IGP visits Handwara, reviews security situation

Srinagar: Inspector General of Police (IGP) Kashmir Zone, Vijay Kumar Wednesday visited north Kashmir’s District Baramulla and Police Division Handwara to review the security scenario, anti-militancy operation and other crime works.

The IGP was accompanied by Deputy Inspector General (DIG) North Kashmir Range (NKR) Muhammad Suleman Chaudhary.

During his visit, the IGP held meetings with Senior Superintendent of Police (SSP) Baramulla, Kupwara, Handwara and Sopore and discussed different security measures taken for the maintenance of overall peace in their respective areas.

All four District SSsP briefed the IGP about current situation in their respective areas including anti-militancy operations, maintenance of law & order and investigation progress of the cases.

IGP Kashmir urged upon the officers to strengthen the general security grid of their respective areas to ensure peace. He directed the officers to take stringent action against the elements trying to disrupt the peace and order in Valley.

He also urged the officers to speedily investigate the cases in a professional manner for their logical conclusion.

IGP also reviewed action plan & preparedness for summer and instructed the SSsP to keep vigil on anti-national elements besides keeping focus on anti-narcotics & generating specific intelligences and conducting anti-militancy operations along with forces.

 

Sinha appointed acting CBI chief

New Delhi: CBI Additional Director Praveen Sinha, a 1988-batch Gujarat cadre IPS, has been appointed acting chief of the agency till a decision on a new director is taken to succeed Rishi Kumar Shukla who retired on Wednesday after a two-year fixed stint.

The Appointments Committee of the Cabinet chaired by Prime Minister Narendra Modi chose Sinha.

An order issued by the Department of Personal and Training on Wednesday stated that Sinha will look duties of the director with immediate effect till the appointment of a new CBI chief or until further orders, whichever is earlier.

Shukla, a 1983-batch IPS officer, completed his two-year stint in the agency which was marked by Indian victory in London courts allowing extradition of fugitive businessman Vijay Mallya and India clinching the hosting of General Assembly of Interpol in 2022, coinciding with the 75th year of Independence.

The Madhya Pradesh cadre, soft spoken officer allowed anyone with a grievance in the agency to walk into his office on Fridays.

In Gurez village, patients face hardship in absence of health facilities

Gurez: Residents of Chrowan village, located on the foothills of international border in Gurez area of Bandipora district, Wednesday complained that their village is deprived of having access to proper health facility while the patients including pregnant women are facing a lot of hardships in the extreme cold.

Pertinently, the residents recently boycotted the District Development Council (DDC) elections stated that the village has been ignored by the successive representatives and there is no visible development in the village.

The locals said they have to take patients to the nearest hospital that is located in Dawar area, some 8 kilometres away from Chrowan village.

“We could not even get out of our houses because of the heavy snowfall and taking a patient to a long-distance hospital is a very difficult task. Only God knows in what difficulties we live here in the winter without health facility,” they said.

Locals said they have to travel at least 8 km for treatment, even for minor ailments such as cough and cold.

“In case of dire emergencies, like pregnancies, it’s impossible to get quick medical attention,” says 31-year-old worried Saleema Begum.

“We can’t even tell our painful story. Here, when my daughter was sick, it was snowing outside. We were having a lot of trouble to reach the hospital,” she said.

“It seems that the government has forgotten us because we are the people of the border areas,” Tasleema, another local resident said.

She said that the government has failed to address the problems of common people in the remote village as they have been a victim of official apathy.

“For how long can the poor villagers have to wait to get proper health access,” Noor Mohammad, another resident said.

He also requested the Government to provide adequate medical facilities in the village as early as possible.

Meanwhile, the villagers appealed to the Deputy Commissioner Bandipora, Dr Owais Ahmad to personally look into the matter and help to resolve their genuine grievances—(KNO)

Shortage of water forces students to leave tuition centres, hostels in Sgr

Srinagar: As majority of the water pipes continue to remain blocked due to fall in night temperatures, shortage of drinking water in tuition centers and hostels in Srinagar has forced the students to head for their respective homes.

Most of the areas in Srinagar city are reeling under acute shortage of drinking water due to freezing of water pipes

The 40-day long period of harsh winter known as the ‘Chillai Kalan’ ended last Sunday. Srinagar recorded the coldest night after 30 years, as the temperature plummeted to minus 8.8 degrees Celsius on last Sunday.

As most of the areas in Srinagar city continue to face acute shortage of water, majority of the students living in tuition centres and hostels from different areas of Srinagar city and other parts of Kashmir are heading towards their respective homes.

A student from one of the reputed tuition center in Rajbagh said the students have been facing huge problems due to the lack of availability of drinking water and water in washrooms.

“Water pipes and washrooms are frozen and there is no water available. We decided to go home instead of staying at the tuition centre,” he said.

Another female student studying at Parraypora said that “we came back home because there was no water available in the hostel.  I’m not blaming the tuition administration but it was impossible to stay there without water.” (KNO)

12 teams constituted to inspect coaching centres in Srinagar

Srinagar: In a bid to discourage Private Coaching Centres from availing the services of Government teachers, masters and lecturers, authorities have constituted multiple teams that will inspect the Coaching Centres and submit a detailed report before the Chief Education Officer Srinagar.

Well placed sources said 12 teams comprising of 25 officers have been constituted for 8 Zones in Srinagar where Private Coaching Centres operate.

Two teams of officers have been constituted respectively for Srinagar (uptown), Batamaloo, Hawal, and Eidgah Zones while separate teams have been constituted and given the right to inspect coaching centres in Zaldagar, Rainawari, Nishat, and Gulab Bagh Zones.

Sources said Chief Education Officer Srinagar has accorded sanction to the constitution of Zonal Level Inspection Committees to inspect the private coaching centres in their respective zones to ascertain the implementation of norms and rules laid down by the government through different directives and circulars.

The Committees shall submit a detailed report within a weeks’ time, individually of each coaching centre clearly specifying that no government teacher, master or lecturer is working in the coaching centres, duly certified by the management of the coaching centre.

Almost all the 25 officers barring one that will inspect these coaching centres are the Principals of Government High and Higher Secondary Schools.

Insiders said the committees have been constituted followed by the complaints that some coaching centres have hired government teachers, masters and lecturers to impart education in their centres. There are also reports that some government employees in league with private persons are managing the affairs of some coaching centres.

“The violators will be taken to task and their registration will be cancelled in case they violate the government norms,” said an official.

In response to a question, the official said that they act swiftly whenever they receive any complaint against any coaching centre. (KNT)

DPS Srinagar wins medals in several events

Srinagar: DPS Srinagar won laurels and medals in several events in past few days.

In the Claude Martin 7th debate held from January 18 to 21, the school won two ‘Best Speaker’ awards, and put in a stellar performance against reputed schools of the country.

In the district Penchak Silat championship, the school won 5 medals – one gold, one silver and three bronze medals.

Moreover, the students have been selected for the upcoming UT Championship.

In Srinagar district ‘thang ta’ championship, the school team secured 12 medals (5 gold, 5 silver and 2 bronze). In slalom and Giant slalom Races, held as part of Skiing state championship, the school won seven medals including three golds, two silvers and two bronze medals.

Congratulating the winners, the vice principal Shafaq Afshan said, “It is a matter of great pride and joy for the school that we have managed to win across all fields – be it intellectual or physical.”

Chairman DPS Srinagar Vijay Dhar congratulated all the winners for their victories.

“Their success is a testimony to our efforts to cultivate a sustainable talent base in the valley.”

ADGP Security grants in-situ promotion to 11 cops

Jammu: The Departmental Promotion Committee constituted under the Chairmanship of Additional Director General of Police Security, J&K Jammu, Dr. S.D.Singh Jamwal met Wednesday and cleared In-situ Promotions to eleven Security Personnel of various subordinate Units of Security Wing/Security Battalions which includes five  HCs, and  6 SgCts.

While issuing the Promotion order, Dr. S.D.Singh Jamwal, Additional Director General of Police Security, J&K Jammu greeted all the promoted officials and impressed upon them to work with dedication and devotion for the betterment/service of society in general and Police Department in particular. All the promoted officials expressed their gratitude to the ADGP for issuance of their Promotion order in time.

The DPC comprises of S.R.P.Singh; (Staff Officer, SHQ), S.Paramjeet Singh; (Dy.CO, 4th Security), Mohammad Rajab; AAO SHQ and SI (M); Verjender Raina, SO Establishment, SHQ J&K Jammu.

US policy towards India likely to remain unchanged: Expert

New Delhi: Putting rumours to rest in the backdrop of change of Presidentship at the United States of America, with a few Democrat supporters showing anti-India sentiments, an expert on Wednesday said the India-US relations were likely to follow the same trajectory, as they were going during the Trump presidency.
During his Presidential campaign Joe Biden had made some insensitive comments on India’s internal issues, particularly related to Jammu and Kashmir.
However Dr Srikanth Kondapalli, Professor at Centre for East Asian Studies, Jawaharlal Nehru University, said that early signs suggest a continuation in the US policy regarding India, despite the Democrats coming to power.
Addressing a virtual Panel Discussion on ‘Joe Biden Administration,’ he said, ‘Though during his run for the office Biden had expressed views regarding the Indo Pacific that were different from the Trump regime, during the phone call between our Defence Minister and External Affairs Minister with their counterparts in the US Indo Pacific strategy was reiterated.
‘The use of the term ‘pre eminent partner’ by Blinkin in his phone call to Dr Jaishankar also suggests that there is an element of continuity in US policy vis-a-vis India.
Prof Kondapalli said that the phone calls between high ranking officials of India and US is a good start and a stark departure from earlier times.
‘When Trump was elected, we had small phase of communication problem. When Obama was elected, we had one-and-a-half years of communication gap. During Obama’s time, we also saw Brezensky’s(Zbigniew Kazimierz Brzezinski) idea of G2 coming up with US and China dominating across the board.
‘Those words were also included in the joint statement between Obama and then Chinese Gen Secretary Hu Jintao. Compared to those previous experiences the early phone calls suggested that we have crossed the rubicon in India – US relations.”
Prof Kondapalli said that US China relations would likely to remain frosty given the current geo political environment.
“President Xi Jinping, speaking at Davos, alluded to the emergence of a new cold war between China and the US, he also mentioned about various threats that may emerge for globalization and other aspects.
The next level leader Yang Jiechi, spoke day before yesterday where he made drastic comments regarding the Trump administration saying that his policies had plunged the US- China relationship into its worst period ever and he warned his counterpart (US Sec of State Antony Blinken) not to go ahead with the Hong Kong related issues where we have seen 1000’s of people have been applying for visas to emigrate to UK, and the new security law had completely overhauled the HK related situation. The Chinese want to occupy the center stage something that was stated during the 19th CPC party Congress.”
Blinken on Monday said US, like the UK accept refugees fleeing Hong Kong amid the imposition of the new Chinese national security law that allegedly curtails several liberties of Hong Kong residents.
Prof Kondapalli felt that the serious differences between the US and China offers a host of opportunities for India and closer economic co operation between India and US would be helpful in meeting the challenge posed by China.

Resolve farmers’ issues, don’t sell country to 1 pc population: Rahul tells PM

New Delhi: Congress leader Rahul Gandhi on Wednesday asked Prime Minister Narendra Modi to resolve the farmers’ issues and not to ‘sell the country to one per cent of population (corporates).’
Addressing a press conference, Mr Gandhi said, ‘My constant request to the Prime Minister is ‘do your job’. Your job is not to sell this country to one per cent of the population, your job is to protect the ‘kisaan’ (farmers) who are standing outside (Delhi). Go hold their hand, give them a hug and tell them ‘what is it that I can do for you’.
‘The farmers won’t retreat. The government will have to retreat and the sooner the better,” he said.
Gandhi charged the government with helping one per cent (corporate) of the population through the Union Budget.
On Republic Day violence, he said Union Home Minister Amit Shah should explain how some people stormed the Red Fort on Republic Day as Delhi Police, which were responsible for law and order situation, comes under its ambit.
Alleging that the country is lacking leadership, former Congress president said, “There is no understanding, no strategy, media is controlled and reality of what is going around is not coming to the fore.’
‘Maya (illusion) is going to break, somebody is going to break it,’ he said.
The Congress leader said, ‘The Prime Minister has basically given up, he is now on a different plane. We are going somewhere else now and the country is not being run.
It is my request to the Prime Minister that please gather up your courage and run the country,” he said.
Gandhi said that India’s image at the international level has taken a beating because of the way ‘the government was treating farmers and its own people by fortifying Delhi.’
The Gandhi scion said, ‘Indian reputation has taken a hit not only for how we are treating our farmers, but also how we treat journalists. Our biggest strength, our soft power, has been shattered by the BJP and RSS, and their mindset.’
Criticising the Union Budget, Wayanad MP said, ‘I see India is a dangerous situation. The world is in
a flux. We have an aggressive China on the border.’
On Chinese incursions at the LAC, former Congress president asked, ‘What message are you giving to China, that you will not raise defence expenditure? What would the pilots and soldiers be thinking that they are facing a crisis and the government won’t give them money?

Kejriwal helps farmers delegation, releases list of ryots held on R-day

New Delhi: Delhi Chief Minister Arvind Kejriwal on Wednesday released a list of 115 people lodged in different jails in connection with the Republic Day violence in order to help farmers’ delegation which approached him in relation to 29 missing ryots.
Addressing a press conference, Mr Kejriwal said, ‘We are issuing a list of 115 people who have been arrested after January 26 violence and are lodged in various Delhi jails. I hope it helps people looking for their family members who went missing after participating in Kisan Andolan on January 26.

The Chief Minister said, “I can understand the plight of family whose members have not returned home and are missing.’
The AAP chief said it is the responsibility of each government to trace the missing persons and inform their families.
‘We have collected data of people arrested by Delhi police in connection with the violence,’ Mr Kejriwal said and said that his government will help to find the farmers missing from protest sites.
“If some people are still not found, I will make all efforts to track them down,” he further said.
‘The issue of farmers missing from the protest sites is a matter of grave concern. We are trying our best to connect them to their families,’ he said.
The delegation of the Samyukt Kisan Morcha, which met the Chief Minister last evening, also demanded a judicial probe into the alleged “conspiracy against the farmers’ protest” and a medical board to examine those in jail.
However, Mr Kejriwal did not comment on the demand for judicial probe into the incident.
