COVID-19: JK reports 635 new cases, tally at  83064

Srinagar, Oct 10 : Nineteen travelers, six security forces men, three minors and a doctor were among 635 new novel coronavirus cases reported in Jammu and Kashmir in last 24 hours, taking the overall count to 83064.

Among the fresh cases, official sources told GNS that 235 were from Jammu Division and 400 from Kashmir Valley.

Giving district-wise details, they said, Srinagar reported 173 cases, Budgam 50, Baramulla 36, Pulwama 20, Kupwara 44, Anantnag 22, Bandipora 11, Ganderbal 35,

Kulgam 5, Shopian 4, Jammu 109, Rajouri 29, Udhampur 12, Doda 5, Kathua 15, Poonch 14, Samba 15, Ramban 2, Kishtwar 29 and Reasi 5.

A number of these cases were confirmed at CD and SKIMS Soura diagnostic labouratories.

Moreover, they said, 976 more COVID-19 patients have recovered and were discharged from various hospitals— 509 from Jammu Division and 467 from Kashmir Valley.

Keeping Schools Shut Amid Covid-19

 

From more than a thousand cases for almost for a month, the daily count of covid-19 infections has started to recede in the last few days in Jammu and Kashmir. Even though the numbers are still on the higher side, the time offers both the government and people a moment to reflect on the lessons and the current situation.

The doctors are learning more about the disease every passing day and have a better sense of which treatments work including when to hospitalise patients and when to isolate them at their homes.

If experience across the globe is any indication, another wave of infections and subsequently deaths will take place if people started to think the virus has been overcome.

The ensuing season could prove difficult as Covid-19 virus is said to be a child of winter. Like all respiratory ailments, wintry climate gives it ideal conditions to thrive. It also offers the virus plenty of cover with a spike in several other diseases such as the common cold, influenza and other respiratory infections that can present identical symptoms. All in all, the next few months are crucial and it is time for both the government as well as people to keep guard the high. The people will need to display a keen sense of individual responsibility while the administration needs to act without any slackness. In fact it’s how people behave, how stringently they wear masks, how carefully they remain socially distant that may be the difference between life and death in the immediate future. Under unlock 5, the government has rightly decided to keep the schools and colleges closed till October 31 as the opening of the educational institutions with chances of observing social distancing norms in breach can prove disastrous. Many activities have been allowed as per the new guidelines and it makes sense given the fact that lockdown on account of 5 August 2019 decisions and one subsequent to contain the virus spread has crushed the economy, leaving thousands of people unemployed. It stopped the circulation of money and hit the marginalized sections of the society very hard. At the same time, the case of kids cannot be either compared to shopkeepers or businessmen given the different levels of the sense in adhering to the protocols such as hygiene and social distancing in outside home environments. The decision on keeping the schools and colleges makes a lot of sense. At the same time, public health officials need to do more to persuade many residents to adhere to guidelines on mask-wearing and social distancing.

 

COVID-19 makes marriage ceremonies simpler in Kashmir

Srinagar, Oct 9: The outbreak of COVID-19 has led to ostentatious weddings in Kashmir getting replaced by simple ceremonies and less guests.
Single plates have replaced big tramis in which four people used to sit together and relish wazwan, special Kashmiri cuisine. “Many things have changed since the outbreak of COVID-19 in March this year. Simple marriage ceremonies have replaced fat weddings. Hundreds of people used to attend the wedding functions but now the number has been restricted. The consumption of meat and other items has also gone down,” said Farooq Ahmed of Rawalpora.
Muhammad Shafi, a professional chef said, “The COVID-19 has rendered many wazas (professional chefs) jobless. The wedding season this year remained subdued due to COVID-19. Our earnings have been hit and our helpers have been forced to look for other jobs.”
Shafi hoped that the change which has occurred will be temporary and normalcy would return next year. “If single plate system becomes a permanent feature it will eventually lead to guest list being cut short,” he added.
Farash Ahmed, whose sister is getting married next week, said that everyone has advised him not to follow the trami system as a precautionary measure. “I want guests to feel comfortable and secure. This year most of the weddings have taken place with a few guests only. We are also following the same trend,” Ahmed added.
An analyst while talking to Precious Kashmir said, “During the past may years people in Kashmir have been talking about making weddings simpler, but these talks have remained confined to discussions only. Instead of becoming simpler weddings have become more expensive affairs with one or other thing getting added every now and then.”
He said, “The outbreak of COVID-19 has proved it beyond doubt that if people want they can make weddings a very simple affair. The ceremonies, which have taken place after the administration lifted the restrictions on gatherings, have been small. Despite small gatherings people have got married and they have started their new lives. Holding a grand wedding is no criteria for marriage to be successful.”
An observer said, “People in Kashmir should realize that the pandemic has provided them with an opportunity to get rid of the customs that have been prevalent for so many decades. The COVID-19 has taught us many lessons and we should learn from these. We need to make our lives simpler. Soon or later the COVID-19 will go but it has taught us many lessons and we need to remember these forever.”

Roshni scam: HC orders CBI probe

Jammu, Oct 9: The Jammu and Kashmir High Court on Friday ordered a probe by the Central Bureau of Investigation (CBI) into Roshni scam even as it declared all allotments made under the legislation “void” from the beginning.

Hearing a Public Interest Litigation, a division bench of the court headed by Chief Justice Gita Mittal declared the legislation as unconstitutional.

The court, also comprising Justice Rajesh Bindal, ordered that the investigation of the scam be transferred to the CBI which will file the status report within eight weeks.

The court asked Chief Secretary to ensure uninterrupted investigation which will also be directed against those officers in whose tenures the encroachments had happened.

It said all Deputy Commissioners and Divisional Commissioners will be held for contempt of court if they do not cooperate with the investigation. A detailed judgment in the cases was awaited.

The top court, common to J&K and Ladakh, had previously termed as “shocking the state of affairs” in the manner in which the land encroachers in Jammu and Kashmir become owners of large trenches of public land by the operation of the Roshni Scheme.

“It is pointed out that the Comptroller and Auditor General of India had reported that implementation of the Roshni Scheme has resulted in a loss over Rupees Twenty Five Thousand Crores to the public exchequer,” the court had said.

The Jammu and Kashmir State Lands (Vesting of Ownership to the Occupants) Act, 2001 (known as the Roshni Scheme) was enacted in 2001 by the then State Government after the assent of the Governor on 9th November, 2001. The object of the Act was “to provide vesting of ownership rights to the occupants of the State land for the purposes of generating funds to finance power projects in the State”.

 

The enactment was repealed on 28th November 2018 by the State Administrative Council (SAC) led by then Governor, annulling the Roshni Scheme after concluding that it had not served “its purpose” and was “no longer relevant in the present context”

 

The principle objective of the Act was to raise resources for investment in power sector and the Government had estimated (November 2006) resource mobilization of about Rs. 25448 crores by selling 2064972 kanals state land under unauthorized occupation. However, it was pointed out by CAG (2014 report) that only Rs. 76.24 crore (24 percent) were realized against a demand of Rs. 317.54 crore raised by the end of march, 2013 in the actual transfer of 348160 kanals in the State.

 

“Thus, the principle objective of the Act –raising of resources for investment in power sector was not achieved though the state has lost sizeable lands,” the court had observed previously.

 

Of this, the major portion (3,40,091 Kanals) has been categorized as “agricultural” and hence transferred free of cost. Balance is residential use: 6949 Kanals, commercial use: 990 Kanals and Institutional use: 130 Kanals. In 547 cases covering revenue of 31.53 percent (Rs. 100.12 crore out of Rs. 317.54 crore) of the total transfers approved in the state and 0.19 per cent of land i.e. 666 kanals out of 3,48,160 kanals of land, the statutory committees had fixed the price at Rs.325.39 crore at an average rate of Rs.48.46 lakh per kanal (before allowing rebates and incentives). After allowing the discounts over the land price fixed by the statutory committees, the applicants were asked to pay only Rs.100.12 crore. Thus there was a loss of Rs.225.26 crore to the State Exchequer. Further, after transfer of 3,48,160 kanals under the Act, new encroachments are continuing unabated as area of public lands under encroachment was 20,46,972 kanals in March, 2013 as against 20,64,972 kanals in November 2006. Unlock 5.0: J&K Govt announces guidelines

 

>Cinemas, restaurants to open with 50 percent capacity

> Schools, colleges to remain closed till October 31

Jammu, Oct 9: As the government of Jammu and Kashmir has issued fresh guidelines for unlock 5.0, Secretary Disaster Management, Relief, Rehabilitation and Reconstruction and Member Secretary State Executive Committee, Simrandeep Singh today gave details about the allowed and not allowed activities.

Addressing a press conference here, the Secretary said the Government has permitted opening of cinema halls, theatres, Multiplexes, swimming pools, bars in restaurants, hotels etc, entertainment parks and similar places, coaching centres from October 15 with fifty percent capacity.  The Government has also raised the number of pilgrims for the holy cave shrine of Shri Mata Vaishno Devi Ji per day to 7000,  (earlier it was 5000). The decision on the number of pilgrims local/ outside UT to allow would be decided by the CEO shrine board.

Schools, colleges, higher educational institutions including Anganwari centres shall remain closed till October 31 whereas online/ distance mode studies will continue.

Fifty percent teaching non teaching staff is permitted for online teaching purposes in areas outside containment zones. Students of classes 9th to 12th are permitted to visit school on a voluntary basis for taking guidance in areas outside containment zones. The Skill or Entrepreneurship training will be permitted in National Skill Training Institutes, ITls or other training centers registered with the National Skill Development Mission or JK Skill Mission. National Institute for Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IE) and their training providers will also be permitted, as per the SOP already issued in this regard by the MOHFW, Govt. of India.

Higher Education Institutions will be permitted only for research scholars (Ph.D.) and PG students in Science and technical streams requiring lab/experimental works from 15th October, 2020. The Head of Higher Education Institutions will satisfy herself/himself that there is a genuine requirement of research scholars (Ph.D.) and PG students in science and technology stream for laboratory/ experimental works.

Coaching centers / institutions shall be permitted to run classes, outside the containment zones only from  October 15 up to 50 percent capacity of the centers, strictly as per the SOP issued by Ministry of Education, GOI. Shops in Malls as well as in the limits of Municipal Corporations will remain open from 9 am to 9 pm.

There will be no restrictions on entry of passengers, returnees or travelers coming to Jammu and Kashmir whether by road, rail or air but COVID-19 Antigen Tests are mandatory. The travelers will undergo 14-day home quarantine if they have a valid contactable phone and Aarogya Setu App in their mobile telephones. The protocol for management of COVID positive persons will be followed.

The SEC, after taking a detailed review of Covid-19 situation in Jammu and Kashmir, has categorized Green, Red, Orange zones.

According to order all districts of Kashmir province and nine districts of Jammu region have been declared as Orange Zones. The Kishtwar district has been designated as Green Zone. However, Lakhanpur Containment Zone in Kathua district and Jawahar Tunnel area on either side will fall in the Red Zone category.

The Government has permitted cinemas, theatres, multiplexes to open from October 15 up to 50 percent of their seating capacity strictly as per the Standard Operating Procedure (SOP) issued by the Union Ministry of Information and Broadcasting.

Bars in restaurants/hotels etc, entertainment parks and similar places and swimming pools being used for training of sportspersons will also reopen from October 15 as per the SOPs of the concerned Ministries. The Business to Business exhibitions can start from October 15 as per the Union Ministry of Commerce SOP.

Social, political, sports, entertainment, academic, cultural, religious functions and other gatherings and congregations have already been permitted with a ceiling of 100 persons. The Government ordered that gathering in closed spaces (indoor) will be permitted to a maximum of 50 percent of the hall capacity subject to a ceiling of 200 persons from October 15. In open spaces physical distancing, wearing of masks and use of hand sanitizers are mandatory.

All these activities have been permitted only outside the Containment Zones.

The Government has raised the limit of pilgrims to Mata Vaishno Devi Ji shrine up to 7000 a day from October 15. However, the Government has entrusted the task of fixing the ceiling for pilgrims from outside Jammu and Kashmir to the CEO of the Shrine Board.

Religious processions and large religious gatherings will remain strictly prohibited.

Meanwhile, movement of individuals for all non-essential activities will remain prohibited from 10 pm to 5 am while persons with co-morbidities, pregnant women and children with 10 years of age shall stay at home except for health purposes.

 

Deputy Commissioner Kathua, OP Bhagat, Joint Director Information Jammu, Namrita Dogra were also present in the press conference.

 

COVID-19 claims 15 more lives, 636 test positive

Srinagar, Oct 9: Fifteen more people died due to COVID-19 across Jammu and Kashmir during the past 24 hours, while 636 fresh cases were reported in the Union Territory, officials said on Friday.
They said that the COVID-19 fatalities in J&K have risen to 1308, while 82429 people have tested positive for the virus till date.
Officials said that 12 of those who succumbed to virus today were from Jammu division and three others from Kashmir.
Among others, the deaths include a 90-year-old, a 52-year-old woman, a 60-year-old man and a 52-year-old man from Jammu. Three among the victims were residents of Kashmir including an 85-year-old from Zakura who was admitted today to a hospital here and a 70-year-old man from Gulab Bagh Zakura Srinagar, originally from Naribal Amda Kadal Lal Bazar, who was admitted to the hospital on October 3.
With these deaths, officials said, 1308 people have succumbed to the virus in Jammu and Kashmir so far—887 from the Valley and 421 from Jammu division.
Srinagar district with 312 deaths tops the list followed by Jammu (219), Baramulla (127), Budgam (89), Pulwama (73), Kupwara (71), Anantnag (69), Kulgam (43), Bandipora(41), Rajouri (41), Doda (38), Shopian (32), Ganderbal (30), Kathua (29), Samba (24), Udhampur (22), Poonch (18), Ramban (11), Kishtwar(11) and Reasi (6).

Meanwhile, twenty security forces personnel and four doctors were among 636 new novel coronavirus cases reported in Jammu and Kashmir in last 24 hours, taking the total count to 82429, officials said on Friday.
They said, 263 of the new cases have been reported from Jammu Division and 373 from Kashmir Valley.

Giving the district-wise details, the officials told GNS that Srinagar reported 167, Budgam 38, Baramulla 50, Pulwama 23, Kupwara 14, Anantnag 26, Bandipora 17, Ganderbal 25, Kulgam 7, Shopian 6, Jammu 101, Rajouri 31, Udhampur 26, Doda 7, Kathua 22, Poonch 10, Samba 26, Ramban 8, Kishtwar 15 and Reasi 17.

COVID-19: India records 70,496 new cases, tally crosses 69 lakh

New Delhi, Oct 9: India recorded 70,496 fresh Covid-19 cases and 964 fatalities on Friday, while 78,365 people recovered from the contagion in the last 24 hours, according to the Union Health Ministry.

The new cases and deaths took the case tally of the second most infected country to 69,06,151 and death toll to 1,06,490. Only the United States and Brazil have recorded more deaths than India.

Meanwhile, the total numbers of recoveries reached 59,06,069 in numbers and 85.52 per cent.

For the first time in a month’s time, active Covid-19 cases fell below the 9 lakh mark as India registered 8.93 lakh active cases on Friday after registering 8.97 lakh on September 9.

At present the active cases total 8,93,592 and comprise merely 12.94 per cent of the total positive cases of the country pointing to a steady falling percentage of the total cases.

However, some health experts have warned of a sharp spike in cases ahead of the festival season and winter months.

 

COVID-19 broke globally, we only reported it first: China

Beijing, Oct 9: China on Friday claimed that the coronavirus broke out in the various parts of the world last year but it was the only one to have reported and acted first, refuting the widely-held view that the deadly contagion originated in Wuhan before turning out to be a pandemic.
China, besides denying the US allegations that COVID-19 has emerged from a bio-lab in Wuhan, also rejected that it emanated from a wet market in the central Chinese city from bats or pangolins before infecting humans.
Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing that “the coronavirus is a new kind of virus as more and more facts emerge as reports reveal, we all know that the epidemic broke out in various places in the world at the end of last year, while China was the first to report the outbreak, identified the pathogen and shared the genome sequence with the world.”
Hua’s comments came in response to US Secretary of State Mike Pompeo’s allegations of a cover-up by the ruling Communist Party of China (CPC).
The coronavirus crisis was infinitely made worse by the Chinese Communist Party’s cover-up, Pompeo had said in Tokyo at the QUAD ministerial meeting of the US, India, Australia and Japan on Tuesday.
The Chinese Foreign Ministry statement was made as the World Health Organisation (WHO) was gearing up to probe the origin of the deadly coronavirus.
According to Johns Hopkins Coronavirus Resource Center, the contagion has infected over 36 million people and killed more than 1 million across the world.
The US is the worst affected country with over 7.6 million cases and more than 2,12,000 deaths.
China has reported 90,736 cases and 4,739 deaths due to COVID-19.

 

Certain pre-existing conditions may increase mortality risk for Covid-19 patients: Study

Washington, Oct 9: A new study conducted on Covid-19 patients has confirmed that cardiovascular disease, hypertension, diabetes, congestive heart failure, chronic kidney disease, stroke and cancer can increase a patient’s risk of dying from the virus.
Penn State College of Medicine researchers say their findings may help public health officials improve patient care and develop interventions that can target these high-risk populations.
The researchers found that cardiovascular disease may double a patient’s risk of dying from Covid-19. They also discovered that other pre-existing conditions may increase a Covid-19 patient’s risk of death by one-and-a-half to three times. The results were recently published in PLOS ONE.
“This study suggests that these chronic conditions are not just common in patients with Covid-19, but their presence is a warning sign to a higher risk of death,” said Dr Paddy Ssentongo, a doctoral student in epidemiology at the College of Medicine and research assistant professor in Penn State’s Department of Engineering Science and Mechanics. “There is a high prevalence of cardiovascular disease and hypertension around the world and in particular, the US. With the persistence of Covid-19 in the US, this connection becomes crucially important.”
The research team conducted a systematic review and meta-analysis of studies published from December 2019 through early July 2020, to determine which chronic conditions put hospitalised patients at risk of dying from Covid-19. They explored 11 co-existing conditions that pose a risk of severe disease and death among Covid-19 patients, including cardiovascular disease, diabetes, high blood pressure, cancer, chronic kidney disease, chronic obstructive pulmonary disease, stroke, congestive heart failure, asthma, chronic liver disease and HIV/AIDS.
Ssentongo and colleagues analysed data from more than 65,000 patients from 25 studies worldwide. Patients in the selected studies had an average age of 61 years. They found that certain pre-existing health conditions affected survival rates more than others. When compared to hospitalised Covid-19 patients without pre-existing conditions, researchers determined that patients with diabetes and cancer are 1.5 times more likely to die, patients with cardiovascular disease, hypertension and congestive heart failure are twice as likely to die, and patients with chronic kidney disease are three times more likely to die.
“Although the health care community has circulated anecdotal information about the impact of these risk factors in Covid-19 mortality, our systematic review and meta-analysis is the most comprehensive to date that attempts to quantify the risk,” said Vernon Chinchilli, distinguished professor and chair of public health sciences, and senior author of this research. “As the Covid-19 pandemic continues through 2020 and likely into 2021, we expect that other researchers will build on our work.”
The researchers said that prior studies exploring the association of pre-existing chronic conditions and Covid-19 mortality had limitations in the number of countries included, the number of studies included and the number of conditions explored. They also said these studies had unaddressed sources of bias that limited the conclusions that can be drawn from them.
“We took an all-inclusive, global approach for this study by examining 11 chronic conditions and including patients from four continents: Asia, Europe, North America and Africa,” Ssentongo adds. “Research suggests that SARS-CoV-2, the virus that causes Covid-19, may become seasonal and require annual vaccination. Once an approved and effective vaccine is available, high-risk individuals with these pre-existing conditions should receive vaccination priority to prevent high mortality rates.”
Even though additional research is needed to fully understand health risks and implications, particularly in understanding the effects of race and ethnicity on Covid-19 survival rates, Ssentongo said these findings can help inform global prevention and treatment strategies.

 

COVID-19: No funds allocated to DHSK under NHM, reveals RTI

Srinagar, Oct 9: Following the outbreak of COVID-19 in Jammu and Kashmir, no budgetary allocation was made to Directorate of Health Service Kashmir (DHSK) under National Health Mission (NHM)—raising an eyebrow on the functioning of the department.
The official document reads that under NHM no funds have been received by DHSK from State Health Society Jammu and Kashmir on account of COVID-19.
Official records available with the news agency—Kashmir News Observer (KNO) reads, “Under NHM, no funds have been received from State Health Society Jammu and Kashmir on account of Covid-19 by DHSK. However State Health Society Jammu and Kashmir (Jammu) has released an amount of Rs 20 lakh per district through District Health Society directly.”
It was also mentioned that besides Rs 20 lakh received from State Health Society Jammu and Kashmir (Jammu), an amount of four lakh rupees was also released to the State Surveillance officer under Integrated Disease Surveillance Project (IDSP).
This information was revealed by the Public Information Officer (PIO) of DHSK in a reply to the queries of a Right to Information (RTI) application.
Pertinently, the NHM was launched by the Government of India (GoI) in the year 2013 with an aim to make available accessible, affordable and quality universal health care, both preventive and curative, which would be accountable and at the same time responding to the needs of the people.
DHSK said that as per the information submitted by Chief Accounts Officer of the Directorate till August-31, no budgetary allocation on account of COVID-19 under non-plan was received. (KNO)
