Rain lashes Kashmir; hailstorm in Pulwama

Srinagar: After witnessing above normal day temperature during the last couple of days, weather turned pleasant as rain lashed the summer capital, Srinagar and other parts of Kashmir, where hailstorm caused damage to fruit crops and vegetables in Pulwama district on Monday.

However, the night temperature improved and settled several degrees above normal in the valley, where light to moderate rain is expected to occur during the next 48 hour at some places.

A Met department spokesperson told UNI that light to moderate rain would occur at some places in the valley during the next 48 hours under the influence of a Western Disturbance (WD), which is active in the region. “The weather is expected to improve from Tuesday onwards though light rain could continue at isolated places in the valley throughout this week.

People in the summer capital, Srinagar, woke up to a sunny Monday morning, when shops and business establishments reopened as the process of partial unlocking started in Kashmir valley after month-long COVID curfew imposed to curtail the spread of COVID-19. The nigh temperature in the city improved about 3 degree from Sunday and settled at 15.4 degree, which is over 3.4 degree above normal. However, as the day progressed, skies were covered with cloudy followed by light to moderate rain, resulting in dip in the maximum temperature.

The spokesperson said that skies would be partly cloudy to very light rain and thundershowers during the next 24 hours in Srinagar, where the maximum and minimum temperatures would settle at 27 degree and 14 degree, respectively.

Intermittent rain lashed at world famous ski resort of Gulmarg, about 55 km from here in north Kashmir, since early this morning, resulting in pleasant weather. Gulmarg has remained deserted since April 29 even as very few tourists have started to visit the ski resort from the last couple of days. The ski resort witnessed a good number of tourists during the winter season though the footfall of visitors declined due to second wave of COVID-19. The night temperature at Gulmarg improved about 3 degree from Sunday and settled at 10.5 degree, which is over 3 degree above normal.

Heavy rain and hailstorm have caused damage to fruit crops and vegetables in south Kashmir district of Pulwama. Many other parts of the valley have also witnessed damage to fruit crops due to hailstorms and heavy rain this month. Horticulture is the mainstay of the economy in Kashmir with lakhs of people associated with this sector.

Rain also lashed the world famous health resort of Pahalgam, about 100 km from here in south Kashmir, which remained deserted since April 29 due to the second wave of COVID-19 pandemic. The mercury at Pahalgam improved about a degree from Sunday and settled at 7.9 degree, which is about 2 degree above normal.

Weather turned pleasant in other parts of the valley as well due to intermittent light to moderate rain.

 

Unlock: Right or a wrong move?

Experts differ, urge people to take precautions

Srinagar: The Jammu and Kashmir government decision of partial unlock in the wake of significant dip in death and positivity rate in the UT Monday evoked a mixed response from the medicos with some terming the move as a right step with others stating that the government should have continued with the curfew for a week or two further.

Flu expert and Doctors Association President Dr Nissar ul- Hassan told KNO that the decision of unlock at this stage was “premature as positivity rate and death is still high.”

“It is matter of life and government shouldn’t have come under public pressure to unlock and should have taken decision on basis of data,” he said. “There should have been an unlock when there would have been 10 percent decrease in cases and deaths on daily basis for one week followed by 5 percent decline in another week.”

He said that there should have been unlock when tests being done should have more and positivity rate should have been less than five percent or there should have been four positive cases in one lakh population.

Dr Nisar said genome sequencing isn’t being done at large scale so nobody knows how many variants are presently in the UT. “Authorities are totally unaware about the real situation,” he asserted. “People are being asked every time to follow Covid appropriate behavior but there is still some laxity. Virus can bounce back and whatever we had gained in a lockdown of over a month, can go waste.” He said just few percent population have got fully immunized and most population is still susceptible to Covid-19.

Dr Muhammed Sultan Khuroo, renowned Gastroenterologist and Chairman Covid Advisory Committee told KNO that this is the right time to unlock as government has to think both disease and difficulties people are facing.

“It is guarded and supervised opening as it is partial opening as government is watching situation keenly and lockdown cannot be indefinite,” he told KNO, adding that government must ensure vaccination is done on all fronts and make sure that people follow Covid appropriate behavior.

He said that opening is a dynamic process as government is watching situation keenly and checking trend whether cases are decreasing or increasing and that accordingly decision is being taken.

Dr Khuroo said that government hasn’t given financial assistance to poor people and a partial opening was need of the hour for poor people so that they can earn their livelihood.

He advised public to follow Covid appropriate behaviour in letter and spirit, otherwise “we will back in trouble, so people must follow all precautions.”

“It is a collective responsibility of everybody and somebody should not take Covid appropriate behaviour lightly and action of one person can affect whole society, he said, adding that people should go out only when it is necessary and follow SOPs in letter and spirit,” he said, adding that

“Government should avoid in believing in fake things and get vaccinated whenever, they get time. Doctors who don’t know anything about virus shouldn’t talk about it.”

Dr Saleem Khan Nodal officer for Covid-19 at GMC Srinagar and HoD Community Medicine, he said that lockdown isn’t a permanent solution as it has repercussions as well but people must take care of what “we have gained in during lockdown shouldn’t be spoiled.”

He said that there is an ease in restrictions not an ease in adhering to Covid appropriate behaviour and if people won’t follow precautions cases and deaths can increase further. Dr Khan said that everyone to play a positive role and collectively we have to fight it by adhering to Covid guidelines.

After getting offer from Edinbugh University, UP born Kashmiri bride has no money to pay tuition fee

Srinagar: After getting an offer from world’s one of the prestigious University of Edinburgh for an MSC in advanced technology for financial computing, the Uttar Pardesh born Kashmiri bride is facing immense challenges to fulfill her dreams as she has no money to pay tuition fee.

Darakshan an Uttar Pardesh born girl married to a Pampore based Kashmiri, got an offer from the University of Edinburgh for advanced technology in financial computing.

The University of Edinburgh is counted among the top 20 prestigious universities across the globe with an acceptance rate of 8.3 per cent. Talking to the news agency—Kashmir News Observer (KNO), the emotional Darakshan said: “I want to break stereotypes and inspire women to continue pursuing their dreams.”

She said that on her return from the university she wanted to build a technical training institute for women and provide them an equal opportunity. “If given an opportunity, women can excel in any field they want,” she said.

Darakshan said that despite securing a partial scholarship and a partial loan, she is facing challenges in paying her tuition fee. Darakshan is a former student of Jamia Milia Islamia (JMI) and the mother of a child.

DGP sanctions retirement gift for 139 policemen

Srinagar: Director General of Police (DGP) Dilbag Singh on Monday sanctioned retirement gift of Rs 1.4 crore in favour of 139 police personnel in Jammu and Kashmir.

A police spokesperson said that as a token of appreciation for their services to the Department, Mr Singh sanctioned retirement gift of Rs 1.4 Crore in favour of 139 personnel of J&K Police, who retired from services on Monday after attaining superannuation or voluntary retirement.

“Sanction has been issued vide PHQ J&K order NO 1662 in favour of three gazetted officers, 97 non gazetted, 27 lower subordinates, 11 followers and one Tehvildar. The personnel belong to different units and wings of the department,” he said.

“Retirement gift of Rs 75,000 each is sanctioned to police personnel from the Contributory Police Welfare Fund at the time of his/her retirement. The gift serves as a token of appreciation for his/her services rendered to the department,” he said.

He said as a gesture of welfare, Police Headquarter (PHQ) has sanctioned over Rs 6.16 Crore retirement gift in favour of 822 police personnel this year so far.

Lt Gen Manoj Pande becomes GOC Eastern Army Command, relinquishes charge of CINCAN

New Delhi: The 15th Commander-in-Chief of Andaman and Nicobar Command (CINCAN) Lieutenant General Manoj Pande on Monday relinquished his charges following his appointment as the General Officer Commanding-in-Chief, Eastern Army Command with effect from June 1.

In his farewell address, the CINCAN General Pande highlighted the present and emerging security challenges and complimented all ranks for maintaining a very high level of operational readiness despite the COVID pandemic.

He emphasised on the importance of synergy amongst the three services and Indian Coast Guard to achieve desired operational outcome.He later inspected the Joint Forces Guard of Honour at INS Utkrosh.

Under the General Officer’s command, during last one year, the Andaman & Nicobar (ANC) significantly enhanced the operational preparedness and successfully conducted a number of major Tri-Service operational exercises, BrahMos missile firing and joint exercises with foreign Navies.

Under his tenure, the Command also conducted a unique joint operational exercise during the visit of President of India Ram Nath Kovind in March 2021 and speed up ongoing infrastructure works at Port Blair and other outlaying stations such as Shibpur, Car Nicobar, Kamorta and Campbell Bay.

The General Officer has remained at the forefront of efforts to harmonise the working relationship with civil administration and the people of the Islands.

On the eve of relinquishing command, the CINCAN called on Lieutenant Governor Andaman and Nicobar Islands, Admiral DK Joshi (Retd) to bid farewell and express gratitude to him and the Union Territory (UT) administration for the support and cooperation during his tenure at the ANC.

He assured the Lt Governor that ANC will continue to extend full support to the UT administration as and when required.

 Child drowns in stream

Handwara: A 21-month-old child was referred to District Hospital Handwara in critical conditions after drowning in a stream at Mawar in Handwara area on Monday afternoon.

Reports reaching GNS said that the family was caught unawares about the minor having fallen into the stream, presumably for nearly half an hour, before it being retrieved from the water body by locals.

Identified as 21-month-old Hurair Ahmad Qureshi son of Parvez Ahmad Qureshi from Audoora Mawar, the minor was evacuated to NTPHC Qalamabad, wherefrom doctors referred him to District Hospital Handwara in critical conditions.

It has been in the meantime learnt that the conditions of the child continue remain critical – on filing of this report. (GNS

Female journo, 6 others wrongly shown Covid positive

Srinagar: Despite testing negative in both RAT and RT-PCR, at least seven persons including a female journalist have been shown positive to COVID 19 in the records of the Nodal Officer Pandemic concerned in Srinagar.

According to KNO concerned over the state of affairs in the NO’s Office, the lady journalist approached the Chief Medical Officer (CMO) and narrated her ordeal.

About checking with the testing teams, the CMO too confirmed all the seven persons including the female scribe negative to the virus. In fact, he issued a certificate in this regard too.

On producing the report to the Nodal Officer, the officials refused to budge and insert corrections in their records. The Nodal Officer also refused to listen to the logic and warned the journalist to stay put in home quarantine and follow the procedures.

Now the dilemma with all the seven is whether they are positive or negative to the virus and which of the two agencies were to be believed.

“If this can happen with the conscious and responsible citizens, what must be the plight of people in the remote and rural areas”, wondered the female journalist, asking which authority is to be believed.

The female journalist is contemplating to take up the issue with the higher authorities for course correction as the attitude of the officials in the nodal agency amounts to harassment of the law abiding citizens—(KNO)

Keep Guard Amid Unlock  

Recently, covid-19 has shown a downward trajectory in Jammu and Kashmir. The daily number of Covid-19 cases have reduced. Once hitting 5500 in a single day, the numbers hover around 2200 in contemporary times.

On Sunday (May 30) also, 2256 cases were confirmed officially while 29 precious lives were lost, lowest daily count in 32 days. Present month has been deadliest in terms of fatalities as 1540 people succumbed to the virus as on May 30. In overall context, nearly 40% of the total deaths were confirmed officially during the present month.  

However, in line with the demand by business fraternity, the government has eased the lockdown to a large extent even as corona curfew shall continue from 8pm on Friday to 7 am on Monday every week till further orders. This is apart from the continuation of the night curfew which may for all practical purposes is not so relevant given there is hardly any life during the night in most parts of Jammu and Kashmir.  

While that the lockdown has been eased, one hopes that it is more based on scientific advise rather than conceding to the demands of the large section of the society to protect livelihood.  Without any doubt, the stringent lockdown, which was forced by the rising number of cases and fatalities, had a debilitating impact on livelihoods. The decision to open the various activities, allowing rotational opening up of the shops and permitting local transport to ply with half of the allotted seated capacity is surely going to be challenging to slow down the covid-19 numbers. To save livelihood, use of public transport, and allowing shops to operate with some riders, seemed unavoidable. The people need to render corporation and stick to covid-19 appropriate behavior.  Indifference towards safe public behaviour is only going to extract a heavy toll. Even in the face of a deadly pandemic, the government was relatively soft to recalcitrant people who do not wear masks, even on buses and trains, spit in public, and crowd commercial locations but there is need to ensure public adherence to the covid-19 appropriate behavior more stringently.

While the economy will now shift gears in the activity phase, the government should continue focusing on improving the understanding of the health impacts of COVID-19. The government need s to ensure measures that will give confidence to more and more people to take the vaccine jab. At the same time it should not focus on details on improved scenarios as the same may encourage people to lower their guard. The goal must remain to preserve health and save lives.

Kulgam youth’s suicide heart breaking, sends shockwaves across Kashmir

Srinagar: A young man committing suicide in south Kashmir’s Kulgam district due to his father’s salary being withheld for the past two-years has sent shockwaves across the Valley.

The youth had recorded a video before ending his life. In the video he is heard saying, “My father is a government teacher and for the past two and half years he has not received his salary. I am sacrificing my life for the sake of all teachers, whose families are suffering like us and have no other source of income except the salary which heads of our family earn.”

“I pray to Allah to give patience to my family and others who have been pushed to the wall and are living their lives in misery,” the youth is heard saying.

The 24-year old youth about seven days ago from Avail, Kulgam had consumed some poison at his orchard, after which he was taken to Srinagar Hospital where he lost the battle of life on Friday evening.

As soon as the news of his death came, a video went viral on social media.

Chief Education Officer (CEO) Kulgam, Mohammad Ashraf Rather while talking to a local news agency KNO said that in March 2019, the administrative department did a verification in which father (Bashir Ahmad Mir) of the deceased got adverse report, “owing to that till date his salary has not been released.”

Ashraf said the teacher is posted at Government Primary School Avail, Kulgam.

An observer while talking to Precious Kashmir said, “The 24-year old youth committing a suicide due to his father not getting his salary is a heart breaking incident. Even if the government wants to take action against anyone, he/she should be given a chance to explain. To keep things lingering creates uncertainty and hits the families of such people directly.”

“At present people are fighting COVID-19 and are facing immense hardships such incidents can be prevented by warning the people, against whom any adverse report surfaces,” he added.

District President Teachers Forum Kulgam Sheikh Intikhab Aalam said there are 25 teachers in the district who are suffering due to long pending salaries.

Aalam urged Director School Education Kashmir (DSEK) and LG Manoj Sinha to release the salary of such teachers on humanitarian grounds so that such incidents may not occur in future.

Govt eases lockdown restrictions in J&K

Srinagar: Jammu and Kashmir administration on Sunday issued fresh lockdown guidelines, effective from Monday, for all the 20 districts of the Union Territory with partial relaxation in some public activities.

The fresh guidelines have been issued under section 24 of the Disaster Management Act, 2005.  As per the revised guidelines, all universities, colleges, and technical/skill development institutions in J&K shall remain closed for imparting on-campus/in-person education to the students till June 15.

All types of shops are permitted to open on alternate day basis or a rotation system on weekdays except on Saturdays and Sundays as per a roster to be issued by concerned DCs. “Outdoors bazaars and outdoor shopping complexes are also permitted to open on alternate day basis or a rotation system (except on Saturdays and Sundays) as per a roster to be issued by concerned DCs.

However, in case of indoor shopping malls, only 25% of the total shops shall be allowed to open as per a roster to be issued by the DCs in consultation with the Malls’ management,” reads an order.

“Barber Shops, Saloons / Parlours are permitted to open on three days in a week (except on Saturdays and Sundays) as per a roster to be issued by concerned DCs.”

Public transport—matadors, mini-buses and buses etc—has been permitted to ply only at 50% of the authorized seating capacity. “District Superintendents of Police shall ensure compliance to this effect.” Taxis and Cab aggregators are also permitted to operate at 50% capacity while auto-rickshaws /three wheelers are permitted to ply without any restrictions.

Religious places and places of worship shall continue to remain open for public, subject to the SOP already issued in this regard, the order said.

The ceiling on the number of people permitted at attend gatherings/functions shall be 20 in case of funerals and 25 for all other kinds of social/ religious gatherings, whether indoors or at outdoors venues.

“Restaurants shall be allowed to open on all days (except on Saturdays and Sundays) only for home-delivery of orders and room service of residents.” No entry of customers shall be permitted even for self take-away of orders. However, Bars shall not be permitted to open till further orders, the order said.

Canteens and eateries at Bus stands, Railway stations and Airports are permitted to open on all days, it said.

“Sportspersons are permitted to resume their training and activities in outdoor Sports stadia / grounds. However, indoor sports complexes and Swimming Pools shall continue to remain closed,” it said, adding, “Liquor shops are permitted to open on three days a week (except on Saturdays and or Sundays) as per a roster to be issued by concerned DCs.”

The existing guidelines and SOPs in place for compulsory testing of all incoming passengers/ travelers to J&K shall be strictly enforced, it said.

“Everyone will have to compulsorily undergo a COVID-19 antigent test as prescribed by the protocol in use and may be subjected to quarantine if necessary as per protocol in use.”

Regarding the education institutions, the government said all universities, colleges and technical/ skill development institutions in J&K shall remain closed for imparting on- campus / in-person education to the students till June 15 except for the courses/ programs that require physical presence of students on account of laboratory/ research/ thesis work and internship etc. Teaching in all these institutions will be in on-line mode.

“All schools and coaching centers in J&K shall continue to remain closed for imparting on-campus / in-person education to students of all classes till 15.06.2021,”it said, adding, “the All Schools, Colleges, Technical Education and Skill Development Institutes shall not require in person attendance of any member of the staff.”

The teaching staff shall conduct online classes only from their homes, it said. “The concerned departments will issue guidelines in this regard.”

The Universities have been permitted to seek in person attendance of minimal staff only for research/lab/thesis work etc.

“However, such staff of educational institutions as are needed by the concerned District Disaster Management Authorities for official duties shall not be exempted from duties on account of this order.”

All Cinemas, multiplexes, Clubs, Gyms, Spas, Massage Centers and paid parks shall continue to remain closed, it said.

In addition, the Deputy Commissioners will take the following actions in the identified “Containment Zones which includes lockdown shall remain in force in the Containment Zone, Ensure 100% coverage of AarogyaSetu App among the residents of containment Zone. Aggressive contact tracing, Home or Administrative quarantine of individuals based on the risk, Comp Compulsory testing of all cases with Severe Acute Respiratory Infection (SARI), Influenza like Illness (ILI) and other similar symptoms specified by MOHFW, House to house surveillance by special team constituted for this purpose more frequently, Private clinics and OPDs are not permitted, the Containment Zones will be notified by Deputy Commissioners on their district websites. MD, NHM, shall also notify the same on JK NHM’s website and the updated information shall be regularly shared with MoHFW, Gol.

All District Magistrates shall keep focus on the positivity rate of closed clustered spaces like Public/ Private Offices; Schools, Colleges, Malls; Bazaars etc., and consider implementing control measures in case weekly positivity rate goes beyond 10 percent these spaces or if the hospital occupancy crosses 50%.

The three-“T” protocol of testing, tracking and treating needs to strengthened. The Divisional Commissioners need to supervise and ensure that tests are conducted uniformly across all districts, with adequate testing to be done in districts reporting higher number of cases. The proportion of RT-PCR tests in the total mix should be scaled up, on best effort basis, to 70 % r more, excluding travelers, Positive cases so detected as a result of intensive testing need to be isolated/quarantined at the earliest and their contacts have to be traced at the earliest, and similarly isolated / quarantined and tested, if needed, Quick isolation and treatment of COVID-19 patients shall be ensured in treatment, the D/o HME, GOJK, shall ensure adequate availability of COVID dedicated health and logistics (including ambulatory) infrastructure, based on their assessment of the case trajectory, Areas identified by the Deputy Commissioner within a district as a potential zone of infection will be referred to as a Containment Zone / Red Zone. The SOP/instructions issued by the State Executive Committee vide its order No. 38-JK(DMRRR) of 2020 dated 14.04.2020 for Red Zones/Hot Spots will be valid for Containment Zones/ Red Zones and will be read as the SOP/Instructions for “Containment Zones” within the districts. The term “Red Zone used in the earlier SOPs shall also mean “Containment.

No Deputy Commissioner or any subordinate Magistrate shall impose any local lockdown, outside notified Containment Zones, without prior consultation with the State Executive Committee, and following the Orders and guidelines issued by MHA, Govt. of India.

All schools and coaching centres will remain closed till June 15.

All cinemas, multiplexes, clubs, gyms, spas, massage centres and paid parks shall continue to remain closed.

Barber shops, and saloons/parlours shall remain open on three days in a week except Saturdays and Sundays.

All religious places will remain open, subject to the SOPs already in place.

Night curfew will be imposed from 8 p.m. till 7 a.m. while weekend curfew will be imposed from 8 p.m. each Friday till 7 a.m. on Monday.

Restaurants and hotels will remain open only for in-house guests and home delivery.
