India, EU agree to boost cooperation on human rights

Moscow: India and the European Union solidified their partnership on human rights issues during a series of talks on Monday.
Representatives of the two sides met at the 9th EU-India Human Rights Dialogue in New Delhi to talk about freedom of religion, female empowerment and children’s rights, among other issues.
“Both the EU and India expressed the need to foster greater engagement on human rights issues, based on internationally recognised human rights laws and standards. The two sides recognized the importance of strengthening the Human Rights mechanisms for the promotion of human rights and the role of national human rights institutions, civil society actors and journalists in this regard,” the joint press release read.
The dialogue was chaired by Sandeep Chakravorty, the joint secretary for Europe West in the Ministry of External Affairs of India, and Ugo Astuto, the ambassador of the European Union to India.
While India and the EU saw eye to eye on almost every issue, the EU stood firm on its opposition to capital punishment “in all cases and without exception.” This is in contrast to the current laws in India, which allow the death penalty for some crimes.
Another EU-India Human Rights Dialogue is expected to be held again next year. In the meanwhile, the sides agreed to continue their cooperation on human rights issues at the United Nations and other international platforms. (Sputnik)

IPL 2021: Samson’s ton goes in vain, PBKS beat RR by 4 runs in high-scoring thriller

Mumbai: Captain Sanju Samson’s fantastic century (119 off 63) went in vain as Punjab Kings beat Rajasthan Royals by 4 runs in the thrilling fourth match of the IPL 2021, here on Monday.
Put into bat, fantastic fifties by from KL Rahul (91), Deepak Hooda (64) and Chris Gayle’s knock of 40 powered Punjab Kings to 221 for 6 in 20 overs.
Chasing a mammoth target for victory, Rajasthan got off to the worst start when Ben Stokes was dismissed off the third ball in the first over by Mohammed Shami.
Second opener Manan Vohra, playing his first match for RR, also got out cheaply for 12, leaving Royals in trouble at 25 for two.
From there on, Samson and Jos Buttler (25) tried to revive the innings with a 45-run stand but pacer Jhye Richardson pegged Rajasthan by dismissing Buttler.
Dube got out after playing a cameo of 23. However, Samson kept playing his shots to keep his team in the game despite losing partners at the other end.
The equation got really close as Rajasthan needed 48 from the final 4 overs, a period of play where PBKS were worst in IPL 2020.
Samson hammered Richardson for two boundaries and a six in the 18th over, in which Royals got 19 runs and took his team on the cusp of a fine win. With 13 needed from the final over, Rahul handed the ball over to Arshdeep, who managed 0, 1, 1, 6, 0 and Samson’s wicket off the final ball to win the match for Punjab.
Arshdeep Singh (3/35) was the star performer with the ball for Punjab.
Earlier, Punjab were off to a bad start as they lost opener Mayank Agarwal (14) early in IPL debutant Chetan Sakariya’s over.
However, Rahul and Chris Gayle had 67-run stand for the second wicket and revived Punjab’s innings. Gayle scored 40 off 28 before getting out to Riyan Parag (1/7) in the 10th over.
Rahul then changed gears and got to his fifty with a six over Shivam Dube’s (0/20) head in the 13th over.
On the other hand, Deepak Hooda who was promoted up the order ahead of Nicholas Pooran, went on a six-hitting spree in the middle overs as hit six sixes in his innings. He got to his half-century in just 20 balls and registered his highest IPL score.
Both, Rahul and Hooda hammered the opposition bowlers on way to to their 105-run stand. Thanks to their monstrous hitting, Punjab added 111 runs in the final eight overs and posted 221/6 in 20 overs.
For RR, Sakariya was the pick of the bowlers taking three wickets for 31 runs in four overs.

Domestic Violence Remains Appalling

A number of cases surfaced in Kashmir valley very recently which point to the appalling prevalence of domestic violence in the society.

Last week, a young woman, mother of two children, lost her battle for life in a hospital, days after she was allegedly burnt by her in-laws. Only on 10 April 2021, a woman was found hanging from a ceiling and according to her family, she was harassed by husband and in-laws, forcing her to take the extreme step. The family also reportedly torched her in-laws house and reduced it to ashes. Such incidents should be unacceptable to the society.

The woman ending life as a consequence of harassment or killed either through different means such as fire, poison, hanging, strangulation, drowning or sometimes mysterious ways continues and these incidents, unfortunately galore.

According to the latest National Crime Records Bureau (NCRB) data for IPC cases, a woman becomes a victim of dowry death roughly every one hour. Additionally, she becomes a victim of cruelty by her husband or in-laws every four minutes.

The supreme court of India recently observed that domestic violence in India is rampant and several women encounter violence in some form or the other or almost every day. However, the top court underlined that it is the least reported form of cruel behavior. A woman resigns her fate to the never ending cycle of enduring violence and discrimination as a daughter, a sister, a wife, a mother, a partner or a single woman in her lifetime, the top court noted.

This is happening despite the fact the progress of any society depends on its ability to protect and promote the rights of its women.

As per the top court, the “non-retaliation” by women coupled with the absence of laws addressing women’s issues, ignorance of the existing laws enacted for women and societal attitude makes the women vulnerable.

The reason why most cases of domestic violence are never reported, the court observed, is due to the social stigma of the society and the attitude of the women themselves, where women are expected to be subservient, not just to their male counterparts but also to the male’s relatives.

The women still being forced to take extreme steps for dowry or harassed in contemporary times should enrage one and all. Above all, the entire society should rise above the occasion and let the home be a place that does not imperil lives and breeds the most drastic forms of violence perpetrated against her.

Centre sets ball rolling to appoint first director of  AIIMS Kashmir

By: Ibni Maqbool

Srinagar: In a significant development, the Government of India has set the ball rolling to appoint the first director of All India Institute of Medical Sciences (AIIMS) in Kashmir.

The Union Ministry of Health & Family Welfare has initiated the process for appointment of first executive director of AIIMS, Awantipora.

To begin with, the Ministry has invited applications from the citizens of India including non-resident Indians and persons of Indian origin for filling up the post of executive director on deputation/short-term contract/ contract basis. “The appointment on deputation/short term contract/contract basis will be for three years which can be extended up to five years or up to attaining the age of 70 years or until further orders, whichever is the earliest,” reads the notice issued by the ministry, a copy of which is in possession of Precious Kashmir.
The executive director will act as chief executive officer (CEO) of the AIIMS.
As per conditions governing the appointment of ED, the screening of applications will be carried out on the basis of information provided by candidates. Only short- listed candidates will be called for interview, which will be conducted by the search cum selection committee (SCSC), the notice states.
As per rules, the search-cum-selection committee selects a name from the list of candidates which is then sent to the Appointments Committee of the Cabinet (ACC) for final approval.
The process for appointment of AIIMS Director has begun nearly one-and-a-half month after AIIMS, Samba got its first director.
On February 23 this year, Dr Shakti Gupta, former Medical Superintendent, Dr.R.P.Centre for Ophthalmic Sciences, All India Institute of Medical Sciences (AIIMS), New Delhi, was appointed as first Director of AIIMS, Samba.
In 2015, the Centre had announced setting up of AIIMS-like institutions in Kashmir and Jammu. Both these projects are part of Rs 80068 crore financial package announced by the Prime Minister Narendra Modi on November 7, 2015 for infrastructure building in J&K.

In 2019, the Union Cabinet approved AIIMS Kashmir with an estimated cost of Rs 1828 crore.

Can’t play hide and seek with Covid forever, say experts

Srinagar: Resurgence of COVID-19 has once again led to the closure of schools and has brought the night curfew back.
Experts have predicted that the ongoing second wave of Covid would peak by the end of this month and next two weeks are very crucial. The government had to close down the schools after these institutions turned into COVID-19 hotspots. Many students and teachers tested positive in the schools following which these institutions were shut.
An observer said, “The imposition of night curfew in eight districts of Jammu and Kashmir is a step towards confining the movement of people 24×7. The COVID virus moves along with people. Restricting the movement for a few hours can help. Many countries that witnessed the second Covid wave did the same what the J&K Government has done. So there is nothing unusual about it.”
President of Doctors Association of Kashmir (DAK) and flu expert, Dr Nisar-ul-Hassan, said, “Given the pace of spread, it seems there is a mutant in circulation which is more infectious than the previous one. Opening up vaccination to young people quickly and thoroughly can prevent the mutant from gaining foothold.”
Another medico said, “The increase Covid cases signifies that the new variant has already infiltrated into Kashmir. We can’t remain in denial. Besides following the COVID sops, the vaccines can go a long way in fighting the virus.”
An official said, “At present people above 45-years of age are eligible for the COVID-19 jab. In coming days the inoculation process will be intensified. People are being made aware through different means about the importance of getting vaccinated. We are conducting surveys to ascertain how many people above 45 years have not taken the COVID-19 jabs. If the need arises getting vaccinated will be made mandatory.”
An expert said, “History stands testimony to the fact that the pandemics that broke out in the past were fought with vaccines which helped in developing herd immunity. Closing down schools, imposing night curfew are short term solutions. We cannot fight Covid by just remaining confined within four walls of our houses. For the past one year we have been playing hide and seek with the COVID-19. This game has to end. Life has to return to normal and for that masses have to get ready to fight the pestilence.”
He said, “We cannot hold the government responsible for resurgence of COVID-19. It’s a pandemic and it can be defeated through collective efforts. Blaming each other won’t help anyone’s cause.”
