Authorities order action to curb false info about Covid-19 vaccine

Srinagar, Jan 21: Authorities have ordered action as warranted under law against those spreading false information about the COVID-19 vaccine.
In an order issued by deputy commissioner Anantnag, Anshul Garg, has also asked Principal Government Medical College and Chief Medical Officers in collaboration with District Information Officer to take appropriate measures by using social, print and electronic media to counter the spread of all kind of false information about the covid-19 vaccines. They have been asked to ensure dissemination of factual messages, besides broadcasting and telecasting messages of renowned doctors of the district.
“It has been reported that unfounded and misleading rumours are being circulated through social and other media, creating doubt about the safety and efficacy of these vaccines,” reads the order, a copy of which lies with GNS. The Government of India in collaboration with states and UTs last week launched the inoculation drive of COVID-19 vaccination. Health Care workers and Front Line Workers are being inoculated as per the priority decided by National Expert Group in Phase-I. (GNS)

Joe Biden signs orders to reverse Trump’s policies

Washington, Jan 21: US President Joe Biden signed a ­blizzard of executive orders Wednesday on the coronavirus, immigration and climate change — launching a 10-day cascade of directives reversing policies of his GOP predecessor as Democrats pushed for even more-sweeping and prompt legislative action.
The most pressing of his priorities are measures to combat the deadly coronavirus pandemic. Biden signed executive actions to require masks on all federal grounds and asked agencies to extend moratoriums on evictions and on federal student loan payments.
He urged Americans to don face coverings for 100 days, while reviving a global health unit in the National Security Council — allowed to go dormant during the Trump administration — to oversee pandemic preparedness and response. Biden also began to reverse several steps taken by President Donald Trump by embracing the World Health Organization, revoking the permit for the Keystone XL pipeline and rejoining the Paris climate agreement.
For months, the Trump administration promised to deliver as much as 100 million coronavirus vaccine doses by the new year. It delivered a fraction of that.
Biden, who enters the White House during a time of historic crisis, said Wednesday that he wants to move quickly to address the country’s big, urgent problems with a spirit of unity and national purpose. The pandemic has killed more than 400,000 Americans, the economy has shed millions of jobs, and just two weeks ago, thousands of rioters stormed the Capitol in an attempt to overturn the results of the November 3 election, which Biden won by 7 million votes.
In his first appearance from the Oval Office, Biden said his administrative actions were “all starting points” as he signed a sampling of the executive orders.
“I think some of the things we’re going to be doing are going to be bold and vital,” he said in brief remarks. “And there’s no time to start like today.”
The newly inaugurated president’s rush to roll back some of Trump’s most controversial policies reflected the years of pent-up frustration among Democrats that they had been largely powerless to stop an administration that espoused policies they vehemently opposed.

Acting expeditiously, Democrats said, was particularly vital as the nation battles a once-in-a-century pandemic that continues to kill thousands of Americans a day and batter the fragile economy.
“We’ll press forward with speed and urgency, for we have much to do in this winter of peril and possibility,” Biden said in his inaugural address. “Few periods in our nation’s history have been more challenging or difficult than the one we’re in now.”
Biden hopes to gain some Republican support for his agenda on Capitol Hill, but his first actions drew swift criticism from GOP lawmakers who had largely endorsed the policies of Trump, if not the former president’s rhetoric and style.
“President Trump created the best economy in the world by limiting bureaucratic regulations, and President Biden should seek to build on this success instead of diminishing it,” said Rep. James Comer (Ky.), the ranking Republican on the House Oversight and Reform Committee. “Government does not know best, the American people do.”

Sen John Barrasso of Wyoming, the No. 3 Senate Republican, stressed that Biden’s inaugural address was one of “unity, and it’s important to govern that way as well.”
Biden to overturn Trump’s climate legacy on dozens of fronts.

Most of the 17 directives that Biden signed Wednesday had been signaled previously by Biden or staff members. Taken together with the two legislative plans he has sent to Congress — coronavirus relief and an immigration overhaul — the orders highlight Biden’s immediate priorities, while sending a message that his administration plans to reengage on the global stage.
Jen Psaki, the new White House press secretary, noted that the 15 executive actions and two additional agency directives were far more than the two orders Trump signed on his first day four years ago.
GOP lawmakers were particularly critical of the Biden administration’s decision to roll back key energy and climate regulations of his predecessor, arguing that doing so would ultimately cost jobs.

Biden White House officials have emphasized the need for Congress to approve his larger relief package, which would extend unemployment benefits; dole out an additional $1,400 in stimulus payments for millions of Americans; and devote tens of billions of dollars to economic needs such as rental, housing and food assistance, among other measures.
But acting Wednesday on his own, Biden asked the Education Department to consider extending a freeze on both interest and principal payments for federal student loans until Sept. 30, while requesting that the Centers for Disease Control and Prevention extend a moratorium on evictions that expires after this month to at least through March.

He also asked three key agencies — the Departments of Veterans Affairs, Agriculture, and Housing and Urban Development — to extend foreclosure moratoriums for federally backed mortgages under their purview through at least the end of March.
“These are emergency measures that will help to make sure that no American is put in the place of having to make the decision to pay their student loan payment or put food on the table in the short term and will help to provide some near-term relief,” said Brian Deese, the new director of the White House National Economic Council.
On immigration, Biden signed an order repealing the ban on travel from several majority-Muslim nations, while nullifying the Trump administration’s directive that attempted to exclude the counting of noncitizens from the U.S. census.
Biden instructs Education Department to extend pause on federal student loan payments through September
Another action called on the Department of Homeland Security to continue an Obama-era initiative protecting “dreamers” from deportation and issuing them work permits as long as they qualified under the requirements laid out when the program, Deferred Action for Childhood Arrivals, began in 2012. Biden also is ending the national emergency over the border that Trump declared as a way to circumvent Congress when lawmakers would not grant him funding for his wall.
On climate change, Biden signed an order revoking the permit, issued by the Trump administration, that allowed for the construction of the Keystone XL pipeline. And he signed an order to rejoin the Paris climate accord; the United States will officially be part of the 189-country climate agreement in 30 days.
On racial equity issues, Biden rescinded the “1776 Commission” established by the Trump administration, which Trump framed last year as a “pro-American curriculum that celebrates the truth” about U.S. history, but which the incoming administration says tries to erase the racial scars of America’s past.

Biden plans to continue rolling out executive orders in coming days. According to guidance shared with Capitol Hill, he plans to issue administrative actions relating to the coronavirus on Thursday and economic relief on Friday. A “Buy American” action will come Monday, and an order addressing racial equity issues will follow on Tuesday.
He will announce actions on climate change on Jan. 27, health care on January 28, immigration on Jan. 29, and international affairs and national security on Feb. 1.
Upcoming executive actions will revoke the ban on transgender people from serving in the military, as well as reverse the so-called global gag rule that blocks U.S. aid to organizations abroad that perform abortions or offer counselling on the procedure, Psaki said. (Agencies)

 

No curtailment in ration quota: Dir FCS&CA

‘Distribution as per Aadhaar enrolment’

Srinagar, Jan 21: Denying the curtailment in ration quota, Department of Food, Civil Supplies and Consumer Affairs said that the ration has been issued to stores as per the Aadhaar enrolment.
Director Food, Civil Supplies and Consumer Affairs Bashir Ahmad said they are distributing ration to stores as per the Aadhaar enrolment.
“If there is less submission of Aadhaar in any store, the ration will be sent according to that only. By this, we want transparency in the system,” he said.
“There is nothing like curtailment of ration, it is just a fraction of population who have not submitted their Aadhaar cards, we are getting the ration as per the Aadhaar enrolment, and to make it more transparent people who have their Aadhaar submitted can get their ration quota by using POS, ” he said.
Earlier after the directive from the department for not issuing the ration to the people who had not submitted the Aadhaar cards, employees from the department alleged that field staff is unable to confront the general public due to vague orders issued by the government.
Jammu and Kashmir Food and Supplies Employees Association (JKFSEA) President Riyaz Ahmed Sofi said, ” Department has ordered store-keepers not to supply ration to those who are without Aadhaar cards but at the same time it is not making any announcement.”
“The Department has deleted 1.25 lakh consumers from its web portal just because they have no Aadhar cards,” he said.
“It is storekeepers and field staff who have to face people and they can’t confront everyone,” he said.
Sofi said most of the storekeepers and fair price shop dealers have locked their stores, in fear of facing public wrath.
“The major impact of ration curtailment is hitting District Srinagar,” Sofi said—(KNO)

FC Health reviews implementation of PMJAY Sehat scheme

Directs for conversion of maximum admissions into beneficiaries

Jammu, Jan 21: Financial Commissioner Health & Medical Education, Atal Dulloo Thursday convened a meeting of all concerned to review the implementation and performance made so far under recently launched Ayushman Bharat Pradhan Mantri Jan ArogyaYojana(AB PMJAY) SEHAT scheme in various districts across J&K.
Dulloo directed all the concerned to work in a mission mode to convert maximum of the IPD admissions into the beneficiaries under this scheme. He made these remarks while separately assessing the performance made by each district under this health scheme.
The Financial Commissioner directed the Deputy Commissioners and concerned health officers to accelerate the process of registration of people for taking benefit under this scheme. He asked them to improve their performance and help people in every manner as all of us are public servants. He encouraged the Directors and CMOs to visit the health institutions and see if they need any kind of assistance or corrective actions to undertake.
Dulloo asked the officers to show up to the mark performance and take their tasks with utmost seriousness. He enjoined upon them that there is no other way than showing the anticipated progress. He asked them to train the Aaraogya Mitras of every health institution so that they have all the knowledge and skill to help people to receive the benefit.
He impressed upon them that PMJAY SEHAT is a universal health benefit scheme so it should be our endeavour that maximum people are its beneficiaries. He advised them to work out a strategy to convert most of the IPD admissions into the beneficiaries as the registration process is simple requiring least documentation.
The FC also urged upon the officers to create ample awareness among the masses about this scheme. He emphasised that the LG has desired that posters, banners are displayed in every panchayat depicting the benefits and process of registration under this scheme. He asked each DC and CMO to work in this direction.
Dulloo also directed the Nodal agency and the insurance company to visit the health institutes and see if any kind of problems are faced by them. He directed to provide them the requisite technical assistance, listen to their grievances and give instant solutions to them. He further asked them to enhance workforce and work towards doubling their performance so that the set targets are met within the timeframe.
The FC was informed that till date 20,02,261 beneficiaries have been enrolled and 1,91,370 golden cards already generated under SEHAT scheme. Moreover under AB PMJAY 13,12,870 beneficiaries have been enrolled and 12,49,211 gold cards generated so far, the meeting was informed.
It was given that the performance was made despite the challenge of Covid-19 pandemic. The officers assured that now when the effects of the pandemic have receded to a lot of extent it is natural that the performance of registrations of beneficiaries would take a quantum leap in the days to come.

Making Roads Safer

Earlier this week, road safety month was launched in India including Jammu and Kashmir. It aims to build awareness about road safety and reduce accidents. Various programmes are scheduled to create awareness about accidents and measures to prevent them. Large scale education and training programmes for the drivers as well learners are important. While awareness is a good tool, it cannot be said to be the only means to prevent accidents.
Hardly any day passes when one does not come across tragic news about an accident happening in Jammu and Kashmir. Road accidents are a major cause of deaths, and injuries every year. As per the National Crime Records Bureau (NCRB) data, in 2019, at least 4,37,396 road accidents were recorded in India, resulting in the death of 1,54,732 persons and injuries to another 4,39,262 persons. Jammu and Kashmir has gained the notoriety of being amongst the states or UTs having the highest percentage of unnatural deaths including due to accidents in the country. 1009 people died in 5839 road accidents in Jammu and Kashmir last year. As per the latest NCRB report, 364 people died in 2140 road accidents on highways followed by 118 deaths elsewhere.
While some general causes like error attributed to drivers including reckless driving, overloading, poor condition of vehicles, etc. are prevalent almost across the country, the accidents in J&K can be attributable to factors like dilapidated and narrow roads, common ignorance about traffic laws and lack of knowledge about safe driving principles. Historically, people and administration has been quite slow in taking effective steps to improve the engineering of roads
There is a need for the transition to a professional road environment which requires the implementation of first-tier reforms that deal with the quality of road infrastructure, facilities for susceptible users and zero-tolerance enforcement of rules by a trained, professional and empowered machinery.
Scientific road system marked by good engineering, strict enforcement, appropriate technology use and respect for all road users is the need of the hour and steps should be taken towards achieving it.
The safety measures should be strictly implemented, failing which accidents will continue unabated.
The perception that one can get away with serious road traffic transgressions needs to be challenged through deterrent enforcement.
Also to save lives on highways, quality trauma care at the district level holds the key. No significant improvement is possible in the quest to save life and limb unless trauma care is created and upgraded as regards the quality.

 

Another snow spell in offing, admin gears up to handle weather vagaries

Srinagar, Jan 20: As the Meteorological Department has predicted another spell of snowfall this weekend, administration is getting ready to ensure that this time around people don’t face the problems which they witnessed during the first spell of snow.
The MeT has predicted the intensity of the snowfall won’t be that severe but it’s likely to disrupt the normal life. “The first snow spell caught Road and Buildings Department and Srinagar Municipal Corporation (SMC) napping as both failed to clear the snowbound lanes and roads. The only department which led from the front was the Power Department,” an observer told Precious Kashmir.
It’s in place to mention here that Srinagar Mayor, Junaid Azim Mattu, has made it clear that the SMC is not equipped to clear the city roads. “Those who wonder why the SMC needs snow clearance machines! For 1800 kilometers of motorable lanes in our snow-clearance jurisdiction. Would be really interested to know how 1800 kms of lanes can be cleared of snow manually,” Mattu had written on twitter.
As per the Twitter page of Office of Mayor of Srinagar, the SMC GIS team had measured the total lane network in Srinagar as 2,111.88 km of which 1773.34895 km accounting for ninety percent were motorable while the remaining lane length of 338.54995 km was non-motorable.
An analyst said, “The last spell of snowfall taught many lessons. The snowfall is a regular feature during winters in Kashmir and there is nothing unusual about it. The Power Department has shown the way and one hopes that other departments will follow the suit.”
“The Srinagar-Jammu National Highway has been a cause of concern since the winter has commenced. In first 20-days of this month the highway has remained closed for more than 10-days and it had led to shortage of essentials in the Valley. One hopes this time around there are enough stocks to cater to the needs of the people as for the past few days thousands of trucks carrying essentials have reached Kashmir,” the observer added.
An official said, “The official machinery has been geared up and we are hoping that the forthcoming spell of snowfall won’t disrupt the normal life. As far as the snow clearance is concerned a few private players have been roped in to ensure that the snow that gets accumulated is cleared without any delay. The leaves of staff members who bare associated with the essential services have been cancelled and all the preparations have been made well in advance. People need not worry.”

Jammu, Jan 20: Lieutenant Governor, Manoj Sinha today held a Press Conference to announce the approval of Ratle Hydroelectric Project cleared by the Union Cabinet chaired by the Prime Minister, Narendra Modi.
Terming it as a historical decision for making J&K power surplus UT, the Lt Governor thanked the Prime Minister Narendra Modi for approving the much awaited 850 MW Ratle Hydroelectric Project in Jammu & Kashmir at an investment of Rs.5282 Crores and ensuring the unprecedented development of Jammu & Kashmir.
Mentioning the lacklustre approach of the earlier Governments towards the execution of this important Hydroelectric Power Project, the Lt Governor said that Jammu & Kashmir was deprived of this mega project for so long because the previous regimes were scared to move ahead due to Pakistan’s threats of going to International court for arbitration, and making representation in the World Bank.

But, today the nation is under the strong and decisive leadership of Prime Minister Narendra Modi, who is taking bold decisions for the welfare of the people of J&K and has ensured that this project sees the light of the day, besides also providing Equity contribution support to the Union Territory of Jammu and Kashmir.

“J&K is witnessing unprecedented growth and development in every sector; we are unlocking J&K’s potential to be self-reliant in the energy sector within a short span of time”, the Lt Governor remarked.

Highlighting the key features of the mega project, the Lt Governor said that apart from making J&K energy sufficient, the project will create 4000 jobs in J&K, directly & indirectly, and will contribute to overall socio-economic development of the UT. In addition, the Kwar project (540 MW) has been decided to be taken up. This will result in an investment of Rs.4,264 Crores and create more than 2000 jobs in the UT, he added.

The Lt Governor observed that four more projects (Kirthai-II (930MW), Sawalkot (1,856MW), Uri-I (Stage-II) (240MW) and Dulhasti (Stage-II) (258MW) involving an investment of Rs.31,000 Cr have also been decided to be taken up for construction. These projects together with the two ongoing projects of Pakaldul (1000 MW) and Kiru (624MW) on Chenab river and its tributaries will result in an investment of about Rs.52,821 Crores and create more than 12000 jobs in the Union Territory.

To train the local people, the Ministry of Power / Ministry of Skill Development propose to set up training centres near the project sites in collaboration with NHPC Ltd, so that they can be employed in the projects, observed the Lt Governor.

Since independence upto the year 2018, projects of only around 3500 MW had been set up in J&K. Against this, our Government has taken up projects with capacity of 6300 MW to be set up in the UT in the next five years. This is double the installed capacity set-up since independence, he added.

This will make UT of J&K self reliant in power; lead to faster growth and development of UT of J&K and create a minimum 12000 jobs directly and indirectly. Such large scale investment has never happened in the past, the Lt Governor maintained.
Prominent among others, present on the occasion were BVR Subrahmanyam, Chief Secretary and Rohit Kansal, Principal Secretary, Power Development Department and Information Department, besides senior officers of Civil Administration.

HIGHLIGHTS OF RATLE (850 MW) PROJECT

 

· Investment of Rs.5281.94 crore for 850 MW Ratle Hydro Electric Project located on river Chenab, in Kishtwar district of Union Territory of Jammu and Kashmir, by a new Joint Venture Company to be incorporated between NHPC and JKSPDC with equity contribution of 51% and 49% respectively.

· Government of India is also supporting the Union Territory of Jammu and Kashmir by providing grant of Rs. 776.44 crore for Equity contribution of JKSPDC in the JVC to be set up for construction of Ratle HE Project (850 MW). NHPC shall invest its equity Rs.808.14 crore from its internal resources.

· The Ratle Hydro Electric Project shall be commissioned within a span of 60 months. The Power generated from the Project will help in providing balancing of Grid and will improve the power supply position.

· Government of Union Territory of Jammu and Kashmir, to make the Project viable, will extend exemption from levy of Water Usage Charges for 10 years after commissioning of the project, reimbursement of State’s share of GST (i.e. SGST) and waiver of free power to the State in a decremental manner, i.e., the free power to the State would be 1% in the 1st year after COD and rising @1% per year to 12% in the 12th year.

· The construction activities of the Project will result in direct and indirect employment to around 4000 persons and will contribute in overall socio-economic development of the Union Territory of Jammu and Kashmir. Further, Union Territory of Jammu and Kashmir will be benefitted with free power of around Rs. 5289 crore and Rs.9581 crore with Water Usage Charges from Ratle Hydro Electric Project, during Project life cycle of 40 years.

 

Parliamentary delegation arrives on 3-day Kashmir visit

Srinagar, Jan 20: The Department related Parliamentary Standing Committee on Transport, Tourism and Culture arrived today on a three days visit to Kashmir.

The committee is scheduled to meet various stakeholders to have an appraisal of the issues pertaining to these sectors.

The committee, headed by Rajya Sabha MP from Madhya Pradesh T G Venkatesh shall hold a meeting with concerned stakeholders on issues related to Road, Travel and Hospitality sectors on the day of visit.

They shall also hold a meeting with the officials of Ministry of Road, Transport and Highways, NHAI along with representatives of the UT Govt of J&K on, ‘Role of highways in Nation building’ with reference to the status of National highways/ State highways in J&K.
The members of the committee will also hold a meeting with the officials of the department of culture and tourism and Archaeological Survey of India, along with representatives of the UT Govt of Jammu and Kashmir, with focus on, ‘promotion and preservation of archaeological sites and artefacts in J&K’.
The delegation shall have an on the spot assessment of the tourism facilities/ amenities available at Gulmarg. They will hold a meeting with the officials of the Ministry of Tourism, along with representatives of the UT Govt of Jammu and Kashmir and J&K Police, Institute of Hotel Management Srinagar, Indian Institute of Skiing and Mountaineering, Gulmarg and various stakeholders of Tourism.
The visiting committee members shall hold a meeting with the officials of Ministries of Civil Aviation, Home affairs, Railways, Tourism, Road Transport and Highways and NHAI on safety and connectivity aspects in the respective sectors.
