New Excise policy ensures transparency: Govt

Jammu: The Jammu and Kashmir Department of Excise today said that the New Excise Policy is an attempt to implement law of the land and Judgments of the High Court and it will ensure Transparency, Equity Inclusiveness in allotment of Retail Liquor vends (JKEL – 2).

Giving details about the New Policy, the Excise Commissioner said that it is completely transparent and no functionary in UT can favour or disfavor any prospective bidder.

“The Policy will end favouritism. The e-bidding for liquor licenses has been confined to domiciles of J&K only and it will therefore, provide employment to locals only. It ends monopoly,” he added.

Explaining the auction, he said equal opportunity to all has been provided to participate in e-auction process for allotment of liquor licenses and to stop perpetual transfers within family. One individual-one vend will restrict practice of monopoly.   Policy does not allow participation of persons with criminal antecedents. Discovery of fair price of each location/vend will be possible through e-auction.

Constraints of Force-Majeure are also being addressed.

Solvency certificate of immovable property equivalent to bid amount provides due safeguard that only residents of J&K can participate, the Commissioner informed adding , it will also check proxy and speculative bidding.

“Online e-auction shall ensure anonymous participation without any fear from any pressure group.

Digitization of inventory will lead to minimum human interface and cleaner system of administration” the commissioner said.

The Commissioner said that the auction of liquor vends only on existing locations which have been functioning for past many years ensures that public sentiments are fully taken into account.

He said ‘Minimum Guarantee Revenue (MGR)’ has been fixed to check sale of spurious liquor.

“The Minimum Guarantee Revenue is with reference to the sale of 2019-20, even though revenue during the year 2020-21 was higher than that in 2019-20. It is an attempt to ensure reasonability” he added and said “For first time MRP formulae and profit margins have been declared.

For the first time draft policy was put in public domain for seeking suggestions from the common people. This has enabled selection of licensees on fair and transparent competition without any interference / influence.

Meanwhile, in view of huge participation in the pre bid meetings and number of queries being received by the help desk of the Excise Department a vibrant participation is expected in the e auction process.

In view of this, the Excise Department has cancelled all kinds of leaves and all offices of the Department shall work on Sundays and Holidays as well.

Besides, the helpdesk of the department shall also function for the guidance of bidders. The Department has advised the general Public to beware of fraudsters and rely on Official website of the department i.e www.jkexcise.nic.in and the helpline numbers.

Babasaheb laid strong foundation to strengthen democratic heritage: PM Modi

New Delhi: Prime Minister Narendra Modi on Wednesday said that Babasaheb Dr BR Ambedkar had laid a strong foundation to move forward and strengthening India’s democratic heritage.

Addressing the Association of Indian Universities’ 95th Annual Meet and National Seminar of Vice-Chancellors today via video-conferencing, he stressed that India has been the mother of democracy in the world and democracy has been an integral part of our civilization and our way of life.

Talking about the philosophy of Babasaheb, the Prime Minister said that Dr Ambedkar considered knowledge, self-respect and politeness as his three revered deities. “Self-respect comes with knowledge and makes a person aware of his or her rights and our education system and universities have this responsibility to carry the country forward on the path shown by Babasaheb’, he added.

PM Modi also said that the National Education Policy has been aimed at fulfilling Dr Radhakrishnan’s vision of education that frees and empowers the student to participate in national development. Education management should be undertaken keeping whole world as a unit but also, focussing on Indian character of education, he added.

Talking about the growing demand for skills in the emerging Aatmnirbhar Bharat, he said that India is being looked upon as future centre of Artificial Intelligence, Internet of Things, Big data, 3D printing, Virtual Reality and robotics, mobile technology, geo-informatics, smart healthcare and defence sector. To meet the requirement of skills, Indian Institutes of skills are being set up in three big metropolitans of the country, he informed.

The Prime Minister also informed that the first batch of Indian Institute of Skills has already started in Mumbai. “In 2018, Future Skills Initiative was launched with NASSCOM and we want that all universities should be multi-disciplinary as we want to give students flexibility. He called upon the Vice Chancellors to work for this goal.

Elaborating the Babasaheb Ambedkar’s conviction of equal rights and equal opportunity for all, Mr Modi reiterated country’s vow to take the message of Babasaheb to each and every person and measures like Jal Jeevan Mission, free housing, free electricity, support during pandemic and initiatives for women empowerment are taking forward the dreams of Babasaheb.

 

CBSE exams for grade 10th cancelled, XII deferred

New Delhi: The Central Board of Secondary Education (CBSE) on Wednesday cancelled grade X exams and postponed grade XII exams amid alarming rise in Corona cases.

A decision to this effect was taken at a high-level meeting chaired by Prime Minister Narendra Modi to review the examinations to be held at various levels in view of the developing Corona situation.

Earlier, the CBSE Classes 10 and 12 board exams were scheduled to commence from May 4.

Union Education Minister Ramesh Pokhriyal ‘Nishank’, Principal Secretary to the Prime Minister,

Cabinet Secretary, School and Higher Education Secretaries and other top officials attended the meeting.

The Prime Minister reiterated that the well being of the students has to be the government’s topmost priority.

He also stated that the Centre would keep in mind the best interests of the students and ensure that

their health is taken care of without harming their academic interests.

The pandemic situation in the country is seeing a resurgence of COVID-19 positive cases in many states, with a few states having been affected more than others. In this situation, schools have been shut down in 11 states, the Education Ministry said in a statement.

Unlike State Boards, CBSE has an all-India character, and therefore, it is essential to hold exams simultaneously throughout the country.

Looking to the present situation of the pandemic and school closures, and also taking in account the safety and well-being of the students, it is decided that the Board Exams for Class XIIth to be held from May 4 to June 14 are hereby postponed, the statement read.

The situation will be reviewed on June 1 by the Board, and details will be shared subsequently.

A notice of at least 15 days will be given before the start of the examinations, the Ministry said.

Results of Class Xth Board will be prepared on the basis of an objective criterion to be developed by the Board. Any candidate who is not satisfied with the marks allocated to him/her on this basis will be given an opportunity to sit in an exam as and when the conditions are conducive to hold the exams, it added.

Delhi Chief Minister Arvind Kejriwal welcomed the Union government’s decision to cancel CBSE class 10 board exams and postpone class 12 exams amid Covid-19 surge, saying it will provide a great relief to lakhs of students and their parents.

In a tweet, Kejriwal said, “I am glad that the exams have been cancelled/postponed. This is a great relief for lakhs of students & their parents.”

The Delhi Chief Minister on Tuesday had appealed to the Central government to cancel CBSE board

exams and introduce alternatives, to ensure the safety of the children in the country, since these examination centres can become COVID-19 hotspots.

 

US intel sceptical of peace in Afghanistan

New Delhi/Washington: Even as US President Joe Biden has announced that the US will completely withdraw all its forces from Afghanistan by September this year, American intelligence agencies are sceptical of the future of peace in the war-torn country.

In its annual report, Office of the Director of National Intelligence of the US said that it assesses that prospects for a peace deal will remain low during the next year. “The Taliban is likely to make gains on the battlefield, and the Afghan Government will struggle to hold the Taliban at bay if the coalition withdraws support.”

Kabul, the report said, continues to face setbacks on the battlefield, and the Taliban is confident it can achieve military victory. Afghan forces continue to secure major cities and other government strongholds, but they remain tied down in defensive missions and have struggled to hold recaptured territory or re-establish a presence in areas abandoned in 2020, the intelligence analysis said.

Interestingly, the US intelligence report said that although, in the Afghanistan neighbourhood, a general war between India and Pakistan is unlikely, crises between the two are likely to become more intense, risking an escalatory cycle.

“Under the leadership of Prime Minister Narendra Modi, India is more likely than in the past to respond with military force to perceived or real Pakistani provocations, and heightened tensions raise the risk of conflict between the two nuclear-armed neighbours, with violent unrest in Kashmir or a militant attack in India being potential flashpoints,” the report predicted.

The US intelligence said that internal and interstate conflict and instability will continue to pose direct and indirect threats to US persons and interests during the next year. Competition for power and resources, ethnic strife, and ideology will drive insurgency and civil war in many countries. For example, the fighting in Afghanistan, Iraq, and Syria has direct bearing on US forces, while tensions between nuclear-armed India and Pakistan remain a concern for the world.

Interstate conflicts will also flare, ranging from border sparring, such as that between China and India, to potentially more sustained violent confrontations, the US intelligence assessed. As per the report, China-India border tensions remain high, despite some force pullbacks this year.

“China’s occupation since May 2020 of contested border areas is the most serious escalation in decades and led to the first lethal border clash between the two countries since 1975. As of mid-February, after multiple rounds of talks, both sides were pulling back forces and equipment from some sites along the disputed border.”

Govt may propose enhancement of wages for vocational trainers

Jammu: Jammu and Kashmir Government may propose enhancement of wages for vocational trainers to address their long pending demand they have been raising from time to time at various platforms.

Official sources here said that the proposal is ready and will be sent to the Ministry of Human Resources and Development (MHRD) for approval.

“It is the MHRD that engages the vocational trainers through National Skill Development Corporation, the nodal agency,” they said.

“The Ministry advertises various posts for skill development following which the nodal agency selects the candidates and is also the paymaster,” said an official.

He said that it is the nodal agency, that pays monthly wages but not the department, that has absorbed these trainers, adding, “hiking monthly wages is a prerogative of the MHRD.”

“We have to depend upon MHRD that takes such decisions at national level,” Dr Arun Manhas, Director, Samagra Shiksha, Jammu and Kashmir told UNI.

He said that the policy has to be made by the government, adding, “the Government may propose enhancement of vocational trainers and we will act as per the directions from the MHRD and the remuneration is to be paid on monthly basis only against the funds sanctioned.”

“The nodal agency makes the payment and we reimburse them against the bills generated,” said the Director.

However, one of the vocational trainers expressed that they were engaged in 2016 but till date, not only once, the salary has been enhanced.

They said that the Haryana Government in February 2021 hiked the monthly remuneration of vocational trainers.

Finance Deptt seeks details of completed projects

Deptts also asked to furnish list of works completed in ongoing financial year

Srinagar: The administration has sought details of all the works / projects completed by the different departments in the last financial year.

The Finance department has written to all the administrative secretaries to submit the details of all works completed during the last fiscal under the capital expenditure budget along with the list of projects expected to be completed during the ongoing financial year.

In a letter dated April 8, 2021, Director General, Development Expenditure Division-11, Finance department has requested the departments to submit the requisite information by or before April 20.

The departments have been directed to submit details like name of the work with location, department/organization, executing agency, block/ district, total expenditure incurred, project initiation year, date of completion and number of beneficiaries.

The exercise is aimed to compile and consolidate the list/details of all works/projects completed during the financial year 2020-21 under capex budget together with list of works/projects which are expected to be completed during 2021-22.

In the past two years, the Finance department headed by senior bureaucrat Arun Kumar Mehta has initiated a number of reforms for fast-tracking development process and ensuring transparency and accountability in spending of public funds.

It has also put details of projects completed during 2019 under different sectors in public domain for ensuring transparency—(KNO)

Khan reviews arrangements for Ramadan

Instructs all DCs to ensure availability of essential items in markets, conduct frequent market checks

Srinagar:  Advisor to Lieutenant Governor, Farooq Khan Wednesday visited the Dargah Hazratbal Shrine to pay obeisance and prayed for the peace  and prosperity of Jammu and Kashmir in particular and well being of  human kind around the  world. He also prayed for the end of Covid Pandemic and good health of the people and invoked the blessings of Holy month.

He reviewed the arrangements for providing necessary facilities  for the Holy month of Ramadan.

He reviewed   availability of electricity, water supply, status of  roads leading to religious places and  sanitation  at the mosques and shrines.

While taking the review, Advisor issued  directions for strict observance of Covid-19 SOPs including use of face masks, sanitizers,  maintenance of physical distance and discouraging large gatherings. He said the government has given relaxation during the prayer times but obeying of Covid-19 SOPs are imperative  to fight  second wave of the Pandemic.

He impressed on Wakaf authorities, shrine management, Imams of J&K to arrange volunteers to facilitate people so that social distancing would be maintained.

He instructed for  provision of standby transformers and generators and mobile water tankers as a backup at important religious centers.

Moreover, he directed SMC authorities to ensure thorough maintenance of cleanliness besides lighting arrangements at all the Shrines  in Srinagar. Similar instructions were given to Municipal Committees in other districts for conducting sanitation drives for containment of Covid-19 and other diseases.

Advisor on the occasion was apprised by the Hazratbal Committee members that the increased number of stray dogs in the vicinity is threatening the safety of devotees and locals besides creating issue of cleanliness in the premises of Shrine.

Advisor directed SMC, Commissioner to take serious  measures to curb the  stray dog menace with immediate effect besides asked him to  conduct cleanliness drive there.

Meanwhile, Advisor impressed on Director Food Civil Supplies and Consumer Affairs to mobilize the Enforcement Wing of the department for frequent market checking and quality control of essential food items besides ensuring availablity of food items in the markets across the Kashmir Division.

He issued strict directions for booking the erring traders and imposition of fine for overcharging and profiteering. Advisor also set a three days deadline for distribution of hundred percent ration available with FCS&CA department among the people so they don’t suffer due non availability of ration.

Sahar Khan: The Ramadan drummers of Kashmir back in action

Srinagar: Despite unabated rise in the number of CVOID-19, the century-old tradition of waking people up for pre-dawn meals by beating drums during Ramadan remained unaffected with ‘Sahar Khans’ hitting the streets in Kashmir valley as the holy month of fasting began on Wednesday.

Meanwhile, with the commencement of Ramadan after sighting of moon, lakhs of people joined the special ‘Taraweeh’ prayers on Tuesday night in mosques, Khankhas and Jamia Masjids and other religious places in the valley, keeping in view COVID-19 guidelines, including wearing masks and maintaining social distancing.

Officials said that there was no restriction on the movement of ‘Sahar Khans’ in city, where night curfew was imposed earlier this month in view of rise in the number of COVID-19 cases.

Every night, during the month of Ramadan, when most of the people remain in deep slumber, drummers, known as ‘Sahar Khans’, walk the empty streets of Kashmir, particularly Srinagar city, to wake up Muslims for pre-dawn meals – ‘Sahar-Khwani’. This age-old tradition has remained relevant in the valley despite availability of modern gadgets, including alarms, clocks and mobile phones.

Last year, majority of the ‘Sahar Khans’ were confined to their homes as inter-district transportation was suspended and strict restriction was imposed on movement and assembly of people in the valley to curtail the spread of COVID-19 that left hundreds of people dead.

However, hundreds of men, ‘Sahar Khans’, belonging mostly to rural areas have migrated to Srinagar and other districts during Ramadan to earn their livelihood this year. These people wake up people by beating drums, reciting the verses of holy Quran and ‘Naat Khawani’ to praise Prophet Muhammad (SAW).

“We were really happy to wake up to the sound of drums of Sahar Khan. It is a part of our culture and despite modern gadgets this century-old tradition has stayed alive. Last year, when most of the ‘Sahar Khans’ were confined to their homes due to restrictions, they were missed,” Shabir Ahmad, a resident of Budshah Nagar Srinagar told UNI.

He said the century-old tradition was not affected even when militancy was at its peak in 90’s.

Mohammad Shakoor, a 22-year-old ‘Sahar Khan’ left his rented room in downtown Srinagar at around 0200 hrs on Wednesday with his drum to wake people up. Like Shakoor, hundreds of ‘Sahar Khans’ hit the streets on the first night of Ramadan to keep the century old tradition alive. ‘Sahar Khans’ were seen playing drums and shouting Wakhte Sahar (it is time to fast) in their respective ‘Mohallas’ in the city and other parts of the valley to wake the people up. Besides this, repeated announcements are made from mosques through loud speakers, asking people to eat Sahari.

“I have been doing this job from last five to six years. I initially started it for fun, but then I realized the importance of this job. I am really glad that I’m helping in keeping this tradition alive,” Shakoor, a resident of Kalaroos in the border district of Kupwara, told UNI.

Shakoor said that he was really sad last year because he could not come to the city due to COVID-19 restrictions. “We don’t face any objection from security forces and police personnel deployed at different areas in the city,” he said.

“People pay us money and other gifts at the end of the month,” he added.

However, another Sahar Khan said that they are facing problems because of stray dogs. “Stray dogs are created problems as they are threat to our lives. On many occasions, stray dogs have attacked people in broad day light. So waking alone on such roads is a bit scary. But, we keep a stick handy so that we can protect ourselves,” he added.

Until 80s, ‘Sahar Khans’ were in demand as very less number of people had watches to know when the time of Sahari will start and end as not many mosques had loud speakers.

With Covid surging, Cong may postpone polls for party prez’s post

New Delhi: Owing to the surge in Covid cases, Congress is likely to postpone elections for the post of party president, scheduled to be held after the results of elections in five states.

The party leaders privately admitted that the time is not good for any congregation since the party has been critical of the BJP on the issue.

Sources say the final decision may be taken during the CWC meet on Saturday which has been called for a discussion on the Covid situation in the country.

The Congress Working Committee in January had decided that the party will go for organisational polls after elections in five states are over.

It is not yet clear how the group of dissenters that pressed for elections in the party will react to the issue, but sources say that the infection rate is soaring and this cannot be ignored. The country witnessed more than 1,84000 new cases on Wednesday.

General Secretary (Organisations) K.C. Venugopal had said on January 22 after a crucial Congress Working Committee (CWC) meeting that the Congress will have an ‘elected’ party President by June. Venugopal had said then: “The CWC discussed the organisational elections slated to be held in May. But CWC members unanimously requested interim chief Sonia Gandhi that the party elections should not interfere with Assembly polls in several states in the coming months.”

The decision to hold the elections for the party presidentship was taken after group of leaders wrote to Sonia Gandhi and demanded for a more visible and permanent president for the party after Rahul Gandhi stepped down as president following the party’s defeat in the 2019 general elections.

The rift in the Congress between the dissenting leaders (G-23) and Team Rahul Gandhi was out in the open since the leaders met in solidarity with Ghulam Nabi Azad in February and the exclusion of these leaders from the Congress campaigners list in the five state elections. Though Manish Tewari was accommodated in the campaigning list, Azad, Anand Sharma, Kapil Sibal and Bhupinder Singh Hooda were left out.

Admin notifies 9 more localities as micro containment zones in Sgr

Srinagar:  With 49 active positive cases, the district administration Srinagar on Wednesday notified nine more localities as micro containment zones.

The nine micro containment zones fall under the jurisdiction of twin medical zones including Zadibal and Batamaloo.

Five localities fall under Zadibal medical zone while four others fall under Batamaloo medical zone.

The fresh micro containment zones include Nawab Bagh near Bahrar hospital Lal Bazar (7 active cases), Umer Colony-A Lal Bazar Lane No 01 near Rah Masjid (7 active cases), Umer Colony-A Lal Bazar Lane No 03 near Goenka School (5 active cases), Kathi Darwaza near Zainshah Masjid (5 active cases), Sangeen Darwaza Hakka Bazar Gulshan Mohalla Usman Colony (5 active cases), Wazabagh Hyderpora, Sutrashahi near Civil Secretariat (5 active cases), S. D Colony Batamaloo near Talent School (5 active cases) and Qamarabad Bemina near Siddique lane Abubakr Masjid (5 active cases).
