ACB produces chargesheet against SDE BSNL, others

Setting up Illegal telephone network for making ISD calls

Srinagar: The Anti Corruption Bureau (ACB) produced a challan in the court of Special Judge, Anti Corruption, Srinagar, against Sub Divisional Engineer (SDE) and others of Bharat Sanchar Nigam Limited (BSNL) for duping the BSNL by setting up illegal telephone network for making ISD calls.

A spokesman of the ACB said Monday evening that ADB produced charge sheet before the  Court of Special Judge, Anti Corruption Srinagar Kashmir in Case FIR No. 30/2007 under Section 5(1)(d) r/w 5(2) of J&K PC Act Svt. 2006 of PS ACB against one Shamim Ahmad Shah the then Junior Telecom Officer (JTO) JTO BSNL now Sub Divisional Engineer Transmission Division BSNL Srinagar, one Roshan Lal Bhat (retired) the then Phone Mechanic BSNL and four other beneficiaries.

Giving details about the case he said a case was registered on the basis of a allegations that two brothers Shabir Ahmad Bhat and Ajaz Ahmad Bhat during their stay in Saudi Arabia in 2003 found that calls at cheaper rates are being made to different countries from Saudi Arabia.

They found that an illegal telephone network exists in Saudi Arabia and explored prospects for this particular illegal telephone network in Kashmir and developed cognizance with the operators of the existing network. They managed the access code of the BSNL Exchange from them with the condition that they will provide two circuits to them as royalty.

The accused beneficiary Ajaz Ahmad Bhat roped in Shamim Ahmad Shah then JTO BSNL Exchange Sopore. The accused Shah accessed code successfully and illegal call centre were established at various places in Sopore in the year 2004. Then, with the transfer of accused JTO from Sopore to Kargil in the year 2005, the call centre was also shifted to Kargil in furtherance of criminal conspiracy in an organized manner hatched by the private persons with JTO.

Subsequently, during investigation, the call registries were seized and were examined for computation of call duration made to different countries. On the basis of seized call registers, it was found that international calls of total 5689000 minutes duration were made from the five illegal call centres from Kargil.

Further, it was found that the accused has been operating call centres at Kargil since 2005, as such, the call tariff chargeable on landline telephones in Kargil from 01.08.2005 to 14.05.2007 was sought from BSNL Corporate Office, New Delhi. During this period, least call tariff of Rs 6 per minute and highest call tariff of Rs 12 per minute was found applicable. BSNL has been deprived of pecuniary benefit of more than 3 Crores, which is a consequential loss to the public exchequer/ BSNL authority for the year 2006-2007.

He said in view of the facts and evidence collected during the course of investigation, charge sheet in case FIR No. 30/2007 of P/S ACB, Srinagar has been produced before the court against the accused public servants namely Shah, then JTO (Now Sub Divisional Engineer), Roshan Lal Bhat now retired, the then Phone Mechanic BSNL and accused beneficiaries namely Aijaz Ahmad Bhat, Shabir Ahmad Bhat, Mohammad Shafi Bhat and Naseer Ahmad Malik.

The next date of hearing has been fixed on April 10.

Civil servants dictate terms in political matters: Mehbooba

Srinagar: Alleging that civil servants are ruling the state in political matters in ‘Naya Kashmir’, former chief minister and Peoples Democratic Party (PDP) president Mehbooba Mufti on Monday said they are clearly prejudiced.

“When PDP sought permission for a workers convention in Pulwama, and there were certain conditions laid down by district administration,” Mehbooba wrote on micro-blogging site twitter.

She also posted the copy of the order which had eight instructions to be followed by her organization.

“In Naya Kashmir, civil servants dictate terms in political matters & are clearly prejudiced. Many workers weren’t allowed to enter the venue either,” she wrote.

Mehbooba had highlighted five instructions; including restricting the number of participants in the event to 150 as per the capacity of the location and no use of loudspeakers or taking out march was permitted. The other instructions said the members should not be part of any unlawful activity or cause breach of law and order, damage should not be done to government or public property, and a party worker should be kept at the entry to identity the participants.

Mehbooba, during her address on Sunday at the workers convention in Pulwama, advocated for an unrelenting peaceful struggle for the restoration of democratic and constitutional rights of the people of Jammu and Kashmir.

NIA arrests four drug traffickers

Srinagar: The National Investigating Agency (NIA) Monday arrested four drug traffickers in Handwara area of north Kashmir’s Kupwara district in connection with Handwara narco-militancy case.

In a statement, NIA said it arrested  four drug traffickers namely— Altaf Ahmed Shah son of Muhammad Afzal Shah R/o Dangherpora , P/S- Kheer Bhawani, Ganderbal, Kashmir ;  Showkat Ahmad Parray s/o Abdul Salam Parray r/o Parray Mohalla, Wangipora Sumbal, District Bandipora, J&K;  Mudasir Ahmad Dar s/o Ghulam Mohammad Dar r/o Wanduna, Shopian, Amin Allaie alias Hilal Mir s/o Hazi Ghulam Mohi-u-din Allie Near Petrol Pump, Shan-e-Kashmir National Highway Sangam, Tehsil & PS Bijbehera, District Anantnag, J&K, from Srinagar in connection with the case pertaining to seizure of 21 kg of Heroin and cash amount of Rs.1,35,89,850/- from the members of a drugs syndicate operating in J&K.

The statement said that the case was initially registered as FIR No. 183/2020 dated 11.06.2020 at Police station Handwara, district Kupwara J&K wherein during checking of vehicles at Kairo Bridge, Handwara, accused Abdul Momin Peer’s Hyundai Creta vehicle was intercepted by police at a naka and during search Rs. 20 Lakhs along with two Kgs Heroin was recovered and seized.

“NIA had re-registered the case as RC-03/2020/NIA/JMU on 23.06.2020 and taken up the investigation.  Chargesheet was filed in the instant case on 05.12.2020 against six accused persons in the NIA special court, Jammu,” he said.

It said that the investigations so far has revealed that the accused persons were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the same in J&K and other parts of the country.

“They were also in regular communication with the operatives of proscribed militant organisations Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), using encrypted chat platforms. The proceeds of sale were being used to finance the activities of militant organisation Lashkar operating in the Kashmir,” the statement said. “The arrested accused were produced before the CJM Court in Srinagar today and have been taken on transit remand for 03 days,” the statement added.

Traffic restored to several far-flung, remote areas in north Kashmir

Srinagar: Roads to several far-flung and remote villages, including those near the Line of Control (LoC), reopened on Monday after remaining closed for two days due to slippery road conditions and accumulation of snow.

However, two main roads — Kupwara-Machil and Bandipora-Gurez — remained closed following which dozens of remote villages remained cut off from their respective tehsil and district headquarters.

“One-way traffic has been restored on Kupwara-Keran road though the vehicles are currently plying only till Munden, which is few kms from the main town,” an official of Police Control Room (PCR), Kupwara, told UNI.

said the snow clearance operation to restore traffic till Keran town was going on war footing. “Traffic is plying normally on Kupwara-Karnah road, which remained unaffected from the recent snowfall,” he said.

Traffic remained suspended to several far-flung and remote villages, including Machil, due to accumulation of several feet of snow. “Snow clearance operation was going on war footing to restores traffic to these areas. Vehicular traffic will be allowed only after clearance of the road and getting a green signal from officials deployed on the ground,” he added.

People in Gurez continued to suffer as the border town remained cutoff from rest of Kashmir valley since January 1. “Razdan pass, connecting Gurez, Neeru and dozens of other areas near LoC with district headquarters Bandipora, which is already covered over several feet of snow, received fresh snowfall on Saturday,” an official of Police Control Room (PCR), Bandipora, told UNI.

He said the road is expected to reopen in April as Radzan pass is under several feet of snow and the area is avalanche prone.

Rahul Gandhi and Congress trying to divide on regional basis: Anurag Thakur

Hamirpur(HP):  Union Minister of state for finance and Corporate affairs, Anurag Thakur today castigated the Congress party and its leader, Rahul Gandhi for trying to divide the nation on regional basis.

They ( Rahul and his parents) first divided the nation in the name of caste, religion and society and now the turn was of the region wise, Thakur said during a meeting at Una last evening.

He said that Rahul Gandhi was in the habit of making false accusations against the BJP and such things would pay him heavily in all coming elections. People of India knew his past and they will teach him a lesson in the coming elections too.

Thakur said that while in Northern India he used to say something and when he visited South he made his speeches different from what he had delivered in Northern states. This showed his real character and how he was trying to create seeds of discontentment among the people of the country.

The BJP leader claimed that it was the BJP led by Prime Minister, Narendra Modi that was uniting the nation without any considerations and giving equal treatment in the field of developmental and other activities to all parts of India whether it may be North, South, East or West.

Alarm Over 2nd Covid-19 Wave

Lately there has been an increase in the number of novel coronavirus cases in Jammu and Kashmir.

As per officials, J&K saw a 40% “surge” in weekly cases with travellers contributing to 2/3rd of it. Travellers account for 50% of the recorded fresh infections in Srinagar district which has remained top of the ladder for highest cases hitherto.  The “surge” in the cases comes at a time when alarm grows over what appears to be the beginning of India’s second Covid-19 wave. India is witnessing a resurgence of the virus cases with an average of 14,300 daily cases, marking an approximate 21% week-on-week increase in the new cases, informed Cabinet Secretary, Rajiv Gauba, while chairing a high-level meeting to review the public health response to the virus.

He asked all governments including J&K, to closely monitor the trajectory of the infections to prevent increase in the cases and “assiduously expedite vaccination of priority groups in accordance to the guidelines in this regard.”

The direction comes as the centre lifted some key restrictions to speed up vaccination and expand the parameters of who is eligible for inoculation. From March 1, the drive will be open to people above 60 and those above 45 with comorbidities.

The government has also capped the vaccine at upto Rs 250 at private hospitals and it can be administered to all those who can afford them.

The move will open up the vaccination drive both in terms of private sector involvement, and provide access to vulnerable groups other than health care and frontline workers. There is also a need to cover all health care and frontline workers. So far, as per official data, 67% of healthcare workers and 59% of frontline workers have been vaccinated during the initial stages of the vaccine roll-out.

It is important that more and more people are equipped in the face of a race against time amid a possible second wave.

The government has been advised by the Cabinet Secretary to ardently promote Covid-19 appropriate behaviour, improve the rate of testing especially in districts that are falling short of target quotas, increase the share of RTPCR tests vis-à-vis RATs, monitor mutant strain for early hotspot identification, adopt refocused and stringent containment strategies and undertake priority vaccination with provisions of geographically targeted vaccination in clusters witnessing a surge in the cases. All measures needed to be taken without fail. A collective effort is needed to put brakes on the spread of the virus and ensure that there is no return to the situation where the last resort of lockdown is taken by the government.

‘JCBs, tractors used for snow clearance damaged Kashmir roads’ 

Srinagar: Heavy snowfall this year has left roads across Kashmir in dilapidated condition.
Most roads across the Valley have developed big pot holes and are in shambles.
The Road and Building Departments seems helpless as these roads cannot be repaired till the weather improves. “The distances that could have been covered in short time have turned long as it’s not easy to traverse through the Valley roads,” said a commuter.
A transporter said that link roads are in pathetic condition and it looks like that it will take lot of time for these to roads to get repaired. “Till these roads are repaired we will have to move along,” he said, adding that their vehicles are also facing depreciation due to these roads being in a pathetic condition.
According to the contractors many roads were damaged due to JCBS and tractors that were used for clearing the snow.
Officials are of the opinion that full-fledged repairs of the roads cannot be undertaken till the sun starts shining properly. “Repair works cannot be carried out during the inclement weather conditions. All of us are aware of the fact that snow is followed by rains and temperatures become stable by May,” said an official of the R&B Department.
An expert said that roads would not have suffered such huge damages had Kashmir been equipped with the sophisticated snow clearance machines.  “Snow is a regular feature in Kashmir but it’s unfortunate that we are not equipped to deal with the situation,” the expert added.
It may be recalled that after Kashmir witnessed heavy snowfall, Srinagar Mayor Junaid Azim Mattu admitted that Srinagar Municipal Corporation was ill equipped to clear the snow from the lanes of Srinagar city, which exceed 15,000.
He had said that the corporation used its garbage collection equipment to clear the lanes besides shoveling it using its men. “The corporation had ordered snow clearing equipment, but didn’t receive it owing to change in emission norms,” he had said.
An expert said that now the snow has melted but the roads have given up. “The Jammu and Kashmir administration should pay attention towards equipping the SMC and R&B Department to carry out the snow clearance operations smoothly. Winter will come every year and Kashmir witnessing heavy snowfall is nothing unusual. It’s high time for the administration to act to tackle snow as well as its aftermath,” he added.

DDCs: Govt to announce honorarium, protocol of elected members, chairpersons soon

Srinagar:  The Jammu and Kashmir government has constituted the district development councils after culmination of election process for their chairpersons and vice-chairpersons.

The department of Rural Development & Panchayati Raj has issued a notification for constitution of DDCs in all 20 districts of the UT.

“In exercise of the powers conferred by Rule 108-ZP of Jammu & Kashmir Panchayati Raj Rules, 1996, the Government of Jammu & Kashmir Union Territory hereby constitute the district development council(s) for each district of the Union Territory of Jammu and Kashmir bearing the names of elected chairperson, vice-chairperson and members thereof,” reads the notification issued by administrative secretary, Rural Development & Panchayati Raj, Sheetal Nanda.

The notification carries the names of all 278 elected members along with their constituencies, status and gender.

The DDCs were constituted nearly a week after the election process for key positions of chairperson and vice-chairperson concluded.

In the election, the Peoples Alliance for Gupkar Declaration(PAGD) won the chairpersonship of eight DDCs while Bharatiya Janta Party (BJP) walked away with the slot in six districts.

The independents bagged the position in three districts while Peoples Conference won the slot in Kupwara district and Apni Party emerged victorious in Srinagar and Shopian districts.

A senior official told The Precious Kashmir that the government is now  working out honorarium for DDC members, chairpersons and VCs.

“We are on the job and would soon notify honorarium. They will get better honorarium than their counterparts in other states,” he said.

In neighbouring Himachal Pradesh, chairperson of Zilla Parishad gets Rs 12000 per month, vice chairperson and members respectively get Rs 8000 and Rs 5000.

He said the honorarium of a DDC chairperson would be better than a BDC chairperson, who gets Rs 15000 monthly.

He said the Hospitality and Protocol department would soon amend  the J&K’s warrant of precedence to define status and protocol of DDC chairpersons and members.

It is pertinent to mention BDC chairpersons have been placed at serial number 28 in the warrant of precedence alongside district magistrates, district and sessions judge, major heads of departments, presidents of municipal committees and municipal councils and officers of the rank of brigadier.

Jammu: Senior Congress leader and former Leader of Opposition in Rajya Sabha, Ghulam Nabi Azad on Sunday showered praises for Prime Minister Narendra Modi, asserting that he has not forgotten his roots and proudly recalls that he has sold tea and calls self a ‘chaiwala’ as well as he does not hide truth about himself.

Addressing a function here at Gurjar Desh Charitable Trust, Congress leader said, “I have met many leaders during my tenure in Parliament and learnt good things from good leaders I have met.”

With words of praise for Prime Minister Narendra Modi, Azad recalled that he is from the village himself and admire PM for not forgetting roots.

Azad, referring to PM Modi, said, “our Prime Minister also says that he was from the village, he has nothing, he used to cook, sell tea but never hides it from anybody.”

Further Azad continued, “we are politically against him (PM) , but at least we too do not hide what is reality. A man who hides his reality lives in the illusionary world”, adding, “we all should be proud of him as PM doesn’t hide.”

Former J&K Chief Minister and senior Congress leader also launched a scathing attack on the UT administration and central government alleging that the claims made by the Jammu and Kashmir government are limited to papers.

“There is still no development in Jammu and Kashmir”, he said and added that tall claims of development are confined to papers only.

He recalled his tenure as chief minister and said earlier the development works were taken under triple shifts but now not even in an half shit.’

He said that the people of Jammu are being looted in the name of tax and more tax should be on the earnings while in Jammu and Kashmir the earnings have not been increased but people are burdened with tax.

Expressing concerns over business sector, Azad alleged that there is a bad time for business sector in Jammu and Kashmir and said, “The industry here is on the verge of closure.”

Regarding the removal of Art 370 from the state, Azad said that the situation in Jammu and Kashmir is as if the police DGP has been demoted to “sipahi”.

Sgr-Jmu highway reopens after 2 days

2-way traffic to ply after several months

Srinagar:  Traffic was on Sunday restored on the 270-km-long Srinagar-Jammu highway, the only all-weather road connecting Kashmir valley with the rest of the country, after remaining suspended for two days.

Meanwhile, for the first time after several months, vehicles from both the sides of the highway national were allowed following improvement in the condition of the road.

However, the historic 86-km-long Mughal road, connecting Shopian in south Kashmir with Rajouri and Poonch in Jammu, remained closed since December last year due to the accumulation of snow.

“Traffic was on Sunday allowed to ply on Srinagar-Jammu highway after remaining suspended for two days,” a traffic police official told UNI.

Srinagar-Jammu highway was closed on Friday for weekly maintenance and repair work. Traffic could not be restored on Saturday due to landslides and shooting stones triggered by rain at Penthyal and Margooz on the highway.

But, the National Highway Authority of India (NHAI) pressed into service sophisticated machines and put through the traffic on the highway.

He said two-way traffic, with some time restrictions, have been allowed on the highway on Friday for the first time after several months following improvement in the conditions of the road. “Kashmir-bound Light Motor Vehicles (LMVs) have to cross Nagrota Jammu between 0500 hrs and 1200 hrs and from Jakheni Udhampur between 0600 hrs and 1300 hrs,” he said.

He said Jammu-bound vehicles have to cross Zig in Qazigund between 1000 hrs and 1300, adding no vehicle will be allowed before or after the cutoff timing from either side.
