CAG decries PDD’s failure over revenue realization

‘Unpaid power purchase bills swell deptt’s liability to whooping Rs 7018 cr’

Srinagar, Oct 12: The Comptroller and Auditor General (CAG) report has pulled up the Jammu and Kashmir Government for its failure to achieve the target of collection of power tariff from the financial year 2013-14 onwards. The report said that the revenue collected from the power was less than the purchase, thus, creating burden on the exchequer.
The unpaid power purchase bills as per the report, tabled recently for the first time in the Parliament, swelled the department’s liability to whopping Rs 7018 crore.
The report, a copy of which lies with ‘Precious Kashmir’ has revealed that there was a shortfall in the performance of Power Development Department (PDD) as the revenue realized from the sale of power was less than the cost of purchase.
According to the report, in the financial year 2013-14, the cost of power purchase was Rs 4,448 crore while revenue target was Rs 2841 crore. It added that for the said financial year, the revenue realized was just Rs 1533 crore while the amount paid towards purchase of power was Rs 3738 crore.
In the financial year 2014-15, the cost of power purchase was Rs 5207 and the revenue target was Rs 2630 crore. However, the reports revealed that Rs 1428 crore were collected only while Rs 4408 crore were paid for the purchase of power.
The cost of power purchase for the financial year 2015-16 was Rs 5294 crore while revenue target was 2980 crores. It added, the revenue however realized was just Rs 1477 crore while the amount paid towards purchase of power was Rs 6127 crore.
The target for the revenue collection was not even realized in the financial years 2016-17 and 2017-18 as well with report mentioning that the cost for the power purchase in the financial year 2016-17 was Rs 5619 crore while as the revenue target was Rs 4741 crore, but the department realized only Rs 2770 crore revenue and paid Rs 6132 crore for the purchase of power.
In the financial year 2017-18, Rs 5709 was the cost of power purchase and target for revenue collection was set Rs 4841. However, the report stated that Rs 3151 crore were realized as revenue while Rs 3036 were paid for power purchase.
“The targets for the collection of tariff have not been achieved during 2013-14 to 2017-18. During 2017-18, Receipt on account of sale of power purchase was Rs 3,151 crore against the target of Rs 4,841 crore. The revenue realized from sale of power was less than the cost of purchase,” the report said.
It added that the State has set its revenue collection targets lower than the cost of purchase. “This less realization of revenue against the cost of power purchase during respective years was a burden on the State. Difference between cost of purchase of power and actual revenue realized from sale of power is on account of operational inefficiencies and slow implementation of power reforms,” the report said.
The report further mentioned that the state has very high Aggregate Technical & Commercial losses (AT&C) (50 per cent) which is much higher than that of neighbouring State of Himachal Pradesh where AT&C losses are just eight per cent.
It added that during 2017-18, the department purchased power worth Rs 5709 crore against which it paid only Rs 30306 crore to the power producers, thus creating a liability on account of power purchase.

“As on March 2018, the department had liability of Rs 7018 crore on account of unpaid power purchase bills,” it said, adding that the State government is showing revenue surplus of Rs 7595 crore but after taking into account the deferred liability if outstanding power bills amount to Rs 7018 crore, the revenue surplus will be reduced to that extent.

Kashmir: ‘COVID-19 wave in winter could be deadly, don’t be complacent’

Srinagar, Oct 12: As the number of COVID-19 cases in Jammu and Kashmir has started to decline the experts have warned that another wave of the virus in winter could be more deadly and people should not become complacent.
A medico while talking to Precious Kashmir said, “During the past few days the number of COVID cases in the Valley are decreasing, rush in the hospitals has also gone down. It appears that worst is over but life cannot return to normal till a vaccine comes and a proper cure is found.”
He said that the number of COVID-19 cases going down could be a temporary relief as the winter is approaching fast and “we have no idea about how the virus will behave during the cold season.”
According to the media reports that trials of COVID vaccines are in the final stages across the globe and by the year end many countries would have come up with the vaccines, which would act as a protective shield against the deadly virus. “We are hoping that vaccines come before the winters become harsh but we are aware of the fact that next two months are crucial as the temperature will fall. We can’t do anything except waiting and watching,” the medico added.
He said that wearing masks is very important during the winter season. “The two things which will protect the people are masks and mufflers. Another factor which people will have to bear in mind is importance of social distancing. This cannot be overlooked as maintaining distance and avoiding gatherings are the keys to keep the virus at bay,” the medico opined.
It’s in place to mention here that the government has almost lifted the restrictions and lockdown phase is over. Only educational institutions are closed and these will be reopened after October 31.
An analyst said, “The government also is hoping that the vaccines come by the year end. The arrival of COVID vaccines would mean end of the pandemic and fear will disappear permanently.”
He said, “As far as Kashmir is concerned, the approaching winters are a big challenge and authorities will have to remain alert. If the virus wave turns deadly in winter it can have far reaching consequences. During winter everyone catches cough and cold. There is every possibility about the COVID cases increasing as soon as the temperature starts falling. The government will have to keep COVID testing kits available in large numbers so that people don’t get confused with the common cold and COVID-19.”

Lashkar commander, his aide killed in Barzulla gunfight

Srinagar, Oct 12: A top Lashkar-e-Toiba commander and his aide were killed in a fierce gun-battle at Barzulla area of Srinagar on Monday, police said.

Inspector General of Police (IGP) Kashmir Vijay Kumar said that after receiving the input about presence of militants in Barzulla area last evening, joint teams of police and CRPF laid a siege and today morning, the gunfight raged.

Witnesses said that since early morning, there was an exchange of fire between militants and security forces in the area. “Many locals living adjacent to the house where militants were hiding, left their homes and ran for cover. A few families were evacuated by the police,” they said. Today’s encounter was second in Srinagar since September 17, when three militants and a woman were killed during Batamaloo gunfight.

A police spokesman said that during the search operation, as the presence of militants got ascertained they were given the opportunity to surrender after evacuating all civilians. “However, they fired indiscriminately upon the joint search party which was retaliated leading to an encounter,” he said.

The police spokesman said that in the ensuing encounter, two LeT militants were killed and their bodies were retrieved from the site of gunfight. “The slain militants were identified as top LeT Commander Saifullah (a Pakistani National) and Irshad Ahmed Dar alias Abu Usama, a resident of Pulwama who was active since May-2019.”

The spokesman said that as per police records, Saifullah infiltrated earlier this year and shifted his base from north to south Kashmir, two months ago.

“He was involved in planning and executing several major militant attacks on security forces which includes the killing of a CRPF officer at Chadoora on 24/09/2020 and 02 CRPF personnel at Kandizal area of Pampore on 05/10/2020,” he said.

The spokesman said that arms and ammunition and incriminating materials were recovered at the site of encounter. “Keeping in view the prevailing pandemic due to COVID-19 and to ensure the safety of people from the inherent risk of contracting the infection, the bodies of the slain militants shall be sent to Baramulla for burial after completion of all medico-legal formalities,” the police spokesman said. “The nearest family members of the slain local militant shall be allowed to participate in the last rites,” he said. “People are requested to cooperate with police till the area is completely sanitized and cleared of all the explosive materials if any,” said the spokesman(KNO)

Srinagar, Oct 12: This year 180 militants of various outfits were killed this year in 75 anti-militancy operations while as 26 youth who had picked up arms were re-united with their families, Director General of Police J&K Dilbag Singh said on Monday.
Addressing a press conference at Police Control Room Srinagar, the DGP Singh said that 75 anti-militancy operations were conducted this year in which 180 militants were killed. “All the operations against militants conducted this year were clean and conducted in a professional manner barring one that of Batamaloo where a woman lost her life,” the J&K Police chief said.
Asked whether Lashkar and other militants are trying to set their foot again in Srinagar city given killing of Lashkar’s top commander and his aide in Barzulla gunfight, the DGP said that this year eight encounters took place in the city in which 18 militants including a top Hizbul Mujahideen commander were killed. “Whenever any militant outfit tries establish its base in Srinagar, we successfully corner the militant with the help of our intelligence and other sources,” the DGP said.
On how many militants are active in Srinagar, the DGP said at present only one militant is active in the city who is involved in a couple of attacks. “We will bring him to justice very soon,” the DGP Singh said.
About how many security forces personnel were killed this year, he said police lost its 19 men and CRPF 21. “Army lost 15 soldiers and majority of them were killed on the LoC,” the DGP said.
Replying to a query as to how many youth were brought back after joining militancy this year, he said with the help of their parents and hardwork of police, 26 youth, who had joined militancy were reunited with their families. Asked whether police was sending the youth who shun militancy to outside J&K, the DGP said no youth has been sent out of UT. On whether there was any rehabilitation policy for the youth who quit militancy, he said: “Officially there is no policy as yet. When there would be one, details will be shared.” KNO

PSA slapped against 3 Shopian school teachers: IGP Kumar

Srinagar, Oct 12: The Jammu and Kashmir police on Monday said that three teachers of Jamia Seeraj-ul-Uloom School in Imam Sahab area of South Kashmir’s Shopian were booked under Public Safety Act (PSA) and five to six teachers are under radar after it came to fore that some of its students and alumni were involved in militancy related activities.
Inspector General for Police (IGP) Vijay Kumar while replying to a query in a press briefing at PCR Srinagar, said that school is affiliated with Jamaat-e-Islami and that the school was already under observation and right now
“We are taking action against some individuals, if need arises. We will take action against the school if needed,” the IGP Kashmir said.
“Three teachers namely Abdul Ahad Bhat, Rouf Bhat and Muhammad Yousuf Wani have been booked under PSA, he said, adding that conduct of five to six teachers of the school are under surveillance.”
Meanwhile, authorities of Jamia Siraj ul-Uloom Imam Sahib Shopian have rejected reports that this institution is involved in propagating the ideology of militancy.
Chairman of the Institution Muhammad Yousuf Mantoo while talking with KNO said that syllabus at the school is as per board and besides that only Quran is being taught in the school and if that’s the crime then they are ready to face any action.
He further added that dozens of agencies including IB, CIK have already conducted investigation about the institution in last few years and nobody has found anything adverse. “Three persons mentioned by IGP who have been booked by police are not from the institution,” Mantoo said.
He added that any agency is free to conduct an investigation about their institution any time. “We will cooperate every time. Mantoo said that Sajad Ahmed from Marhama, whose vehicle was used in Lethpora Pulwama attack, was a student of the institution before a decade after which he joined militancy.
He said since year 2000, School is functional at Imam Sahib and before that it was functional at some other place. “Since 2000, seven thousand students have studied in the institute and at present 650 students are enrolled in the institute,” Mantoo said, adding that among the 7000 students, hundreds of them are doctors, engineers and other officers, he said, adding that no body among the 13 students which were mentioned in the report went missing from the institution
“They left their homes to join militancy and how can institution be blamed,” he questioned.
He said that Siraj-ul-Uloom is an independent institution and is not affiliated with Jamaat-e-Islami. “Why is the performance of the institution being ignored,” Mantoo said. “If we are propagating any militant ideology, then how would have some of our students joined army and police.”

Srinagar, Oct 12: Jammu and Kashmir reported eleven more COVID-19 deaths and 398 fresh positive cases in the last 24 hours, officials said on Monday.
They said that the fatality count in J&K has mounted to 1335 and more than 84000 people have tested positive for the virus in the union territory till date.
Giving the details of the causalities, the officials said that five deaths were reported in Jammu division today, while six died in Kashmir where death count crossed grim milestone of 900-mark.
Official sources told GNS that among the deaths reported from Valley include a 65-year-old man from CS Pora Anantnag, a 45-year-old from Rainawari Srinagar, a 60-year-old man from Balgarden Srinagar, a 56-year-old man from Illahibagh Srinagar, a 70-year-old man from Gurez Bandipora and an 83-year-old woman from Tahab Pulwama. While deaths count has reached 901 in Valley, five casualties in Jammu division took the count to 434.
Srinagar district with 319 deaths tops the list followed by Jammu (225), Baramulla (130), Budgam (89), Pulwama (75), Kupwara (71), Anantnag (70), Kulgam (43), Bandipora(42), Rajouri (43), Doda (40), Shopian (32), Ganderbal (30), Kathua (29), Samba (24), Udhampur (23), Poonch (22), Ramban (11), Kishtwar(11) and Reasi (6).

 

J&K reports 398 fresh cases

Meanwhile, Jammu and Kashmir reported 398 new COVID-19 cases including nine security forces personnel besides doctor and a minor in last 24 hours, taking the total count to past 84000 mark.
Among the cases, 159 were reported from Jammu division and 239 from Kashmir Valley even as two districts— Kishtwar and Reasi reported no new fresh infection.
Giving district wise details, official sources told GNS that Srinagar reported 106 cases, Budgam 38, Baramulla 21, Pulwama 12, Kupwara 21, Anantnag 10, Bandipora 10, Ganderbal 13, Kulgam 1, Shopian 7, Jammu 113, Rajouri 7, Udhampur 7, Doda 1, Kathua 7, Poonch 12, Samba 11, Kishtwar 0, Ramban 1 and Reasi 0. The total tally of cases has risen to 84031—50382 in Valley and 33649 in Jammu division.

COVID-19 virus ‘survives on some surfaces for 28 days’

Canberra, Oct 12: Scientists in Australia’s National Science Agency suggested on Sunday that the virus responsible for causing Covid-19 can remain infectious on surfaces such as banknotes, phone screens and stainless steel for as long as 28 days, BBC reported.
This means that the virus can survive for much longer than it was previously believed.
However, the experiment was conducted in the dark, whereas it has already been proven that ultraviolet UV light can kill the virus.
But some experts have cast doubts over the actual threat posed by surface transmission in real life.
Coronavirus are most commonly transmitted when people cough, sneeze or talk.
Previous laboratory tests have found that SARS-Cov-2 can survive for two to three days on bank notes and glass, and up to six days on plastic and stainless steel, although results vary.
However, the research from Australian agency CSIRO found the virus was “extremely robust,” surviving for 28 days on smooth surfaces such as glass found on mobile phone screens and both plastic and paper banknotes, when kept at 20C (68F), which is about room temperature, and in the dark.
In comparison, the flu virus can survive in the same circumstances for 17 days.
The study, published in Virology Journal, also found SARS-Cov-2 survived for less time at hotter temperatures than cooler temperatures; it stopped being infectious within 24 hours at 40C on some surfaces.
It also stayed longer on smooth, non-porous surfaces than on porous materials such as cloth, which was found not to carry any infectious virus past 14 days.

 

COVID-19: India’s tally crosses 71 lakh-mark

Death toll mounts to 1,09,150

New Delhi, Oct 12: India’s COVID-19 tally crossed the 71 lakh-mark on Monday after recording a fresh spike of 66,372 Covid-19 cases during the past 24 hours, the Union Health Ministry update said here.

Overall case tally of the peninsular is now 71,20,539, according to the government data.

Also, the country registered 71,559 cured cases in the same duration which has pushed the total recoveries till date to 61,49,535.

Meanwhile, there were 816 deaths due to the highly contagious virus since yesterday, pushing the death toll to 1,09,150 so far.

 

Active case-load on the country has further decreased by 5,643 since Sunday and currently India is home to 8,61,853 active cases of the Novel Coronavirus.

 

In terms of percentage, the active cases are 12.10 per cent. Recovery rate stands at 86.36 per cent, while the death rate at 1.53 per cent.

 

According to the Indian Council of Medical Research (ICMR), as many as 9,94,851 samples were tested in the past 24 hours, taking the total cumulative samples tested since the beginning of the pandemic till Sunday to 8,78,72,093.

COVID-19:Global cases nearing 37.4 million

Washington, Oct 12: The number of global Novel Coronavirus cases was nearing the 37.4 million mark, while the deaths have soared to more than 1,075,700 on Monday, the Johns Hopkins University said.
The total number of cases stood at 37,395,029 and the fatalities increased to 1,075,750, the University’s Center for Systems Science and Engineering (CSSE) revealed in its latest update.
The US is the world’s highest number of cases and deaths at 7,761,637 and 214,767, respectively, according to the CSSE.

India comes in second place in terms of cases at 7,053,806, while the country’s death toll soared to 108,334.
The other countries with the cases are Brazil (5,094,979), Russia (1,291,687) and Colombia (911,316) the CSSE figures showed.
Brazil currently accounts for the second highest number of fatalities at 150,488.
The countries with a death toll above 20,000 are Mexico (83,781), the UK (42,915), Italy (36,166), Peru (33,223) and Spain (32,929).

HP CM, 6th CM to test positive for COVID-19

Shimla, Oct 12: Himachal Pradesh Chief Minister Jai Ram Thakur on Monday said he has tested positive for novel coronavirus.
“A few days ago, after coming in contact with a corona positive person, I was under quarantine at my residence for the past one week. But as I was having COVID symptoms for the last two days, I got a corona test done today, which has turned out to be positive”, the Chief Minister informed through Twitter.
The 55-year-old leader further said that he has isolated himself at his official residence on the advice of doctors.
According to reports, a swab sample of Thakur’s wife Dr Sadhana Thakur was also tested, but her test report came negative.
During the Rohtang tunnel commission, Thakur came in contact with Banjar MLA Arun Shourie who tested positive for the virus a day later.Subsequently, the chief minister went into home quarantine.
Thakur is the sixth sitting chief minister across India to have tested positive of COVID-19. Earlier, Haryana’s Manohar Lal Khattar, Madhya Pradesh’s Shivraj Chauhan, Goa’s Pramod Sawant, Karnataka’s B S Yediyurappa and Arunachal Pradesh’s Pema Khandu had been found infected.
In HP, among the legislative, three cabinet ministers–Mahinder Singh Thakur, Sukhu Ram Chaudhary and Suresh Bhardwaj, along with half a dozen MLAs, have tested positive.
Last month, the chief minister also came into contact with an officer in the Chief Minister’s Office who later tested positive for COVID-19.
