Dr Abid Rashid gets Add’l Charge of Mission Dir JJM

Srinagar: Dr Syed Abid Rashid Shah has been assigned additional charges as Mission Director Jal Jeevan Mission Jammu and Kashmir.

The government today issued an order  in this regard of which reads ,“In the interest of In the interest of administration, Dr Syed Abid Rasheed Shah, Special Secretary to the Government, Finance Department, holding additional charge of Chief Executive Officer, J&K Economic Reconstruction Agency, shall also hold the charge of Mission Director, Jal Jeevan Mission, J&K, in addition to his own duties, till further orders”.

30 KAS officers promoted to special scale

Jammu: The Jammu & Kashmir Government on Monday ordered the promotion of 30 KAS officers from selection grade to special scale with the direction that those working as additional secretaries in the different department shall be now designated as special secretaries.

An order issued from the General Administration Department reads “sanction is hereby accorded to the promotion of the following Selection Grade officers of the Jammu and Kashmir Administrative Service to the Special Scale of KAS in pay level 13 (123100-215900), with immediate effect:

Puneet Sharma, Shabir Hussain Bhat, Altaf Ahmad Khan, Haris Ahmad Handoo, Ashwani Khaiuria,  Kapil Sharma,Syed Qamar Sajad, Abid Hussain, Pankaj Kumar Sharma, Suraj Parkash Rukwal, Pawan Kumar, Mohammad Farooq Dar, Akramulla Tak, Bharat Singh, Abdul Star, Jvoti Rani Slathia, Sham Lal, Krishan Lal.

The above-referred order also said that the officers figuring at S.Nos 2, 9, 10, 12 and 18 above, presently functioning as Additional Secretaries in different departments, are hereby designated as Special Secretaries in their respective departments.

In yet another order the Government ordered the promotion of 12 more selection grade KAS officers to special scale KAS as another order issued from the General Administration Department said “sanction is hereby accorded to the promotion of the following Selection Grade officers of the Jammu and Kashmir Administrative Service to the Special Scale of KAS in pay level 13 (123100-215900), with immediate effect:

Bashir Ahmad Lone, Rishpal Singh, Vikas Gupta, Pankaj Raj Katoch, Tassaduq Hussain Mir, Narinder Khajuria, Ashok Kumar Sharma, Khalid Majeed, Charandeep Singh, Kanta Devi, Vishesh Paul Mahajan, Rajinder Kumar Sharma.

Consequent upon the above, the officers figuring at S.Nos 6, 8 and 9 above, presently functioning as Additional Secretaries in different departments of the Civil Secretariat, are hereby designated as Special Secretaries to Govemment in their respective departments. (KNS)

 

Pak ready for talks if India revisits its decisions: Qureshi

‘Can’t afford a war, it will be mutually suicidal’
Islamabad: Pakistan Foreign Minister Shah Mahmood Qureshi has said that the country would be happy to hold talks on all the differences with India and seek their resolution through dialogue if the latter shows its willingness to revisit its decisions taken on August 5, 2019, which resulted in the abrogation of Articles 370 and 35-A of the Indian Constitution that granted special status to the erstwhile state of J&K.

Qureshi said this during an interview with the Turkish news agency Andolu during his two-day visit to the country. “If India is willing to revisit some of the decisions that it took on August 5, 2019, Pakistan will be more than happy to engage, sit and talk and resolve all the outstanding issues,” the Pakistan Foreign Minister said.

Qureshi went on to say that there are many pending issues between India and Pakistan, including Kashmir, Siachen, Sir Creek, water and other matters, adding that the only workable and sensible way forward is through dialogue.

Qureshi also said the option of war would not be beneficial for either side and would be suicidal for both the neighbours.

“We cannot afford to go to war, you know, it will be mutually suicidal. And no sensible person will advocate a policy of that nature. So we need to sit and we need to talk,” he said.

 

Referring to the recent developments that have led to the ceasefire along the Line of Control (LoC) through engagements between the Director General of Military Operations from both sides, Qureshi said that it was a positive development.

Qureshi revealed that it was the Indian leadership that showed interest in engaging through backdoor channels to de-escalate tensions along the borders.

“So, when the Indian leaders expressed an interest in recommitment, we welcomed it. Kashmiris welcomed it. And that has, in my view, lowered tensions and has gone well on both sides. Sensible elements on this side and on that side have welcomed this new development,” he said.
However, Qureshi also said that it is too early to make a value judgment on the positive developments, including the gesture of Indian Prime Minister Narendra Modi of writing to Pakistan premier Imran Khan. “There is some thought, but it is too early to make a value judgment on that,” he said.

 

IPL 2021: KKR beat PBKS by 5 wickets

Ahmedabad: Kolkata Knight Riders produced a clinical performance with both bat and ball to beat Punjab Kings by 5 wickets in match No 21 of the IPL 2021, here on Monday.

Kolkata Knight Riders restricted Punjab Kings to 123/9 in 20 overs after winning the toss and opting to bowl first.

For Punjab, opener Mayank Agarwal top-scored with 31 off 34 balls and Chris Jordan contributed with an 18-ball 30.

Prasidh Krishna picked three wickets while Pat Cummins and Sunil Narine scalped two wickets apiece for KKR.

In reply, captain Eoin Morgan (47 not out off 40 balls) and Rahul Tripathi (41 off 32 balls) played valuable knocks as KKR gunned down the target in just 16.4 overs.

With this win, Eoin Morgan’s men also ended their 4-match losing streak in IPL 2021 and are placed fifth with four points from six games.

On the other hand, Punjab Kings are now at sixth place in the points table.

Darbar Move 2021: JK Govt finalizes arrangements

Jammu: The Jammu and Kashmir Government today finalized arrangements regarding offices moving In full and In Camp for the duration of deferment of annual Darbar Move for the summer session 2021.

The government has issued an order in this regard here today which is in continuation to its earlier order number 354-JK(GAD) of  2021 dated 20.04.2021, and keeping in view the decision taken to defer  the annual darbar move for the summer session 2021 because of recent COVID-19 situation in the Union Territory of Jammu and Kashmir along with the decision for stationing secretariat departments/staff vide government order number 365-JK(GAD) of 2021 dated 25.04.2021.

The order said that the move offices of Heads of the Departments which move in full shall also continue to remain functional both at Jammu as well as Srinagar. Besides, the offices of Heads of the Departments which move in Camp shall also continue to remain functional both at Jammu as well as Srinagar.

The Administrative Secretaries shall ensure arrangements for smooth functioning of offices of these Heads of the Departments at both the locations. The employees shall work at the location of the Heads of the Department allotted to them as per the orders to be issued by their Administrative Departments.

The primary location of the In full/In Camp move HoDs shall be as indicated at the Annexure given in the order and shall be for the duration of deferment of annual darbar move. The Administrative Secretaries shall ensure that for an HoD stationed at one location, the next ranked officer is available at the other location.

The order further added that the Heads of the Departments shall ensure that they are accessible to the general public at both locations, either physically or virtually. The Administrative Secretaries shall issue consequential orders by 28.04.2021 to ensure that this order takes effect fully.

The Heads of the Departments indicated in Annexure C, in the Order, shall have an internal arrangement on similar lines as that of Civil Secretariat Departments with the HoDs available equitably at both the places.

Marriage Assistance scheme bring hope among prospective brides from poor families: Govt

Over 36K beneficiaries received Rs 144 cr under scheme

JAMMU:  The Marriage Assistance schemes is beaming hope among the prospective brides from poor families and over 36000 beneficiaries have received Rs 144 crores under the schemes, an official spokesman said.

He said SMAS for poor girls is a Social Assistance Scheme meant for those un-married identified girls of the UT living below the poverty line who may not find themselves in a position to marry due to financial constraint.

Widening its endeavor to reach out to the poor section of society to take the benefits, the government under this scheme is lending a helping hand to the poor families who couldn’t afford to marry their daughters.

In this regard, during the 2020-21 financial year, the J&K Government under the scheme which is being run by the Social Welfare Department (SWD) has sanctioned 8254 cases and provided an assistance of Rs 32.78 crore.

For the year 20-21, in Kashmir division the department has sanctioned 4940 cases, releasing marriage aid of Rs 19.58 crore.

The highest number of marriage assistance cases was sanctioned for Kulgam district of Kashmir division with disbursement of Rs 4.20 crore. Similarly, in Baramulla district the department has sanctioned 947 cases with an amount of Rs 3.78 crore followed by Pulwama district where 615 cases were sanctioned and 2.40 crore was released as marriage aid to the BPL families.

The Social assistance scheme is proving a great succor for unmarried girls of the J&K UT living below the poverty line, who may not find themselves in a position to marry due to financial constraints.

Under this scheme an unmarried girl above 18 years of age belonging to BPL family will receive Rs 25,000 cash assistance and cost of 5 grams of gold at the time of her marriage.

The norms for availing benefit under the scheme are that the prospective beneficiary girl should be above 18 years of age, should be an identified poor girl in the survey list available with the concerned DDCs and DSWOs.

The Social Welfare Department is the nodal department for implementation of the scheme.

The official spokesman said in Jammu division of the Union Territory, the SWD has approved 3314 cases during the year 2020-21 and released an amount of Rs 13.20 crore.

And during the same year, the most number of marriage assistance cases were approved in Poonch district of the division with 597 and an amount of Rs 2.39 crore was released in favour of the girls followed by Udhampur where an amount of Rs 2.32 crore has been released in favour of brides among below poverty line families.

Advisor to Lieutenant Governor, Farooq Khan, who is also the incharge of Social Welfare Department, has termed the Scheme as a big boon for poor girls, and added the scheme has greatly benefited the deprived section of the society.

He reiterated that the present government is committed to help people like old age, handicapped, widows and poor families to give them a hope that they could live their life in a better way and independently.

Oxygen concentrators become a necessity during Covid 2.0

New Delhi: Sushila Verma, a 45-year-old housewife in the capital, who tested Covid positive recently, had developed breathing troubles. The pulse oximeter showed her oxygen levels going below 90. While the family scouted for hospitals, her neighbour helped her breathe again with an oxygen concentrator.

Her oxygen levels have now reached a healthy 96.

The second Covid wave, which began hitting India in March this year, has left more patients gasping for breath.

The severe breathlessness has been a common feature observed this time that has led to a spike in demand for oxygen.

The surge in demand, observed in many states including Delhi, Haryana, Gujarat, Madhya Pradesh and Maharashtra, led to acute shortage of oxygen in the country, with many hospitals sending SOS messages.

Lack of oxygen support has also led to several deaths in the national capital. At this juncture, oxygen concentrators have become a necessity.

Concentrators are a small device supplying supplementary oxygen-enriched air to people requiring oxygen therapy. They are generally used for patients with lung and other respiratory diseases.

“In the case of Covid-19 patients, who feel breathless when their oxygen saturation drops below 94 per cent, then he or she must be put on Oxygen Therapy immediately to avoid damage to other body parts. Oxygen concentrators play an important role as they supply supplemental oxygen to patients via nasal cannula,” Sunil Khurana, MD and CEO at BPL Medical Technologies in New Delhi, told IANS.

“Oxygen concentrators work like the air conditioning machine. It takes the oxygen from the air, modifies it and releases it in a different form. Oxygen concentrators concentrate the ambient oxygen,” added Dr Ravi Shekhar Jha, HOD and Senior Consultant Pulmonology, Fortis Escorts Hospital, Faridabad.

An oxygen concentrator is an electronically operated device that separates oxygen from room air. It provides high concentration of oxygen directly to you through a nasal cannula.

“Clinical studies have documented that oxygen concentrators are therapeutically equivalent to other types of oxygen delivery systems,” Khurana said.

Oxygen concentrators are widely used for oxygen provision in healthcare applications, especially where liquid or pressurised oxygen is too dangerous or inconvenient, such as in homes or in portable clinics.

“They work on the principle of ‘rapid pressure swing absorption’ which is where the nitrogen is removed from the air using zeolite minerals which absorb the nitrogen, leaving the other gases to pass through and leaving oxygen as the primary gas. Once the oxygen is collected, the pressure then drops which allows nitrogen to desorb and be expelled back into the air through silencers,” Khurana explained.

Oxygen concentrators are portable and easy to use, and are thus better than the oxygen cylinders. Although at Rs 40,000-Rs 90,000, they are more expensive than cylinders (Rs 8,000-20,000), they require very minimal maintenance.

While oxygen concentrator devices can be used at the convenience of patients under the supervision of doctors or healthcare workers, the stand-alone cylinder needs to be refilled and needs utmost care and monitoring as there are chances of leakage and can cause fire accidents.

“Oxygen concentrators do not have limitations of refilling. It takes oxygen from air itself, which enables unlimited supply of oxygen till electricity is available. Oxygen concentrator is a more safe option compared to the Oxygen cylinders, because cylinders can sometimes leak and oxygen saturation increases the risk of fire,” Jha told IANS.

Oxygen concentrators produce up to 95 per cent pure oxygen. It also has in-built oxygen sensors which can indicate if purity levels go down, Khuranna said.

DC Srinagar visits city hospitals, takes stock of Oxygen supply

Sets deadline for immediate operationalisation of new OGPs

Srinagar:  In order to ensure adequate availability of Medical Oxygen supplies in City Hospitals, the Deputy Commissioner (DC) Srinagar, Mohammad Aijaz Asad on Monday visited SMHS hospital, Chest Disease hospital and Kashmir Nursing Home to take stock of the availability of Medical oxygen supply.

He on the occasion inspected  Medical Oxygen Generator Plants (OGPs) in these hospitals apart from reviewing the installation works for augmentation of oxygen supply through new generator units.

At SMHS hospital, the DC was informed that 3 Medical Oxygen plants of 2600LPM capacity are presently functioning in the hospital and work on one more plant of 1000 lpm capacity is being carried out on war footing basis.  He gave a timeline to the Mechanical Engineering Department to operationalise the Oxygen generator plant from make shift within 2 days.

The DC directed the concerned to work in double shifts to make additional plants functional within two days to increase the supplies in the hospital.

While inspecting the Medical Oxygen plants at Chest Disease hospital, the DC was apprised that two Oxygen plants of 430 lpm and 500 lpm capacity are already functioning in the hospital, while work on 1500 lpm capacity is also going on at a fast pace. He directed the Ex. Engineer MED  to expedite the pace of work and ensure its completion within the next 10 days so that sufficient Medical oxygen supply  is made available to the patients.

Later, the Deputy Commissioner also visited Kashmir Nursing Home and took stock of the pace of work on the 1000 lpm capacity new Medical Oxygen plant.

On the occasion, the DC directed the concerned to ensure early completion and commissioning of the plant within 4 days to cater to the demand of oxygen in hospital.

During his visit, the DC directed all the Medical Superintendent to work with added zeal and dedication and leave no stone unturned while delivering patient care facilities particularly while dealing Covid-19 patients.

Meanwhile, the DC directed for establishing an Oxygen Cylinder Bank in the district for backup and safety purposes and asked the concerned to work out the proposal within two days so that a bulk number of filled Medical oxygen cylinders are kept available as advance Covid-19 combat measures. He also asked the health institutions to create an Oxygen Cylinder Bank to meet out any exigencies. In this regard Ex. Engineer MED was directed to come up with a firm plan within 24 hours.

The DC during the visit was accompanied by Additional Deputy Commissioner Srinagar, Dr Syed Hanief Balkhi, CMO, Srinagar, concerned Medical Superintendent and other senior officers.

All guidelines followed to curtail spread of Covid-19: Srinagar airport

Srinagar: The Srinagar International airport authorities on Monday said that all guidelines are being followed while a healthy ambience is being created inside the terminal building to break the chain and curtail the spread of COVID-19.

However, travelers have urged the centre to direct airlines to operation with 50 per cent occupancy to minimize the rise of infections while travelling.

“@Aaisnrairport All guidelines are followed against spread of COVID .Time to time sanitization at various points, Announcement on PA & Through FIDS are going on to Make a healthy ambience inside terminal building. #BreakTheChain @AAI_Official,” Srinagar Airport wrote on its official Twitter handle.

The airport authorities had on Sunday urged passengers to confirm their latest COVID-19 test report and its validity before travelling with the concerned airline operator to avoid any last minute confusion. “It is advised to all passengers before traveling kindly confirm the latest COVID Test Report requirement and validity from concern Airline operator to avoid any last time confusion,” Srinagar airport said on Sunday.

Passengers, including tourists arriving in Kashmir through Srinagar airport, undergo RT-PCR test but it takes two to three days for the reports to arrive. During this time the passengers are allowed to move into the city.

Until recently, there was no testing of those reaching here by Srinagar-Jammu national highway. The COVID-19 cases have risen unabated in Kashmir valley, particularly the summer capital, Srinagar, which has recorded the major chunk of positive cases during the last about a fortnight.

Meanwhile, a traveler Bilal Ahmad, a Srinagar-based businessman, told UNI that centre should direct the airlines to operate with 50 per cent occupancy so that the rise of getting infected onboard decreases. Similar views were given by other travelers.

Govt mulls to start Tele, Radio classes in weeks’ time

Srinagar: In the wake of closure closure of schools in Jammu and Kashmir due to spurt in Covid-19 cases, the J&K government is mulling to start Tele and radio classes in a week’s time.

Top officials said they are planning to resume the Tele and radio classes in weeks’ time.

“In order to compensate the academic losses suffered by the students during the closure of schools, the department is devising the mechanism to resume the Tele and radio classes. Besides, the online classes will also be held as per the already notified schedule,” they said.

“Most probably, the schedule of the Tele and Radio classes will be the same as the previous academic year,” the officials said.

Pertinently, the schools in Jammu and Kashmir have consistently remained closed for physical academic activities for more than a year now following the outbreak of COVID-19 in March-2020.

Earlier, in 2019, the government closed all educational establishments in August following abrogation of Articles 370 and 35A.

After surge in Covid cases, government has ordered closure of all schools till May 15. (KNO)
