Srinagar: The government Wednesday transferred Dr. Nazir Ahmad Chowdhary, Medical Superintendent, SMHS Hospital, Srinagar and posted him as Medical Superintendent, GB Pant Hospital, Srinagar vice Dr. Kanwar Jeet Singh.

Dr. Kanwar Jeet Singh, l/C Medical Superintendent, GB Pant Hospital, Srinagar has been transferred and posted as l/C Medical Superintendent, SMHS Hospital, Srinagar, according to an order by government, a copy of which lies with GNS. (GNS)

 

 

Army reactivates Covid facility in Kashmir for civilians

Srinagar: Army army and the UT administration on Wednesday jointly operationalised the 250-bed dedicated Covid Health Care Centre at Rangreth in Budgam district.

The army said that government and army resources were mobilised to operationalise the facility in a short timeframe to respond to the Covid surge in Srinagar and adjoining districts.

Equipped with a 20 bed state-of-art High Dependency Unit and 230 bed post-critical care ward, the facility augments government medical health infrastructure significantly.

Dr Zakir Khan, Coordinator, Rangreth Health Services Department and Brigadier Sumesh Seth, Station Commander, Old Airfield Military Station (Rangreth) jointly reiterated their commitment to the service of the Kashmiri people in these distressed times and pledged to work untiringly to extend critical health care to the populace.

Four-yr-old girl drowns in Srinagar

Srinagar: A four-year-old girl drowned to death in Stream water in Ahmad Nagar area of Srinagar outskirts.

An official said a four-year-old girl identified as Afiya Showkat Sheikh, daughter of Showkat Ahmad Sheikh of Kangan A/P Ahmad Nagar Srinagar slipped in stream water at Ahmad Nagar.

She was removed by family members and shifted to SKIMS Soura immediately, where doctors declared her brought dead on arrival—(KNO)

Youth found dead in Pampore graveyard

Pulwama: A youth from Pampore area was found dead in a graveyard in his native area on Wednesday.

An official said some locals spotted the body in the graveyard in Kadlabal Pampore and accordingly informed police

He said a team of police from police station Pampore reached the spot and took the body into their possession.

He said that the body has been shifted to Sub district hospital Pampore for postmortem and investigation in this regard has been taken up.

He identified the deceased as Haziq Ahmad Hajam son of Mohammed Shafi Hajam, a resident of Kadlabal Pampore—(KNO)

N440K Covid variant not new, diminishing in India: CSIR

New Delhi: Coronavirus variant N440K is prevalent since last year in south India and it is diminishing, say scientists at the CSIR-Centre for Cellular and Molecular Biology (CCMB).

Various reports have emerged suspecting the role of the variant behind the surge in Covid cases in Andhra Pradesh.

“The mutant is not new. We have been seeing it in south India since last year,” the scientists said in a tweet on Wednesday.

The new Covid variant, named as the AP strain, which was identified in Kurnool district, is believed to be 15 times more deadly and stronger than other Indian variants.

When the variant was examined in controlled cell culture, it made more copies. However, “it does not necessarily mean that it can compete with other variants just the same way in a real life pandemic where new variants keep coming up. Our genome studies say that N440K is now diminishing”, the scientists said.

The N440K variant, associated with immune escape, had been detected in the labs of Indian SARS-CoV-2 Genomic Consortia (INSACOG).

INSACOG — a grouping of 10 national laboratories — has been carrying out genomic sequencing and analysis of circulating Covid-19 viruses, and correlating epidemiological trends with genomic variants.

The variant was found in 123 samples from 11 districts in Kerala; 33 per cent of samples from Andhra Pradesh, and in 53 of 104 samples from Telangana.

It has also been reported from 16 other countries, including the UK, Denmark, Singapore, Japan and Australia. As of now, these can be at best said to be variants under investigation.

“Our main focus as a community should be on reducing the spread of coronavirus. The more it spreads, the more variants come up, the more mess we create by increasing uncertainties and fear,” the scientists tweeted.

“Mask up, avoid crowds by all means, maintain hygiene and good ventilation, and take your vaccine shots. They all help in preventing the spread of the virus in one way or the other,” they added.

Justice Magrey  emphasises on DLSAs to help people during Covid pandemic

Srinagar:  The Jammu and Kashmir High Court Judge, Member National Legal Services Authority and Exec. Chairman J&K Legal Services Authority, Justice Ali Mohammad Magrey today emphasised upon District Legal Services Authorities (DLSAs) across the UT to come up to the expectations of the people in terms of constitutional obligation and rise to help them during Covid-19 Pandemic.

Justice Magrey said this during a  video conference convened here with Secretaries, DLSAs to take review of the progress being made on the implementation of the directions issued from time to time with respect to providing legal aid and other necessary services to the public in need during Pandemic.

Stressing on the Para Legal Volunteers (PLVs) to remain in touch with hamlets, villages, towns, habitats and city, Justice Magrey asked them that they should work in their respective jurisdictions with higher levels of commitment to help people get their issues resolved.

He also asked the DLSA Secretaries to remain in touch with the office bearers of the Panchayats, Municipalities, Police, CMOs, BDOs etc. so that at the grass roots level the needy people may get benefitted and the same should be done in collaboration with the Chairman DLSAs by taking recourse to all the schemes in vogue.

Emphasising upon the concerned to take NGOs on board, the Exec. Chairman JK LSA asked them with the help of NGOs they can provide medical support and food to the needy.

He directed the concerned to identify jail inmates who are under distress, so that e-mulaqat can be facilitated.

He said that there should be a depression free environment and schemes of the Government of India should be implemented in letter and spirit.

The meeting also took the overall review of the grievances received on NLSA portal besides others addressed to the LSA and DLSAs.

Justice Magrey impressed upon the Secretaries of all DLSAs to ensure that all the distress calls received by their respective helplines are redressed expeditiously especially with respect to  Covid-19 related matters providing of ration, food medical support/treatment

Member Secretary, J&K Legal Services Authority, M. K. Sharma, Secretary, High Court Legal Services Committee Amit Gupta, and all the Secretaries of DLSAs participated in the meeting.

3 RDD contractual employees sacked on charges of corruption

Kupwara: Authorities in north Kashmir’s Kupwara district on Wednesday terminated three contractual Technical Assistants of Rural Development Department (RDD) after their alleged involvement in corruption.

Addressing a press conference, District Magistrate Kupwara, Imam Din said an inquiry was properly established at block Sogam after a complaint related to corruption was registered.

“The committee formed to investigate the corruption allegations recommended their termination from the contractual services after the trio were found involved,” he said.

He identified them as Waqar Ahmad Wani, Abdul Rouf Mir, and Jameel Ahmad Khan. “The three technical assistants were terminated from the contractual services based on a report filed by the committee”.

An Executive Engineer and Assistant Executive Engineer (AEE) were also suspended.

The DM said that the name of an operator has also surfaced in the charges and “we have asked the concerned officials to communicate his name for further course of action who, however, is believed to have resigned from the post already.”

He said this order is a caution for all other government officials. (KNO)

Construction of new HC establishment at Bemina gets Govt nod

Project cost pegged at Rs 908.2 Cr

Srinagar: Authorities have granted sanction to the construction of new Jammu and Kashmir High Court – for Kashmir Division – at Rakhi Gund Aksha in City suburbs at Bemina – at an estimated cost of 908.2 Crores.

A Government Order No. 3456 – JK (LD) of 2021 Dated 04.05.2021, a replica of which is in possession of Srinagar-based news agency Global News Service – authenticated by Achal Sethi, Secretary to Government, Department of Law and Parliamentary Affairs – states that Administrative approval is accorded to the construction of New High Court at Rakhi Gund Aksha Bemina at an estimated cost of Rs. 908.20 Crores (Nine Hundred Eight Crores and twenty lakh only) with the execution of the project through Public Works Department.

The approval, as stated, has been however subjected to fulfillment of certain conditions, which include that the proposal is strictly devised and designed as per relevant latest I.S Code and Specifications of PWD/CPWD and that same is authenticated and proof checked by the competent authorities and while designing, latest HFL has to be taken in consideration for flood prone locations and adequate provisions in design need to be incorporated for making the structures resistant to earthquakes.

The Electrical /Mechanical/Electronic Components are authenticated by the Competent Authority of relevant field and the the standard specifications are followed as per CPWD, NBC and L.S Standards, it says.

The order lays down that specification as defined in CPWD PLINTH AREA RATE SCHEDULE 2020 for the type of structure proposed in the DPR, are followed and adopted for the execution of the works.

The rates of items, not covered in JK-SSR or any other relevant schedule, shall conform to analysis of rates based on authentic Data Book, to be computed and approved by the Competent Authorities well before invitation of tenders in accordance with set Codal procedures, it states.

The lump sum provisions, either in terms of percentage or fixed, as made for certain components of DPR are provisional and shall be subject to detailed estimates based on actual detail/requirements and relevant rates, to be framed and approved by the Competent Authorities well before invitation of tenders in accordance with set Codal Procedures, says the order.

That e-tendering mode is followed for fixation of award of contract for execution of the project and fragmentation of the project, while tendering is not allowed, it further states.

This issues with the concurrence of the Finance Department conveyed vide U.O.No.FD-VII-10(26)99-2000-1l dated:-09-04-2021, it concluded. (GNS)

 

Admin declares 11 areas as Containment Zones in Srinagar

Srinagar: At least 11 areas of Srinagar were on Wednesday declared as Containment Zones in view of the fresh detection of COVID-19 positive cases.

According to the orders issued by the DDMA Srinagar, the areas which have been declared containment zones include Shivpora, Nigeen, Hazratbal, Tailbal, Barbarshah, Zadibal, Umerabad Zainakote, Saidakadal, Qamarwari, Bemina and Eidgah.

The orders issued by the Srinagar DDMA authorities reads that in view of the detection of more than twenty and thirty cases in the areas, the respective areas have been declared as containment zones.

District Magistrate Srinagar, who is also the Chairman of DDMA, Mohammad Aijaz Asad said that it has become imperative to take preventive measures in these localities to contain the further spread of the Covid-19.

“More than twenty and thirty Covid-19 positive cases have been reported from these areas of Srinagar, developing into a cluster of MCZS. We apprehend that the Covid-19 positive patients in the said cluster might have come in contact with many other persons in the area and there are chances of further transmission of the deadly virus in the locality and its surroundings,” the order reads.

Admin reviews arrangements for Jumat-ul-Vida, Shab-e-Qadr, Eid-ul-Fitr

Srinagar:  The Additional Commissioner, Kashmir, Qazi Sarwar Wednesday convened a meeting of senior officers of divisional administration to review arrangements for celebrations of ensuing Jumat-ul-Vida, Shab-e-Qadr and Eid-ul-Fitr.

He instructed Director FCS&CA to ensure quality mutton is sold across Kashmir markets and ensure that it is being sold at government approved rates.

In order to contain the spread of Covid-19, he directed concerned to ensure that people adopt appropriate covid behaviour and proper SOPs including social distancing is maintained at all religious places during the prayers.

Qazi instructed for conducting rigorous market checking to curb sale of sub-standard food items, black marketing and profiteering. He said that the erring shopkeepers should be booked as per the law.

FCS&CA was directed to ensure availability of ration like Rice, flour, Sugar, K-oil and LPG cylinders in buffer stock on these occasions as per notified rates of standard quality.

PDD and PHE authorities were instructed to ensure uninterrupted electricity and water supply on these occasions.

He exhorted upon the SMC to launch a cleanliness drive at the mosques, shrines, besides ensuring that all street lights are made functional.

He also directed that fool-proof arrangements are put in place for smooth celebrations of Jumat-ul-Vida, Shab-e-Qadr and Eid-ul-Fitr.

The meeting among others was attended by CEO Muslim Waqf Board, Director FCS&CA, Director Sheep and Animal Husbandry, SSP Srinagar, SP Headquarter, JC Legal Metrology, DC Drug, DySP Traffic Rural and other concerned.
