Sahitya Akademi announces Bal Sahitya Puraskar, Yuva Puraskar 2020

New Delhi:  Sahitya Akademi Friday announced a list of 21 winners of the Bal Sahitya Puraskar and 18 recipients of the Yuva Puraskar for the year 2020.

The names were announced on the opening day of Akademi’s annual ‘Festival of Letters’ event here.

Ganga Sharma (Dogri) and Muzaffar Ahmad Parray (Kashmiri) are among others who will get Yuva Puraskar for their collection of poetry.

The Bal Sahitya Puraskar has been won by Syed Akhtar Hussain Mansoor (Kashmiri) for his poetry.

The other recipients of the Bal Sahitya Puraskar 2020 include Shiv Dev Sushil (Dogri).

 

 

Scrutiny of social media: Many Govt employees deactivate accounts

Srinagar: Many government employees in Jammu and Kashmir have deactivated their social media accounts after authorities decided to scrutinize their accounts.
A recent circular issued by J&K’s General Administration Department has asked all the administrative secretaries, divisional commissioners and heads of departments to get security clearance of government employees from the J&K Police’s criminal investigation department (CID).
The heads of government departments have been asked to provide details of social media accounts (Twitter, Facebook, Instagram, etc) of employees whose verification has not been carried out.
“Many individuals with dubious character antecedents and conduct have been paid salaries and other allowances, without obtaining their mandatory CID verification,” the GAD circular says.
Fearing trouble many employees have deactivated their social media accounts.

“I have posted a number of times against government’s policies like price rise, difficulties people faced when Kashmir received major snowfall and roads were not cleared for weeks. I don’t want to face any trouble so I deactivated my Facebook account,” an employee of Education Department said.

There are around five lakh government employees in Jammu and Kashmir.
Another employee of Srinagar Municipal Corporation expressed similar apprehensions.
“I have deactivated my account as I fear if the government does not like some content I shared on Twitter and Facebook,” the employee said. “I will open new accounts so I could at least post birthday wishes to my friends and my pictures,” he said.
Earlier, in February, 2021, the government issued an order, asking collectors to submit details of all employees who will complete 22 years of service or attain the age of 48 by December 2021. The order also sought details about the involvement of employees in political activity or in cases of law and order.
Earlier in December 2017, Jammu and Kashmir government banned employees from posting anything critical about the administration even on their private social media accounts.
“No government employee shall engage in any criminal, dishonest, immoral or notoriously disgraceful conduct that may be prejudicial to the government on the social media,” an order issued by the commissioner secretary of the general administration department in 2017 reads.
A senior official in the General Administration Department said they have identified some employees who were drawing salaries without obtaining the mandatory police verification certificate.
“Once you are in government you have to follow service rules. Government employees can’t criticize the government’s policies. Government is not against using of social media but employees have to use as per service rules,” the official added. (KINS)

Militant arrested in Doda: Police

Jammu: A militant was arrested during a joint Cordon and Search Operation in Bikheryan area of Doda district of Jammu along with three Chinese pistols and some rounds, police said Friday.

In a statement, a police spokesman said in a joint Cordon and Search operation was launched by Army’s 10RR Doda, Doda Police, 07 Bn. SSB and 33-Bn CRPF, in village Bikheryan Doda.

“During the search operation, three Chinese pistols two magazines, 15 rounds of Chinese pistol and a silencer were recovered from the house of Ghulam Ahmed Natnoo of Bikheryan while as the militant identified as Firdous Ahmed S/O Ghulam Ahmed R/O Bikheryan was apprehended from his house,” the police spokesman said. PDD to issue revised power curtailment schedule

Srinagar: The Power Development Department (PDD) has decided to come out with a new curtailment schedule from March 15 if there is improvement in weather in next few days.
Sources said Advisor to Lieutenant Governor, Baseer Ahmad Khan has directed officers to prepare the new schedule for supplying electricity from March 15.

Chief Engineer PDD Aijaz Ahmad Dar said they were working to frame a new power curtailment schedule from March 15.
“If there is improvement in weather then we can issue new power curtailment schedule from March 15. As there was dry weather last week, the electricity demand had reduced to 1440 MWs. Now there is drop in temperature, the electricity demand has again gone up to 1550 MWs,” Dar said.
Sources said peak unrestricted demand during the winter season was 2150 MW while peak demand met was 1495 MW.
However, peak unrestricted demand during the summer season was 1500 MW while peak demand met was 1435 MW.
Sources said Rs 778.85 cr revenue was realized from various consumers by ending January, 2021. “The revenue collection was increased by 13.04% amounting to Rs. 89.83 cr more from previous year”.
It is to mention here Advisor Baseer Khan recently appreciated officers for taking advance steps to tackle any issue of restoration of power supply during the winter. However, the Advisor had told officers not to lower guard as the duration of winter has not finished yet.
In a meeting the Advisor was also briefed regarding the ongoing projects including the Supervisory Control And Data Acquisition System/Distribution Management System ( SCADA/DMS) in Srinagar city which envisages remote monitoring and operation of all 33kv /11kv receiving stations in Srinagar city, Real time Data Acquisition System (RT-DAS) in rural areas by way of remote monitoring of 348 feeders of 112, 33kv/11kv receiving stations, RAPDRP Part-A, Smart Metering; CCD-MDM integration and upcoming project IPDS IT Part-A.  (KINS)

Sagar slams admin for failure to handle situation post rains

Srinagar:  National Conference General Secretary Ali Muhammad Sagar Friday slammed the administration for its failure to handle the situation following rains that lashed Kashmir.

Sagar said the failure of the government to carry out routine desiltation of drains was one of the reasons why the low lying areas took no time to get inundated.

“As part of new normal which is in vogue at present the government has not taken a comprehensive review on civic conditions across Kashmir including that Srinagar itself, the present situation is an outcome of the continued negligence of administration. Previously also the administration had miserably failed to live up to the expectations of the people during the preceding winter months,” he said.

Sagar said it has become a routine of the bureaucracy which has its hands on the helms of power in Jammu and Kashmir, to respond in a reactionary manner rather than having emergency plans in place to deal with such weather vagaries.

He said the Phased flood management plan on river Jhelum despite huge budgetary allocations and approvals was yet to pick up on ground. “The work was supposed to be done on war-footing seeing the devastation the 2014 deluge wrecked on the entire populace. But the government seems to have  dumped the mega project,” he said.

After Pulwama, a youth starts Milk ATM service in Srinagar

Srinagar, Mar 12 : After the first Milk ATM installed in South Kashmir’s Pulwama district, a young man has opened another outlet in Baghat area of Srinagar.

Danish Rafi Masoodi, a B. Tech Civil Engineer, after completing his studies in 2018, said rather than applying for a job, he decided to start his own business.

“After completing my studies. I explored some options for business besides making some more preparations for further studies. However I had already made my mind that I won’t go for a job and start a business,” Masoodi said.

Masoodi said they have a chilling and collection centre in Newa area of district Pulwama where they have a direct tie-up with dairy farms and producers.

“After the milk is tested, the milk goes to end-user through Milk ATMs which is attached with the milk cooler keeping milk at 4°C,” he said. “We also have consumers registered with us to whom we have home delivery service.”

For home delivery, Masoodi said they are using ‘Milk Delivery Van’ is also installed with an insulated tank and automatic dispenser.

“The purpose of this Initiative is to give quality and tested milk to consumers, after the collections we test the milk and then only we give go-ahead for distribution,” he said.

“I also want to make a chain of Milk ATMs and expand the operations in the valley,” Masoodi said—(KNO)

Roads to dozens of far-flung, remote areas remain closed in north Kashmir

Srinagar: Roads to dozens of far-flung and remote villages, including border towns of Keran, Karnah, Tanghdar and Machil, remained closed for the second successive day on Friday in north Kashmir due slippery road conditions following moderate to heavy snowfall.

Meanwhile, traffic to the border town of Gurez remained suspended since January 1 due to accumulation of about three to four feet of snow at Razdan pass and adjoining areas.

“Traffic continued to remain suspended to dozens of far-flung and remote villages, including those near the Line of Control (LoC), due to slippery road conditions following intermittent moderate to heavy snowfall since Wednesday night,” an official of Police Control Room (PCR), Kupwara, said.

He said Sadhna top and Phirkiyan pass received about 2.6 feet of fresh snowfall each since Wednesday night while Z gali recorded 1.9 feet of snow. “Traffic to these areas will be restored only after clearing snow from the roads and getting a green signal from the officials deployed on the ground,” he said.

An official of Police Control Room (PCR) from Bandipora said Gurez remained closed for traffic since January 1.

“Razdan pass, connecting Gurez, Neeru and dozens of other areas near LoC with district headquarters Bandipora, received fresh snowfall since Wednesday night hampering the snow clearance operation,” he said.

He said Razdan pass received about 1.5 feet of fresh snowfall while other places, including Dawar and Tulail Valley, recorded 9 inches to a foot of fresh snow.

Ladakh to have all weather connectivity: LG Mathur

Leh: Lieutenant Governor RK Mathur Friday said that the Union Territory administration is working tirelessly for all-weather connectivity between Ladakh and the rest of the country.

Addressing the gathering at Polo-Ground Leh, Mathur as per news agency—Kashmir News Observer (KNO), said that to celebrate the 75 years of Aazadi (Freedom) series of programs will be underway for the 75 weeks up to the 15th of August.

Prime Minister of India, Narendra Modi Friday kickstarted the “Azadi ka Amrut Mahotsav” (India @75) virtually across India including J&K and Ladakh.

Mathur informed that the celebrations are underway in offices like BDO, Police, Ladakh Scouts, Indian Army and various other departments besides a cycle run was also organized.

“Till the forthcoming 15th August celebrations, a series of programs will be organized across Ladakh that includes, essay competition, symposium, and other activities,” he said.

Mathur said Ladakh is the largest region in India with less population but even after many years of independence the development of this region has been very slow given the weather and other hindrances.

He said that Prime Minister Narendra Modi fulfilled an old desire of people by making it a Union Territory (UT) and this administration has taken several progressive steps while and is committed to connecting the region with the rest of the country.

“The decision on other measure passes in Ladakh which connects it with the rest of India are in consideration and steps are underway,” he informed.

He said that the five main segments of this occasion set by the Prime Minister, Narendra Modi are freedom struggle (The fight for the freedom of India), ideas at 75 (new developmental ideas), achievements at 75, action at 75 (what actions are being taken for economic development) and resolve at 75 (targets to achieve).

The LG said that the UT administration is committed in making the dream of carbon-neutral Ladakh of PM Modi come true and is working to take Ladakh forward on the path of development.

“We are going through the phase of the Coronavirus pandemic. The threat is still as there are still talks about the new strains, so we need to take all preventive measures,” he said—(KNO)

Man found dead in Pulwama

Srinagar: Body of a 30-year-old man was found under mysterious circumstances in south Kashmir district of Pulwama on Friday.

Official sources said panic gripped the village Bellow in Pulwama when the body of a man was found under mysterious circumstances in an orchard on Friday evening. “The locals immediately informed the police,” they said, adding a team was rushed to the spot and the body was taken away.

They said the deceased was later identified as Sameer Ahmad Rather, a resident of village Arigam. “Rather had left home early in the morning,” they said.

They said after completing all the legal and medical formalities, the body of the deceased was handed over to his relatives for last rites. “Police has registered a case and initiated investigation into the incident,” they added.  (UNI)

SC rules Govt employee can’t be appointed as Election Commissioner

New Delhi: The Supreme Court on Friday said that a person serving state or central government cannot be appointed as Election Commissioner (EC) as it sacrifices independence of the election and makes a mockery of law.

A bench of Justices Rohinton F Nariman and BR Gavai gave the verdict in a case related to Goa where law secretary was given the charge as State Election Commissioner for conducting municipal elections.

The bench observed that independent persons, who does not hold an office of profit under the central or any state government, could be appointed as ECs.

‘The independence of the election commission cannot be compromised in a democracy. Entrusting additional charge of state election commissioner to a government official is a mockery of the Constitution,’ the Top Court said.

The Goa government had moved the Supreme Court to challenge High Court order cancelling elections to five municipalities in the state for not reserving the wards for women as per the law.

However, the Apex Court upheld the High Court order.
