Precious Kashmir News

He congratulated the elected members and stressed upon them the need to uphold the mandate of the people.
Asserting that this step marks a new chapter in grassroots democracy, Sajad said the newly elected DDC members should be aware of the expectations of the people.
“People have been away from political governance for more than two years. The DDC members are the first democratically elected and politically empowered representative of the people and they should go back to people with promises of deliverance. I expect them to deliver for the people of J&K in a fair, transparent and effective manner”, he said.
Sajad stressed that the need of the hour is to go on and use latest tools and technologies to ensure that our rural areas become islands of brilliance and the lives of the inhabitants of these rural areas are made better.
“These are challenging circumstances both politically and administratively. There was a lot of administrative slack even when we were in the government and that slack is still there. The other big challenge is to be able to navigate the challenges which will be faced by the entry of politically elected people into the arena of governance after the administration has had a free run for more than two years now”, he further said.

JKSRTC to go for major overall; to procure over 500 new trucks, buses

Precious Kashmir News
Jammu, Dec 28: The Jammu & Kashmir State Road Transport Corporation (JKSRTC) is going for a major expansion of its existing fleet with addition of more than 500 new buses and trucks in phased manner as part restructuring plan to make once ‘bankrupt’ corporation a profitable enterprise.
After abrogation of Article 370 on August 5, 2019, it is a major expansion plan by the Corporation.
According to the officials in JKRTC, a plan is also being formulated to introduce more electric buses to add to the existing 40 Electric Vehicles (EV) operating in two capital cities-Jammu and Srinagar to reduce pollution.
Recently after launching 12-online services and e-Book of Transport Department, the Lt Governor Manoj Sinha had highlighted key measures initiated by the UT administration in strengthening the transport sector.
Those include targets by March 2021 to add 44 seater semi-deluxe buses, 20 seater deluxe buses, sleeper coaches and trucks to the fleet.
Lt. Governor had also revealed that two major projects- the Institute of Driving Training and Research at Kot Bhalwal, and the Inspection & Certification Centre at Samba district will also be completed by March 2021.
Inspection of accident cases, the fitness of commercial vehicles and training would become streamlined and expedited with the start of these two projects. Lt Governor has entrusted upon J&K Road Transport Corporation the expansion of their fleet of buses in hope that the government-run buses traverse 20 lakh kms every month, increasing from its present average of 15 lakh kms a month.
A senior official said it has been decided to introduce more than 500 new trucks and buses in phases.
“We are receiving complete support of the UT government to transform the existing structure of the corporation. The reforms were pending for years. Old vehicles under the plan discussed with the government will be replaced”,
It is pertinent to mention here that starting its operation with a fleet of 50 buses after it was established in 1948 as Government Transport Undertaking in erstwhile J&K state, corporation was once a dominant player in public transport.
But years of mismanagement and corruption during 1980’s and 1990s led to its decline bringing it to brink of bankruptcy. (KNS)

Review 4G Ban

The high-speed internet services continue to be barred in Jammu and Kashmir. The services were snapped on 5 August 2019 and on ensuing Thursday, the ban shall complete 500 days. While telecommunications and internet services have been restored since 5 August 2019, the internet is only of 2G bandwidth and not 4G. Almost all important activities, from online classes to businesses, have been deeply affected even as government claims are contrary to what transpires on the ground.

The ‘G’ word in this terminology means ‘generation’. While 5G internet connectivity is about to become available in the whole world, including India, Kashmir has been relegated to 2G or second generation. While a 2G connection gives a speed of 14-64 kbps, 4G can offer a speed between 100mbps and 1Gbps.

The government has refused to lift the ban on 4G even as lot of hope was generated in wake of the culmination of the DDC polls and according to official admissions, same where incident-free.

In last week of November, the government had extended the curbs on use of high-speed internet services in J&K, barring Ganderbal and Udhampur, citing “continued attempts from across the border” to disrupt then upcoming District Development Council elections, among other reasons. The DDC polls came to an end on December 22 and in couple of days later, the results were declared also. Against the expectations of many though, the government on December 25 extended the ban, citing among others large turnout in DDC polls as a reason to continue it. The order by Home department stated that participation by political parties across the spectrum and large scale turnout has not gone down well with elements inimical to public “peace and tranquility”.

After more than a year, the government had started on the trial basis the 4G internet in Ganderbal and Udhampur from mid-August after “taking into consideration the option to tryout of opening up high-speed internet despite the current security situation as reflected in the inputs of the security agencies”.

The decision followed recommendations by a Special Committee, constituted for the purpose, that the present situation “could permit “ a carefully calibrated easing of some restrictions in limited and specified geographical areas which are comparatively less sensitive from “national security, internal security, border security and public order standpoint, subject to strict monitoring and periodical review.” The government needs to review policy on 4G internet and restore it now in across the J&K or at least in more districts.

People pin hopes on 2021, COVID vaccine for epidemic to end

Afaq Bhat
Srinagar, Dec 27: The year 2020 has tested the patience of human beings across the world as the COVID-19 created havoc and left the entire human race guessing.
As the 2021 is approaching people are hoping that the COVID-19 vaccine will end the pandemic. “The emergence of the pestilence in March this year had thrown life out of gear and it proved to be a biggest test for the human beings across the world,” said an analyst.
It may be recalled that the COVID-19 virus had emanated from Wuhan in China and it engulfed the entire globe in no time. China succeeded in flattening the curve in a few months but the other countries couldn’t do the same. The vaccine has come and the people are getting immunized in some parts of the world but in India the immunization drive is yet to commence.
“We are hopeful that in coming days situation will improve and the vaccine will provide the much needed protection. But still fingers are crossed as there are reports of the new Coronavirus strain emerging in the United Kingdom and the European countries,” the analyst added.
He said, “Despite all odds people are hoping that life will return to normal and once again the world will start moving. The COVID vaccine will bring the much needed respite.”
According to the media reports the Centre has made all the preparations to roll out the vaccine and in coming days states and union territories will start receiving the supplies. “If the vaccine works it will end the uncertainty that has been prevailing for so long. People will heave a sigh of relief. The COVID has broken the back of economy and all the countries are struggling to cope up with the recession that has engulfed the entire globe,” said an observer.
He said, “Kashmir has been the worst hit as people have been facing difficult times for the past two years now. The people in Kashmir are hoping that the things will change for the better and the 2021 will mark the beginning of the new era in the Valley. The outbreak of COVID-19 had proved to be the last nail in the coffin of the ailing economy of Kashmir. Most of the businessmen and traders in the Valley have taken a severe hit and they don’t know how to come out from the mess they are in.”
A medico said the COVID-19 curve is flattening in Kashmir and it’s a welcome sign but he was quick to add that “We are still losing lives to the virus. The vaccine only can save us from further losses. We are hoping that the new COVID strain stays away from Kashmir.”
