the American people very seriously,” said Judd Deere, a White House spokesman. “White House Operations collaborates with the Physician to the President and the White House Military Office to ensure all plans and procedures incorporate current CDC guidance and best practices for limiting COVID-19 exposure to the greatest extent possible both on complex and when the President is traveling.”

Srinagar, Oct 2: Admitting that ceasefire violation by Pakistani troops has witnessed increase in the recent past, Director General of Police (DGP) Dilbagh Singh on Friday said troops guarding the border are giving befitting reply.

Talking to reporters on the sideline of a function here police chief said Pakistani troops have been violating ceasefire not only in Jammu but in the Kashmir valley.

Unfortunately we lost some soldier and several others were injured in Pak ceasefire violation in Jammu and Kashmir during the past 24 hours, he said adding but our troops are also retaliating effectively.

He said Pak troops are violating ceasefire to facilitate infiltration by militants into Jammu and Kashmir. However Singh said our security forces guarding the Line of Control (LoC) and International Border (IB) are already on high alert to foil any attempt by Pak to send militants here.

When asked about the Shopian fake encounter, he said case investigation is in progress. We are moving forward in the case, he said adding there are some legal formalities which are being fulfilled.

He said the legal process to exhume and hand over the bodies of three youth killed in an “encounter” would be completed soon.

“The process is on. We have started whatever legal process has to be undertaken and this process will be completed soon.”

Militant Recruitment Case: NIA files charge sheet against 3, including 2 slain militants

Srinagar, Oct 2: In alleged ‘militant recruitment’ case, National Investigating Agency filed charge sheet against two slain militants and a youth from south Kashmir’s Kulgam district.
The charge sheet was filed at NIA Special Court at Jammu. The three accused against whom charge sheet was produced are Muneeb Hameed Bhat of Nanibugh, Kulgam, slain Junaid Manzoor Mattoo and slain Umer Rashid Wani, both residents of Khudwani, Kulgam.
The case against the accused was registered at police station Kulgam in 2017. The accused were accused of motivating youth to join militant outfit Lashkar-e-Taiba and organized their travel to Pakistan for militant training on the basis of valid travel documents on the recommendation of separatist leaders.
NIA took charge of the said case in 2018. The NIA claimed that during investigation it was established that LeT militant Junaid Manzoor Mattoo motivated accused Muneeb Hameed Bhat to join LeT and go to Pakistan for militant training. Another LeT militant Umer Rashid Wani gave him funds to meet the expenses of his Pakistan visit. In July-August 2017, accused Muneeb Hameed Bhat visited Pakistan on valid travel documents for militant training with the assistance of separatist leaders.
“He was imparted weapons training and also training for using secret social media chat platforms. After returning from Pakistan, he remained constantly in touch with LeT handlers in Pakistan and active militants of Kulgam area on secret messaging platforms for carrying out subversive and militant activities in Kashmir Valley. He was working as a sleeper cell of LeT and further intended to join the militant ranks in LeT,” the NIA said.
“Investigation has also established that during the year 2016 to 2018, many Kashmiri youth were sent by separatist leaders to Pakistan on valid travel documents for getting militant training with active assistance of the commanders of militant groups. These youth got militant training in the militant camps of Pakistan for period ranging from 5 to 15 days. After returning, they are initially used as sleeper cells by militant organizations and subsequently recruited for active militancy. Accused Junaid Manzoor Mattoo and Umer Rashid Wani were killed in separate gunfights in 2017 and 2018,” the investigating agency said. (KNT)

Makkah to reopen for limited pilgrimages


‘In first stage, Umrah will be performed within specified time period’

Riyadh, Oct 2: Saudi Arabia will reopen the Muslim holy places for the year-round Umrah pilgrimage on Sunday, scaled back and with extensive health precautions, seven months after coronavirus prompted its suspension.

The Umrah, the pilgrimage that can be undertaken at any time, usually attracts millions of Muslims from across the globe each year.

It will be revived in three stages, with the initial phase seeing just 6,000 citizens and residents already within the kingdom allowed to take part each day.

“In the first stage, the Umrah will be performed meticulously and within a specified period of time,” Hajj Minister Mohammad Benten told state television last week.

He said pilgrims will be divided into groups to ensure social distancing within the Grand Mosque in Makkah.

Worshippers will on Sunday be able to perform the ritual of circling the sacred Khana-e-Kaaba along socially distanced paths.

On October 18, the number of pilgrims will be increased to 15,000 per day, with a maximum of 40,000 people allowed to perform prayers at the mosque.

 

Visitors from abroad will be permitted from November 1, when capacity will be raised to 20,000 pilgrims, with 60,000 people allowed into the mosque.

The decision to resume the pilgrimage was in response to the “aspirations of Muslims home and abroad” to perform the ritual and visit the holy sites, the interior ministry said last month.

It added that the Umrah would be allowed to return to full capacity once the threat of the pandemic has abated.

Until then, the health ministry will vet countries from which pilgrims are allowed to enter based on the health risks.

Those wishing to perform the Umrah must apply through two mobile applications: one to register they are free from the virus, and another from which they can obtain a permit.

 

Srinagar-Jammu highway closed for maintenance

Srinagar, Oct 2: The 270-km-long Srinagar-Jammu National Highway was closed on Friday to allow repair work on the only road connecting Kashmir with the rest of the country.

He said that keeping in view the maintenance and repair of the Srinagar-Jammu national highway, no traffic was allowed on Friday from both sides.

Due to landslides and shooting stones, the road at several places had become very narrow where only one vehicle can pass.  However, no traffic was allowed today to allow National Highway Authority of India (NHAI) and other agencies to repair the road and convert the single-way crossing into double way for free movement of vehicles from both sides.

People living on both sides of the highway, particularly between Banihal to Ramban, alleged that they fear acute environment disaster since the NHAI and other agencies have started work on four-laning of the highway.

They alleged that the agencies are dumping the waste into river Chenab badly impacting water flow in the river. They further alleged that their houses were also damaged due to blasting and other works on the highway.

Meanwhile, the National Green Tribunal (NGT) has issued a notice to agencies working on the highway, district administration and Pollution Control Board (PCB) for causing damage to environment in the area.

According to the resignation letters which are in possession of KNS, they have accused the party leadership of ignoring them in decision making process.

E-auction enables maximization of public interest: HC

Srinagar, Oct 2: The J&K High Court has dismissed plea against e- auctions of minor minerals in Jammu and Kashmir, observing that it is the most transparent and efficient method of conducting a public auction.
A bench of Chief Justice Gita Mittal and Justice Sanjay Dhar said that decision of the government to cancel the auction of 2017 was “bonafidely based on material on record and arrived at after application of mind and full consideration of the relevant material purely in public interest.”
“The decision to change the policy and to auction mineral licences by e-auction was a reasonable policy decision fairly made without any ulterior purpose for the discernible reasons,” the court said as per Global News Service, adding, “that e-auctions are the most transparent, maximize competition, geographically inclusive, effective, efficient method of conducting a public auction which enables maximization of the public interest and national priorities.”
The court was hearing appeal to its single bench’s judgment, challenging dismissal of 16 petitions in which challenge was thrown to a communication of the Department of Industries and Commerce, scrapping open auction carried under the J&K Minor Minerals Concession, Storage, Transportation of Minerals and Prevention of Illegal Mining Rules 2016 and providing further that fresh auctions would be carried out only through e-auction mode.
The appeal was filed by Rakesh Kumar Choudhary, Chaman Lal, M/s Usman Construction and others, M/s Mohammad Ashore and others, Mohammad Farooq Lone & Others, Vikar Ahmad Dar, Nagar Singh, Shahnawaz Ahmad Bhat & anr.
The division bench directed the Chief Secretary to take immediate steps for appointing professional and qualified person(s)/ agency(ies) for technically and scientifically evaluating, in strict time frames, the issues of fixation of the reserved prices of minerals in the J&K; the terms and conditions on which auctions and tenders for grant of all mineral concessions are conducted and recommendations of the experts so appointed be implemented in public interest.
“The Chief Secretary shall, if not already done, appoint a Committee of Experts on the lines of directions given by the Supreme Court in National Green Tribunal Bar Association v. Virendra Singh (State of Gujarat), as well in Mushtakeen v. MOEFF & CC, to assess the components and scales of compensation and recommend measures of reparation for acts and omissions of the appellants which have resulted in environmental degradation.”
The court also directed the Chief Secretary to appoint a nodal officer and committee of officers to compute the scale of compensation as recommended by the Committee with a time bound mandate to issue notices to show cause to the appellants with regard to payment of compensation, if any, consideration of the responses, making appropriate determination of liability and effecting recoveries thereof. The youth recreation centre houses a gym and facilities for Sqay Martial Arts which will act as a boon for the budding sportspersons of the area. It will also motivate a large number of children towards sports and martial arts.

Players of Sqay Martial art displayed their talent in the newly constructed recreational centre in a friendly match.

Sinha also inaugurated a library in Gujjar & Bakarwal hostel at Shirmal, Shopian.

The library was dedicated to the inhabitants of 100 seated hostel completed recently having a total cost of Rs 317.60 lakhs. Students living in the hostel from class 6th to 12 can use this library 24×7 to make their future bright and become a useful resource for the society.

The library contains 4000 books full of all kinds of information to fulfill the syllabus needs and increase the knowledge of the students of the Gujjar & Bakarwal hostel. It also has ample seating space for the students.

The LG also handed-over certificates and sanction letters to beneficiaries under different departmental schemes.

81 Baby Care kits, 57 School bags to girls, hearing-aids and wheel-chair to specially-abled persons were also distributed by the Lt Governor to the beneficiaries of 27 panchayat Halqas of District Shopian.

Elections on vacant panchayat seats: Apex level committee submits report, polls likely in two months

Srinagar, Oct 2: The Apex Level committee constituted for conducting preparatory work for bye-elections for Panchayats and Block Development Councils (BDC) in Jammu and Kashmir has submitted its report to the government.

The government had constituted  Apex Level Committee headed by the Principal Secretary Home while Director General of Police, Additional Director General  of Police  (CID), J&K, commissioner secretary transport, department, Divisional commissioner, Kashmir, Jammu were nominated as its members.

Sources said the Apex Level Committee after assessing the ground level situation including security, logistics, personnel, equipment etc, and also the inputs of the Divisional Level Committees has submitted its report to the government.

They said the committee has drawn a roadmap for conduct of Elections to vacant Panchayats across the Union Territory.

Director Rural development Kashmir confirmed that the committee has submitted its report to the government.

“We are prepared to conduct these elections but the election department will decide the further course of action,” he said.

Another official said Chief Electoral Officer (CEO) held a high level detailed meeting today to discuss the conduct of the bye-elections to the vacant panchayat seats.

The Government of India (GoI) has already told Jammu and Kashmir government to initiate the process for holding elections on vacant Panchayat seats.

“Recently the Chief Electoral Officer also discussed with Lieutenant Governor Manoj Sinah about holding elections on vacant Panchayat seats. Polls are likely to be conducted in the next two months,” an official said.

The official said issue is also being discussed with security agencies to ensure adequate security arrangements in place

Recently the Administrative Council (AC) headed by Lieutenant Governor, Manoj Sinha, has approved the proposal of the Department of Rural Development and Panchayati Raj to issue a notification for conducting elections to vacant Sarpanch/Panch constituencies.

Sources said that the schedule for holding the elections is being worked out and dates shall be announced by the Chief Electoral Officer soon. (KINS)

Purpose of setting up of JKMSCL defeated: CAG

Srinagar, Oct 2: The Comptroller and Auditor General (CAG) of India has made scathing remarks on functioning of the Jammu & Kashmir Medical Supplies Corporation, saying the purpose of setting up it has been defeated.

“There were delays in finalisation of rate contracts and consequent delay/ non-procurement of medicines/drugs, instruments, machinery, equipment; thereby defeating the purpose of creation of the Company,” reads the CAG report  on functioning of Public Sector Undertakings in Jammu and Kashmir.

The report reveals that 59 percent procurement of drugs, machinery, equipment and were done by heads of department in Health and Medical Education and only 41 purchases were made by the Corporation.

“Out of total expenditure of Rs 573.63 crore incurred by the 113 Heads of Department in HME Department for procurement of drugs/medicines, machinery/ equipment, furniture etc. during 2014-15 to 2017-18, only Rs 236.07 crore (41 per cent) were transferred to the Company and procurements worth Rs 337.56 crore (59 per cent) were made by these HoDs themselves, which indicated that the objective of relieving the service providers of the extra burden of purchase/ distribution was not served,” reads the report.

The audit also observed that there had been delay in finalisation of Annual Rate Contract (ARC) leading to delay in procurement of drugs/ medicines/machinery/ equipments.

“In first phase, the Company invited tender for the procurement of drugs/ medicines/ fluids comprising 870 items (increased to 9404) in June 2015,  January 2016 and July 2016, out of which the Company finalised ARCs for only  592 items (63 per cent) in three instances during November 2015 and June 2017 by taking time ranging between 87 days and 320 days after issue of NIT (Notice Inviting Tender). Similarly, out of 723 items advertised (February 2017) in second phase, the ARCs for only 362 items were finalised during November 2017 and March 2018 by taking time ranging between 273 days and 403 days. Delay and non-finalisation of ARCs in respect of 348 drugs and medicines in first phase and 361 drugs and medicines in second phase implied that these items could not be procured by the Company for the indenting Department, thereby defeating the purpose of creation of the Company,” reads the report.

The audit reveals that JKMSCL had not prescribed anytime-line for finalisation of technical/ financial evaluation, meeting of the State Level Purchase Committee (SLPC) and issuance of ARC in its Standard Procurement Procedures (SPP). (KNO)
